Package “B” contains a variety of different items, ranging from routing revisions and layover changes to trip additions. One of the more significant service changes is the splitting of Route 8 into two segments. The north half will operate as Route 8 between Queen Anne and the Mt. Baker link station, and the south half will operate as the new Route 38 between Mt. Baker and Rainier Beach. This change is another big piece of the U Link service restructure that was approved by our County Council last month. Another noteworthy item in the package is the PM routing revision for Routes 63, 64 and 309 between First Hill and South Lake Union. These are designed to improve the speed and reliability of those routes. Also included in the package are several Sound Transit items, including the launch of the new Route 541, providing peak service between the Overlake Park and Ride and the University District. There are also trip additions to the popular Route 554. For your convenience, a summary of Package “B” items are included in the attached matrix. Please note that this matrix also includes a key for determining whether a package item contains any special suggestions relating to service implementation. Split route into two segments at Mount Baker Transit Center. The north portion between Seattle Center and Mount Baker will retain the Route 8 number, while the south protion between Mount Baker and Rainier Beach will be called Route 38 (see Route 38 package item for more information). Increase frequencies on weekdays (see SERVICE LEVELS section for more details) SERVICE DESIGN: -- Route 8 will now only travel between the Seattle Center and the Mount Baker Transit Center. -- Due to layover capacity constraints at Mount Baker Transit Center, please limit the number of coaches laying over to no more than two coaches simultaneously. -- It is assumed that most trips on Route 8 will operate with artics.

Objectives

-- Improve reliability by spliting route into two segments -- Improve ridership by improving frequency -- Provide frequent service on the John/Thomas/Madison corridor between MLK Jr Wy and Bellevue Ave -- Provide convenient transfers to and from Link Light Rail at Capitol Hill Station. -- Provide convenient transfers to and from Route 48 at 23rd Avenue.

Background

Route 8 has trouble staying on-time and keeping even spacing between trips. By splitting the route in two segments, both Routes 8 and new Route 38 should become more reliable. With the University Link Light Rail extension, Route 43 is being cancelled to reduced duplication with Link and other bus routes. Therefore, the remaining services are being improved to maintain frequent connections between Montlake and Capitol Hill for Route 43 riders who cannot use Link Light Rail. Ridership on Route 8 is strong and growing, so improved frequency will benefit all riders between Mount Baker and Seattle Center. The city of Seattle is funding the improvement in weekday frequency from 15-minutes to 12-minutes.

Layover Impact

Route 8 will now take layover at the Mount Baker Transit Center. -- With the exception of the E Line, all routes heading across the Fremont and Aurora Bridges are grouped together in downtown Seattle so as to give riders heading to the same general area a single stop pattern to wait. -- Metro is getting very close to the limit on the number of coaches in operation in the peak periods, therefore a more conservative frequency is being provided in the AM Peak in order to save on coaches. -- There are community concerns in the Tangletown area about the increased number of buses along certain street segments, so reducing AM Peak volumes should help respond to their concerns.

Background

Boren Avenue northbound in the afternoon is very congested with cars heading to the I-5 ramps at Olive Way and Howell Street. Therefore, this new routing will allow these routes to skirt around this congestion, while also providing better access to jobs in the north end of downtown Seattle.
