One month has already gone by since the last issue; and now let me say a word or two. I don’t know if it’s just me, but the month of September went by like a flash. Maybe it’s because our schedule has been full of interesting items, we haven't had the time to get bored. The Federation has been very busy this last month, but no one is complaining, because much has been accomplished, including the Strategic Development Plan being presented to the Board. The Board of Directors gladly accepted the report and adopted it unani- mously. All were happy to finally have a Development Plan to present to our partners and government. The Board wants to thank all participants in this project. Without the efforts of different players, especially the clubs and Region Directors, this report would- n’t have the power we have given it. This power is attributed directly to the efforts made by almost 200 members of the Federation. This plan reflects the values of our members and their desire to have a well established provincial network in their commu- nity. The Federation presented this report at the COHV and AQCC’s annual general meeting. All the representatives from the different organizations congratulated us on the work accomplished and they were proud to see that we are going ahead with such a large- scale project, together with the whole province. It goes without saying that the Federation is known as the second best structured Fed- eration in Canada. The FQCQ (Quebec) is well ahead of us by 15 years. The NBATVF should be proud of this title. It has all been accomplished thanks to many efforts, many volunteer hours that were put forth, to finally get to where we are today. And there is much to come in order to continue our mission. Together we can accomplish plenty!!! December 10, 2008 will be the 10th Anniversary of our Federation. In order to cele- brate this anniversary, we foresee common outdoor activities. First the Board of Direc- tors has resolved to have October 18, 2008 the official day to highlight this anniversary. This date was chosen in order to have the most event participation possible. We would like to see each club organize an event, and we would love to see the greatest number of participants possible. On that note, I wish each and everyone of you a great run on this special day. FEDERATION NEWS

Hello everyone! One month has already gone by since the last issue; and now let me say a word or two. I don’t know if it’s just me, but the month of September went by like a flash. Maybe it’s because our schedule has been full of interesting items, we haven't had the time to get bored.

The Federation has been very busy this last month, but no one is complaining, because much has been accomplished, including the Strategic Development Plan being presented to the Board. The Board of Directors gladly accepted the report and adopted it unani-mously. All were happy to finally have a Development Plan to present to our partners and government. The Board wants to thank all participants in this project. Without the efforts of different players, especially the clubs and Region Directors, this report would-n’t have the power we have given it. This power is attributed directly to the efforts made by almost 200 members of the Federation. Honorable Minister of Public Safety John Foran

From September 1 to 3 our General Manager Jacques Poirier along with Fed-eration President, Daniel Boucher, attended meetings with the Minister of Pub-lic Safety, John Foran, and several of his employees from Public Safety, Off Road Vehicle Enforcement Unit Supervisor, Dan Pugh, as well as representa-tives from the RCMP, Fredericton City Police and the NB Federation of Snow-mobile Clubs.

YORK NORTH RIDGE RUNNERS CLUB MEETING

Federation President, Daniel Boucher, Communications Coordinator, Kira Simms, and Region 7 Director Dave Lynch attended the NBATVF newest club’s, the York North Ridge Runners, club meeting on Sep-tember 9. Clarification was provided regarding the process for Trail Applications i.e., length of time it takes, information required etc., approved trails, Sentiers NB Trails and the Off Road Vehicle Enforce-ment Unit. This club currently has 59 Federation members with 6 supporting members.

STRATEGIC DEVELOPMENT PLAN COMMITTEE

This committee held it’s anticipated final meeting for the Strategic Development Plan. The final draft of this plan was presented at the Board of Directors meeting on September 13 in Oromocto. Now ap-proved by the Board, this report will be presented at the COHV National Conference September 19 to 21 for other provincial Federation’s feedback. Finally, the Liberal and Conservative caucuses will be con-tacted and arrangements made for the most important presentation of all. Let’s congratulate all those who have worked hard on this very important business plan that will move the Federation forward. Special thanks to committee members: Jacques Nadeau, Benoît Cyr, Louise Whittaker, Marion St. Pi-erre, Rodolphe Roy, Jacques Poirier, David Lynch, Marc Haché, Paul Colford, and Daniel Boucher.

