EMFF MAs provide relevant cumulative data to COM on operations selected incl. key characteristics of the beneficiary and the operation itself (Art.97(1)(a));
Commission Implementing Regulations (EU) No 1242/2014 and 1243/2014 provide details on the required data and database structure;
The database is often referred to as “Infosys”. 3

What is Infosys?
Infosys is a valuable resource, no other ESIF has access to such detail, nor a validation procedure;
FAME SU can validate the formal correctness but the MAs still have to insert meaningful data (operation implementation data);
Infosys must be seen as the starting point for focused research; it is not the end of the journey. 4

What is Infosys?
An overview of OP implementation progress;
An overview of progress made towards the goals of the of EMFF at MS, EU and where relevant, at sea-basin level;
Readily available quantitative information on EMFF progress for processing, reporting, briefings, presentations etc.;
Support for DG MARE and MAs information requirements for their daily tasks.

Less reliable:

Descriptive:
Total investment, frequency of types of investment, average budget etc.
Combinations:
Budget per type of investment, operation and gender, location and type of operation, average budget per type of operation etc.
Indications:
Leverage, return of investment etc.

2. Needs What can we say about aquaculture
investments?
Implemented in MS Access;
Uses validated Art.97.1(a) data;
Contains numerous queries and tables;
Applies simple commands (drop-down menus and buttons);
Exports as MS Access report and *.pdf for MS, EU and six “sea-basin level” (incl. landlocked).

Financial progress per UP;
Progress in result indicators;
Number of operations per UP, measure and budgets;
Operation features (beneficiary, gender, vessel);
Operations per topic and type (e.g. cessation, landing obligation, marketing, CLLD etc.).

Content
It is a “prototype” and a proof of concept; Continuous incremental improvements are planned;
Geographic policy officers and MAs can request reports and updates from FAME (plausibility checks);
Next year the process should be faster and automated; Infosys and AIR should deliver the same aggregates;
A MS validation tool is under development.
