Foreword

Census data is an invaluable source of information pertaining to the population of distinct areas, from small territories, whole countries, and for the entire world. There has been recent media focus on the world population passing the 7 billion mark, and the challenges this presents for the global community we all live in. The Norfolk Island 2011 Census report presents us with a detailed analysis of the characteristics of the people present on Norfolk Island on Census night, 9th

August 2011.

The 2011 Census on population and housing provides valuable information for policy making and for development planning on Norfolk Island, not only in the area of demographic change, but also in priority areas such as public health, disability and education. I strongly believe in the importance of sound and relevant data as a contributing factor towards effective decision-making and to enable monitoring of government policies and programmes. The availability of robust dataand reliable statistics and the analysis of such data are crucial if we are to enhance our efforts towards more evidence-based policy making.

The 2011 Census results provide us with key benchmarks of our development efforts. The report highlights the areas that may require further attention and how the Norfolk Island Government and all of us together can respond to and improve on areas of concern.

Conducting of a census is a major undertaking and not an easy task, and I would like to take this opportunity to commend the Administration of Norfolk Island and the Census Statistician more broadly for the strong commitment to a successful 2011 Census by investing substantially both in human and financial resources. This census is not a simple quantitative exercise but it poses significant challenges in training and quality assurance.

The information presented here is the result of intensive effort and collaboration amongst certain individuals. I acknowledge their valuable work and trust the results will be immensely useful in planning for Norfolk Island’s future development.

Credit for the implementation of the 2011 Census and for the preparation of this report is due to particular individuals who have contributed to the census data collection and for the thorough analysis included in the report. These individuals include:

• Bruce Taylor: Acting Chief Executive Officer, Administration of Norfolk Island, who was the overall manager of this project.

• Polini Boseto McNeil, Norfolk Island Government Statistician, who was responsible for the overall planning and implementation of the 2011 Census exercise and who contributed substantially to the 2011 Census Report.

• Jodie Brown Quintal, 2011 Census Field Supervisor, who was responsible for coordinating the logistics and administration of the 2011 Census Field work.

Though the timing of the 2011 Census between the planning and preparation stages and the actual implementation of the exercise was under a very tight time schedule, the prospects of a successful result varied but in the end, the census exercise was satisfactorily completed.

Several people have contributed to the success of the 2011 Census. However, a few people deserve a special mention. In this respect, special thanks are due to the Administration of Norfolk Island, in particular to the Acting Chief Executive Officer, Mr Bruce Taylor, who provided advice and with whom I liaised closely with in the census process. Introduction

Theprimary aimof theNorfolk Island2011Census report is to provide census userswith abetterunderstandingofthestateofaffairsonNorfolkIslandinthevariousareascoveredbythe2011Census.Therearethreepartstothisreport:

Part 1 provides an overview of the organizational and operational background of the 2011Census.Itincludesalltheactivitiesundertakeninthe2011Censusprocess.

Part 2 provides theanalysisof the2011Census results andaddressesvarious thematic areasincludingabriefontheNorfolkIslandpopulationprofileandchangeintermsofitspopulationsizeanddistribution,itspopulationstructurebyageandsex,anditspopulationgrowthbetweencensus years (2.4).Movement of people in terms of immigration is also discussed (2.3).Thereportfurtheranalysedthesocialcharacteristics,henceprovidingasocialprofileof theIsland(2.2)whichcombinesanalysisofdisabilityandtypeofdisability(2.4). Theeconomicprofile(2.5) deals with economic activities of individuals and also includes activity status,employment, occupation and industry in paid work, and unpaid activities. Finally, the lastcomponentofanalysis isbasedon thehouseholdcharacteristics (2.6)of the2011Censusandincludes, among other things, the use of construction materials for houses. In addition, itaddresses access to facilities and other housing amenities. Under each thematic area, itconcludeswithabriefsummaryofthemainfindingsofthe2011CensusandattemptstodistilimplicationsforpolicymakinganddevelopmentplanningonNorfolkIsland.

Part 3 provides the basic tables of the 2011 Census from which most of the major keyindicatorshavebeenderivedfromfortheanalyticalreportofthe2011Census

Part 1. Organisational and operational backgrounds of the 2011 census

1.1. General background

Censuses held at regular intervals provide an important source of information for theAdministration of Norfolk Island, as well as for the private sector and not for profitorganizations. The census is a vital instrument in awide range of activities. Such activitiesincludepolicydevelopmentandplanningbytheNorfolkIslandAdministrationandbyprivateorganisations and interest groups, and the establishment of sample frames for surveys onspecifictopics.

The 2011Census onNorfolk Islandwas preceded by full censuses undertaken during 1981,1986, 1991, 1996, 2001, and 2006. In ensuring alignment with Australia, Norfolk IslandconductsitscensusesatthesametimeasAustralia.Inaccordancewithsection8oftheCensusand Statistics Act 1961,NorfolkIslandwasdividedintosixCensusDistricts(CDs).Giventhecensusdistrictsdemarcation,itwasalsoexpectedthatacensusdistrictcollectorbeassignedtoeachcensusdistrictpurposelytocarryoutduties inrelationtothetakingandcollectionofthecensusdistrict.Thus, thecensusdistrictcollector’sprimaryroleis todistributeHouseholder’sSchedules to all people present in the census district prior to the night of the census and tocollectthoseSchedulesaftercensusnight.

