The National Transport and Safety Authority (NTSA) is a State Corporation established through

an Act of Parliament; Act Number 33 of 26th October 2012. The Authority is mandated with

effectively managing the road transport sub-sector, minimizing road traffic accidents and loss of

lives resulting therefrom.

NTSA seeks to recruit qualified persons for the following positions:

1. MANAGER, ICT PROJECTS- REF: NTSA/02/2017/06.

Reporting to the Deputy Director, ICT, the Manager, ICT Projects will be responsible for the

development, documentation, review and improvement of operational processes and procedures

that cover all areas of the ICT Infrastructure to ensure that they are fit for purpose, in line with

ISO 27001 and ITIL standards and are kept complete, current and accurate.

Duties and Responsibilities

Ensure that the ICT Infrastructure team keeps the ICT infrastructure secure from internal

and external threats and that all privileges are proactively managed;

Responsible for ensuring that the ICT Infrastructure team completes the lifecycle planning,

installation, testing, upgrading, control and management of all configuration items of the

ICT infrastructure including all documentation, software, hardware and firmware assets,

including information relating to the configuration items, their dependencies and

relationships;

Ensure that the ICT Infrastructure team designs, implements, maintains and test strategies,

procedures and contingency plans for all systems, data and components;

Manage major ICT infrastructure related projects through the complete project lifecycle

from project initiation to end project review;

Manage the ICT Infrastructure team to ensure that appropriate action is taken to investigate

and resolve all reported incidents and problems associated with the ICT infrastructure in

line with Service Level Agreements (SLVA); and

Proactively manage customer requirements and expectations via regular communications

at all levels and implementation of action plans to improve the customer ICT experience to

maintain high levels of customer satisfaction.

Qualifications & Experience

To be appointed to this role, the successful candidate must possess the following key requirements;

Bachelor’s degree in Computer Science, Information Systems or Information Technology

from an institution recognized in Kenya;

Master’s degree in a relevant field from an institution recognized in Kenya;

A minimum of ten (10) years professional IT experience, three (3) of which must have

been at the level of Deputy Manager, ICT or a comparable and relevant position;

Member of a professional body;

Experience in Project Management;

Experience in managing a team from a large corporate environment; and

Experience in negotiating large contracts and services necessary.

Certifications

Microsoft Certified Professional / ITIL / SQL and/or Oracle Certification.

Skills and Competencies

Familiar with a variety of concepts, practices, and procedures related to ICT;

Strong communication/customer service skills to resolve problems with

stakeholders/users/vendors;

A wide degree of creativity;

Business problem solving skills - analysis and synthesis;

2. MANAGER, ICT INFRASTRUCTURE SERVICES- REF: NTSA/02/2017/07.

Reporting to the Deputy Director, ICT, the Manager, ICT Infrastructure Services will be

responsible for the provision of technical support of the ICT infrastructure, communications and

mobilizing systems, including architectural design, functionality and security.

Duties and Responsibilities

Manage contracts and relationships with external suppliers and support organizations

including having regular formal review meetings to ensure the best possible economic

goods and services are received by the Authority and mission critical ICT services are

maintained;

Manage Project major ICT infrastructure related projects through the complete project

lifecycle from project initiation to end project review, undertaking proactive monitoring

of costs, timescales and resources throughout;

Responsible for ensuring the ICT Infrastructure Team complete the lifecycle planning,

installation, testing, upgrading, control and management of all configuration items of the

ICT infrastructure including all documentation, software, hardware and firmware assets,

including information relating to the configuration items, their dependencies and

relationships;

Ensure that all records are complete, current and accurate;

Manage the ICT Infrastructure Team to ensure that appropriate action is taken to

investigate and resolve all reported incidents and problems associated with the ICT

infrastructure in line with Service Level Agreements;

Ensure that such incidents and problems are fully documented. Co-ordinate the

implementation of remedies and preventative measures to address such incidents and

problems;

Manage the assessment, analysis, documentation and implementation of all changes to the

configuration items of the ICT infrastructure;

Document and Implement appropriate processes to manage and report on all changes.

Maintain complete, current and accurate records of all changes to the ICT infrastructure;

Responsible for ensuring the ICT Infrastructure Team design, implement, maintain and test

strategies, procedures and contingency plans for all systems, data and components to

ensure ICT services are restored in a timely fashion in the case of a disaster; and

Ensure the strategies, procedures and plans are complete, current and accurate. Organize

regular testing of disaster recovery plans and document outcomes.

