Th e debate has confused many, including those eyeing off the potential new residential property supply and aff ordable lifestyle choice. Why did the State take over Sunshine Coast Council’s planning for this huge new community? How does a UDA work? And what will it mean for home buyers, investors and residents?
Why did it happen?Caloundra South is a greenfi eld site covering about 2300 hectares on the eastern side of the Bruce Highway, north of Bells Creek Road and west of Pelican Waters. Its northeast corner adjoins the suburb of Bellvista and Caloundra Aerodrome. It is envisaged as a future master-planned community where people live, work and play, with a mix of sustainable housing, long-term and diverse employment, transport choices and environmental and social infrastructure.
Several years ago, the State Government decided the site should be fast-tracked to help cater for population growth over the next 20 years and boost the supply of aff ordable housing on the Coast. Sunshine Coast Council has been working through this planning, including the public release of an amended structure plan. Th ere has been confl ict about the timing and size of the development, traffi c impacts and infrastructure and environmental provisions.
Th ings got more diffi cult last month when Infrastructure and Planning Minister Stirling Hinchliff e decided the Caloundra Aerodrome should not be relocated, to save money and jobs. Th is upset the council’s planned uses for the site, including a major transport route. But the dirt really hit the fan on 5 October when the Minister and Premier Anna Bligh declared their intention to transfer all planning of Caloundra South, and the adjoining Bellvista stage two, to a state-owned agency called the Urban Land Development Authority (ULDA). Th ey said the council had repeatedly failed to meet statutory planning deadlines.

the potential to deliver around 23,000 homes (over the next 10 years), employment centres and transit services, planning has too oft en failed to be properly progressed.”
Bob Abbot rubbished the reasoning. “We have 6000 blocks approved and ready to be developed in the region and the Palmview structure plan includesanother 800 lots that could be developed immediately,” he said. “Th e government has given the ULDA 12 months to complete planning for Caloundra South when council could have had it fi nalised in February.”
While the theory behind the decision remains a political hot potato, in practice the new regime is underway. Th e boss of the state’s planning authority spoke to MPP as he prepared to visit the Coast on Th ursday October 28 to talk to the development industry.
How will it work?Paul Eagles, the CEO of the Urban Land Development Authority (ULDA), says time is of the essence. “Aff ordability is an issue now, so we need to get housing on the ground as soon as possible,” he says from his Brisbane base. “We also recognise the construction industry is doing it tough on the Coast, and we need to get product on the market to give tradies jobs and stimulate the economy.”
Caloundra South has become the 14th urban development area under his control in Queensland. Others range from Bowen Hills and Northshore Hamilton in Brisbane to Ripley Valley near Ipswich and Oonoonba at Townsville.

Since the State Government announced its intention to declare Caloundra South an Urban Development Area (UDA), the
Sunshine Coast has heard outrage at high levels. Mayor Bob Abbot called it a disgraceful attack on the community, an abuse of power based on nonsensical reasoning. Just a week earlier, he had told MPP: “If the State forces us to make arrangements there before an infrastructure agreement is in place, all hell will break loose”.
Th e Local Government Association of Queensland said it set a dangerous precedent as “the fi rst time a State Government has used its exceptional powers to suspend democracy for what eff ectively will be a city with an end population of 50,000”. It called the decision “a developer’s dream – fast-tracking, no community say and no appeals” and questioned the infl uence of developer Stockland, which owns the land.
Environmentalists expressed fears for the area’s ecosystem, especially aft er the Pumicestone Passage and its freshwater catchment both dropped a grading on Healthy Waterways’ 2010 Report Card.

According to its website, the authority works with local and state government, communities, land holders and the development industry to “deliver commercially viable developments that include diverse, aff ordable, sustainable housing, using best-practice urban design”.
Paul explains what this does and does not mean. Th e ULDA is responsible for planning and assessing development applications. In some cases it acts as developer – but not at privately-owned Caloundra South, where it will not set land prices or build dwellings. Th at will be up to the market and the land owner, developer Stockland. Basically, it means Stockland will apply to the ULDA instead of the council to rezone and develop properties on that site.
So how can the ULDA pick up the pace without cutting corners that may aff ect quality?
First, Paul says the council’s work is not in vain. In fact, it’s vital. “To achieve our timelines we need to use council planning so far,” he admits. “We have the same principles and values of Sunshine Coast Council and we’re on the same page in terms of outcomes desired. We understand this phase may be seen as an imposition, but we hope to then work with councillors and offi cers in a collaborative manner. ”
Second, Paul says the ULDA has less than 12 months to fi nish an overarching Development Scheme for the site. “We have proven on our projects that we can deliver good outcomes, with good community consultation, quickly. We can resolve issues quickly. We have a whole-of-government process supporting us in breaking log jams and we bring specialist skills in inner-urban renewal or master-planned communities.” He acknowledges concerns about the transport corridor, ecology, water supply and major infrastructure but says the UDA process is “tremendously productive” in negotiating solutions.
Meanwhile, a confi dential council meeting last Th ursday (Oct 21) resolved to submit its fi nalised Caloundra South structure plan and related documents to the Minister and the ULDA for consideration. But Bob Abbot says
infrastructure costs – worth $1.8billion – remain a major worry.
Th e council wants a guarantee that costs associated with Caloundra South will not be transferred to existing or future ratepayers. “Th e council is now only in an advocacy role on behalf of the community about what we see are future issues,” the mayor says.
Bob points out that the council successfully produced both a structure plan and a $600million infrastructure agreement for the Palmview greenfi eld site, further up the highway. He says developer Investa was among the stakeholders who signed that agreement to support the growing community “and they are excited about getting on with business”.
Th e council’s regional strategy and planning director Warren Bunker says the council awaits advice from the Minister on what’s next. “We’re a good planning authority,” he says. “We know how to do appropriate planning that ensures good infrastructure outcomes – we’ve achieved this to date with Palmview.”