Apart from the providing the core information about population distribution and change, the2011Census isdesigned toprovide informationonareasof interestasdefinedbytheCensusand Statistics Act 1961, consistent to information provided in the previous censuses forpurposesofcomparison.

1.2. Geographical

Foroperationalpurposes, theNorfolk Island isdivided into sixcensusdistricts.Although thecensus districts do not have any official administrative status, the divisions may serve as aframework for future surveys in inter-census periods. Annex II provides a map of NorfolkIsland.

1.3. Enumeration methods

An efficient collection operation is essential to the success of the Census. As in previousCensuses,the2011Censusisself-enumerated.Thismeansthateachhouseholdisaskedtofillinthe details required on the Census form. A Collector is to provide assistance if andwhen ahousehold requires additional assistance on the census form.ACollector collects the censusformsthedayafterthecensusnight.WhereaCollectorisnotinitiallysuccessfulincollectingaCensusform,he/sheisrequiredtoreturntothehouseholduptoatleasttwotothreetimesintheweekperiodfollowingCensusNighttoattempttocollecttheform.

1.4. Census funding Adequatefinancialsupportisrequiredforasuccessfulcensus.Thetotalfinancialcommitmenttothe2011CensuswasAUD$30,000solelyfinancedbytheAdministrationofNorfolkIslandandwithnoexternalfundingsource.Thiswillneedtoincreaseinthesubsequentcensuses.

1.5. The 2011 Census programme

1.5.1. Census Staffing

Intheinitialstagesofthecensusplanningandpreparationofthe2011Census,thereweretwocore teammemberswhich included theCensus Statistician and theCensus Field Supervisor.Six census district collectorswere recruited for the census enumeration period and two stafffromtheAdministrationofNorfolkIslandprovidedvaluableassistancetothefinalstagesofthecensus exercise. All staff was appointed under the Census and Statistics Act 1961 and wassubjectedtothestrictconfidentialityprovisionsoftheCensus and Statistics Act 1961.

1.5.2. Mapping

TheproductionofaccuratemapsforusebyCensusCollectorsisimportanttothecollectionoftheCensusinordertoavoidomissionsanddoublecounting.TheymakeitpossibleforCensusCollectors to deliver and collect forms from every household on Norfolk Island. Censuscollectorswere providedwith a hard copyof theirmaps. However, for subsequent censuseshigh resolution quality maps may need to be considered to ensure that a more detailed andappropriately scaled maps for use by Census Collectors, leading to better coverage of thepopulation.

1.5.3. Household Schedule

Thehouseholdscheduleconsistedof8pagesofA3sheetsprintedbacktobackonwhitepaperwhichcouldbeprone towet fieldworkconditions.Thehouseholdschedulecomprisedof twomainparts:asegmentonindividualpersonsinformation(7pages)andasegmentondwellinginformation (one page). An additional household schedule was provided for households thatexceededmorethan7householdmembers.Inthesegmentonindividuals/personstherewere44questions and in the segment on dwelling therewere 15 questions.A copy of the householdscheduleisattachedasAnnexIIItothereport.

1.5.4. Pre-Publicity and Awareness

Apublicitycampaignwasinitiatedtocreateawarenessofthecensusamongthepopulation,aswellastohelpthepublictounderstandwhyandhowthecensuswouldbeconducted.

Thecensuspublicityexerciseincludedthefollowingactivities:

• A schedule of announcements for broadcast in “Local Notices” at Radio Norfolk waspreparedandairedonRadioNorfolkduringthedaysleadinguptothecensusenumeration

• Aseriesofmedia releaseswaspublishedvia the“Norfolk Islander”, theNorfolkWindowand Norfolk Online. The media releases also included an article providing clarity andjustificationonthe“timecapsule”questionthatwasincludedinthehouseholdschedule

1.5.5. Training

EnumerationTrainingfortheCollectorsisvitalinensuringthataCollectorisfullyversedandknowledgeable in achieving the expected census results andoutcomes.A training session fortheCollectors tookplaceonTuesday,2ndAugust 2011,whichwas7daysbefore theCensusnightonthe9thAugust2011.Theneedtoconductaseriesoftrainingsessionsisofimportance.

1.5.6. Logistics

Transport: For the census enumeration, the censusFieldSupervisor and theCollectors usedtheir personal vehicles to distribute and collect the household schedules.Costs incurredwerereimbursedbytheNorfolkIslandAdministration.

Equipment: The field equipment for the census district collectors included: Householder’sSchedule; Envelopes for Householders Schedules (Black Lettering); Envelopes forPersonal/Private Form (Red Lettering); Record Book, containing also ‘Authority to Act asCollector’ and a description of Collectors boundaries; Call-back/thank you cards; MileageClaim for reimbursement of fuel expenses; Time Sheets to record hoursworked; Collector’sBadge(adhesivepaperbadge);Onepacketofpins;TwogreenandacarryingsatchelforeachCollector.

Office Space: For purposes of maintaining confidentiality of the 2011 Census householdschedules,anofficewasprovidedforuseattheAdministrationofNorfolkIsland,tostorethe2011Censusformsaswellastoprocessthedata.

