MEMORANDUM

DATE: October 11, 2017 TO: Mike Barbis, Chairman, Facilities Committee FROM: Thomas Hamilton, Chief Financial Officer RE: Acceptance of NECC Project as Complete Attached a letter from Alan Lo requesting that the Board of Education formally accept the Norwalk Early Childhood Center (NECC) improvement project (State #103-0243 A/CV) as complete in accordance with State approved plans. This action is necessary in order for the District and the City to formally close out the project with the State of Connecticut, and collect the final reimbursement due from the State. As you know, the project was substantially complete in August 2016, and opened to students in time for the fall 2016 semester. Also attached for your information is the Certificate of Occupancy issued by the City’s Chief Building Official. We recommend Board approval of this action. ACTION REQUESTED:

A. The Board of Education hereby accepts the Norwalk Early Childhood Center (NECC) improvement project (State #103-0243 A/CV) as complete per State approved construction plans.

Carver Foundation of Norwalk The Norwalk Board of Education is pleased to recognize the Carver Foundation of Norwalk. Carver is the largest provider of after-school programs for middle and high school students in Norwalk, and a primary partner of Norwalk Public Schools. Carver’s college-prep after-school Youth Development Program is conducted at the Carver Community Center, Norwalk’s four middle and two comprehensive high schools, and in Side-by-Side Charter School. Carver also operates summer and community programs including basketball leagues, annual college tours and traditional events. During the 2016-17 academic year, Carver served over 835 students. Throughout the year, Carver works collaboratively with each NPS school principal to staff each school site program with certified teachers and non-certified teachers from each respective school. Community partners like CT Pre-engineering Program (CPEP), First Lego League (Robotics) and Maritime Aquarium bring project based STEAM activities to our students. Two late buses transport students to their neighborhood bus stop each day after the program ends. In addition to successful after school programs, the Foundation served 721 students last summer. Affordable summer learning programs for five to 13-year-old students are available at the Carver Community Center and Columbus Magnet School. Freshman Summer Success Academies for grade 8 students transitioning into grade 9, and a summer learning experience for grade 5 students transitioning into West Rocks and Nathan Hale Middle School, are also offered free of charge. Additionally, the Foundation provides transportation to and from school during the summer programs, giving students the opportunity to gain familiarity with their bus stops. Students entering middle school and high school are given the opportunity to connect with future teachers, preparing them to arrive at school ready to learn. Since 2005, 100 percent of Carver seniors have graduated high school, a majority who are first-generation college students. Eighty-three percent of Carver students have graduated from a two or four year college. Carver continues to support its student during college with mentoring and scholarships. Carver’s annual operating budget is currently $3.6 million with diverse funding from federal, state, municipal, corporate, public and private foundations and individuals. The Carver Foundation continues to strengthen its many offerings to Norwalk students, and hopes to expand its summer transition program in 2018. The Board of Education is proud to honor Executive Director Novelette Peterkin and everyone at the Carver.

Call to Order

Mr. Lyons called the meeting to order at 7:00 p.m. and led the Board in the Pledge of Allegiance.

Spotlight on Norwalk Public Schools

Ms. Keyes read the following release:

Roton Middle School Special Education Teacher Dr. Robert Seferian has been selected as

Norwalk’s Teacher of the Year. Dr. Seferian will represent Norwalk Public School teachers in

Connecticut’s 2018 Teacher of the Year program, which celebrates excellence in public education.

Dr. Seferian has worked with special needs students throughout his nearly 30-year tenure with

Norwalk Public Schools. Along with administrators and colleagues, he led a groundbreaking initiative at

Roton Middle School, which implemented co-teaching strategies for high needs students in general

education classrooms rather than self-contained settings.

Dr. Seferian was part of a team nominated by the Roton School Governance Council for

Norwalk’s annual Excellence in Education Award, which kicked off this past year. The group was

responsible for the implementation of the new middle school redesign plan for sixth grade at Roton. Dr.

Seferian worked with team members to launch ENCORE, programming at the middle school level that

provides enrichment, exploration and application of the core curriculum for students.

