In order to do so, the NationalAssociation of REALTORS® is focusing on thefollowing:Investment Tax Policies: Under great scrutinycurrently, tax policies are heavily debated with agoal of tax reform. Capital gains, 1031 tax ex­change and mortgage interest deductions are themain topic of discussion.

Credit Availability: With the crash of 2008, theloan industry has tightened, both in residentialand commercial loans. Policy lawmakers areworking on legislation to loosen the standards tohelp insure a healthy marketplace.

Commercial : Many commercial loans are comingto the end of the loan terms and wil l be hard tore-new under the new regulations. The NationalAssociation of REALTORS® has announced sup­port for legislation to enhance the Aow of capitalback into commercial real estate.

sunlight. Yet they provide a wealth ofben­efits: They improve the air you breathe,cut your energy bills, provide a home towildlife, and add beauty and value to yourhome in the form of curb appeal.The financial benefit of trees

The most tangible bang from yourbark comes from energy savings. Treesproperly placed around your home canreduce your air-conditioning needs by 30%and save 20% to 50% in heating costs, ac­cording to the USDA Forest Service. TheU.S. Department of Energy says threeproperly placed trees could save you $100to $250 a year.

Plus, says the Forest Service, healthy,m ature trees add an average of 10% toyour home's value.

How much value does a single treetypically add to your home? Accordingto the Purdue University CooperativeExtension Service in Indiana, a 15'/4-foot­wide silver maple in good health could beworth $2,562.

More mature, healthy trees canadd even more value. For example, trees

added an average of $8,870 to a home'ssale price in Portland, and decreased itstime on the market by two days, accordingto a 2010 Forest Service study.

Expect to pay $50 to $100 for a 6- to7-foot deciduous tree, such as a katsuraor evergreen. The same tree at 15 feetwill cost $100 to $200, according to BradSwank of Molbak's Nursery in Woodin­ville, Wash. The Arbor Day Foundationsells saplings for as little as $8 to $20, orless if you're a member.

Since trees cost money, be cautiousabout any home construction work."Treefailure can happen seven to 10 years afterconstruction, primarily because the rootsystem fails when the soil is compacted,"says Thomas Hanson, a member of theAmerican Society of Consulting Arbor­ists &om Kirkland, Wash. Also watch fordiseases or pests that can threaten treesin your yard and community.

Brokers might ask you these 6 questions at anopen house so be ready to answer themReal Estate News So, perhaps all that home buyers

need is a little preparation. If they knowthe questions brokers are going to ask,they can be ready with answers, and ev­eryone can go home iperhaps to this veryhome?) happy. Here's your cheat sheet:

1. The question: How long have youbeen looking?

Why they're asking: The agentis trying to gauge how serious you are.If you've been looking for only a shorttime, say a few weeks, the agent willunderstand that you're just getting yourfeet wet — that you're still gatheringyour thoughts. If you've been looking formonths, then the agent might dig in. Thattells her you've seen a lot, but you haven'tfound what you're looking for. She's won­dering why you haven't pulled the triggerand, hey, maybe this is the house you'vebeen waiting for. How you should answer:

Be honest and specific. This is harmlessinformation.

2. The question: Are you working withan agent exclusively?

Why they're asking: Agents aretrained to respect boundaries. If you arerepresented by an agent, the open houseagent cannot try to represent you. Thisquestion sets the tone of the conversation.Don't be surprised if the agent asks whoyour agent is. Most agents who do busi­ness in a certain area know other activeagents. This way the open house agentcan call your agent — not you — for yourfeedback. You are insulated by your buyer­broker agreement.

How you should answer: If you'reworking with an agent, say so! Evenbetter, give the open house agent youragent's name and brokerage company.This protects you &om having to give your

personal information to the open houseagent. Rather than sign in with yourname, number, and email, you can sign inwith your name and your agent's contactinformation. That's all the open houseagent needs to follow up.