1.5.7. Fieldwork

Distribution of Census Forms:TheCollectorsstartedthefirstroundofdistributingthecensusformsonFriday,5thAugust2011.TheCollectorswererequiredtodistributeeachcensusformtoeachhouseholdintheirdistrict.Wherenobodywasathome,aCollectorwouldleaveacallbackcard.

Collection of Questionnaires: The collection of the questionnaires commenced onWednesday, 10th August 2011, the day following the census night. Upon completion ofcollection, all census documents were dispatched to the Census Field Supervisor andsubsequentlytothecensusofficeattheAdministrationofNorfolkIsland.ThelastboxeswithcensusresultswerereceivedatthecensusofficeattheAdministrationonThursday,18thAugust2011.

1.5.8. Data processing

Manual checking and coding: The checking and coding of the census was done by theStatisticianwiththeassistanceofthetwostaffmembersfromtheAdministration.

CensusDistrictbatchesofcensusformsweremanuallycheckedandmanuallycoded,includingchecksonhousehold identificationof thecensusformsagainst the2011censusrecordbooks;generalcheckswhichincludedchecksoncompleteness;generalcodingwhichincludedcodingofquestionnaires,andcodingofanswersandgeneralchecksontheoutputs.

Data entry:Aftercompletionofthemanualcheckingandcoding,theinformationonthe2011Census household schedules was entered manually in the computer using Microsoft officeexcel. Two computers were installed in the census office, one of which was for use by theStatisticianandtheotherforusebythedataentryofficers.Tomakeoptimaluseofcomputers,thetwodata-entryofficersworkedinatwo-threehourshiftsoneduringofficialhoursandtheotherafterofficialhours.DataentrywascompletedbyThursday,4thNovember2011andoncedataentryprocesswascompletedthecensusdatawasthenconsolidated.

As the Administration ofNorfolk Island did not have a data processing programme such asIMPS(IntegratedMicrocomputerProcessingSystem)orCensusandSurveyProcessingSystem

(CSPro) to perform major tasks in data processing (data entry, data editing, tabulation,dissemination,statisticalanalysisanddatacapturecontrol),MicrosoftOffice(excel)wasusedfordataprocessing.Thiswastimeconsumingandslowedtheprocessofdataentry.

Data edition and imputation:Oncompletionofdataentry,alldatawaseditedtoidentifyanyinconsistencies of the census data. In cases where there appeared to be an inconsistency,reversiontotherawdatawasmadeandmanualcorrectionshadtobeappliedtotherawdata.Severalrunsofthespreadsheetswererequiredbeforethebatchwassufficientlycleaned.Lastly,the resultinghousehold andpopulation totalswere checked against themanual counts by thecensus district Collectors. In cases of inconsistent of the census outcomes, the batches withoriginalcensusformswerecheckedtoidentifythesourceofeachinconsistency.

Final Data:Thefinaloutcomeofthe2011Censusisafileofcodedrecordsforeachperson,family, and dwelling enumerated in theCensus. The data released in files and tables do notallowtheidentificationofindividuals.

Archiving of Census Forms: In preceding censuses, all census forms and other name-identified records were destroyed once the statistical data required for the purposes of theCensuswasextracted.The2011Censusforthefirsttime,gaveeachpersontheopportunitytohavehisorherCensusinformationkeptandthenmadepubliclyavailableafter99years.Wherea response to this question clearly indicates a respondent's agreement to have their Censusinformationretained,andtheformhasbeensigned,therespondent'sinformationwillbestored.

Recycling and Destruction:Onceallthestatisticaldatahasbeenextractedandcompletedandthecensusformsarenolongerneededforprocessing,theywillbedestroyed.

1.5.9. Coverage and quality

Coverage:Noattemptwasmadetoundertakeapost-enumerationsurveyforthe2011Censusgiven the tightwork schedule.A few caseswere reported of individualswho claimed not tohavebeenvisitedbythecensusdistrictcollectorsorhadnotreceivedacensusform,butdatascrutinyrevealedthatinformationaboutsomeofthesewasapparentlycollectedintheirabsencethroughothermembersofthehousehold.Thepopulationcountedinthe2011Censusappearsto be low. However, this is consistent with intercensal data which seems to suggest a lowpopulationgrowth.

Quality: In general, the quality of census data is satisfactory as the number of errors andomissions remained within acceptable limits. Some of the mistakes and omissions werecorrectedduringthephasesofmanualcheckinganddataediting.Remainingoffendingvalueswerere-codedas‘notstated’.

1.5.10. Analysis and dissemination

Analysis:Thebasic tableswereused as thebasis for analysis and furtherdatamanipulation.Theanalysisofthe2011CensusiscapturedinPart2ofthisreport.

Dissemination: The publication of this report is the initial stage of the 2011 Censusdisseminationexercise.Otherformsofdisseminationofthe2011Censuswilltaketheformofpress releases on specificmatters covered in the 2011 census thatmaybe relevant to awideaudience.

2.1 General Population Profile and Change

ThissectionbrieflydiscussesthebasicdemographiccharacteristicsofthepopulationofNorfolkIslandreportedinthe2011Census,andinadditionaddressesitschangeovertime.Indoingso,it refers to on previous census data where information is comparable. Apart from absolutenumbersofpeopleandtheirgeographicdistribution,divisionof thepopulationbyonageandsexis themost important informationin thissection.Suchinformationconstitutes isessentialforsuccessfuldevelopmentplanning,whichoftentargetsspecificgroupssinceneedsvarywithsexorage.Planning in theareasof social services,housing,employmentor foodsupply, forinstancealldependonreliabledetailsontheageandsexcompositionofthepopulation.

