1 ABOUT NATIONAL INFORMATION TECHNOLOGY BOARD 1.1. National Information Technology Board (NITB) is mandated to provide broad range of
technical guidance and consultancy services to the public-sector organizations for
identification of key areas/services for automation; including design, development, and
implementation. In addition, NITB provides technical assistance and subject matter
experts to various Ministries/Divisions for their respective IT operations, infrastructure,
general purpose and application specific trainings and e-Government projects. Federal
Ministries, Divisions, and Departments are having due advantage of NITB’s technical
services, consultancy and advice. Provision of these services to government organizations
across Pakistan has resulted in bringing efficiency and transparency for the public
organizations and contributed in quick delivery of information and services to public at a
large scale.
Vision, Mission, and Mandate 1.2. Our vision is to become a strategic enabler, by making the full use of ICT, for an
accelerated digitization eco system, aiming to expand knowledge-based economy and spur
socio economic growth. Improve Pakistanis Citizen’s quality of life and economic well-
being by ensuring availability of accessible, affordable, reliable, universal and high-
quality ICT services.
Provide technical guidance for embedding e-Governance in the Federal
Ministries/Divisions and promoting efficient and transparent governance
Facilitating and executing efficient and cost-effective implementation of e-government
programs in the Federal Ministries/Divisions.
Carry out training need assessment, design and implement IT capacity building
programs for employees of the Federal Ministries/Divisions.
Review the status of e-government readiness on a regular basis to ensure sustainable,
accelerated digitization and ICT human resource development.
Identify the areas where IT interventions can be helpful and to suggest measures for
the automation of these areas through Business Process Re-engineering (BPR).
Provide Standards for software and infrastructure in the field of Electronic
Government.

2 OVERVIEW
2.1. Further to the strategic vision of NITB to establish standardization for the ICT
environment across public-sector organizations under federal government to promote
interoperability, open-data, improve quality and confidence in ICT based services by GOP
and discourage replication of efforts for e-Governance programs, NITB is in the process
of appointing INDIVIDUAL CONSULTANT(S), hereinafter referred to as the
“CONSULTANT(S)”, for preparing frameworks, policies, procedures, and standards.
Request for Proposal (RFP) is invited on the basis of the terms and conditions detailed
herein below, for which requisite evidence and details shall be provided along with the
proposal. The objectives of this consultancy include but are not limited to the following:
i. Digital Media Consultant
ii. ERP - Consultant
iii. IT Consultant on Special Initiatives (2 Individual Consultants)
iv. Cyber Security/ Information Security Consultant
2.2. NITB shall follow the Public Procurement Regulatory Authority Ordinance, 2002, and all
Rules and Regulations made there under for procurement of this consultancy. Relevant
legislation in this regard is available at (www.ppra.org.pk).
3 INFORMATION FOR THE CONSULTANT(S)
GENERAL TERMS AND CONDITIONS
3.1. National Information Technology Board (NITB) is hereby notified as an attached
department of the Ministry of Information Technology & Telecom Division through the
merger of former Pakistan Computer Bureau (PCB) and Electronic Government
Directorate (EGD) dated 11th August 2014. In order to facilitate NITB in implementing
standardization across public-sector organizations, the Board has decided to hire
INDIVIDUAL CONSULTANT(S), of national or international repute with direct relevant
experience (proved through references) to help NITB accomplish its task within the
prescribed time. NITB will select an INDIVIDUAL CONSULTANT(S) after an open
transparent bidding process, in accordance with ‘Quality and Cost Based Selection’
(QCBS) method.

3.2. A complete set of Bidding Documents shall be purchased (during the office hours 0900
hours to 1700 hours on working days only) by interested bidders starting October, 5th 2020
from Director Finance & Accounts at the address below and upon payment of a non-
refundable fee for the Bidding Documents, pursuant to the latest guidelines issued by the
PPRA, in the amount of Five Thousand Rupees Cash Only (Rs 5,000 PKR)

