Work Item 1 - What Near-Term Studies Need to Accomplish
• Scope: Next-day vs. Near-term– Outside of scope: Real-time Studies, Outage
Planning, Seasonal Studies– In scope: Same-day Study, Next-day Study– Where does Outage Coordination (OC) fit in?
• OC was not the focus of the NDSTF – Separate effort from the RC to follow
• Improving Near-term studies (i.e. input data, studies performed) will also benefit OC

Work Item 1 - What Near-Term Studies Need to Accomplish
• Near-term = Same-day + Next-day• Near-term Studies are a process• The process is iterative
– Studies are performed in advance of Real-time– System is dynamic; Input data changes often– Process must be flexible enough to consider input
data changes• Near-term studies ideally become more
accurate with each iteration

Work Item 1 and RC Data Request
• In order to support an iterative study process, RC has revised the data request– Planned Outage and Load Forecast– 4 business days vs. 1 business day
• Concepts in the white paper will drive future RC Data Request changes

• Most important and largest work items for NDSTF
• Brainstorming session led to well over 50 pieces of input data
• Due to timing and scope, NDSTF settled on 4 key items:– Topology, Load Forecast, Generator Unit Forecast,
and Net Interchange

• Input data brainstorming session had a very common theme…need to address COS!
• COS is the common outage tool of the interconnection
• Problems noted:– COS labels unclear and inconsistent– Interpreting outage isolation is difficult– COS mostly a one-way tool
• Data is sent to it, but not many extract data out of it

• To address previously stated issues, group put together the Coordinated Outage System (COS) Outage Manual
• Introduces the following concepts:– Switching point outage data submission– Outage End-State, i.e. state in which switching is
complete and work is ready to begin

• COS Outage Manual is essentially the end state of the outage submission process– Needed to be done first
• COS Data Dictionary will need to be trued up to accommodate necessary switching points– Peak effort underway internally; external outreach
coming soon• Manual eventually a part of the COS User

NDSTF Input Data Needs
• Load forecast boundary understanding– What is being accounted for in the number? E.g.
system losses, pseudo ties, area, etc.• Interchange
– Same boundary issues as with load• Generator Forecast Data
– Unit Commitment– Unit Output– Pmax, Pmin, AGC, AVR, etc.

NDSTF Input Data Quality
• Data timing considerations?– Generator and Interchange availability and
accuracy– Optimal time when accurate data is available
• Input Data Benchmarking– Develop awareness of Good vs Bad data– Best practices for dealing with bad data
• Refine where possible to improve study quality

• As with work item 2, narrowed focus to core Near-term studies being performed
• Steady-state analysis (pre- and post-contingency) study results– Thermal– Steady-state Voltage Violation– Unsolved Base Case and Contingencies– Identification of Islands

Work Item 4 - Sharing and Coordinating Study Results and Operational Plans
• NDSTF originally attempted to create interconnection wide study results template
• Many entities presented their own study result templates at a face-to-face meeting
• Number of great ideas, even came up with the core categories
• Group decided an interconnection template was too difficult to pursue at this time

• Group decided most immediate impact was to focus on more “significant” system issues
• Using Peak’s Operating Memos, the group created the Outage Operating Memo template
• Outage Operating Memo is outage based– Template created from Peak’s original document
and modified by NDSTF– Guidelines document created to indicate the need,
responsibilities and coordination

• Document covers: Purpose, Description, Responsibility, Significant Impact Criteria, Timelines, Review, Distribution