NorfolkIslandhasconducteditsowncensuseveryfiveyearssince1961.Beforethatpopulationfigures were based on head counts which date back to 1791. In 1841, a first census-likeoperationwascarriedoutontheIsland.

The2011Censusrecordedapopulationof2,302peopleonNorfolkIslandoncensusnight,ofwhom1,220werefemalesand1,082weremales.Theenumerationincludedordinarilyresidentscomprising of Residents, General Entry Permit and Temporary Entry Permit holders andsecondmentofficers,aswellasvisitorswhowereontheIslandoncensusnight

As expected, the Norfolk Island is dominated by ordinarily residents at 78 percent and 22percentaccountsforvisitors’populationoncensusnight.Figure 2.2representsthepopulationdistributionbetweenordinarilyresidentsandvisitorspopulation.

Norfolk Island as a whole has a medium to high population to land ratio: the Island’s totalpopulation,includingvisitors,densityis66personspersquarekilometre3.Ifweweretoexcludethe visitors population density thiswould be at 51persons per square kilometre.The overalldensityissomewhatmisleading,however,sincealargepartoftheIslandplusallofPhillipandNepeanIslandsareforconservationpurposesandhencearelargelyuninhabited.

AgeSexStructure

The2011Censuspopulationmakeupindicatesthepopulationunder15yearsofageamountedto16percentofthetotalpopulation,whichrepresentsasizeabledeclinesincethe2006censusof19percent.Thepopulationofabovebetween15yearsand64yearsamountstomorethan54percentwhilethepopulationof65yearsandaboveconstituteaproportionof24percent.Figure2.3presentspopulationdistributionbyagebetweentotalpopulationandordinarilyresidents.

The population structure by five-year age categories for the 2011Census reveals a generallyolderpopulation.Closeinspectionrevealsthatthe20-24,25-29and30-34agegroupsaresmallandnarrowcomparedwithmostotherjurisdictions,indicatingthatmanyinthisagegroupmayhavemovedawayfromtheIsland.Incontrast,the60-64-agecategoryappearsbroad,indicatingthatthisagegroupisthelargestontheIslandonCensusnight.Figures 2.4 and 2.5,confirmanddisplay a lower number or percentage of younger people while displaying a much olderpopulationonNorfolkIsland.

MedianAge

Themedianageisameasurethatdividesthepopulationintotwoequalparts(theageatwhichhalf of the population is older and half is younger). Change in themedian age shows if thepopulation is aging or growing younger. The median age is especially useful as onemeasurement when comparing the composition of a population over time and to otherpopulations.The2011Censusindicatedthatthemedian agefortotalpopulationincludingthevisitorsoncensusnightwas58years(56formenand60forwomen),whilethemedian ageforordinarilyresidentpopulationwasfor46years(45yearsformenand47yearsforwomen).

SexRatio4

The proportion ofmales to females in a population is important background information fordevelopment planning. It has far-reaching implications in a wide range of areas likeemploymentandmarriageopportunities,populationgrowth,anddemandforsocialservices,etcetera.Theexpectedsex ratio—thenumberofmalesper100 females—populationcategoryfollowsapatterninwhichfemalesoutnumbermales,henceanindicationofa“male deficit”.

The 2011 Census indicates that sex ratio for total population was 89, while for ordinarilyresidentsonNorfolk Islandwas92 and forvisitors’ populationwas79. In further examiningand comparing sex ratios between census years, figure 2.6 reveals that over the last 20 yearperiodsexratioamongstordinarilyresidents(i.e.excludingvisitors)wasequal(onefemaletoonemale)buthasthendeclined.The2011Censusdepictsascenariowhereforabouteverytenordinarilyresidentfemales,thereareaboutnineordinarilyresidentmalesontheIsland.Thesexratioisconsistentwiththepopulationsizeandgrowth.

PopulationGrowth

Thepopulationof2,302peopleenumeratedin9thAugust2011implieda-9.6percentdecreasein the5years since the2006Census.Onanannualbasis this indicates agrowth rateof -1.8percentperyear. Between the1996and2001Censuses, therewasahighpopulationgrowth(3.5%) but then growth rate declined between the 2001 and 2006 Censuses. The positivepopulationgrowthbetween1996and2001may indicatea tourismboomandpresumably thismay have led to an increase in the number of TEP holders or it may indicate that residentsreturned to the Island for employment or to operate businesses on the Island. The declininggrowthratebetween2001and2011indicatedonFigure 2.7 isconsistentwiththefiguresthatgo back to 2002/03, which clearly show the continual decline since the 2001 Census. TheNorfolk IslandAnnualReport of 2001/02, stated that tourismdeclined in thatyearby16.6%due tocollapseof theairline in June2001and theattackon theWorldTradeCentre inNewYorkin2001.