Educators selected as part of the annual “Excellence in Education” initiative were invited to

submit their name for consideration as Norwalk Teacher of the Year. A committee composed of

administrators and community representatives from the Norwalk Education Foundation selected the

Norwalk Teacher of the Year.

Dr. Seferian was greeted by the Board and presented with a certificate of achievement.

American Association of School Administrators (AASA) Grant Breakfast Program

Norwalk Public Schools has been awarded a $52,000 grant from the American Association of School

Administrators (AASA). The grant money will fund equipment needed to expand a “grab ‘n go” breakfast

program piloted last year at Brookside Elementary School to a majority of schools across the district.

(AASA) Grant Breakfast Program - Continued

Norwalk Grows and Food Corps provided Norwalk Public Schools with the opportunity to launch

the Brookside breakfast pilot through a Share Our Strength/No Kid Hungry mini-grant. Instead of serving

breakfast in the cafeteria, the grant helped pay for a cart filled with food that students could grab on their

way into class in the morning.

The new program is scheduled to roll out in three phases. The first two phases will be completed

during the 2017-2018 school year. Phase one will kick off in October to bring breakfast carts to Kendall,

Jefferson, Tracey, Marvin and Silvermine elementary schools, and Ponus Ridge Middle School. Phase

two will begin during the second half of the school year, and includes Columbus, Cranbury, Fox Run,

Naramake, Rowayton and Wolfpit elementary schools, and West Rocks Middle School. Phase three is

scheduled to roll out at Brien McMahon High School, Norwalk High School, Nathan Hale Middle School

and Roton Middle School during the 2018-2019 school year.

Dr. Adamowski noted that our schools and the entire district are committed to ensuring all students start

their day prepared to learn and succeed, and breakfast plays a critical role in making that happen. With

this grant, we can build upon the success of our pilot breakfast program at Brookside.

Norwalk Public Schools staff, Whitsons Culinary Group, Norwalk Grows, and Food Corps were

acknowledged for their work in implementing the expanded breakfast program, and those in attendance

were greeted by the Board and presented with a certificate. Honorees:

Lisa Lenskold Director,Norwalk Grows, Dawn Crayco, Food Corps CT Program Director,

Ailish Dennigan, Food Corps Service Member, 2016-17 Year, Sandra Faioes, Principal Brookside.

Public Comments:

Mr. Barbis stated that members of the public who had signed up on the public participation sheet

are to come forward when their name was called, state their name, address, or affiliation, and to

keep comments civil, within the three-minute time limit.

1. Joe Giandurco, 9 Mott Avenue, NFT, spoke on accomplishments in the district with new

initiatives with the NFT’s role and its contribution to the educational system. He spoke of

administrative salary increases recommended amidst state budget crisis, City hiring freeze

and 2% teacher increases and the issue of fairness and equity. He asked the Board to defer

this item until outcome of the state budget and in view of administrative salary mid point

position issues are resolved.

2. Mary Yordon, 9 Mott Avenue, NFT congratulated Dr. Seferian for Teacher of the Year and

Dr. Connor for his move to be Superintendent at Middletown. She referred to the many great

accomplishments in curriculum and the need for P.D. for Middle School Redesign, teacher

training, and questioned the work on reducing pullouts that don’t negatively impact teaching

time; inclusion of non-certified in education awards. She commended the Board members

with willingness to collaborate as a unified Board with addressing these and other issues.

Superintendent’s Report - Opening of School

Dr. Adamowski reviewed the opening of school that was smooth, without drama and well

handled at all levels. He reported that the district has made great progress towards our aim of

Raising the Bar and Closing the Achievement Gap for all our students. While many of these

initiatives are still in the early stages, we have already seen significant student growth.

He referred to his report posted on the district website for further accomplishments and

highlights of the year and noted while it is important to celebrate progress, we are already

looking ahead to what’s next. For 2017-18, Norwalk Public Schools will continue to implement

the strategies, systems and supports outlined in our Strategic Operating Plan, so that our schools

and students keep progressing. He outlined that as this school year opens:

• Fifteen new teaching positions have been added at the high school level to accommodate

enrollment growth, enhance programs, and efforts continue to reduce study halls.

