    The Religious Technology Center RTC) isthe protector of the Scientology relig ion . Itowns all the trademarks and service marks andcontrols their licensing and use. The purpose ofRTC is:

    The Religious Technology Center RTC) isnot part of In ternationa l Management. It is aparallel policing body which ensures that th eChurch of Scientology International, whom ithas licensed to use the trademarks and servicemarks, does put the trademarks to good use andis Keeping Scientology Working. Overseeing

    the co rrect use of the trademarks andprotecting th ese trademarks, which is RTC'sresponsibility, includes policing in and insistingthat proper command channels exist and are inuse so the form of the org is heldinternationally.

    The Chairman of th e Board RTC is the mostsenior position of the ligious TechnologyCenter. The Chairman of the Board sees thatRTC accomplishes its purpose and he has underhim the Inspector General, who runs the day-to-day affairs of RTC.

    Under the Inspector General, are theInspector General fo r Ethics, the InspectorGenera l for Technical and the Inspector Generalfor Administration, each of whom polices theproper application of the scriptures within hisrespective area .

    Commodore sMessenger OrgInternationalThe COMMODORE S MESSENGER ORG

    (CMO) earned its name on the Flag Ship Apollo,where its original members acted as messengers forL. Ron Hubbard, the Commodore of the SeaOrganization. The CMO s functions have changedover the years and expanded, but the name isretained showing its connection to Source.

    CMO International (CMO Int), the senior CMOorganization, has the function of executing woeorders as well as providing woe with the informa-tion it needs. Continental and area CMO units areunder and operated by CMO International.

    The CMO is the enforcement and execution armof the Watchdog Committee. When WOC issues anorder to a management unit, while it would expectthat unit to comply, the CMO would verify theFACT of compliance. Reports on the true state ofaffairs within management would be supplied toWDC by the CMO units which are located next tothe different management ergs or units. The CMOunits form a parallel network, autonomous to themanagement lines, which reports to the WatchdogCommittee and enforces its orders, thus achievingits purpose of putting management units there andseeing that they manage.

    These basic functions of the CMO are carried outby doing investigations, reports, executing pro-grams and operating missions as req uired by woe

    The co mmon duty of the diffe rent managementorganizations which make up the Flag CommandBureaux is to get the tactical programs whichimplement and forward strategic planning actuallyexecuted and done in the service organiza tions andunits they are responsible for.

    The largest of these management organizations isth e Flag Bureaux.

    Flag BureauxThe FLAG BUREAUX (FB) is that part of the Flag

    Command Bureaux which manages individual ergsvia Flag Operations liaison Offices (FOLOs),themselves a part of the Continental LiaisonOffices.

    The Flag Bureaux ha s the function of seeing thatInt Management s strategies, eva luc1tions andprograms are tactically and successfully executed ineach org, enab ling the org to expand up to andbeyond the size of old Saint Hill.

    The Flag Bureaux, headed by the CommandingOfficer FB has a nine-Bureaux o rg board. (Abureau in a Sea Org management org is equivalentto a division in a service org.) Each Bureau is headedby an Aide, who is responsible for hi s oppositenumbered division in te rnationally . For instance, theDissemination Aide is responsible for DisseminationDivisions interna tiona lly. Each Aide has a deputywho cares for the internal functions of that Bureauwithin the FB.

    The Aide is responsible for seeing that hisdivision is fully established and functioning in allorgs. He accomplishes this by executing the 339Rimplemen tation programs, provided by the International Executives of th e Senior Executive Strata ,into his divisions via the Assistant Aides in theFOLOs.

    The FB includes a Programs Bureau composed ofPrograms Chiefs. Th e Programs Chiefs areassigned a specific continental area or sector and areentire ly responsible for the health, viability andexpansion of each individual o rg in their continentor sector. While the Aides are responsible for theiropposite divisions in orgs, the Programs Chiefs arefully responsible for the orgs assigned to them.