SummaryandConclusion

The population of theNorfolk Island hasmaintained a negative growth rate since 2001.The2011Census annual growth rate of -1.8would imply that in 5 years time the projected totalpopulationwillbe2,104,whiletheprojectedtotalpopulationin10yearstimewouldbe1,923assumingthatifthegrowthrateremainsconstant.

The age structure recorded in the 2011 Census displays a low number of younger peoplebetween the age group of 20 years and 34 years. The population pyramid further reveals agenerally older population and therefore therewill be amuchgreater demand for services tocater for the needs of this age group particularly increased demand for medical and othergeriatric services. The provision of such services would have implications for associatedexpendituresonservices.However,theolderpopulationmayalsoprovideapotentialeconomicstimulus. A largely healthy, independent older population can also form a valued socialresource,forexampleinprovidingcareforothers,sharingskillsandknowledgeandengaginginvolunteeractivities.

2.2 Social Profile

ThissectionaddressesseveralsocialcharacteristicsoftheNorfolkIslandpopulationthatwerecoveredbythe2011Censushouseholdschedule.

Religion

The2011Censusrevealsthat62percentofitspopulationreportedthattheybelongtoChristianchurcheswithChurchofEngland remainingdominant at 34percent.Almost aquarter of theordinarilyresidentpopulationreportedtohavenoreligion(Figure 2.8.)Inexaminingthemaleandfemaledistributionthereisapatternindicatingthatmorefemales(33percent)thanmales(27percent)reportedChristianchurchaffiliation.

The2011Censuscontainedonequestionregardinglanguage,namely:“Does this person speak a language other than English?” Thequestionwasputtoallagegroups,butitwasnotedthattherearebabiesandyoungchildrenwhomaynotspeakalanguagewellattheirage.Thecensusshould have placed a cut off or reference point to target an age range on this question.Nevertheless, the 2011 Census recorded that 32 percent of the total population indicatedspeaking other languages other than English. Almost three quarter of the total ordinarilyresidentpopulationreportedtospeakingNorfolkIslandlanguage.

Marital status is an important determinant for a person’s position in his or her life course.Gettingmarriedandtheendingofamaritalrelationshipforanyreason—deathofthepartner,divorceorseparation—aresignificant transitions inpeople’s lives.Theyareaccompaniedbychanges in rights, obligations, options and constraints. For instance, widowed women oftenconstituteavulnerablegroup,becausetheylack thesupportandincomeoftheirhusbandsandmay lose access to housing or materials that were part of the household when they weremarried.Gettingmarriedalsomeansnewobligationsandmayinterferewithaneducationalorprofessionalcareer.

The2011Censusdistinguishedpersonswhohadnevermarried,whoweremarriedatthetimeofthecensus,whowerewidowed,whoweredivorcedorseparated,orwhowereinadefactorelationship. A childwho is under the age of 15 yearswas included in the “nevermarried”category.

The2011Censusrecordedthatalmosthalfof the totalordinarilyresidentpopulationforbothmale and female indicated at the time of the Census as been married: 21% and 21%respectively.Almostequalnumbersofmalesandfemalesoftheordinarilyresidentpopulationhaveindicatedasbeensingle:17%and17%respectively.The2011Censusrevealedthattherearemorefemalewidows(5%)thanmalewidowers(1%).

In2011Censusinformationwasobtainedin1,017householdswhichwereoccupieddwellingsonthenightofcensus.Ofthis,805(79percent)wereprivatehouseholdsand212(21percent)weretouristaccommodationdwellingswhichwereoccupiedbyvisitorsonthenightofcensus.Averagehouseholdsizeforalloccupieddwellingswas2personsperhousehold.

Head of household Everyoneinthehouseholdwasaskedtostatetheirrelationshiptotheheadofhousehold.Theserelationshipswereclassifiedineightcategories.Theproportionofheadofhouseholdisalmostequalbetweenmaleandfemale(55percentformaleand45percentforfemale).

SummaryandConclusion

Figure 2.10 reveals that there are more female widows (4%) than male widower (1%) onNorfolkIsland.Whilewidowhoodmayhaveconsequencesandadverseeffectsonwellbeingofawidowedperson,thismaynotbethecaseonNorfolkIslandgiventheactivesupportnetworkoffamiliesandfriendsthatexistshereontheIsland.However,giventheagesexstructureofthepopulation that depicts a generally older population, the proportion of widowed person willslightlyincreaseovertime.

OrdinarilyResidentPopulationofPitcairnDescent

Relating to country of birth and citizenship is the relationship to ancestry. As in previousNorfolkIslandCensuses,the2011CensusagainaskedaquestionrelatingtoPitcairndescent.Incomparingtheresponsesbetweencensusperiodsofbetween1986and2006,theratioofa“yes, of Pitcairn descent” and “no, not of Pitcairn descent” response is around 1:1. For the 2011Census,theratiohasslightlychangedto1:1.5.ThusfortwopersonsofPitcairndescent,therearethreepersonsofnonPitcairndescentintheordinarilyresidentpopulationonNorfolkIsland.ThismayimplythatpersonsofPitcairndescentmayhaverelocatedtemporarilyormigratedandthattheincreasednumberofpersonsofnonPitcairndescentisacontributingfactorintheratio.

As in previous censuses, a question is asked on the residential status of persons onNorfolkIsland. Of the Ordinarily resident population, permanent population accounts for 76 percentwho are Residents and 9 percent are General Entry Permits (GEPS)6 while the itinerantpopulation7accountsforabout15percent(Figure 2.15).

