• Emulate KCDP approach to identify students with minimum grades and fund their training;

• Declare affirmative action and develop infrastructure to benefit areas where these people live;

• Partner with KCDP to fence the school in Basuba , build teachers’ houses and a police station.

The Vulnerable and Marginalized Groups (VMGs) of Lamu County - the Aweer and Wasanye, will no longer be ignored. Their wishes will be prioritized and integrated in the Lamu County development plan where they will continue to be implemented beyond the lifespan of KCDP.

Governor Timamy made the pledge when closing the three days Workshop organized by KCDP from 4th to 6th August, 2015 at the Sun Sail Hotel, Lamu. The

purpose of the workshop was to bring together representatives of the Aweer and Wasanye to identify and prioritize projects of their choice and to submit them to KCDP for implementation.

The participants comprising 96 VMGs representatives from 12 villages identified various projects that they desire to be implemented and prioritized some of them. Key areas among the prioritized projects included: construction of infrastructure for water, health services, education and provision for livestock rearing especially goats, poultry and beekeeping.

The Governor thanked KCDP for engaging the marginalized communities of Lamu. He promised to ensure that the County Government strengthens its partnership with KCDP in delivering on time all the projects identified by the communities. He appreciated the presence of all the technical experts in attendance representing all sectors of the economy from both the County and National Government.

“Participation of these experts will guarantee that the projects are completed successfully and to the required specifications”, the Governor concluded. All participants were invited for breakfast by the Governor at his residence the next day.

Community Involvement in Construction of Ecological Friendly Toilets in the Kenya Coast

ECOSAN toilet under construction in Kwale County . The technology is being replicated in Kilifi County

By Ms Pili Chimerah & Dr. Melckzedeck Osore

Communities supported by KCDP through Hazina ya Maendeleo ya Pwani (HMP) in Kilifi County emulated their Kwale County counterparts in embracing the use of Ecological Sanitation (ECOSAN) technology for toilet construction.Representatives of nine community groups from Kilifi County gathered at Pwani University on 21st August 2015 to attend a sensitization workshop on the use of ECOSAN technology. The purpose of the Workshop was to enable the groups to understand and appreciate what the ECOSAN approach is all about and how it can improve public health by engaging the community in addressing challenges related to the scarcity of appropriate public toilet facilities.Construction of public toilets was proposed by all the invited groups because there is

an urgent need to address the challenge of open defecation that is a great threat to public health.The groups represented in the Workshop were Junju Village Development Committee, Kikambala Arts Expert

Youth Group, Veterinary Environmental Conservation Organization, Catholic Women Association, Malindi Baptist Care and Support Project, Bundacho Youth Group, Ruruma Youth Group, Laloni CBO and Kilio cha Haki Group. These groups approached KCDP through HMP to explore ways of addressing the challenge of toilet scarcity.

They were considering a project that would support construction of toilets in a sanitary and safe way. The Workshop was attended by KCDP County Liaison Officers, public health officers and the ECOSAN consultant among other participants. The groups which included representatives from their respective localities were

educated on the ECOSAN toilets technology by the consultant and also given advice on health and sanitation by public health officers. They were also presented with a brief description on what KCDP is all about through a presentation made by the representative of HMP in Kilifi County, Ms Sheila Mulili.This workshop followed the successful launch of ECOSAN held in Kwale County by the KCDP consultant a fortnight earlier. During the launch, the consultant responded to all the concerns raised by the representat ives from communities, these included:• Is there option to construct a shower

adjacent to this hydrophobic facility?• How will ECOSAN accommodate

communities that use water for ablution?

• How many users can a single toilet accommodate over what period of use?

• How can people be mobilized to fully embrace the technology?

Previously on 7th August 2015, three other community groups comprising Shimba Hills Forest Guides Association (SHIFOGA), Safe Shimoni Youth Group of Kwale County and Majaoni Youth group of Mombasa County were also involved in a similar workshop held at the Kenya School of Government in Matuga, Kwale County and hosted by

HMP representative in Kwale, Mr. Noel Mbaru. ECOSAN toilets technology can greatly benefit the groups in the areas through proper maintenance because the toilets can potentially last up to 30 years without filling up hence reducing investment cost of sanitation as well as the need to sink more holes on the ground.

ECOSAN is a new approach characterized by safely closing nutrients and organic loop between sanitation and agriculture. The technology ensures that the stool is separated from urine leading to both products being used as manure for agricultural purposes. The chambers used in the toilets are supposed to be emptied after every six months.The technology was presented in details to the groups that have proposed to construct toilets as their priority projects.