    The Pgms Chiefs use th e org Flag Represen-til tives via the Assistant Programs Chiefs in FOLOsto ge t org eva ls and progra ms executed in theiro rg s. They also are in co mmunication with th e o rgCOs/EDs via the Assistant Programs Chiefs inFOLOs. The FOLO Assistant Pgms Chief mustens ure that the CO /ED of the org is i n ~ t h i s thathe gets trained and that he does his job ofexpanding his org. The FB Pgms Chief is th e Flaglevel senior of the org s CO/ED, while the FOLOAssistant Pgms Chief is the direct senior of theorg s CO / ED.

    The Flag Bureaux a lso has the faci li ty to sendspecia lly trained Sea Org members directly in toorgs, in order to get in any programs which may bebugged or blocked. This is what is called Sea O rgmissions. Only the Sea Organization is authorizedto cond uct missions.

    Within the Flag Bureaux is the Flag Flag Represe ntative (FFR) who heads the Flag RepresentativeNetwork and has the CO FB as he r direct senior.

    WISE INT executes marketing and publicrelations programs to expand WISE s membershipand sells material with the administ rative technology of L. Ron Hubbard, specifically compiled forits public by International Managemen t.

    To assist it in carrying out its functions, WISEINT has Continental level WISE offices which arepart of th e Continental Liaison Offices . Their jobincludes signing up members and seeing that theyare ac tive and ethical in using and disseminating theadmin istrative tech in their continental areas.

    The WISE sector has a huge poten tial forexpansion, since the business world is aware bothof its need for a workable administrative technology, and their present lack of such tech. It is thejob of WISE INT to fill the public demand in thisfield and thereby hand le a major and vital aspect oftoday s society.

    Th ese social reform activities handle:- DRUG abuse, by rehabilitating drug users

    through the applica tion of L. Ron H ubbard s technology . Drug abuse is one of the worst plag ues oftoday s society, and is recognized as such by a verylarge ma jority of the world population. Reformgroups such as th e NARCONON Centers headedby NARCONON INTERNAT IONAL, dedicated tothe eradication of this social disaster with the application of L Ron Hubbard s technology, are th eONLY social reform groups on Earth with a workab le technology for terminatedly handling thisproblem.

    ummaryThe basic form of the Command Channels is asfollows:WATCHDOG COMMITTEE covers sectors. It is

    an inspection and policing organization and does notitself manage. It puts management units there andsees that Scientology Organizations are properlymanaged. It ha s a parallel policing organization tomanagement, the COMMODORE'S MESSENGERORGANIZATION, which polices the activities of a llmanagement orgs. There is a Commodore sMessenger Organization located next to eachmanagement organization (Flag Command Bureauxand each Continental Liaison Office).

    The EXECUTIVE DIRECTOR INTERNATIONALand his SENIOR EXECUTIVE STRATA cover theFUNCTIONS which make orgs run in all the sectorsof Scientology and coordinates these functions inthem. It is the st rategic level of management andprovides planning and tactical steps to get thatplanning done.

    FLAG COMMAND BUREAUX gets the planningprovided by the SENIOR EXECUTIVE STRATA inthe form of strategies, evaluations and programs,executed in the individual organizations via itsCONTINENTAL LIAISON OFFICES. It is the tacticalleve of management and is an implementation bodysolely concerned with getting things done. The CLOsare the execution arm of the FLAG COMMANDBUREAUX in their respective geographical areas.

    The service organization executives are ultimatelyresponsible for expanding their organization to thesize of old Saint Hill. Management actions do notabsolve these executives from any of that responsibility. Org executives must still see that the orgaccomplishes its overa ll purpose as laid out in LRHED 339R The coordination of the org or unit sactivities so it accomplishes its purpose, comes fromthe Executive and Advisory Counci ls and inDivisional and staff meetings.

    Scientology is a very large movement which comprises many different sectors, all dedicated to makingthe technology of L Ron Hubbard known and applied.

