Senate Resolution Number 36 introduced by Senator Denham was adopted in the California State Senate on March 25, 2010. The resolution recognized the week of March 21 through March 27, 2010, as National Surveyors Week. Following is the Text of the Resolution:

WHEREAS, There are over 45,000 professional surveyors in the United States, and 3,488 in the State of California; and

WHEREAS, Surveying is the art and science of accurately determining the position of points and the distances between them and is often used to establish land boundaries for ownership or governmental purposes; and

WHEREAS, Surveying has been an essential element in the development of the human environment since the beginning of recorded history and it is a requirement in the planning and execution of nearly every form of

2. Motion to approve a letter written to Santa Barbara Second District Supervisor Janet Wolf about RS fee increases was made by Ken Fargen, seconded by Jon McKellar. Motion carried. Terri Green to send the letter on behalf of the Chapter.

iv. Publications Committee & Web Site – Rochelle Vierra: No report.

v. Trig Star Committee – George Marchenko: No report.

vi. Workshops/Seminar Committee – Randy Ellison:

1. Randy inquired those present about interest in a potential GPS post processing workshop. Half a dozen members showed interest.

Letter from the Office of the Governor of California

On March 21, 2010 a letter from Governor Arnold Schwarzenegger was sent to the California Land Surveyors Association regarding National Land Surveyors week.

A copy of the letter can be found on page 7.

2009 Manual of Surveying Instructions

CLSA is offering m e m b e r s a substantial discount. Orders can be placed online at the CLSA store or by completing and returning a CLSA publ icat ion order form.

1. City of San Luis is still pushing monument preservation responsibility onto contractors. Mike urges the chapter to follow up on the previous letter sent by the Chapter to the City addressing our concern. Mike will find the response letter from the City and submit to the Parallax for publishing.

6) Board of Directors (BOD) report: No report.

7) Old Business:

i. Jon McKellar urged members of the chapter who are able to attend Santa Barbara County Council meetings and express their objections to the Record of Survey Fee increases.

8) New Business:

i. Construction Stabilization Agreement – Santa Barbara County Unions

Ken Fargen provided some background and insight on the issue. Union representation and support was strong at a recent County Council meeting, though most private contractors were unaware and not represented at the meeting. Proposal may exempt our members from bidding on survey jobs for the County if they are not part of a Union.

ii. Jesse Brady spoke about the newly formed LSACTS group. The group is a separate entity from CLSA, made up of LS’s that look towards influencing state legislation related to surveying practices and standards.

Next meeting in San Luis Obispo, location to be determined, on April 14, 2010.

WHEREAS, Many services are now provided through the use of sophisticated surveying equipment and techniques, including satellite-borne remote sensing devices and automated positioning, measuring, recording, and plotting equipment; and

WHEREAS, The establishment of the week of March 21 through March 27, 2010, as National Surveyors Week is a fitting tribute to all surveyors; now, therefore, be it

Resolved by the Senate of the State of California, That the Senate recognizes the week of March 21 through March 27, 2010, as National Surveyors Week; and be it further