3.3. It may also be downloaded from the website shared by National IT Board, provided that
Bidders shall pay the nonrefundable fee (amount of Five Thousand Rupees cash Only
‘Rs 5,000 PKR’) for the Bidding Documents not later than the submission of their bids.
3.4. Bidding (Technical & Financial) will be carried out by adopting “Single Stage Two
Envelopes” procedure.
3.5. Two sets (Original, hard copy, electronic copy on USB) of “Technical Proposal” and
“Financial Proposal” on the prescribed forms given in the RFP, separately labeled (Bid
Title and Name of the Consultancy), sealed, signed & stamped as per PPRA Rules
available on (www.ppra.org.pk), must be delivered to the address given below by no later
than October, 20th 2020 11:00 AM. The Technical Proposal will be opened on the same
day at 11:30 AM in the presence of the individual consultant who may wish to attend. The
two envelopes shall be sealed and no information on the Financial proposal shall be
contained in the Technical Proposal. Both envelopes (“Financial Proposal” and “Technical
Proposal”) shall be placed in an outer envelope and sealed. The Financial Proposal of only
Technically Responsive Consultant will be opened whereas the Financial Proposals will
be returned unopened to the bidder who disqualified in technical evaluation.
“The bids shall be submitted in a sealed package or packages in such manner that the
contents are fully enclosed and cannot be known until duly opened”
3.6. Proposals shall be delivered by hand or courier so as to reach the address given below by
the last date indicated for submission in Section 3.5. PROPOSALS RECEIVED BY FAX
OR EMAIL SHALL NOT BE ACCEPTED.

3.7. In case of official holiday on the day of submission, next day will be treated as closing
date. The consultancy assigned is expected to commence within 2 to 3 weeks after signing
the consultancy agreement.
3.8. Proposals will be technically evaluated as per Evaluation Criteria mentioned in Section 6.
Technically responsive CONSULTANT(S) shall be invited for Financial opening after
scoring at least sixty-five (65%) percent marks in the Technical Proposal. After the
Financial Opening, the combined evaluation of the Technical and Financial proposals will
be carried out by weighting and adding the quality and cost scores. The weight for quality
is seventy percent (70%) and thirty percent (30%) for cost component.
3.9. Pre-bid conference will be held at NITB on October 13th, 2020 at 10:30 AM to address
queries (if any) relevant to RFQ, TORs, and scope of work.
3.10. The deadline for receipt of proposal is October 20th, 2020 11:00 AM. All proposals
received after that deadline will be rejected automatically without being evaluated.
3.11. RFP consists of four (04) different lots.
3.12. Individual Consultants can only bid for one of the four (04) lots.
3.13. Consultants bidding on more than one lots MUST submit separate proposal
(Technical and Financial) for every lot.
3.14. The costs of preparing the proposal and of finalizing the contract, including a visit
to Pakistan or Federal Territory are not reimbursable as a direct cost of the assignment.
3.15. NITB is not bound to accept any of the proposals submitted, however, upon request,
ground of rejection of bid, shall be communicated to the CONSULTANT(S) as per the
PPRA Rule 2004 (Amended 2008)
3.16. Different sections of the application shall be separated using color separators, flags
or tags. The applications shall be prepared without any interlineations or overwriting.
3.17. Any question, communication or requests for additional information concerning
this RFP will be entertained at the time of Pre-bid meeting. If any clarification of the
published RFP proves necessary, the answers will be published on NITB’s site for all
interested participants.

3.18. Applications submitted should remain valid for a period of sixty (60) days from the
last date of submission.
3.19. Interested bidders SHALL use Standard Forms (available under Section 8) for
preparing the proposal. Proposals that are not in the prescribed format SHALL be rejected
at the time of technical evaluation. If any information required in the forms is found
missing, or written elsewhere, no credit will be given in the relevant section of the
evaluation.
3.20. Proposal submitted by CONSULTANT(S) will be evaluated as per evaluation
criteria mentioned in Section 6 Evaluation Criteria
3.21. NITB requires that CONSULTANT(S) provide professional, objective, and
impartial advice and at all times hold the GoP’s interest paramount, without any
consideration for future work, and strictly avoid conflicts with other assignments or their
own corporate interests. CONSULTANT(S) shall not be hired for any assignment that
would be in conflict with their current obligations to other governments, any GoP office,
or that may place them in a position of not being able to carry out the assignment in the
best interest of Pakistan.
3.22. Without limitation to the generality of the above, CONSULTANT(S) shall not be
hired under the circumstances set forth below:
a. The CONSULTANT(S), who has been engaged within Pakistan or by anyone outside
Pakistan to provide goods or services for a project, and any of their affiliates, shall be
disqualified from providing consulting services for the same project. Conversely,
CONSULTANT(S) hired to provide consulting services for the preparation or
implementation of a project, and any of their affiliates, shall be disqualified from
subsequently providing goods or services related to the initial assignment (other than
a continuation of its earlier consulting services) for the same project.
b. CONSULTANT(S) or any of their affiliates shall not be hired for any assignment
which, by its nature, may be in conflict with another assignment of the
CONSULTANT(S).
c. CONSULTANT(S) that has a business or family relationship with a member of the
NITB’s staff who is directly or indirectly involved in any part of (i) the preparation
of the Terms of Reference of the assignment, (ii) the selection process for such