3. The question: How does this housecompare to others you've seen?

Why they're asking: Now that theagent knows how long you've been look­ing, she wants to get a sense of whetherthis house is a contender. She is also as­suming that you're touring other housesnearby iother "comps," as they sayl. Shewants your honest insight on whether herlisting is better or worse than the others.

How you should answer: Be hon­est. If the house around the corner hasa remodeled master bath and this onedoesn't, point that out. If you think thishouse could use some work, let her know.

Would you go to a fiiend's dinnerparty, nibble every course, drink a glassor two of wine, and then leave — withoutever speaking to the host? I hope not. AndI hope you wouldn't treat open houses thesame way. And yet home buyers often do,refusing to sign in or deflecting agents'questions about the house they're touring.

Sometimes they do it because they'releery ofbeing given a hard sell or handingover their personal information; others de­cline because they're uncomfortable beingput on the spot about a potentially hugedecision. Whatever the reason, this putsbrokers in a tough place: Open housesmight be fun for home shoppers, but toagents, they're work. Your feedback is themarket research they need to do their jobsright.

Remember, being honest about the housewon't hurt the agent's feelings. She'sindependent. Of course she cares abouther listing, but, unlike an owner, she isn'temotionally attached. This is one reasonfor sale by owner is diKcult.

4. The question: Are you specificallylooking at this neighborhood?

Why they're asking: The agent isn'tbeing nosy here, she wants to know howfocused you are. She wants to rule out thelooky-loos and focus on the serious buyers.If you are looking in that particular neigh­borhood but not interested in making anoffer on her listing, you've caught her at­tention. She needs to understand whatother listings have that hers doesn't. Nowshe's focused on knowing your trigger: Areyou focused on certain streets within theneighborhood? A certain style ofhouse?Or is it all about price?

How you should answer: Bespecific. If you're focused on that neigh­borhood, it's OK to say so. If you're openand still getting your bearings straight,it's OK to say so. These answers providedepth for the agent when she's talking tothe seller ie.go "The open house was great!

I had a buyer walk through who has beenlooking for a while and she is only look­ing in this neighborhood."). This tells theseller there are buyers out there — andthat adjustments may have to be made ifthose buyers aren't buying this home.

5. The question: What do you think ofthe price?

Why they're asking: This is prob­ably the most important question, but itmay not be the first one out of the agent'smouth, because she wants to establishrapport first. The agent knows that peopleare usually guarded when it comes toprice. She wants you to give a thoughtfulanswer, not a flippant one.

How you should answer: Now, thisis tricky. If you're not really in the marketto buy, or can't compare it to other houseson the market, don't just throw out anumber. Simply tell the agent you haven'tseen enough to give an educated answer.If you feel you can answer, say somethinglike"I think it's priced competitively" or"It's priced too high." The point is not to

give a dollar figure but to offer a generalperception. If you believe it's a good deal,say that. If you think it's overpriced, say

that. Because if the house is overpriced,maybe the agent will call you once it'sreduced.

6. The question: Are you consideringmaking an offer on this home?

Why they're asking: Please don't

take offense! The agent has a job to do,and this is a valid question.

How you should answer: As aprospective buyer, remember: You holdthe power. If you're planning to make anoffer, it's good news to the agent and letsher know to expect something in writing.It also might help you if the house is indemand so the agent will know there aremultiple offers coming in. That way, shemay not start negotiating without firstgetting your offer in hand. To some extent,this buys you time to call your agent andget your offer submitted. If you're notplanning to make an offer, it's fine to saythat, too.

Finally, please sign in. You don't haveto go overboard — you don't even have togive your last name.I Unless you wantthe agent to check your credentials onLinkedln.l No one is expecting to see thelist, not the broker's boss, not the seller.Signing in is, in some ways, absolutely un­important. But it is also common courtesy,the least — the very least — that you can doto preserve the social fabric of our society.

Flash flooding &om intense stormsover central Texas and Oklahoma overthe past week has brought images of riv­ers and bayous overflowing their banks,streets inundated with water, homesfloating off their foundations, and cars setadrift.