• The nationally recognized “Teach-to-One” personalized math program at Nathan Hale

Middle School has been expanded to Grade 7 and 8.

• The International Baccalaureate (IB) program at Brien McMahon High School offers its

first Diplomate courses this year.

• Norwalk Early College Academy (NECA) at Norwalk High will have its first graduates

this year, with many who will receive both a high school diploma and a two-year college

degree from Norwalk Community College.

• At its annual retreat over the summer, the Norwalk Board of Education approved a series

of priority outcomes and implementation steps for the 2017-18 school year that are

directly aligned with the Strategic Plan’s six goals and Actions Planned for Achieving

Our Goals and Performance Measures for Tracking Progress were presented last week.

• City of Norwalk and Board of Education have made an historic investment in building

new schools and renovating others. New schools planned for South Norwalk and Ponus

Ridge are entering the architectural design phase this month. Norwalk students are

fortunate to live in a growing, thriving city that values its children.

AASA Grant to Expand Breakfast Program – (As covered in the Spotlight recognition.)

Partnership with University of Connecticut Center of Gifted Education

Dr. Adamowski distributed a contract for the Board members on the University of

Connecticut Center of Gifted Education to review. He gave an overview of the program on a

continuum of services available on an education enrichment model as an alternative to the

Academically Talented program. He noted that this would be on the next meeting agenda for

approval.

State Budget Crisis Update

Dr. Adamowski reported that they remain very concerned about the uncertainty of the state

budget, we are going to have a Priority School District grant of some sort, as we would qualify

for inclusion in the Priority School District program and we have to prepare as best as we can,

and make as many defensive measures as we can. Following contributing comments on the state

budget issue, Dr. Adamowski other topics that was were not on the agenda:

CIO Consortium – Mr. Ralph Valenzisi provided an overview of an I.T. infrastructure

improvement counsel “CETL” that will address data issues on privacy, cyber security, and new

credentials for student learning environment. He announced there will be a conference on

October 5 in Cromwell and all are invited, and to contact him for more information.

Dr. Adamowski noted that as mentioned earlier, the Board approved a series of priority

outcomes and implementation steps for the 2017-18 school year that are directly aligned with

the Strategic Plan’s six goals and Actions Planned for Achieving Our Goals and Performance

Measures for Tracking Progress were presented last week.

Dr. Crevecoeur suggested an amendment to #2 to include “to add and possibly rename the

AT program to the Center for Gifted Education.” Mr. Lyons noted this was friendly

amendment to the wording and would be amended if no objections.

Dr. Adamowski outlined that this was presented in Executive Session to bring administrators

to a mid-point higher than current supervisors and a two year renewable rather than a one

renewable option.

There was discussion on the comment made during public participation that such an increase

is inconsistent with the NFT negotiated increases and also comes at a time when there is

uncertainty in the state budget and potential cuts to the district.

Dr. Crevecoeur noted that he was also in agreement with comments made and would not

support this item. Ms. Mosby stated that she agreed with comments made and that such an

August 2017 Monthly Financial Report

Mr. Hamilton highlighted the recap of the fiscal year-to date and indicated that as it is early in

the year, all is in line with the budget with no exceptions.

Committee/Representative Reports

Special Education Ad-Hoc Committee

Dr. Crevecoeur reported that the Committee will meet on the 2nd Tuesday of the month and the

format of the meeting will include a segment for questions and answers. The next meeting will

be October 10, and the agenda will feature a welcome and orientation for new Director of

Specialized Learning, Yvette Goorevitch.

Personnel & Negotiations:

Mr. Lyons noted that contracts have been settled and agreements have been reached with the

ones in process of finalization being Custodial and NFEP.

Facilities

Mr. Barbis reported that the building specs Committee interviews for Architects resulted in

selections for Ponus and Nathaniel Ely projects. There is a meting next week to track the

timetable for the projects and he explained that the committee is handled by the City. He

outlined that there are comprehensive issues and logistics that are interrelated that affect the

timetables and steps of planning and construction and this will be established at the next meeting.