Qualifications & Experience

To be appointed to this role, the successful candidate must possess the following key requirements;

Bachelor’s degree in Computer Science, Information System or Information Technology

from an institution recognized in Kenya;

Master’s degree in a relevant field from an institution recognized in Kenya;

A minimum of ten (10) years in professional IT experience, three (3) of which must have

3. MANAGER, PROCUREMENT- REF: NTSA/02/2017/08.

Reporting to the Deputy Director, Procurement, the Manager, Procurement, will deputize the

Head of the Procurement function and co-ordinate Procurement, Inventory management,

Inspection, Acceptance and Asset Disposal activities in accordance with the Public Procurement

and Asset Disposal Act, 2015.

Duties and Responsibilities

Implement procurement policies, strategies and work plans;

Co-ordination of procurement, stock control, asset disposal activities and records

management;

Provide secretarial services to the various Procurement and Evaluation committees;

Manage the monitoring of Suppliers contracts in liaison with the Legal Department;

Manage periodic and annual stock takes;

Management of staff;

Assist in preparation and implementation of the budget and Annual Procurement and Asset

Disposal Plans;

Manage compliance with relevant legislation;

Prepare management reports and represent the department in various internal and

external stakeholder committees; and

Work closely with various Project Implementation Committees on donor funded

procurement activities.

Qualifications and Experience

To be appointed to this role, the successful candidate must possess the following key requirements;

Bachelor’s Degree in Supply Chain Management, Procurement or in a relevant field from

an Institution recognized in Kenya;

Master’s Degree in a relevant field from an Institution recognized in Kenya;

Graduate Diploma from the Chartered Institute of Purchasing and Supplies (CIPS) or

equivalent;

Membership of the Kenya Institute of Supplies Management; and

A minimum of ten (10) years’ in Procurement, three (3) of which should be at the level of

Deputy Manager, Procurement or a comparable and relevant position preferably within

4. MANAGER, FINANCE- REF: NTSA/02/2017/09.

Reporting to the Deputy Director, Finance, the Manager, Finance will be responsible for timely

development, preparation and revision of financial reports for effective decision making. In

addition, he/she will provide technical guidance and leadership to the Finance team and work

with all departments to ensure compliance with legal requirements including the NTSA Act and

the Public Finance Management Act.

Duties and Responsibilities

Management

Maintain a documented system of accounting policies and procedures;

Manage outsourced functions; and

Oversee the operations of the treasury department, including the design of an

organizational structure adequate for achieving the department's goals and objectives.

Funds Management

Forecast cash flow positions and available funds for investment;

Ensure that sufficient funds are available to meet on-going operational and capital

investment requirements;

Maintain banking relationships;

Assist in determining the Authority's proper capital structure; and

Invest funds.

Budgeting

Manage the preparation of the Authority’s operating and Capital budget;

Report to management on variances from the established budget, and the reasons for those

variances; and

Assist management in the formulation of its overall strategic direction.

Financial Analysis

Engage in ongoing cost reduction analyses in all areas of the Authority;

Interpret the Authority's financial results to management and recommend improvement

activities;

Participate in target costing activities to create products that meeting predetermined price

goals;

Create additional analyses and reports as requested by management;

Review and produce effective and accurate quarterly financial statements;

Implementation of the various approved policies, procedures and regulations of the

Authority;

Prepare monthly analysis and reconciliation reports; and

Qualifications and Experience

To be appointed to this role, the successful candidate must possess the following key requirements;

Bachelor's degree in Finance or Accounting from an Institution recognized in Kenya;

Master’s degree in business from an Institution recognized in Kenya;

A minimum of ten (10) years’ experience in Finance or Accounting, three (3) of which

should be in the position of Deputy Manager, Finance/Accounting or a comparable and

relevant position preferably within the public sector;

Must be a Certified Public Accountant of Kenya (CPAK) or Certified Management

Accountant designations;

Member of the Institute of Certified Public Accountants of Kenya (ICPAK); and

Have practical knowledge of the PFM Act and the IFRSs.

Skills and Competencies

Excellent communication skills are essential, particularly in regard to presenting the results

of analyses to management;

Have an outstanding knowledge of electronic spreadsheets and Enterprise Resource

Programme (ERP);

Strong communication and reporting skills;

Strong organization and inter personal skills; and

Good leadership, mentorship and coaching skills.

5. DEPUTY MANAGER, MOTOR VEHICLE INSPECTION - REF: NTSA/02/2017/10.

Reporting to the Deputy Director, Motor Vehicle Inspection, the Deputy Manager, Motor Vehicle Inspection, will be responsible for management of Officers, vehicle standards, inspection standards and inspection services offered in Inspection Centres.