assignment, or (iii) supervision of the Agreement, may not be awarded an Agreement,
unless the conflict stemming from this relationship has been resolved in a manner
acceptable to the Government of Pakistan throughout the selection process and the
execution of the Agreement.
d. No company or current employees of the NITB shall work as CONSULTANT(S)
under their own ministries, departments or agencies. Recruiting former government
employees of the NITB or any other public-sector organization to work for their
former ministries, departments or agencies is acceptable provided no conflict of
interest exists. When the CONSULTANT(S) nominates any government employee as
Personnel in their technical proposal, such Personnel must have written certification
from their government or its’ organization confirming that they are on leave without
pay from their official position and allowed to work full-time outside of their previous
official position. Such certification shall be provided to the NITB by the
CONSULTANT(S) as part of his Technical Proposal.
3.23. At any time before the submission of proposals, NITB may, for any reason, whether
at its own initiative or in response to a clarification requested by a
CONSULTANT(S), amend the RFP. Any amendment shall be issued in writing
through addenda. NITB shall post the addenda on its website. The addenda shall be
considered part of the RFP and will be binding. NITB may at its sole discretion extend
the deadline for the submission of proposals as per PPRA rules.
3.24. For interpretation of any clause of this RFP, the decision of NITB would be final and
binding on the CONSULTANT(S).
3.25. Shortlisted CONSULTANT(S) are not permitted to associate with other shortlisted
or deferred CONSULTANT(S).
COMPETENCY & EXPERTISE
3.26. The CONSULTANT(S) is expected to conclude the consultancy within allocated
timeframe. The CONSULTANT(S) are required to highlight competencies and expertise
in following areas but not limited to:
a. Provision of consultancy/advisory services related to ICT framework, policy making,
or standards to public sector organizations or government, as well as relevant legal,
regulatory and economic and technical knowledge;

b. Practical experience in carrying out assessments of IT Sector in a developing country
environment.
c. Analyzing and determining security threats and providing advice on technology best
practices.
d. Analyzing NITB’s IT system and infrastructure, diagnosing its problems,
inefficiencies and weaknesses.
e. Knowledge of latest trends & practices and industry standards on the type of
consultancies requested by NITB.
f. Detecting issues and investigating ways to resolve them and assessing the pros and
cons of possible strategies.
g. Expertise in the use and application of appropriate quantitative tools and
methodologies.
h. Analyze and interpret data to unearth weaknesses and problems, and comprehend the
causes.
i. The CONSULTANT(s) shall have international repute and experience.
j. The CONSULTANT(s) shall have ability to troubleshoot hardware, software and
network problems.
k. The CONSULTANT(s) shall have experience with various operating systems and
databases.
l. The CONSULTANT(s) shall have demonstrable track record of successfully
concluding projects of this nature in the IT sector.
m. The CONSULTANT will be placed within NITB premises or at NITB project site
during contractual period.
REPORTING AND TIME SCHEDULE
3.27. The CONSULTANT(S) shall be required to comply with the following:
a. The proposal and the agreement between NITB and the CONSULTANT(S) shall
include specific sequencing and timing of each task and any necessary sub tasks.
b. The Consultant shall update Director General (SP&CS) NITB on weekly basis about
the project status.