    International Scientology counts over 600 se rviceorgs, missions and units in all th e co ntinents of the

    world. Its management st ructure ex ists solely to h elpthe service orga nizations and units service the publicand deliver Scientology to people so they get up TheBridge to Total Freedom.

    While Scientology is big and is the fastest growingmovement on Ea rth , it is our in tention that it growseven bigger and faster. We do not have an infinity oftime to clea r this planet. We are actually engaged in arace against time. This society is on a downtrend, andthe rising stat is tics of crimes, drugs and economictroubles around the world show it. We have the onlyworkable technology which can crea te a new civilization here on Earth. It is our responsibility to makethis technology known and to get it applied.

    In order to do this we need all service organizationsto be above th eir make-b reak point and expanded toand beyond the size of the old Saint Hill. We need thousa nds of Scientology missions which contact and introduce new public to Scientology and get them on theirway up The Bridge to Total Freedom . We need thousands of field auditors who audit. The World Instituteof Scientology Enterprises, the social reform groupssuch as Narconon, Applied Scholastics and EducationAlive, The Way To Happiness Foundation, Criminonneed each to be as big as the rest of Scientology.

    Management is there to help you ma ke this happenThe intention of all management activities is to helaccomplish the purpose of expanding organizations

    which FREE PEOPLE That is the ONLY reason orgs,units and management exist. And that is the overallcoordinating fac tor of all activities in Scientology.

    With properly posted and used terminals at variousmanagement echelons, including the org execu tiveand ad councils, responsible each one in turn for theareas below them and held responsible for the stats othose areas and with all networks established andperforming their proper functions, an unprecedentedexpa nsion of Scientology is guaranteed.

    With every organization, every unit, every staffmember knowing and accomplishing their purpose,function and duties with 100 on-policy and in-tech,we are go ing to rapidly clear this planet.

    Your own post has an exact purpose, responsibilities, functions and command channels.very echelon, org, unit and post is held entirelyresponsible for accomplishing ITS OWN purpose.

    Every staff member is fully expected to takemplt responsibility for constructively creating hispost in accordance with policy and for producing nof its products with accompanying rising statistics.

    On vry post we need causative and responsiblestaff members who HANDLE their area.If you are doing this, you are entitled to run yourpost and area without by-pass. f you are not doingthis, you will be by-passed and you must apply theDanger Condition formula so you can move up tocause in your area. Every time by-pass occurs, th eDanger Condition must be assigned and applied.

    International. The purpose of the Office of Appealis to act as a point of recourse. By-passed executivesand staff who feel that they have been subjected toincorrect by-pass actions, can appeal to this Officeand on promise that they will manage their areas,they can then get their areas back withoutperpetual by-pass occurring.

    To remedy any possible situation where anexecutive or staff feels he or she no longer needsby-pass in their area, an OFFICE OF APPEAL hasbeen es tablished in the Office of the Senior HAS

    Such appeals are to be addressed to the Office ofAppeal in care of the Senior HAS Internationalwith a copy to the Reports Officer of the ReligiousTechnology Center. They mus t be accompanied bythe area s statistics and a program consisting of theactions the person wants to take to handle hisor her area.

    Report Line t RTCThe Religious Technology Center polices the existence and exact use of the

    Command Channels of Sci entology as a necessity to oversee correct use of thetrademarks of Dianetics and Scientology.

    Suppressives work best in chaos so they try to create it and by having firmand policed command channels and specific zones of responsibility for specificindividuals, we can protect all organizations from internal subversion orsabotage and assure Scientology expansion.Attempts to al ter , violate or misuse the Command Channels of Scientologyshould be the subject of a Knowledge Report per HCOPL of 22 July 1982KNOWLEDGE REPORTS with a copy sent to the Reports Officer RTC. It is theresponsibility of every staff member to file a Knowledge Report when an offpolicy situation is observed.

    With each staff member taking full responsibility for doing his own job andinsisting on the respect and proper use of command channels, the continuousand infinite expansion of Scientology is guaranteed .