In Houston, more than 4,000 homeshave been damaged by the muddy watersso far, officials say. Rebuilding thosehomes will take months, if not a year ormore. But some homeowners may notget all the help theQ need, because theydon't have flood insurance.

While homeowners in high-risk floodplain zones are required to buy flood in­surance, others should consider buying it,too. More than 5.5 million homeowners inmore than 21,000 communities across theU.S. already do, according to the FederalEmergency Management Agency.

"Anywhere it can rain, it can flood.When you consider that, and what's goingon in Texas, which was in the midst of adrought until last week — homeowner'sinsurance policies do not include flooddamage," says David Schein, a regionalflood insurance specialist for FEMA.

'You don't have to be in a high­hazard area to flood. We pay claims forthe obvious: a stream, creek, river comingover its banks. However, in an urbanenvironment that's paved, the water canbe just ponding, or pooling on its way intothe stream. That can be a covered claim,water flowing over the land."

Why buy floodinsurance?

That means you get to start thinkingabout exciting things like your first job, a401ikl, and — sexiest of all — homeowner­ship. And while you might still be sleepingoff those Jell-0 shots from last night, it'stime to wake up, chug some water, andstart preparing yourself financially — ifbuying a house happens to be one of yourlong-term goals.

Start preparing now, and buying ahouse won't be a struggle."If you makegood money, you have a clean creditrating, and you've got enough moneyset aside for the down payment, buy­ing a house is not really a big hassle,"says Stewart Koesten, the chief executiveand executive chairman of KHC WealthManagement in Overland Park, KS.

Sounds easy, right? Make money,save money, have good credit. Ta-da, ahouse! Not so much: Getting your financesin order for homeownership can be achallenge, even if your goal isn't a luxurymansion. Here are seven ways to startachieving those goals right now.

1. Get your credit score in orderSure, your mailbox may be overflow­

ing with credit card offers and the idea of"paying the bills" still seems a bit confus­ing, but now's the time to start gettingyour credit score in shape. One simpleway to start building a history: Get yourfirst credit card, because the credit bu­reaus consider the average age of your ac­counts when evaluating your score — andyou'll want a great score when it's time tobuy a house.

But if you have a history of over­spending, this may not be the right solu­tion for you. A long credit history with ahigh balance and poor on-time paymentrecord will do more damage. One optionmight be a secured credit card, which isbacked by a cash deposit that's usuallyequivalent to your limit. That way, youcan never spend more than what youhave available.

"There's not too much differencebetween a good and a great credit score,in terms of buying a home," Koesten says.The maximum score is 850, but once youget above 700, the only ma jor advantage abetter score will get you is a few points dif­ference on your interest rate."A bad creditscore will hurt you. If you have a creditcard or debts you didn't honor, and youmessed up your credit in the process, itwill be detrimental to the whole process,"he says.

If you have student loans, a creditcard may not be necessary. They alsocontribute to your score, so focus on pay­ing them down regularly iand on time) toimprove your rating.

How do you know if anappraiser is qualified?

Typically, your lenderwill choose an appraiser. Theappraiser should be state­licensed or have other certi­fication. If the appraiser isa member of a professionalorganization such as the Appraisal Foun­dation, he or she most likely will adhere tocertain ethics codes and rules of conduct.However, not all states require certifica­tion, so do some research before you start.

Who hires the appraiser?Usually, the lender or financing orga­

nization will hire theappraiser. Becauseit's in the best inter­est for the lender toget a good appraisal,the lender will havea list of reputableappraisers whomthey have hired inthe past.

Who pays?The loan agree­

ment normallycontains a set valuefor the appraisal ofproperty.Whoever

takes out the loan pays for the appraisal,unless the contract specifies otherwise.Then the buyer pays the fee in the clos­ing costs. If a seller is motivated, he maypay for the appraisal himself to back hisasking price, which benefits the buyer byreducing closing costs.

The lender may not adjust the feeafter hiring the appraiser. Expect anaverage range of $300 to $600 dependingon the size, property value, and location.Different appraisal report types take vari­ous amounts of effort, which may affectthe price.