Key Duties and Responsibilities

Direct operations in the Motor Vehicle Inspection Centres;

Develop, initiates and implements vehicles standards;

Supervision of Officer In-Charges;

Interpret and Implement Traffic Act Cap 403;

Implements Regulations concerning Roads Transport;

Public relations between the motor vehicle inspection and the stakeholders (clients);

Preparing memorandum for vehicle change of status and taxation classes;

Planning, controlling and coordinating Motor Vehicle Inspection activities of inspection of

motor vehicles;

Preparation of budgets;

Inspection of accident vehicles; and

Attending court cases.

Qualifications and Experience

To be appointed to this role, the successful candidate must possess the following key requirements;

Bachelor’s Degree in Mechanical or Automotive Engineering from an Institution recognized in Kenya;

Master’s Degree in Business, Engineering or its equivalent from an Institution recognized in Kenya will be an added advantage;

Must be a registered Engineer with the Engineers Board of Kenya;

A minimum of eight (8) years engineers experience, three (3) of which must have been in the grade of Senior Engineer (Mechanical/Automotive ) or in a comparable and relevant position in the Public/ Private Sector;

Experience on vehicles repairs and vehicle body construction;

Knowledge on road vehicle standards;

Experience on vehicles diagnostic equipment;

Shown merit and ability as reflected in work performance and results; and

Attended Management course lasting not less than four (4) weeks from a recognized institution.

6. SENIOR OFFICER, FINANCE- REF: NTSA/02/2017/11.

Reporting to the Deputy Manager Finance, the Senior Finance Officer will be in-charge of a key section in the Finance department.

Duties and Responsibilities

Analyse information received (financial and non-financial), call attention to

trends/variances;

Maintenance of the general ledger; journal entries and other book-keeping assignments

necessary for effective financial accounting;

Ensure that accounts analysis and reconciliations (including bank reconciliations) are

performed on a monthly basis and approve them once they have been prepared;

Coordinate the payment of suppliers of goods and services and ensure that Suppliers are

paid promptly and deal with any supplier related enquiries;

Coordinate external system and financial audits;

Management of the Authority’s financial investment and assets;

Review the payroll and effect accurate salary payments;

Ensure that all expenditures are properly authorized and within the approved budget;

Qualifications and Experience

To be appointed to this role, the successful candidate must possess the following key requirements;

Bachelor’s degree in Finance or Accounting from an Institution recognized in Kenya;

A Master’s degree in business from an Institution recognized in Kenya will be an added

advantage;

A Certified Public Accountant of Kenya (CPAK) or equivalent professional accounting

certification;

Member of the Institute of Certified Public Accountants of Kenya (ICPAK);

Specialist knowledge in budgeting and financial management and Proficiency in ICT;

A minimum of six (6) years’ in Finance and Accounting gained from reputable large

organization with three (3) years at the level of Finance Officer I; Accountant I or in a

comparable and relevant position preferably within the public sector;

Demonstrable understanding of the Public Finance Management Act and thorough

knowledge of accounting and financial systems;

Diverse experience in finance and accounts management; and

Experience in supervising and leading teams of accounting professionals.

7. SENIOR OFFICER, PROCUREMENT- REF: NTSA/02/2017/12.

Reporting to the Manager, Procurement the job holder will ensure that the Authority obtains value for money through procurement of goods at the right time, right quality, right price, right quantity and competitively. S/He shall be responsible for the supervision of Procurement, Inventory management, Inspection, Acceptance and Asset Disposal activities in accordance with the Public Procurement and Asset Disposal Act, 2015.

Must have a Graduate Diploma in Purchasing and Supplies (CIPS) or its equivalent;

Valid membership of the Kenya Institute of Supplies Management (KISM);

A minimum of six (6) years’ in Procurement, three (3) of which should be at the level of

8. SENIOR CORPORATE STRATEGY AND PLANNING OFFICER - REF: NTSA/02/2017/13

Reporting to the Manager, Corporate Strategy and Planning, the Senior Corporate Strategy and Planning Officer, will be responsible for the development of the Authority’s short- and long-range strategic plans that are comprehensive, stretch and realistic.

