Referees Officers

Page 19: NCYFL Managers briefings• Scores and results must not be published for U7-U11. This is a child welfare issue and FA rule. • Don’t publish full names and photos of players together

19

• We don’t appoint the majority of match officials and tracking performance is challenging• We would encourage match officials to contact Tom Rampling and inform him of matches they will be

officiating• We use this information when appointing cup final officials, providing support and dealing with issues

Could managers please encourage all officials (qualified or otherwise) to contact a referees officer or use the link on our website and join our Facebook Group ‘NCYFL referees’?

Building our knowledge of match officials

Page 20: NCYFL Managers briefings• Scores and results must not be published for U7-U11. This is a child welfare issue and FA rule. • Don’t publish full names and photos of players together

20

• Extremely minimal instances of referees being abused/assaulted• Club assistants are there to assist, not insist!• Cautions/send-offs must be reported by the referee. If you are an unqualified

referee and you caution/send off a player contact DANIEL KEEBLE.• We can only respond to issues we are aware of – we encourage referees to

report unacceptable behaviour. Similarly, clubs to report concerns about refereeing so that support can be provided if needed

• Scores – please read the guidance on the website. We will require a report to the league where a score of 60 or lower is recorded

Feedback from last season

Page 21: NCYFL Managers briefings• Scores and results must not be published for U7-U11. This is a child welfare issue and FA rule. • Don’t publish full names and photos of players together

21

• We encourage the use of cautions/send-offs in U15/u16 football• It should be a less common occurence in U13/U14 football, but may be necessary• At U12 and younger, we encourage officials to educate players/managers and support

the use of ‘cooling off’ substitutions etc.

• From U14 upwards if a player is injured and a trainer has to come on, the injured player will be required to leave the FOP (unless the opponent has been issued with a YC or RC) and will be waved on by the referee once play has restarted

• We strongly encourage the use of qualified match officials at U15/U16. All U17 and U16 Premiership fixtures will have an appointed referee via FullTime.

• If you feel there is a need, contact us for a neutral official and we will try to help

Guidelines

22

• If you have someone who would like to qualify as a referee, get in touch.• If you have parents who are willing to take the club assistant course,

please let us know• We appoint all the officials to our cup finals and give priority to those

who have refereed in our league consistently and have good club marks across the season

• If you would like a committee member to come and observe a match, please contact us (please give as much notice as possible when requesting a committee member).

Respect

Page 24: NCYFL Managers briefings• Scores and results must not be published for U7-U11. This is a child welfare issue and FA rule. • Don’t publish full names and photos of players together

24

• Behaviour & ‘Respect’ are consistently highlighted as the areas which players, parents and clubs would like the league to focus on improving

• Youth football nationally and locally has experienced a worrying trend in both verbal abuse and physical assaults in recent seasons

• As a league we would like to continue to trial a new initiative aimed at providing a more enjoyable atmosphere for players, managers and supporters to experience football

• Although this is not currently mandatory, clubs are urged to work with us in trying to address this important issue

• We are planning to introduce this as mandatory, starting with youngest age groups from next season

Introduction

Page 25: NCYFL Managers briefings• Scores and results must not be published for U7-U11. This is a child welfare issue and FA rule. • Don’t publish full names and photos of players together

25

• The majority (but not all) of ‘Respect’ issues originate from supporters (swearing, abusing players and referees, aggressive behaviour etc.)

• Touchline behaviour has a definite effect on player behaviour• Referees are often caught in an ‘amber zone’ where behaviour is

unacceptable, but would not warrant an abandonment• Clubs are ultimately responsible for the behaviour of their supporters,

managers and players – We believe that Respect monitors are a useful tool in helping clubs avoid sanctions resulting from code breaches

What is the problem?

Page 26: NCYFL Managers briefings• Scores and results must not be published for U7-U11. This is a child welfare issue and FA rule. • Don’t publish full names and photos of players together

26

• Provided free by NCYFL• Each team to have a Respect Monitor who is

not the manager – at every match (home & away)

• Can be rotated• Training/guidance available upon request• Accountable to the club• Need to set aside team allegiance in dealing

with Respect breaches

The Respect Armband

Page 27: NCYFL Managers briefings• Scores and results must not be published for U7-U11. This is a child welfare issue and FA rule. • Don’t publish full names and photos of players together

27

• Meet & greet both managers, the opposition Respect monitor and the referee• Attend the referee briefing before the match• If own supporters are not behaving in accordance with the Respect CoC, ask them to

desist• Resistance or abuse to be reported to the club/league welfare officer so that the

matter can be addressed more formally• If opposition supporters are not behaving appropriately, speak with the opposing

Respect monitor and ask them to speak to them• Where there are serious incidents, Respect monitors may be asked to provide a

report/attend a hearing

Role of the Respect Monitor (Supporter management)

Page 28: NCYFL Managers briefings• Scores and results must not be published for U7-U11. This is a child welfare issue and FA rule. • Don’t publish full names and photos of players together

28

• As an interim step before match abandonment, referees may decide to stop the game and speak with Respect monitors. Reasons for this may include:-

Abuse from supporters or team officialsBehaviour of club assistant referee (linesman)

• When the ball is out of play, referees should stop the game and invite both Respect monitors onto the pitch (away from spectators/players)

• Referees should outline the concern and the action they would like the monitors to take• This in no way alters or limits the ability of the referee to take whatever action he/she deems

necessary within the LOTG• It should be seen by both sides as an opportunity to address concerns and avoid either a formal

report or a match abandonment

Role of the Referee

Page 29: NCYFL Managers briefings• Scores and results must not be published for U7-U11. This is a child welfare issue and FA rule. • Don’t publish full names and photos of players together

29

• We welcome your comments/questions• This is not mandatory – but we hope that clubs will support us as this will

become mandatory soon• As we continue to trial this, please provide feedback to us on what is/isn’t

working• When investigating ‘issues’ following a match – we will want to know if there

was a Respect monitor in place