c. The Consultant shall submit 4 copies of the Final Report at the end of the assignment
along with soft copies including business and / or econometric models, if any
developed or used, during the consultancy.
d. The Report shall be considered final, after it has been accepted by NITB. It shall be
both in the print form and supported by soft copies of deliverables, and simulation
models, if any.
CONFIDENTIALITY, ETHICS AND CODE OF CONDUCT
3.28. The CONSULTANT(S) shall undertake to maintain complete confidentiality of all
the information, facts, proceedings, decisions, and documents etc. throughout the
consultancy engagement and till the completion of the whole process.
3.29. The CONSULTANT(S) will also be required to execute a Confidentiality
Agreement before starting the assignment
3.30. The CONSULTANT(S) will also be required to sign an Agreement confirming that
the approved framework, policies, or standards submitted to NITB, MoITT under GoP
shall not be replicated or reproduced in the future for any other client or services offered
through the CONSULTANT(S).
INELIGIBILITY AND DISQUALIFICATION
3.31. The CONSULTANT shall stipulate that it is not presently affiliated with or
otherwise receiving financial compensation from any ICT hardware or software vendor or
distributor in Pakistan, its parent or holding company. Noncompliance and breach of this
stipulation shall result in immediate disqualification of the CONSULTANT(S).
3.32. The CONSULTANT(S) will declare conflicts of interest, if any, with this
Consultancy.
CONTROL OF THE CONSULTANCY
3.33. NITB will appoint the CONSULTANT(S) and assume general control over the
Consultancy, with a liaison officer between the CONSULTANT(S) and NITB. During the
course of the Consultancy, the CONSULTANT(S) shall report directly to Steering
Committee (to be constituted by the Executive Director, NITB) and take instructions from
the designated forum on matters appropriate to fulfill the requirements of the Consultancy.

NITB will facilitate liaison with the Government agencies and other relevant stakeholder
(if required).
4 TERMS OF REFERENCE
4.1. National IT Board would like to engage an individual consultant(s) to prepare standards,
frameworks, policies and procedures in the following ICT areas for use by all public-sector
organizations under federal government.
a. Digital Media Consultant
b. ERP - Consultant
c. IT Consultant on Special Initiatives (2 Individual Consultants)
d. Cyber Security / Information Security Consultant
DIGITAL MEDIA CONSULTANT Sr. No.

1. Required Educational Qualification
Master’s degree from HEC recognized university in Marketing, Communications, Business, MBA or related field or relevant subject(s). Preference will be given to foreign degree holders.
2. Required Experience
15 years post qualification experience, 5-yrs hands on Social Media policy/strategy experience is a must along with experience in foreign/international projects.
3. Required Skill Set Proven experience working as a Digital Media Consultant.
Sound knowledge of lead generation, digital marketing tools, social media platforms, and SEO best practices.
The ability to analyze large amounts of data. Strong analytical and problem-solving skills. Outstanding organizational and time management
skills. Excellent project management skills. Effective communication skills.
4. Age Limit Maximum=55 (to be calculated as on the closing date of submission of proposals)

SCOPE OF WORK/TERMS OF REFERENCE (ToRs) i. Developing suitable digital marketing and social media strategies and set goals to
increase brand awareness.
ii. Process and evaluate research from diverse qualitative and quantitative sources,
especially social media activity and sentiment.
iii. Manage and oversee social media content and look after the content being sent on
all social media channels such as Facebook, twitter, and Instagram.
iv. Improve NITB’s site and social pages’ Google ranking by adding new keywords,
analyzing and optimizing web pages.
v. Implement content development strategy to website and blogs.
vi. Build and lead a world class social media function including an engaging content
platform.
vii. Will build/foster a high performing social media team, develop the enterprise
social media strategy, and execute with an extensive focus on brand reputation and
community engagement (including a focus on reviews and social listening).
viii. Research social media strategies, implement and monitor social media campaigns.
ix. Developing media plans and policies with executives in the organization.
x. Plan content and delivery and use tools like Hootsuite to manage multiple social
media channels.
xi. Suggest or implement improvements in areas like SEO, social media, email
marketing, and website design.
xii. Performing SEO audits to identify various issues impacting NITB’s search engine
performance.
xiii. Develop and manage competitions and campaigns that promote NITB & its
projects.
xiv. Improve and manage NITB’s branding, increase user engagement and
communications with creative social media campaigns and discover the new ways
to attract more new users by evaluating the current marketing strategy.
xv. Assessing NITB’s current digital marketing strategies and suggesting
improvements accordingly.

