At the October 5 Meeting, Council requested that staff provide a breakdown of expenses for the Chris Hadfield Canada’s Walk of Fame Hometown Star

Event, which took place on August 6, 2019.

The breakdown of expenses for the event is as follows:

SUBJECT: Pawpaw Tree Planting – Canatara Park

Canatara Park is the City's crown jewel that supports a diversity of public events as well as an equally diverse ecological community. Both of these

reasons contribute to the park's status and enjoyment by local citizens and tourists. The recent removal of an unused building in the park offered an

opportunity for a brownfield revitalization into a re-naturalization project focusing on Pawpaw trees (Asimina triloba).

The Pawpaws have been popular in the news as a Carolinian species, and

although it is largely absent from Sarnia it is very likely to have been historically found here. This space provided a great opportunity to display

these native fruit trees that also serve as the host plant for the Zebra Swallowtail butterfly. A patch planting will be done this fall since these trees

need males and females to cross-pollinate and produce fruit. The trees have been produced through a nearby nursery.

The Friends of Canatara (FOC) and the Sarnia Environmental Advisory Committee (SEAC) submitted a joint application to Lambton Wildlife for

funding of $800 to support this project. With Pawpaws as the poster child, this project aligns with Lambton Wildlife's values of conservation,

preservation, and protection of the natural environment in Lambton County by promoting one of 1,500 native plants and 500 rare species in the

Carolinian Zone and re-naturalizing a section of Canatara Park. The coordinated project between FOC and SEAC, with approval from the City’s

Parks and Recreation Department, displays that our community cares about our establishment and care of our City's natural areas and spaces.

engagement survey is online until Wednesday, October 28, 2020 at Speak up Sarnia.

What is an R-Zone Policy?

An R-Zone Policy promotes a positive, safe and supportive environment for all users, visitors and staff that use and operate our indoor and outdoor

recreational infrastructure by providing a framework in which to address inappropriate behaviours when they arise.

Next Steps?

Once input has been received and a final draft of the R-Zone prepared, staff will return the policy to Council for consideration of approval at the

November 23, 2020 regular Council meeting.

Should the policy be adopted by Council, staff, along with community

sporting partners, will conduct a promotional and educational campaign to raise awareness of the policy for parents, participants, spectators and the

importance of their role in creating a positive atmosphere.

SUBJECT: Completion of the Charlotte Street Lot Reconfiguration

Progress Update As a follow up to Council’s direction on July 13, 2020, the following

successful upgrades have now been completed in the Charlotte Street parking lot.

Metered Parking Spaces Converted to Permit Parking Spaces

The existing 18 parking meters and meter posts have been removed and replaced with new designated permit parking signage, allowing the

opportunity to re-allocate these spaces to meet the growing demand for permit parking for downtown area residents and business owners.

E-Charging Station

With the recent expiration of the 3-year lease agreement, the e-charging station has been removed allowing for two additional permit parking spaces.

The e-charging station will not be relocated due to its age, cost of use, and

the obsolescence design of the machine.

Additional Upgrades During the course of this revitalization project, steps have been taken to

upgrade the accessible spaces by way of new signage, paint and the installation of one additional parking space.

The City has taken steps to upgrade all existing signage within the parking

lot, the parking lot stalls have also been repainted to help freshen up the lot and clearly identify the appropriate areas to park.

Stacey Forfar, General Manager of Community Services DATE: October 8, 2020 SUBJECT: Sarnia Arena Updates – New Parking Lot & WiFi Sarnia Arena Parking Lot Project: The main parking lot at Sarnia Arena is receiving the finishing touches to the asphalt this week and will be ready for user groups to utilize this newly designed grander parking area early next week. With the main parking lot becoming fully accessible at Sarnia Arena, we will be adjusting participant’s entry point to the sliding doors on Wellington Street to access the facility. All user groups will receive an update regarding this change, and we will also provide this adjustment within our current COVID-19 Arena Operating Standards to Lambton Public Health. Sarnia Arena Public Wi-Fi: In addition to the completed parking lot project, the Public Wi-Fi installation within Sarnia Arena is almost complete and will be opened up for the public’s use by the end of this week. We are excited to have these Public Wi-Fi projects coming together. Progressive Auto Sales Arena’s WiFi is fully operational, and Clearwater Arena’s will be finalized within the next couple of weeks, so that our community members and user groups will have access to this amenity when visiting all of our Arenas. Advanced Sanitizing Procedures: We have recently received Electrostatic Sprayers for each of our Arenas to utilize within our current cleaning and sanitizing procedures as well. These “E-Sprayers” will allow for increased efficiencies in disinfecting time within our current Green Zones being accessed by participants and

spectators in our Arenas. Staff have received training on these new sprayers, and they have started being utilized within each of our Arenas this week. As we move along we continue to make any necessary minor adjustments and updates within our COVID-19 Arena Operating Standards, to ensure the continued safety of everyone utilizing our Arenas, and we appreciate the continued support of our operations.