Mr. Barbis spoke on a meeting with the City for snow removal and the administrative decision

process that is in conjunction with other districts, weather and City Departments.

He mentioned that for facilities, the NHS pool will be managed by Norwalk High, funded by the

City, and they are in negotiations with other users for fees and funding.

Mr. Barbis noted that Bob Dylewski is retiring soon and hopes to have a recognition for him.

Dr. Adamowski replied that there is an event planned for October to coincide with when he is

ending his assignments.

Curriculum & Instruction

Mr. Kassimis reported that the committee met tonight and covered the following: High School

Attendance Policy Updates and Modifications by Adam Reynolds, Norwalk High Housemaster;

K-5 Short Cycle Assessments Presentation (K-5) and ELA/Math Curriculum Maps Presentation

(6-8) by Janine Goss and Craig Creller.

Mr. Kassimis thanked members of the Committee for all the hard work done during his time as

Chair of the Committee. He noted that it was an impressive list of accomplishments and he so

appreciated his involvement with the CISDs and administrative staff, and he thanked Dr. Conner

for his contributions.

Policy Committee

Ms. Keyes reported that the last meeting was a review of the highlights of the year on policy

work, the DABE audit that is pending and current work being done on harassment policies for

both students and staff.

Early Childhood Education - Ms. Keyes reported that the meetings have been very informative

and representative of community and parent engagement with the Pre-school educators and day

care providers in attendance.

Plan of Conservation and Development - Mr. Anderson reported that they committee met and

had an introduction by consultants with Planning & Zoning to outline the plan, timetable

schedule and surveys accomplished.

Board Member Announcements

Ms. Mosby commented on the great performances at the band Celebration of Sound at Brien

McMahon and congratulated Norwalk High for winning in their class. She thanked the Mayor

for attending.

Mr. Anderson acknowledged the Jefferson Family Night with food trucks and games and gave a

shout out to Matt Yost for doing so much for the community. He announced that he will

participate in the Norwalk Historical Society Haunting at Mill Hill that supports educational

programs at the Little Red School House.

Mayor Rilling commented on the Celebration of Sound at Brien McMahon and congratulated

Norwalk High for winning in their class and thanked the BMHS for hosting –noted that they are

not eligible to complete as a host band but performed as exhibition.

Mr. Meek commented on the Open House at Cranbury and the new floors. He added that he also

attended the Jefferson Family night and will be supporting the Mill Hill historical events.

Mr. Meek read a comment by Ms. Harris to announce that Tess Dejaeger won player of the

week by the Rupert Report for the BMHS Volleyball team.

Dr. Crevecoeur commented on Dr. Conner’s move on the Superintendent position at

Middletown as sadness and encouragement for him for the future. He gave an analogy to a

phrase coined by Dr. Connor “Rigor & Relevance” is most appropriate with his

accomplishments in the district in just a short tenure here. Those comments and well wishes

to Dr. Conner were echoed by all Board members.

Dr. Adamowski fielded questions and comments on the rationale in support of the salary ranges

and compensation plan for the management positions. He noted that administrative staff

members have been working without a contract and this is not in line with best employment

practices.

Mr. Lyons spoke on the rationalization of positions, the value of management positions and that

it is not logical practice that they key administrative roles should not get contractual raises.

Mr. Kassimis stated that he had clearly moved and it was voted upon that this was item had been

tabled from the last meeting with a motion to table until the State Budget was reconciled. He

added that this is not about the administrators or their value… he thinks they love their positions

here, and he would love to be asked to give them a raise when the time comes but today is not

the day; he feels as if he is being forced to vote no.

He reviewed that 84% of administrative departures are most for personal growth and not salary.

He noted that his reason for not supporting this item was not to discount the value and worth of

the administrators involved but in view of budgetary constraints amidst the state budget crisis.

Ms. Mosby stated that a 5% across the board was inconsistent with other salary increases

negotiated in the teacher contract that were at 2%.

** DR. CREVECOEUR MOVED TO TABLE THE ABOVE ITEM UNTIL THE

STATE BUDGET RECONCILIATION IS ACCOMPLISHED.