How long does it take?One or two hours is the average time

spent for most appraisals of property. Youshould most likely receive the report inthree to seven business days on average.The amount of time it takes can de­pend on the type of report, size of property,and other factors.What are the benefits?

Think of the appraisal as an invest­ment of your time, money, and effort. Itis important to know what your house isworth, and it will help you get your loanapproval. Hopefully, this step and therest of the house-buying process will gosmoothly.

Getting married? Skip the fancy plates and ask for a down payment insteadReal Estate News

They already have the high­powered blender, the 800-thread-countsheets, and the stemless wineglasses.And while they could always registerfor even more kitchen gadgetry andoverstuffed throw pillows, some moderncouples have their eyes on a differentkind of wedding gift. W hat many ofthem want more than anything else isa house — or, more specifically iand rea­sonablyl, the down payment that willunlock the front door.

A growing number of altar-boundlovebirds are rethinking the tradi­tional retail-based wedding registryior registries, in many cases). Some arenudging their wedding guests towardonline crowdfunding-style registries,designed to accept contributions to acouple's down payment goals. Othersare quietly suggesting "money for thehouse" when asked about their pre­ferred present. Either way, plenty ofcouples are reconsidering altogether thisgift-receiving opportunity in light of whatthey truly need.

A range of factors is at play here, themost obvious of which is the higher aver­age marrying age — 27 and 29 for womenand men, respectively — than in pastgenerations. It's hardly a secret that many20- and 30-somethings are temporarilysidestepping marriage while they estab­lish careers, travel the world, hit up trivianight guilt-fiee, and, well, search for theright someone to marry.

Then again, even some youngercouples seem to think that receiving amountain of swanky home accessoriesbefore owning a home is putting thecart before the horse. After all, you can'tfeather a nest if you don't have a nest tobegin with.

Twenty-five-year-old Daniel Bar­ros and his fiancee, Traci Whiting, 24, ofPlano, TX, are getting married in October.When they started thinking about settingup a gift registry, they were struck by thereality of their living situation.

''We live in an 800-square-foot apart­ment," Barros said."Even if we wanted abunch of wedding presents, we wouldn'thave anywhere to put them. Getting thatdown payment together is our top priority,and we're grateful for any amount our

But not everyone is so enthusiastic.Teresa Krebs, who started Down PaymentDreams in 2009 and has since hostedsome 800 registries, said that a handful ofusers have reported a lukewarm responsefrom family members, some of whom feltthat asking for money was tacky. But, asKrebs points out,"a registry is just a sug­gestion, and a down payment registry isno different. It's a couple's way of saying,'We'd like your presence at the wedding,and if you choose to bring a gift, this iswhat would be most helpful to us."'

Just how helpful? When Sally andYann Sauvignon married in 2010, theyset up a registry at Hatch My House,along with two traditional retail regis­tries. About a year after their 200-guestwedding, the couple was able to use theirdown payment gifts to cover the closingcosts on their new home in the San Fran­cisco Bay Area.

''We weren't quite sure how it wouldbe received, but I think about a third ofour gifts were given through the HatchMy House site," Sally Sauvignon said."It was a really neat way to connect our

To be sure, the con­cept of a down payment asa wedding gift is still a bitof an outlier. The major­ity of engaged couples arestill filling their conven­

Don't be sheepish. Wedding reg­istries of any variety are simply a seriesof gift ideas for wedding guests who arealready planning to buy a present. A downpayment registry is no different — it's justa suggestion.

Spread the word. Share the specif­ics of your down payment registry on yourwedding website, on any wedding showerinvitations, and when fiiends and familyask where you're registered.

Be grateful. In addition to thethank-you notes that you'll send promptlyafter the wedding, consider sharingperiodic updates about your home-buyingadventures with the people who helpedmake it possible. It's just another way toshow your gratitude.