xvi. Responsible for the internal education of account teams on all aspects of social
media, frequently providing feedback on trends and tools that could benefit NITB.
xvii. Execute a results-driven social media strategy.
xviii. Form key relationships with influencers across the social media platforms.
xix. Assist in the development and management of social media marketing and
influencer marketing strategy.
xx. Proactively protect the interests and reputation of the NITB; oversee reputation
management and communications with a focus on brand image as an IT leader by
focusing on standard methodologies, innovative ideas and audience insight.
xxi. Manage and facilitate local social media communities by responding to
partnership requests and benefiting NITB from it.
xxii. Educate other staff on the use of social media and promote its use within company.
xxiii. Oversee social media and graphic team while assisting in the creation and editing
of written, video, and photo content.
xxiv. Ensures brand consistency in marketing and social media messages by working
with various company department members, including advertising, product
development, and brand management.
xxv. Provides training and guidance to social media and marketing team members on
social media implementation best practices and strategies.
xxvi. Review analytics and create reports on key metrics.
xxvii. Make progress reports for senior marketing management.
Pre-Requisites i. Proven experience in social media, public relations and communications, including IT
industry experience in similar in-house position, or services. Highly regarded,
nationally recognized communications agency experience will be a plus.
ii. Delivered a minimum of 5 to 10 Digital Media Projects with diversity industry / sectors,
Minimum 03 Project in public sector.
iii. Should have implemented and delivered international projects
iv. Should have handled a team size of 15-20 effectively.
v. 5+ years managing a high performing social media function.
vi. Strong digital media consulting background.

vii. Demonstrated experience building and executing digital/social media campaigns across
Facebook, Twitter, Instagram, LinkedIn, and emerging social networks/technologies.

campaigns to capture their attention.
x. An understanding of how social can be used within traditional public relations and
issues management relationships.
xi. Professional certification in Google Analytics strongly preferred.

projects as well as continuous release projects for enhancements.

iii. Creation, development, and ongoing maintenance of effective role-based on-
boarding program based on the competencies required to successfully support and
implement processes of NITB.
iv. Take on a leadership role for program management of ERP transformation across
HR, Payroll, Finance, Supply Chain, and Workforce Management business domains.
v. Identify localization requirements for delivery teams, actively drive a process of
industrialization of project delivery.
vi. Provides functional expertise to support the implementation, configuration and
maintenance of NITB’s solutions.
vii. The consultant is expected to be sufficiently versed in the respective area of expertise
to analyze current NITB’s operations, design future NITB’s operations either
independent of or in concert with implementation of enterprise applications, and
provide oversight in connection with implementation of the future design.
viii. Manage entire ERP project operations to achieve business objectives and ensure
optimum utilization of available resources.

5 PREPARATION OF PROPOSAL

TECHNICAL PROPOSAL
The Technical Proposal shall contain:
5.2. Critical analysis of the objective of the assignment, Term of Reference (TOR), Scope of
work, Approach, Methodology, Workplan and Outcome.
5.3. Work plan (graphically & tabular form preferred to be in MS Project) showing clearly the
different project phases as well as the main tasks planned, their duration and their
interactions along with milestones. The chart/graphical view shall also include milestones,
deadlines for discussions, decisions and submission of reports.
5.4. Table of Contents with proper page numbers.

FINANCIAL PROPOSAL
5.8. The Financial Proposal shall be submitted as per standard form submitted available under
Section 8, FIN-8A (Individual Consultant).

