Our Ref: Outcomes of IMO MSC95 12 June 2015 IMPA Notice 877 Dear Colleagues, Outcomes of IMO MSC95 IMO has met for the past 10 days and the IMPA delegation was composed of The President, Simon Pelletier, Senior Vice-President, Frederic Moncany and Secretary General, Nick Cutmore supported by the following on their National Delegations: Marcelo Cajaty, Brazil, Michael Hartmann, Germany, Jean- Philippe Casanova, France and also Mike Watson, USA, Oumar Dramé, Senegal, Jong Pal Na, Korea, who were present. There were 3 issues:- IMPA submitted a paper commenting on an E-NAV submission by Norway, Australia and others. IMPA considered the proposed work program output 6 on Maritime Service Portfolios, to be so broad as to genuinely threaten our profession’s independence, unique nature and national objectives. IMPA’s paper was strongly supported by Spain, Japan, USA, Canada and Panama. The Chairman instructed that Norway re-consider this particular item although the rest of the paper passed almost without comment. IACS submitted a paper on re-wording IMO Resolution A1045 which as you know is concerned with the detail of pilot boarding arrangements. IACS pointed out that some wording regarding bulwark ladder arrangements is ambiguous. IMPA did not oppose this paper as the outcomes remain unchanged. IMPA met the International Standards Organisation regarding their paper 799 on the technical aspects of pilot ladder construction. Many pilots attended this meeting and we were strongly supported by INTERTANKO and Panama Canal Authority. This work is progressing although the Exec are not satisfied with the pace of progress.
