Current refresh of EAFRD priorities
• Exchange rate risk has now been resolved and budgets confirmed.
• LEPs submitted revised EAFRD priorities and proposed timings of calls to RPA on 11 April.
• Opportunity to consider how EAFRD can be best aligned with other local funds, with LEADER and to engage with any changing local priorities.
• RPA will then work with all LEPs to agree a deliverable approach to call development and implementation.

Next Steps
• ‘Lessons Learned’ – the RPA are currently reviewing outcomes of a lessons learnt exercise and considering how to make the process more efficient
• Business process - shorten current business process by reducing the time periods for preparation and submission of applications, promote fewer and larger calls etc.
• Workshops – planning to run workshops for applicants at outline application stage to reduce preparation time and encourage better quality applications.
• Promotion – work with LEPs to promote calls locally and ensure better take-up.

• Refresh was to ensure the ESIF Strategy is compliant with the final versions of the national Operational Programmes (OPs)
• Based on revised notional financial allocations and output targets to each LEP area calculated on a pro rata basis from the national OPs
• New output targets and financial allocations seek to find the balance between local strategies and the need for each local area to make a fair contribution to the successful delivery of the national Programmes.

• Compared to other LEP areas, the Leeds City Region has one of the highest annual CO2 emissions.
• 71% of emissions arise from homes and work places. Over 10% of households in the Leeds City Region struggle with fuel poverty, reaching 40% in some areas.
• Conversely, in 2011, 233MW of low carbon energy was being generated in Leeds City Region, representing only a fraction of the estimated 6,246GWh resource available.
• Call has been informed by the Leeds City Region Strategic Economic Plan and the LEP’s ambition for the City Region to become a resilient zero carbon energy economy underpinned by high quality green infrastructure.

• Participants aged 15-24 studying in school, college or university • Unemployed participants aged 18-24• Inactive participants aged 16-18 working closely with district level NEET providers
to avoid duplication• Offer of an IAG service to young people – must complement and add value to the NCS• To enhance the links between business and education, and support apprenticeship
network to increase the uptake of apprenticeships – working with the LEPs Enterprise Advisors to provide bespoke support to schools
• Build the capacity in schools by developing curriculum content, other materials and developing networks.
SKILLS SUPPORT FOR REDUNDANCY PA2 – SFA OPT-INLocal Need :
• Call of £0.92m• Ambition to see one lead partner operating over the City Region• Target groups ;
• Individuals, and their employer, under consultation or notice of redundancy• Individuals notified by their employer that they are likely to be directly affected by
downsizing or company closure, expected to result in unemployment; • Individuals who are newly unemployed as a result of redundancy including those
who are not yet claiming benefits (at the start of the intervention), and those who have recently started claiming JSA or ESA (WRAG).
• To have good current knowledge of the local labour market and identify labour market shortages.
• To provide a vacancy matching service • Retain specialist and high level skills within the City Region so that the impact of
redundancy on the region’s GVA rate is minimised • Provide access to qualifications• Ensure any delivery is aligned to the public and private sector investment programmes
which are already or are to take place in the Leeds City Region to optimise growth opportunities wherever possible.