5.9. All rates or cost or the price of the services offered shall be presented/quoted in Pakistan
Rupees (PKR).
5.10. The Financial Proposal shall be in a separate sealed envelope for every
assignment that the CONSULTANT(S) bided on.
5.11. In preparing the Financial Proposal, CONSULTANT (S) are expected to take into
account the requirements and conditions outlined in the RFP documents. The Financial
Proposal should give the total lump-sum cost, covering remunerations, transportation
(international and national mobilization), services, equipment, insurance etc.
5.12. The lump sum cost shall be inclusive of all taxes, duties, fees, levies, and other
charges imposed under the applicable laws in Pakistan.
5.13. NITB can provide office space (if required) at NITB building during the time of
execution of the assignment till completion (upon mutual agreement).
5.14. The proposal must remain valid for a period of 60 (sixty) days from the last date of
submission. During this period, the CONSULTANT(S) is expected to keep available the
professional staff proposed for the assignment. If NITB wishes to extend the validity
period of the proposals, the CONSULTANT(s) who do not agree have the right not to
extend the validity of their proposals.
6 EVALUATION CRITERIA 6.1. The evaluation committee, appointed by NITB will evaluate each technical proposal based
on the evaluation criteria defined in this section. Marks will be granted against each
capability in the evaluation criteria by assessing the documents submitted with technical
proposal and the responses/clarification as communicated by the bidder.
6.2. The weights given to the Technical and Financial Proposals are:

be provided as per standard forms available TECH-8D or TECH-9D. Calculation
Criteria: Two (02) points per project or assignment or job completed for the sectors above-mentioned
in last Ten (10) years. Maximum possible points will be Ten (10) for IC.
g. ICT Legal
Calculation Criteria: Maximum possible points will be Five (05) for IC.
h. Approach, Methodology, and Work Plan
Detailed strategic plan containing the work methodology and execution strategy to
achieve the overall project in light of the scope of work defined in Section 4, as
provided by the CONSULTANT(S) along with technical proposal. Calculation Criteria:
Five (05) points maximum for low-rated methodology, Ten (10) points maximum for low – mid rated
methodology, and Twenty (20) points maximum for mid-top-rated methodology for IC.
i. Presentation
The CONSULTANT(S) shall give presentation on methodology and scope. Calculation
Criteria: Maximum possible points will be Twenty-Five (25) for IC.
6.5. The Evaluation Committee constituted by NITB may seek information / clarification from
initially qualified applicant(s) through interactive session(s) via physical presence /
conference calls as per mutual convenience.
6.6. After Technical Proposal Evaluation is completed, NITB shall notify those
CONSULTANT(S) whose proposals did not meet the minimum qualifying mark (65%)
or were considered nonresponsive to the RFP and Terms of Reference, indicating that their
Financial Proposals will be returned unopened, on request, after completing the selection
process.

6.7. NITB shall simultaneously notify the CONSULTANT(S) that have secured the minimum
qualifying mark, indicating the date and time set for opening the Financial Proposals. The
opening date shall be informed in advance. The notification may be sent by courier
letter/electronic mail/ facsimile. The list of successful applicants of technical evaluation
shall be uploaded on NITB website (www.nitb.gov.pk)
STAGE- II FINANCIAL EVALUATION
6.8. The Financial Proposals shall be opened in the presence of the CONSULTANT(S)’
authorized representative who chooses to attend.
6.9. The name of the CONSULTANT(S), the technical evaluation scores, and the financial
evaluation scores shall be read aloud and recorded. NITB shall prepare minutes of the
financial bid opening session.
6.10. NITB shall evaluate the proposal and the bid found lowest in cost shall be awarded
maximum marks.
6.11. The formula for determining the financial scores is the following:
Sf = 100 x Fm / F, in which Sf is the financial score, Fm is the lowest price and F the
price of the proposal under consideration.
6.12. In case of a tie, fresh financial quotations shall be called from those consultants
involved in the tie and the process repeated until one among them is a clear winner.
6.13. The lowest evaluated Financial Proposal (Fm) will be given the maximum financial
score (Sf) of 100 points. The financial scores (Sf) of the other Financial Proposals will be
computed as indicated in the 6.15. Proposals will be ranked according to their combined
technical (St) and financial (Sf) scores using the weights (T = the weight given to the
Technical Proposal; P = the weight given to the Financial Proposal; T + P = 1) indicated
in the Clause 6.15 S = St x T% + Sf x P%. The CONSULTANT(S) achieving the highest
combined technical and financial score will be invited for negotiations. The weights given
