NCO Update -Eligibility issues: Supervisors were reminded that per NCAA rules, every referee must attend the school and pass the written rules test in order to officiate in the Championship. Furthermore, the commissioners of every conference had endorsed making the same requirement mandatory for their regular-season games. Supervisors were asked to reconfirm that all of their officials have indeed met this requirement. -Reporting Issues: This is the first year of an NCAA-sponsored reporting portal for Misconduct, Flagrant Misconduct, Fighting, and Red Cards. All evaluators were reminded to speak with their referees if any of these incidents occur in one of their games and remind the referees that they have 24 hours to make the written report. The portal can be found on the NCAA ADVANTAGE website at: https://ncaawaterpolo.arbitersports.com/front/107515/Site/PageContent/Reporting -Championship bracket: There is still some confusion about how many AQs and how many at-large spots there will be for the Championship. It is clear that there will be four teams on Saturday with the winners playing on Sunday and the losers going home. A total of three games. -Picks: The NCO reported that there had been no further discussion with the water polo rules sub-committee regarding Picks, although with the help of Ed Reed and Jack Horton, the NCO had put together 15 clips to be looked at as well as new language as instructions to referees.. II. NCO Update

III. Review of first month of Men's season:

-Picks: in general, picks have not been as big an issue as expected but it was agreed that there should continue to be in effort to improve the instructions for referees.

-Desk Error: Now that the rules (Rule 2-1-3) prevent the referees from going back in time during a game to replay portions of the game how do coaches stop the clock in a timely manner to explain their concern? A number of suggestions were made including:

>Referees are reminded that per Rule 3-1-2, teams are allowed a minimum of one and a maximum of three observers at the score table. It is recommended that teams take advantage of this opportunity, and that referees are checking the score book at every opportunity as well.

> The host institution is encouraged to have a visible exclusion board along with the timeouts remaining; The former is not required but the latter is.

-Decorum issues: Referees are reminded that they are responsible for decorum in and out of the water. Within the field of play, players should not be permitted to verbalize their thoughts to the referee, taunt an opposing player, or use profanity. On the pool deck, referees are reminded that the time after a goal is not a time that is permissible for a coach to approach a referee to discuss the rules question, etc. It is however appropriate for a coach to discuss a protest situation if he or she has one at that time.

-Offensive fouls in transition: Again, referees are reminded that offensive fouls must be awarded when there is a positional advantage gained by the offensive player due to the foul. Referees must be in position to see who initiates the contact. This occurs at both the center forward position and on the perimeter so both officials must be vigilant.

-The Perimeter: The perimeter referee is reminded that being consistent with the application of ordinary fouls in and outside of 5 m is critical to the game. If a defending player commits a foul outside 5 m that call should be made the same as it would be inside 5 m. The fact that the offensive player can shoot the ball should not factor into the referees decision about whether to make the call outside 5 m.