Leave a paper trail. Wh en apply­ing for a home loan, you'll need to verifythat your down payment is yours, free andclear, and not the result of another loan.Most down payment crowdfunding siteswill document the nature of the monetary

To help achieve their goal of $5,500,Barros and Whiting set up a registry atFeatherTheNest.com a Florida-basedcrowdfunding site that allows "nesters" toregister for anything from contributionstoward a down payment to funds for homeimprovement projects. Beth Butler, princi­pal at the site, says crowdfunded regis­tries offer couples a way to involve theirfiiends and family in the most importantpurchase theQ ever make.

''When you're choosing a gift from atraditional retail registry, you're prettymuch bound to the prices of the items thecouple has chosen, and even then, you'relikely giving them something they mayforget about at some point in their mar­riage," Butler said."But helping a coupleget into their first home, that's a contribu­tion they won't ever forget."

Butler said that her site, whichlaunched in May 2014, now sees 15 to 20"nests" ias each fund is called) per month.

Other similarly functioning sites­such as HatchM House.com and Down­Pa mentDreams.com — offer comparableservices, typically for the cost of a smallpercentage of the couple's gift total.

Unless you're Kylie Jenner, it takes along time to save for a down payment on ahouse. The rest of us sacrifice our gourmetcoffee for the lukewarm in-office drip inthe hope that setting aside a few dol­lars a day will magically compound intoenough to buy our piece of the AmericanDream.

And just when we think we have thenecessary funds to make even the mini­mum 3% down payment, we're slappedwith another round of expenses: closing

Some closing costs are negotiable:attorney fees, commission rates, record­ing costs, and messenger fees. Checkyour lender's good-faith estimate for anitemized list of fees. Then use your GFE tocomparison shop with other lenders.

But don't despair, there are ways tocircumvent the added expenses:1. Look for a loyalty program. Some

banks offer customers help with theirclosing costs, if they use the bank to fi­nance their purchase. Bank of America,for instance, offers reduced originationfees for preferred reward members. It'sthe bank's way of offering a reward forbeing a customer.

2. Close at the end the month. Oneof the simplest ways to reduce closingcosts is to schedule your closing at theend of the month. If you close at thebeginning of the month, say March 6,you have to pay the per diem interestfrom the 5th to the 30th. But if youclose on the 29th, you pay for only one

day of interest.

3. Get the seller to pay. Most loans al­low sellers to contribute up to 6% of thesale price to the buyer as a closing costcredit. It's a way to seal the deal — anda tax-deductible expense for the seller.Don't expect this to happen much inhot markets where inventory is scarceiwhich is almost everywhere thesedays).

5. Join the army. Military membershave closing-cost benefits that areoften overlooked. Service members andveterans may qualify for funds to helpthem purchase a home. These benefitsare not limited to the VA loan. Thekey is to do the necessary research tomake sure you get everything you areentitled to.

I bet that within the past week you've given your credit card number and that three-digit security numberon the back of the card to someone over the phone to make a purchase. Do you realize that person couldthen make online purchases with just that information?

What can you do?

For starters, get your credit report pulled every six months to see if there's anything on it that doesn't be­long there, such as a new account that you never opened or a company where you've never worked.

1. Shred important documents before tossing in the trash.

2. Check your credit reports twice annually; it's free.

3. If you have the type of mailbox that anyone could just traipse over to and open, don't use it, and insteadget a P.O. Box or a locking mailbox.

4. Speaking of mail, if you haven't gotten mail after several days, contact the post office; someone elsemight be receiving your mail after issuing a phony mail forwarding address.

5. Keep tabs on when you're supposed to receive new credit cards and checks.

6. Immediately sign new credit cards; adopt a signature that you can replicate but that would be difficult toforge. Writing "See ID" is a false sense of security.

7. Always inspect your credit card statements and bank statements for anything suspicious.

8. Don't give out your Social Security number unless absolutely required. That said, you still will need togive it out often if you want various services.

9. But if a department store won't issue you a charge card without your Social Security number, don't getthe charge card. You don't need it, do you? Getting 10 percent off a pair of shoes in exchange for the newcard, and giving out all your sensitive PII is kind of silly.

Invest in identity theft protection and consider a credit freeze; it's your best form of protection.