Assessing Fisheries Stocks along the Kenya Coast

Component 1 of KCDP is operating in line with the Project Development Objective (PDO), to improve management effectiveness and enhance revenue generation of Kenya’s coastal and marine resources. KCDP has supported the generation of relevant data and information through research activities which form the cornerstone of effective fisheries management. In order to realize the fishery management goals,

Community participation in the construction of ECOSAN toilets is key for sustainability

information from research is being used to create a scientific basis for understanding the status and exploitation of targeted fish stocks, particularly those of high commercial value. The information will be used to guide managers in designing the most appropriate and effective management strategies. Further to this, the information generated will be used to inform the management plans that will be developed during the project implementation. Targeted species include the lobster, small and medium pelagic species and aquarium species.

Assessing the small and medium pelagic stocks through the ring net and reef seine fishery: The full potential of small and medium pelagic fisheries along the Kenya coast is not yet known. As such, pelagic resources are believed to be under-exploited due to lack of capacity by the artisanal fishers. Ring nets and reef seines, are currently used to capture pelagic fish. The use of this gear has increased and currently there are 31 and 89 ring nets and reef seines respectively with crews ranging between 8 and 40 per vessel. Target species belong to the families Scombridae (trevallies), Sphyraenidae (barracudas) and Hemiramphidae (halfbeaks), although demersal and reef associated species are also landed.

Assessing lobster stocks: The spiny lobster is fished along the entire coastline from Vanga in the south to Kiunga on the border with Somalia. Lamu archipelago presents the best fishing grounds and a vast majority of the fishers are concentrated here. The fishing effort is highest in Lamu County where the number of fishermen ranges from 79 to 307 per landing site. In Msambweni/Funzi landing sites of Kwale County, the number of fishers is 8 to 10.The Lobster fishery targets the local tourist hotels and the export market.

Small Scale prawn fisheries: The small scale prawn fishery of the Malindi-Ungwana Bay is an important livelihood mainstay for the people within Tana River and Kilifi Counties and along the entire coast. Total landings from this fishery approximate 363.5 metric tons (MT) based on the recent catch assessment survey data of 2013-2014. The Bay contributes up to 40% of this.

The Siganus fishery: Siganids belong to an economically core group of herbivorous fishes and they are cosmopolitan demersal fishes commonly found inhabiting shallow inshore reefs, within sea grass beds. The shoemaker spinefoot Siganus sutor, is the most common species in the marine fisheries of Kenya accounting for 11% (app 180 MT) of the artisanal fishery landings. Various fishing gears are used to target the siganids, with basket traps being the preferred gear, and especially in south coast Kenya where the fishery is dominant.

Partners: Assesment of stocks is carried out by KCDP in collaboration with various partners including Kenya Marine and Fisheries Research Institute, State Department of Fisheries, Nature Conservancy, University of Eldoret, Pwani University, Technical University of Mombasa, World Wide Fund for Nature and Beach Management Units along the coast.

Way forward: Working groups supported by KCDP have been undertaking research in different parts of the Kenya coast to determine the stock status of these key fisheries, their current potential for exploitation and the opportunities for coastal counties to invest in these fisheries.

Training of Trainers on Business Skills

Hon. Gideon Saburi, Kilifi County Executive officially opening the ToT course

KCDP enhances skills of coastal communities through various approaches including Training of Trainers (ToTs). A series of ToTs programmes were conducted in January - July 2015 focusing on business management skills and service provision. The target was entrepreneurs from a pool of trained Small and Medium Enterprises (SMEs) that underwent the business management skills training. renowned institution in the provision of business management skills, growing of entrepreneurs and provision of business networking fora.

Additional support was received from Uwezo Fund, Youth Enterprise Development Fund, County Governments through their trade, investment and tourism departments and financial institutions such as KCB- Kwale, Rafiki Bank-Likoni, Teachers Sacco-Wundanyi and Imarika Sacco. Lessons Learned: Various lessons were learnt during the programme.

The ToT programme provided the SMEs with an opportunity to access essential business management skills which they directly applied in their businesses. The actions plans guided the entrepreneurs in implementing acquired skills and in providing positive feedback on the various enterprises undertaken. The coaching sessions were essential in refocusing the SMEs and in providing moral support in continued application of acquired skills. The training provided the necessary impetus and support for continual utilization of the skills by the SMEs and in urging them to provide technical

support to those who did not participate in the training.

Way forward:

At the close of the training, Coast Development Authority (CDA) committed to offering continued support to the SMEs within the context of KCDP. CDA also pledged to continue assisting beyond the project duration as it is part of the Authority's strategy of promoting sustainable businesses. In conclusion, it was appreciated that The sustainability of business interventions depend on:

• Development and implementation of business plans for SMEs trained;

• Promotion of access to credit from banks and government devolved funds;

• Promotion of joint ventures between the communities and investors for the promoting value addition and participation in business ownership.