The2011Censusquestionondisabilityscreensthepopulationbyself-perceivedstatusofhealthintermsofdisability.Thequestionreads:“Is this person disabled by a serious long term illness on physical or mental condition?”

Overall prevalence of disability

In the2011Census, a totalof82persons (3.5%of the totalpopulation) reportedashavingadisability.Therewereslightlymoremen(3.6%ofallmales)thanwomen(3.5%ofallfemales)reported as having a disability. Table 2.1 also indicates that disability amongst ordinarilyresident population was higher amongst men (3.7% of all ordinarily resident males) thanamongstwomen(3.3%ofallordinarilyresidentfemales)

2.5 Economic Profile

Theinformationontheworkactivityofindividualsreferstothepopulationaged15andoveratthe time of the 2011 Census. In some places this is referred to as the ‘adult’ population, todistinguishitfromthetotalpopulation,andwhenpercentagesorratesareusedtheyareusuallybasedonthisgroup8.

HighestLevelofEducationalAttainment

Human resources in terms of people on the Island with tertiary qualification are very small. Inexaminingthehighest levelofeducationalattainmentbylabourforcepopulation(figure 2.19)on Norfolk Island, the 2011 Census revealed that there are differences between males andfemalesofordinarily residents’population in termsof educational attainment aswell asgapsbetween the categories of educational attainment. The most obvious difference and gap isreflectedinthe“trade certificate”categorywhere23percentofordinarilyresidentpopulationreportedthattheyhaveattainedaTradeCertificate.Attainmentoftradecertificateishigherformales (15%) than females (9%)whileonlyabout14percentofordinarily residentpopulationhaveanymajoruniversitydegree(Bachelor’s,Master’sorPhD).

The sectors of highest employment in the ordinarily resident population are in the sales,wholesale and retail trade industry (18%) followed by hotels, accommodation and pubs (18percent),andcommunityandpersonalservices9(14%).

The main area of employment growth among the industries between census periods is notcomparableastheclassificationofindustryusedinthe2011Censusdifferedfromthepreviouscensuses and further analyticalworkmay be required in order to identify potential areas foremploymentandgrowth.

Figure 2.25 depicts the distribution of individual gross weekly income amongst ordinarilyresident population. It reveals that individual gross weekly income is not evenly distributedwithintheearningbracketsandisconcentratedinthemiddleofthechart.Itfurtherrevealsthatabout34percent of ordinarily resident individual earning income falls between the$400and$800earningbracketswhileonly9percentofordinarilyresident’sweeklyincomefallsbelow$249.00. Upon close inspection of the distribution, the median weekly income amongstordinarilyresidentpopulationofworkingage(i.e.15+years)is$555.00perweek.

2.6 Housing and Dwelling Profile

ThehousinganddwellingsituationonNorfolkIslandandtheavailabilityofspecificamenitiesisrevealedinthe2011Census.

Dwelling

The2011Censusdifferentiatesbetweenbuildings,houses,anddwellings.Abuildingreferstoanyconstructionthathasaroofandwalls.Itmaybeahouse,aflat,ashed,ashop,afactory,oracombinationofanyofthese.Buildingsmayincludevacanthousesandalsofactories,shops,sheds,etceteraaslongasthesearealsousedtohousepeople.Ahouseisabuildinginwhichpeoplelive;itmayincludeafreestandinghouse,anapartmentorflatcomplex,ahousemaybeoccupiedbymore thanonehouseholdand, therefore,maycontainmore thanonedwelling.Adwellingreferstothelivingspacethatisoccupiedbyahousehold.Itcanbeahouseorpartofahouseoccupiedbyhouseholds.Thus,adwellingmaybeawholehouseoronlypartofahouse.And,asthereisonlyonehouseholdperdwelling,thetotalnumberofoccupieddwellingsequalsthetotalnumberofhouseholdsinthecountry.

Dwellings and households

Inthe2011Census,a totalof1,144dwellingswerecountedonNorfolkIsland.Ofthese,127were vacant during the census period, resulting in an occupancy ratio of almost 89 percent.However,theremaybecaseswheredwellingsinsomeareasoftheIslandthatmayhavebeenmissed, and the census district collectors may not include in their coverage. If all misseddwellingswerecaptured,theoccupationratiowouldbeslightlylowerthanreported.

Construction materials

The reported construction materials for walls, roofs and floors indicate that the majority ofdwellings on Norfolk Island consist of timber wall dwellings with either corrugated orcolarbond roofs. In these houses, timber floors are the most common (72%), followed byconcreteor concreteblock flooring (21%).Fibro-walleddwellings (25%)mostlyhave timberfloors, or otherwise concrete floors. Concrete-walled houses practically always also haveconcretefloors.