Ms. Mosby outlined that we should not go down this road because we don’t know what the

budget cut is going to be, we don’t know what is going to happen, we have to take much into

consideration because we might wind up cutting things that would benefit our children.

Dr. Crevecoeur stated that he had asked for a review of the policy and procedures on how to

retain administrative roles and this could be handled in an Executive Session. He added that for

clarification the responsibilities should be reviewed as many may not be paid sufficiently in line

with other districts and mid points should be raised. He noted that his reason for not supporting

this item was not to discount the importance of the administrators involved but to indicate that

perhaps they should be paid more and possible retroactive payment was justified in the next

budget cycle. He outlined that his no vote is not against our employees, not against the positions,

that he is in support of the positions, and wants to give them more.

Mr. Meek explained that the plan had been adjusted to reflect market realities, that the $65,000

in additional compensation would be less than needed to recruit new people to the positions.

Mr. Lyons outlined that the need to remain competitive with other school districts in Fairfield

County, many of which pay significantly higher salaries than we do; we don’t want to be in the

position where we are becoming the talent pool for Fairfield County, by developing talented

people who then leave for greener pastures.

Dr. Adamowski outlined that the plan adjusts the compensation levels of senior administrative

positions upward to reflect changes in the NASA contract. He added that if faced with that, have

one less member of my team, one less cabinet member if that comes to be … than to have all of

them not under contract, not paid a competitive rate, not paid in relation to the unionized

administrators in the district. We can’t do business that way; if we are faced with cuts I am sure

there will be cuts at all levels. Hopefully the city will cover any cuts with the Rainy Day Fund,

but, if that is not the case, our central team is going to be subject to cuts as anyone else in the

school district.

Ms. Mosby stated that a 5% across the board was inconsistent with other salary increases

negotiated in the teacher contract that were at 2%.

Dr. Adamowski clarified that it was not across the board but individual increases based on the

salary ranges that were below the mid-point. He reiterated his rationale in support of the salary

ranges and compensation plan for the management positions, noting that administrative staff

Report on 2017 Summer Learning: Plans for 2018

Power Point presentations were delivered by Curriculum & Instruction Site Director Janine Goss

and questions and comments were fielded throughout the presentations.

Contributing presenters: Jamie Benedetti, Early Childhood Education Council; Brenda Smith,

Stepping Stones.

Dr. Adamowski thanked all of the presenters, members of the Committees, administrative staff,

Norwalk Acts and all of those involved for their hard work.

Following the presentations Dr. Adamowski outlined that there are three challenges:

• Closing the Achievement Gap research shows learning loss after three weeks, which accounts

for the gap increases in length of years child is in school

• 4th grade represents a 20 point differential of low to high progress and the achievement gap is

32 points by grade 8.

• The district needs to expand summer learning opportunities to go from grades 4-5 to grade 3.

Dr. Adamowski outlined that there are funding areas to be addressed including Title 1, Priority

Schools Grants and Corporate Sponsorships.

Ms. Keyes stated that members of the public who had signed up on the public participation sheet

are to come forward when their name was called, state their name, address, or affiliation, and to

keep comments civil, within the three-minute time limit.

1. Joe Giandurco, 9 Mott Avenue, NFT, spoke on accomplishments for the Summer Work

Committee and the importance with closing the achievement gap with new initiatives supported

with the NFT’s role and its contribution to the educational system. He spoke of administrative

salary increases now approved tonight despite uncertainty amidst state budget crisis. He wanted

to echo his comments made at the last meeting that with City hiring freeze and 2% teacher

increases and the issue of fairness and equity. The teachers saved the district $4 million by

agreeing to switch their health insurance carrier to Connecticut Partnership 2.0, preventing

layoffs. These reasons should not have been used to advance the raises for central office staff. In

a budget climate with so many unknowns and potential pitfalls, we can’t see how this raise is

feasible. He thanked the four members who stood up and said ‘no’ to these raises. It’s not

anything personal against the people who will be receiving these raises but in a time and a

climate when we are missing funds in our building, where teachers are trying to do more with

less, when cuts to areas like courtesy bus passes that directly impact students, I don’t see how

spending $65,000 on office staff is really that responsible.