Department Head, and the Purchasing Manager.

Prior to final approval the Purchasing Manager reviews the comments and researches the validity of the request to ensure no other options are present

for the product or service.

Reviews of the current approved list are completed annually, and any new requests for Sole Source Vendors are reviewed to ensure compliance within

the Procurement Policy as a Sole Source Vendor and to verify the marketplace for the product or service has not changed to a competitive

market.

SUBJECT: Domain Controller Refresh

IT identified the two main servers that provide all authentication to our

environment as aging, approaching end of life, and not able to adequately support many forward strategic plans.

Additionally, in September our IT Infrastructure staff recognized new

vulnerabilities that Microsoft had disclosed that could allow any user to be able to connect to these top-level servers to elevate their privilege to Full

Domain access.

It was determined that escalating the priority of this work and expediting the replacement on Thursday, September 24 was vastly preferable to accepting

the risk of these vulnerabilities.

Utilizing our existing virtualized hardware environment, staff were able to deploy new servers and replace the older, vulnerable 2008 and 2012

versions at no additional capital cost in an entirely seamless exercise apart

from the brief after hours cutover outage.

This was very much a background activity to the general staff experience but critical to securing our environment and allowing us to move forward

successfully.

Main Street Recovery Plan and Mental Health & AddictionsServices Expansion

Today the Province announced Ontario’s Main Street Recovery Plan and its intentionto introduce new legislation shortly (Main Street Recovery Act, 2020). The proposedlegislation, if passed, would provide supports and modernize rules for small mainstreet businesses. This involves a $60 million funding grant for personal protectiveequipment (PPE) for small businesses to help businesses reopen safer, rehire faster,and recover from COVID-19.

The Province also announced it would invest an additional $176 million this year tohelp expand access for critical mental health and addictions services during COVID-19. This is part of the Province’s commitment to invest $3.8 billion over 10years into mental health and addictions services.

The funding includes an investment of $3.5 million for in-home/mobile withdrawalmanagement services to increase access to community withdrawal managementservices for hard to service clients, including those located in rural areas. Office of the Fire Marshal (OFM) Clarification on Staffing Levels andFirefighter Safety

The Ontario Fire Marshal, Jon Pegg, has provided an interpretation of the FireProtection and Prevention Act in light of the recent City of Greater Sudbury interestarbitration decision. His conclusion, after considering the full range of factors, is thatthe decision to set, alter, or adjust fire protection service levels in any municipality lieswith the council of that municipality, in consideration of advice and guidance providedby the fire chief.

Ontario Releases Child Care Reports and Plans New Actions toImprove Child Care

The Ontario government has reviewed the Child Care and Early Years Act, andannounced the release of two reports, Strengthening Early Years and Child Care inOntario and the Early Years and Child Care Annual Report 2020. The government isplanning to pursue new actions to: increase quality, create more choice, increaseaccess, support the sector workforce, link to more services for special needs children,support Indigenous-led and culturally relevant programming, reduce administrativeburden, and address technical gaps and issues.

A Special Virtual Meeting of Sarnia City Council will be held at 9:00 a.m., Thursday, October 15, 2020, to give consideration to a Noise By-Law Exemption requested by PM Entertainment Group & Foundation for ‘Rocking the Runway Drive-In Concerts’ on October 23 and 24, 2020.

Electronic submissions are required to be submitted to the Offi ce of the City Clerk no later than Wednesday, October 14, 2020, at noon by email at [email protected] and will be provided to Members of Council at the meeting.

This meeting will be web streamed through a link available through the City’s website www.virtualsarnia.ca where an electronic copy of the agenda will also be made available.

2022 MUNICIPAL ELECTION – PUBLIC CONSULTATIONAt its meeting held on September 14, 2020, Sarnia City Council endorsed the recommendations of the Election Committee to proceed with a Municipal Election Survey and a Virtual Public Meeting of Sarnia City Council to be held on Monday, October 26, 2020, at 10:30 a.m. Feedback received during the public consultation period will assist the Election Committee with formulating its fi nal recommendations to Sarnia City Council.

MUNICIPAL ELECTION SURVEYThe survey can be accessed and completed through the City’s online public engagement platformhttps://www.speakupsarnia.ca/2022-municipal-election.

R-ZONE POLICY – COMMUNITY INPUTAt its meeting scheduled for Monday, November 23, 2020, Sarnia City Council will give consideration to the adoption of an R-Zone Policy for the City of Sarnia.

The policy outlines guidelines and procedures that provide the standards and expectations for recreational-user behaviour when engaged in sport and leisure activities within City facilities.