Duties and Responsibilities

Define, develop and implement business planning processes;

Coordinate and manage cross-functional teams to improve business planning methods;

Determine and execute key business initiatives that will drive NTSA business operations;

Maintain in-depth knowledge of market dynamics such as competitor analysis, market

share, demographic trends, and growth projections;

Identify business problems and provide recommendations for improvements;

Understand business direction and needs and develop solutions, roadmaps and

assessment of potential business impacts; and

Any other duties assigned from time to time.

Qualifications and Experience

To be appointed to this role, the successful candidate must possess the following key requirements;

Bachelor’s degree in Business Administration, Economics, Statistics, Finance or in a

relevant field from an Institution recognized in Kenya;

A minimum of six (6) years in corporate strategy and planning; project management or

corporate performance management three(3) of which must be at the level of

Planning/Strategy Officer I or in a comparable and relevant position;

Experience in resource mobilization, donor funds management, monitoring and

evaluation of projects/ programmes and proposal writing is mandatory;

Member of a professional body;

Practical knowledge of project planning software applications and their use (such as MS-

Project) is highly desired;

Skills and Competencies

Ability to interpret donor contracts;

Ability to resolve problems in a timely manner;

Project management skills/exposure;

Proposal and report writing skills;

Ability to interpret financial and economic data;

Good oral and written communication skills; and

Ability to analyse data and use intuition and experience to complement data.

9. SENIOR RECORDS MANAGEMENT OFFICER - REF: NTSA/02/2017/14.

Reporting to the Manager, Human Administration, the job holder will be responsible for the efficient management of registry services in the Authority including security of Authority information and records.

Key Duties and Responsibilities

Develop records management policies, procedures and guidelines;

Prepare and review filing classification scheme;

Develop a filing index system;

Preparing of records retention and disposal schedules as per relevant guidelines;

Initiating records appraisal and disposal of in-active files for approval by the relevant

committee and subsequent approval by the Kenya National Archives;

Develop and maintain control measures for the authority’s records. This includes

maintaining physical security of records in the registry;

Manage records storage facilities to ensure there is adequate, safe and storage;

Ensure timely response to internal and/or external information enquiries;

Sensitize staff on records management;

Ensuring that letters are appropriately filed and marked to action employees; and

Supervision of various registries.

Qualifications and Experience

To be appointed to this role, the successful candidate must possess the following key requirements;

Bachelor’s degree in Information Science/Records Management or in a relevant social

science field from an Institution recognized in Kenya;

Diploma in Records/Information Management, Information/Library Science or any

equivalent qualifications from an Institution recognized in Kenya;

Proficiency in Computer Applications;

A minimum of six (6) years’ experience in records/information management, three (3) of

which must have been at the level of Records Management Officer I or in a comparable

and relevant position preferably within the public sector;

Good knowledge of records management software applications and their use;

Skills and Competencies

Ability to handle classified information in strict confidence;

Ability to drive change and innovation;

Good oral and written communication skills;

10. MOTOR VEHICLE INSPECTIOR I (OFFICER IN- CHARGE)- REF: NTSA/02/2017/15

Reporting to the Deputy Manager, Motor Vehicle Inspection the job holder is responsible for management of inspectors, inspection standards and inspection services offered in respective inspection Centres.

Key Duties and Responsibilities

In charge of a Motor Vehicle Inspection Centre;

Supervision of officers within the Motor Vehicle Inspection Centre;

Occupational Safety and Health (OSH) Act.

Reporting to the Senior Finance Officer, the job holder will be responsible for compiling and

updating the general ledger information and financial transactions to ensure accurate and timely

maintenance of accounting records in accordance with prescribed financial policies, accounting

standards and other requirements.

Duties and Responsibilities

Prepare the annual tax deductions returns and furnish staff and the Board as appropriate;

Maintain invoices and LPO/LSO file and make the necessary follow-up to ensure that items

are cleared promptly;

Facilitate timely payments to suppliers, staff and the Board;

Maintain and regularly update the Fixed Assets Register, including computation of monthly

depreciation and posting the same to the General Ledger;

Examination and test of motor vehicles;

Preparation and Issuing of Prohibition Orders and Compliance Certificates;

Data entry of vehicle inspection reports details; and

Preparation of certificates of weights and measures.

Qualifications and Experience

To be appointed to this role, the successful candidate must possess the following key requirements;

Must have a Diploma in Mechanical Engineering (Automotive option) or an equivalent

and relevant qualification from a recognized institution;

Proficiency in Computer Applications;

Must have a valid Driving License free from any current endorsements;

High level of integrity; and

Ability to work under pressure.

• Proficiency in computer applications such as PowerPoint, Microsoft Word, Excel, Access, and
