This growing board of talented and diverse mental health advocates has taught me much since I first became a board member a little over two years ago. I don’t expect the learning to ever stop. My first introduction to NAMI, as for many of you, was through one of our signature programs, Family to Family. What an eye-opener that class was! It was the first time I ever found myself in a room where everyone understood what my family was going through. When mental illness strikes someone in your family finding any empathy out there in the world is difficult, to say the least. But in that class, there were answers to the questions I had, and to questions I hadn’t thought of yet. My world started coming back into focus and I could start building on that and seeing a future again. From there we, both my incredible wife Gayle and I, were hooked. We became NAMI cheerleaders and have focused every effort we had available on NAMI. We founded “Ride-To-Awareness” to spread awareness across this great country of ours about the stigma associated with mental illness with a bicycle ride from San Diego to St. Augustine… donating the proceeds to not only NAMI Broward but to NAMI affiliates in cities along our route. One of the easiest and most impactful ways we found we could help NAMI Broward was through the Walk. We formed team TsuNAMI and every year excites our team to go out and spread the word about how life changing NAMI Broward is… and we love doing it! Plus, it’s our biggest fundraiser so every dollar makes a huge difference to NAMI Broward. NAMI Broward means so much to our family and it’s with that sense of importance that I lead this board forward. And I must admit, our previous President (and continuing board member) Edna Einhorn has made the transition easy. Under Edna’s leadership NAMI Broward has grown and thrives today and I’m excited to continue that legacy Edna and those before her created. Please introduce yourself to me at the next event you attend. I would love to hear what is important to you about NAMI Broward and how we can make this organization even more wonderful! Allen P. Message from the Desk of the President – NAMI Board of Directors

It is a tremendous honor to serve as President of the Board of Directors for NAMI Broward. We became

NAMI cheerleaders and have focused every effort we had available on NAMI.

Broward NAG Housing Fact Sheet--FHFC and Sadowski

    1. Types of Affordable Housing and Who Builds It:

--> There is a large population that needs help with affordable housing, serving from the homeless population to disabled and extremely

low income to moderate income workforce.

--> There are six Housing Authorities in Broward County. BCHA is the largest. HACFL (Housing Authority of Fort Lauderdale) is the second

largest, and we've met several times with Scott Strawbridge, their director of development.

--> Besides the Housing Authorities, specialized non-profit developers, like Carrfour from Miami, and for-profit developers, like Green

Mills and Atlantic Pacific, build and operate affordable housing projects

    2. Where does the money come from?

--> Developers rely on a mix of federal, state, and private funding sources, but most of it is administered by the states. In Florida, that is

the FHFC--Florida Housing Finance Corporation. --> Much of the money comes from the U.S. HUD (Department of Housing and Urban

Development) in the form of tax credits (LIHTC-low income housing tax credits) and is allocated through FHFC RFA's (Requests for

    Application) put out every year.

--> Much of the state funds come from the Sadowski Trust Fund which has been swept into the general fund by recent Florida legislatures.

The Governor's proposed budget for 2019 keeps the money collected for the Sadowski trust fund in the Sadowski trust fund, specifically

for affordable housing, but it still has to make it through the legislature.

--> Sadowski is for housing for all low-income categories, not just special needs. Money from the Sadowski fund is allocated as either

SHIP for renovation, or SAIL for new construction.

--> SHIP and SAIL are highly leveraged, with private sector loans and equity providing $4 to $6 for every one dollar of state funding —

thus greatly increasing economic impact. It is estimated that there is $352 million* available for appropriation in the Sadowski Housing

Trust Funds FY 2019-20. If this money is used for Florida’s affordable housing programs, it will create over 30,000 Florida jobs and

$4 billion in positive economic impact in Florida.

    * See Sadowski Coalition fact sheet at: https://www.sadowskicoalition.org/facts/

    3. NAG Activity on Housing:

--> In 2018, with the help of an intern, we researched and wrote our Vision Booklet

--> We began following the FHFC RFA processes and researched upcoming RFAs for disabled populations:

    -- 2019-104 for smaller projects (30-40 units)

    -- 2019--107 for larger projects (60-100 units)

--> We spoke with several affordable housing developers, Carrfour and HACFL in particular, and they ALL asked for our help identifying

land that was available for projects and zoned appropriately.

Having a contract in place and proper zoning is a requirement to bid in an RFA process

--> We were unable to find any available land to help prepare a bid for the 2019 RFAs from FHFC, despite being in close contact with

Broward County and Pompano Beach real estate departments.

    4. NAG successes and ongoing activities in housing:

--> We have begun to understand the process and made valuable contacts with Carrfour, HACFL, and Green Mills (a private developer).

We particularly like Carrfour and want to help them come to Broward from Miami-Dade: they understand how to run a community that

    serves our population.

--> We are constantly speaking with county commissioners and state legislators about housing!!!