Occupied Private Dwellings on Holding used for agricultural and pastoral purpose

The 2011 Census indicates that 23 percent of occupied private dwellings reported to haveholding used for agricultural and pastoral purposes while 76 percent have reported that theholdingsarenotusedforagriculturalofpastoralpurposes.Only1percentofoccupiedprivatedwellingsreported“notstated”(Figure 2.26)

In further examining the occupied private dwellings that reported on the holding used foragriculturalandpastoralpurposes,26percentofoccupiedprivatedwellingsreportedthat theyhadholdingsizeoflessthan1acrewhile74percentofoccupiedprivatedwellingsreportedthattheyhadholdingsizeofmorethan1acre(Figure 2.27)

Accordingto the2011Census,“own rain water” is themostcommonsourceofwatersupplyand accounts for 97 percent of occupied dwellings, and the remaining 3 percent of occupieddwellingsreportedtheirmainsourceofwatersupplywasowngroundwater.

Vehicle Registration

The 2011 Census recorded 1,992 vehicles on Norfolk Island on census night. Of the totalnumberofvehicles,90.5percent(n=1,803)wereownedbyoccupiedprivatedwellingsand9.5percent (n=189)ofvehicleswereownedbyoccupied tourist accommodationdwellings. The2011 Census further recorded that of the vehicles that were owned by occupied privatedwellings77percentwereregisteredand13percentwereunregistered(figure 2.30)

Part 3. Table Specifications and Basic Tables

3.1. Introduction

Thebasictablesincludedinthisreportrepresent the2011CensusofNorfolkIsland.Althoughthe tables can be used by awider audience, they are specificallymeant for userswith somestatisticalbackground,suchasplanners,researchers,specialistsandinterestgroups.

Thebasictablecontains51tablesdistributedover6thematicgroups:

1. Generalpopulationcharacteristics2. Socialcharacteristics3. Migrationcharacteristics4. DisabilityandEducation5. Economicactivities6. Householdandhousingamenities

The tables are grouped per theme rather than by unit of enumeration (person, household,dwelling,andbuilding)asthisbettersuittheaverageuserwhowillbelookingforinformationaboutaspecifictopicirrespectiveoftheunitofenumeration.

Thetablesarefurtherdividedbypopulationgroupsthatarebytotalpopulationwhichincludesall ordinarily residents and visitors, by Norfolk Island population, excluding visitors and byvisitors’population,excludingordinarilyresidents.Sincethefocusison

3.2. Technical notes on basic tables

3.2.1. General technical notes

The informationpresented in thebasic tables refers to thepopulationas enumeratedon2011CensusnightofTuesday,9thAugust2011.

Almost without exception, the figures in the tables represent absolute numbers. Percentagefiguresandotherdatamanipulationsareusuallynotincluded,soastosavespaceandkeepthevolumemanageable,andbecausetheyusuallydependonspecificpreferencesofusers.

Alltabletitlesareinastandardformatinordertomaintainconsistencythroughout.Alltablesstartwitha tablenumber.Thisnumber iscomposedofa ‘B’ (for ‘Basic table’), the thematicgroupnumberandthesequencenumberwithinthethematicgroup.

Sometimesitwouldbenotedthatpopulationdifferbetweentablesaccordingtotheagegroupsselected.Thisreflectseitherthefactthatcertaininformationisonlyavailableforpersonsaboveacertainagelimitorthefactthatcertaininformationisonlymeaningfulorrelevantforcertainageranges.

Manytablesaretoolargetofitononepageandarethereforecontinuedonsubsequentpages.Inthese cases, the title and the headings are repeated on each subsequent page (with theabbreviation‘cont.’for‘continuedfromthepreviouspage’addedtothetitle),whilethestubscontinuetochange.

3.2.2. Specific technical notes

Group 1: General population characteristics

B1.01 Likeallothertables,B1.01reflectsthesituationasfoundonmidnightonthenightofTuesday, 9thAugust 2011 and annual growth rates between censuses are calculatedaccordingly.

Group 2: Social characteristics

Relationship to head of household. Often included inmost census and reflects an interest inhouseholdcomposition

Religion.Religionmayrefertoanyreligion.

Group 3: Immigration characteristics

Country of citizenship and country of birth.The classificationof countriesof citizenship andcountriesofbirthwasbasedonpreviouscensusbutwithslightadjustments.

Place of birth.Theinformationgivenforplaceofbirthreferstotheplacethepersonwasborn.

Place of usual residence. The usual place of residence is the place where a person usuallyresided.Forpeoplewhomovedarounda lot, it refers to theplacewhere theyhadspentmosttimeinthelasthalf-year.

Group 4: Disability characteristics

Disability.Disabledpeoplearepeoplewithaphysicalormentaldisorderwhoarelimitedinthekind or number of activities that they can perform because of the disorder andwhowill notrecoverwithina limitedperiod.Thecategoriesdistinguished in the tables followdescriptionsspecified in theAustralian2011censusquestionnaire,hencewerenot inpreviouscensusesofNorfolkIsland.

Group 5: Economic characteristics

Highest level of education: This refers to the highest level of education completed and orachieved.

Activity status:Aperson’sactivitystatusstateswhetherornotheorshewasinvolvedinpaidorunpaidworkintheweekbeforeenumeration.Peoplewhoweretemporarilynotactivebecauseofillness,holiday,specialleaveorabigcelebrationareincludedintheactivepopulation.Withrespect to paidwork, thosewhowere notworking in theweek before enumeration, butwhowere seeking paid work are also included in the active population. In this respect theeconomicallyactivepopulationisequivalenttothelabourforce.

