What is the Local Control Accountability Plan (LCAP)
The Local Control Accountability Plan (LCAP) is an important component of the Local Control Funding Formula (LCFF).
Under the LCFF all school districts are required to prepare an LCAP, which describes how they intend to meet annual goals for all pupils, with specific emphasis on how they intend to lesson the achievement gap for English Learners, Low Income Students, and Foster Youth.

Section 1: Stakeholder Engagement
A governing board of a school district shall consult with teachers, principals, administrators, other school personnel, local bargaining units of the school district, parents, and pupils in developing a local control and accountability plan.

State Priorities in the LCAP
Conditions of Learning:
oBasics: Teachers appropriately assigned and fully credentialed, student access to standards-aligned instructional materials, and school facilities maintained in good repair (Priority 1)
oState Standards: Implementation of state-adopted academic content and performance standards (Priority 2)
oCourse Access: Student enrollment in a broad course of study (Priority 7)
State Priorities in the LCAP
Engagement:
oParent Involvement: Efforts to seek parent input in decision making, promotion of parent participation in programs for unduplicated pupils and special needs subgroups. (Priority 3)
oPupil Engagement: School attendance rates, chronic absenteeism rates, middle school dropout rates, high school dropout rates, high school graduation rates. (Priority 5)
oSchool Climate: Pupil suspension and expulsion rates, other local measures including surveys of pupils, parents, and teachers on the sense of safety and school connectedness. (Priority 6)
State Priorities in the LCAP
Pupil Outcomes:
oPupil Achievement: Student performance on standardized assessments, college and career readiness, English learner reclassification, AP assessments, etc. (Priority 4)
oOther Pupil Outcomes: Outcomes for students in other subject areas. (Priority 8)