In our July 2008 newsletter, we included photos of all the Region Directors for the Federation. Unfortunately at the time, we did not have a photo of David Hatt or Jacqueline Beaulieu. Cornered at the Board of Directors meeting September 13th by our Communications Coordinator Kira Simms, we now have a photo of David Hatt. Thank you for your cooperation David! Unfortunately, Jacqueline Beaulieu has resigned as one of the Directors in Region 2. Elections are due to be held in November of 2008. All the best to Jacqueline in her future endeavors.

Your Federation Board of Directors met on Saturday September 13. This was a crucial meeting as the Strategic Development Plan’s final draft was presented to the Board. Missing from the photo are the following Directors: Region 1 Bertrand Castonguay, Region 2 Jacqueline Beaulieu (resigned), Region 2 Rino Martin, Region 3 Vincent Richard, Region 4 Keith Somers, and Region 7 Allison Kent. There are now 3 vacant Director seats, one in Region 2, one in Region 4 and one in Region 7.

BOARD OF DIRECTORS MEETING

COHV NATIONAL CONFERENCE SEPTEMBER 19th TO 21st

In Ottawa, from September 19th to the 21st. President Daniel Boucher, General Manager Jacques Poirier and Consultant Jacques Nadeau, attended the Canadian Off-Highway Vehicle Distributors Council annual general meeting.

Day one was a meeting with the AQCC. Our General Manager Jacques Poirier sits as a Director on this board and Presi-dent Daniel Boucher as an Alternate Director. Daniel Boucher is part of the committee to develop a business plan for the AQCC. Jacques Poirier sits on the Sustaining Grant Committee and the National Safety Committee. The AQCC represents the interests of all ATV enthusiasts in Canada. It is also the national organization that represents all provincial federa-tions. The AQCC is going forward with a National Safety Program that all provincial federations have opted into.

The AQCC was created in 2006 with 3 founding members. In the fall 2007 they became recognized as a national, non-profit organization. Two new federations have recently joined, Saskatchewan and Prince Edward Island. That leaves the two territories and the province of Manitoba left to join, and the AQCC will consist of all 10 provinces and 2 territories of Canada.

In conjunction with the Off Road Vehicle Enforcement Unit, DNR and the RCMP, Jacques Poirier and Daniel Boucher, will be assisting in a pilot project to provide education and awareness regarding the sport of ATVing, including; the laws, safety, etc, to certain local schools in the Miramichi. We will also be looking to gather data by means of a sur-vey, with questions such as; Do you have access to an ORV?; Have you taken the ATV safety course? Etc. With the information, the Federation will recognize problem areas, know the amount of safety courses required, and be able to register potential students. The team anticipates meeting with Grade 6 to 8 in four or more schools. Dates are October 14, 17, 22, 28 in Doaktown, Blackville and Miramichi.

Another point raised was the Federation becoming the Coordinating Agency for all ATV safety courses in the prov-ince. A separate meeting was scheduled for October 2 with the Department of Public Safety.

CONSERVATIVE PARTY INVITE

The Federation was invited to attend a public meeting with the Conservative party September 23 in Fredericton. Their goal was to present their candidates for party Chief and provide the opportunity to ask questions. The Federation was represented by President Daniel Boucher who had the oppor-tunity to ask the party candidates three questions. Here are the questions along with the candi-date’s answers:

Question 1—What changes, or new measures, would you propose in terms of safety for having safer recreation in the sport of ATVing?

Answer—The two candidates expressed their desire to collaborate with the Federation to ensure the interests of ATV enthusiasts’ are taken into consideration.

Question 2—To accomplish the needs of education, awareness and ATV Safety Training, and the need for a coordinating agency, will you be ready to work in partnership with the Federation to ac-complish this and appoint the Federation as the coordinating agency?

Answer—The two candidates responded positively with a firm, yes, followed by positive comments towards the Federation and their desire to see to the safety of their members.