For people engaged in different types of paid work during the week before enumeration,informationaboutemploymentstatus,industry,paidoccupationandhoursworkedforpayrefertothetypeofpaidworkonwhichpeoplespentmosttime.Forpeopleengagedindifferenttypesofunpaidworkduringtheweekbeforeenumeration,informationaboutunpaidactivityrefersto

Employment status.Employment status refers to thework arrangementunderwhich apersonworkingforpaycarriesouthisorheractivities.

Industry.Industryreferstothemajoractivityoftheestablishmentinvolvedintheproductionofgoodsorservices,forwhichtherespondentwasworkingintheweekprecedingenumeration(orwouldhavebeenworkingifnottemporarilyabsentbecauseofillness,holiday,specialleaveorabigcelebration).ClassificationofindustriesfollowstheUNInternationalStandardIndustrialClassification of all economic activities (ISIC), but slightly adjusted to industries specific toNorfolkIslandandfurthertomaintainconsistencyto2006Census.

Occupation.Occupationreferstothekindofworkdoneintheweekprecedingenumeration(orworkthatwouldhavebeendoneiftherespondentwasnottemporarilyabsentbecauseofillness,holiday, special leave or a big celebration). Classification of occupations follows the ILOInternational Standard Classifications of Occupations (ISCO-88) which was again slightlyadjusted to occupations specific to the Norfolk Island and .maintaining consistency to 2006Census.

Paid work.TheNorfolkIsland2011Censusdefinespaidworkasanytypeofworkforwhichtheworkerreceivedpay,eitherinmoneyorinkind.

Unpaid work.IntheNorfolkIsland2011Census,unpaidworkisdefinedasanytypeofworkthroughwhichpersonssupplylabourfortheproductionofeconomicgoodsandservicesandforwhichtheyreceivednopay,eitherinmoneyorkind.

Group 6: Housing characteristics and Amenities

Building.Theterm‘building’referstoaconstructionwitharoofandwalls.Itmaybeashed,ashop,afactory,ahouseoracombinationofthese.Buildingsincludedinthecensustablesmayinclude vacant houses – but not abandoned houses – and also factories, shops, sheds, etc. aslongasthesearealsousedtohousepeople.

Dwelling. A dwelling refers to the living space occupied by a household. A dwelling isconsidered permanent if it is well-planned and is mainly made of durable materials (likeconcrete, corrugated iron, fibro or timber) with a sound foundation. Dwelling in the censustablesmayalsoincludeunoccupiedandvacanthouses

Adwellingmayrefertoapartofahousethatisoccupiedbyahousehold(withsometimesotherpartsofthehouse–ordwellings–occupiedbyotherhouseholds).Adwellingmayalsobepartofabuilding,forinstanceinthecaseofaflat.

Room.Roomsincludebedrooms,(open)livingrooms,loungerooms,diningrooms,(separate)kitchens, studies orworking rooms as long as they are large enough to contain a large bed.Passageways,bathrooms,storeroomsandtoiletroomsarenotincludedasrooms.

Activity status identifies the activities a person was engaged in during the week beforeenumeration,includingpaidwork,unpaidworkorneither;

Age-sex structure:Thecompositionofapopulationasdeterminedbythenumberorproportionofmalesandfemalesineachagecategory.

Dependency ratioisthenumberofpersonsunder15andover60per100personsaged15-59;

Disabilityisanumbrellatermforimpairments,activitylimitationsorparticipationrestrictions,whichrespectivelyrefertoproblemsanindividualmayhavewithphysiologicalfunctionsofthebodysystem,includingpsychologicalfunctions(‘bodyfunction’)orproblemswithanatomicalpartsofthebodysuchasorgans,limbsandtheircomponents(‘bodystructure’)(impairments),difficultiesanindividualmayhaveinexecutingactivities(‘activitylimitations’)andproblemsanindividualmayexperienceininvolvementinlifesituations(participationrestrictions).

Employment status refers to the work arrangement under which a person working for paycarriesouthisorheractivities;

Growth Rate:Thenumberofpersonsaddedto(orsubtractedfrom)apopulationinayeardueto natural increase and net migration expressed as a percentage of the population at thebeginningofthetimeperiod

Industryreferstothemainactivityoftheestablishmentemployingaworker;

Labour forceincludesallpersonsdoingpaidworkorlookingforpaidwork;

Natural growthisthedifferencebetweenthenumberofbirthsanddeathsinapopulation;

Occupation refers to the kind of work done in the week before enumeration (e.g. primaryschoolteacher,laboureretcetera);

Paid workisanytypeofworkforwhichtheworkerreceivedpay,eitherinmoneyorinkind;

Permanent dwellingisthetypeofdwellingthatiswell-plannedandismainlymadeofdurablematerials(e.g.concrete,corrugatediron,fibroortimber)withasoundfoundation;

Population Projection: Computation of future changes in population numbers, given certainassumptionsaboutfuturetrendsintheratesoffertility,mortality,andmigration

Rate:Aratiobetweeneventshavingoccurredinapopulationduringayearandthenumberofpersonsinapopulationinthemiddleoftheyear.Whentheeventsareobservedoveraperiodshorterorlongerthanayeartheirnumberismultipliedordividedbytheappropriatefactorsoastopreservetherate'sannualdimension

Sex ratio is the proportion ofmales to females in a population, expressed as the number ofmalesperhundredfemales;