Question 3—Are you ready to work in partnership with the Federation and local clubs to develop a provincial trail system which will bring important economic benefits to New Brunswick?

Answer—They reaffirmed their desire to collaborate with a partnership in order to develop a trail network.

In conclusion, the Federation sees the willingness and desire of both candidates to want to collabo-rate with the Federation on all subjects. The Federation being a non-political organization, we need to remain neutral and collaborate with political parties no matter what their status. The Federation is privileged to see such openness towards our sport on the part of both parties whether Liberal or Conservative.

COHV NATIONAL CONFERENCE SEPTEMBER 19th TO 21st—continued

Day two was the COHV National Conference. Here they received updates and feedback which gives others the opportunity to adopt and incorporate what other provinces have done. Essentially they learn from each other successes and mistakes, share tools and gain partnerships.

In attendance was the NOHVCC (National Off-Highway Vehicle Conservation Council). The NOHVCC represents all off-highway vehicles in the United States (ATV, dirt bikes, side by side etc). They were very pleased with the developments of the AQCC and the provincial Federations. They stated we were “moving at the speed of light” and were way ahead of them. One differing factor is that each province can have a trail basically anywhere with landowner permission. In most of the US states, they are only permitted to ride only in a national forest, state park, or a designated OHV riding park, they are un-able to hop on their ATV and go from their backyard. Most US ATV enthusiasts travel 300 to 400 miles just to enjoy the sport.

The COHV, AQCC and NOHVCC signed a Memorandum of Understanding at this National Conference. This memorandum forms partnerships to push forward to protect the sport for future generations. It will enable those involved to share and learn from successes, incorporate proven-to-work ideas and share tools. They will provide proper education, awareness and training to all those involved in the sport.

The Federation office received some great feedback regarding the ATV Safety Course for children in Musquash the weekend of September 20th.

“Just a quick note to say thanks to the instructor, Don (and his assistant), Marion, as well as the Federation for the training they provide on the weekend in Musquash. Marion and Don were great and very helpful, my son Josh had a good time and really en-joyed his day.” Peter D Wilson.

Great job everyone, keep up the great work!

Our Communications Coordinator, Kira Simms, attended the Adult ‘All Girl’ ATV Safety Course with Instructor Dave Lynch on Satur-day September 20th. She is pleased to announce there were no accidents or injuries; just lots of wide turns, small turns, figure eights, more figure eights, and bad staging—and proof that she graduated! Keep watch in a future newsletter for Administrative Assistant/Accountant Cathy Comeau’s ATV Safety Course experience.

Our General Manager and President attended this meeting September 29. A new representative for DNR will be replacing the current representative that handles trail applications on this committee.

Nine trail applications currently in the system were reviewed. Some are waiting approval from the Crown Lands Director and some are awaiting missing information.

The Grog Brook trail between Saint-Quentin and Glencoe is currently closed but should re-open within 2 weeks. The Upsalquitch River bridge deck will be repaired in the fall, with remaining repairs to be completed next summer. Inkerman Bridge in the Aca-dian Peninsula is in need of repairs. The bridge may be closed for winter and the repairs completed next summer. DNR has ap-plied for capital funding and once received, these and other trail repairs should be completed come summer.

The government Trail Strategy has been adopted by government. On October 3rd, they will update the departments that deal with the trails to ensure everyone is on the same page and is aware what the other are responsible for. There will then be a meeting with the NBATVF, NB Federation of Snowmobile Clubs and NB Trails Council. This strategy is a working document, which means it can be adapted to function effectively for everyone involved.

The Department of Transportation is now accepting trail applications pertinent only to the group applying. If the application is shared with the NBFSC for example, they will not accept it right now. DOT also wants to push forward with the Draft Policy how-ever the Department of Public Safety has concerns therefore it has yet to be adopted. Within the adopted government Trail Strat-egy it incorporates concerns regarding the DOT Draft Policy, and once fully in place, will certainly speed things along.