Paul Eagles. “We’re seeking to ensure an early release based on the good work already done by council offi cers and Stockland’s commitment to see lots viable as soon as possible,” says Stirling. “It’s clear that Bellvista stage two is an early opportunity not only for residential land release but also for employment land.” Th e Minister expects light industrial to be fi rst cab off the rank, followed over the longer term by commercial and retail. More than 100 lots of Bellvista Two’s 700-plus could be on the market within a year.
“Caloundra South will be a large, model community,” says Paul, “with a mix of detached homes and apartments, jobs, community facilities, public transport and biodiversity.” He says modern lifestyles and demographics dictate a variety of diff erent housing types. “Not everybody wants a big yard. People want diversity in a walkable, livable community.”
He says the Fitzgibbon UDA, on Brisbane’s northside near Carseldine, provides examples of the timing and types of residential housing that may be adopted at Caloundra South, although the latter will be more “suburbia” than “urban village”. Th e fi rst

residents have moved in within a year of Fitzgibbon’s UDA declaration. Th ere are terraces, loft s, villas and townhouses as well as traditional family homes on big blocks.
“In the latest stage now for sale at Fitzgibbon Chase, the smallest lots are 250 square metres and those house and land packages start at $330,000,” Paul says. “Th e 500-square-metre lots have packages starting at $473,000 – and that’s only 12 kilometres from the Brisbane CBD. Housing aff ordability can be improved dramatically by changes in lot sizes and innovative house designs.”
He believes Caloundra South housing may include small apartments from $250,000 and detached house and land packages from the low $300,000s to half a million dollars. “It doesn’t mean cheap and nasty. It will be well-designed and part of a quality community.”
Th ere are ways of ensuring this, he says. “Mix up the lot sizes so you don’t get concentrations. Establish upfront more pocket parks with equipment. Install a good pedestrian and cycle network from day one. You don’t need a big backyard if your apartment backs onto public open space.”
Paul is sure there will be demand for higher density housing on the SunshineCoast, which last year had only 14 percent of registered lots under 450 square metres, compared to neighbouring Moreton Bay Council’s 26 percent. “It will open up the market to people who can’t buy into the current market, particularly fi rst home buyers.”
Th e Minister says the ULDA has demonstrated its leadership in smart residential housing. “Some people react poorly to ‘higher density’ because in the past it was done poorly and designed badly,” says Stirling. “But we won’t be repeating mistakes of the past. We won’t be creating dormitory suburbs without high-level services including public transport and employment.” He believes well-planned communities can achieve 30 dwellings per hectare, which is more than double the Coast’s current average in new estates.
As for issues such as noise related to the aerodrome, and the ability of Caloundra South to fi t into the council’s big picture for the rest of Caloundra, stay tuned.
What are Stockland’s intentions?A Stockland spokesperson says it’s too early to provide details of lot timings or prices for such a large project. “From zoning and planning to the physical conversion of undeveloped land into housing lots with roads and services, this is a complex project that will take time,” she says. “And rightly so – planning regulations and environmental standards are critical to upholding the sustainability of new developments.”
The company rejects claims about land banking by developers to infl ate prices. “It is in Stockland’s interests, the interest of its shareholders and customers, to bring land to market as quickly as feasible,” she says. “Any delay is costly to the community because it will delay the delivery of housing affordability and jobs. It is also costly to Stockland as undeveloped land incurs holding costs.”
Stockland Queensland general manager Kingsley Andrew says the company is committed to “a robust consultation process” and continuing to work with the council, the State and the community. It intends the project to provide 15,000 full-time, non-construction jobs upon completion, as well as the rehabilitation of degraded former pine forest.
“Our commitment remains to deliver a sustainable community, where infrastructure leads growth and the emphasis is on local job creation,” Kingsley says.

With a hot summer ahead, it’s inevitable that we’ll be spending a lot of time outside on the deck or veranda, so it’s time to redo the deck. Hardware stores like Bunnings have sanding equipment for hire – sanding, resealing and reoiling the timber will breathe new lift into a tired-looking wooden deck.
Nothing says summer like pretty garden lighting. Consider installing some cost-eff ective solar lighting in your garden – your guests will be impressed as they meander down your well-lit walkway. Or if the budget allows for it, you could install either low wattage or high wattage lighting systems, for something a little more elaborate – you may need a little help from a qualifi ed electrician to complete your project.
Th e easiest and most cost-eff ective way to inject a little summer lovin’ into your home is via a quick paint job. However if painting an entire room is too daunting, consider a feature wall in a bright, colourful and warm colour. Or try wallpaper. To extend a new colour into a room, consider adding new artwork, colourful throw cushions and items such as vases and candles. Make sure you adequately prepare for the task – there’s nothing worse than a botched paint job.
We would all like to protect our family and friends from the harsh Australian sun, but erecting roofi ng over your deck or outdoor area can be costly … unless you consider a shade sail. Aft er purchasing your shade sail, all you have to do is lay out the area you want covered, dig the holes, concrete in the posts, erect the sail and enjoy the instant shade. Easy!
If you have been dreaming of a new kitchen but you’re a little stretched on the budget front, consider a DIY fl at-pack kitchen. Th e fi rst thing you need to do is measure up your space – then get shopping! Th ere are a number of retailers who specialise in fl at-pack kitchens – a cost-eff ective way to get the kitchen you have always dreamt of, but for a fraction of the cost. Stockland’s popular hinterland community Woodgrove has recorded a late rush from buyers
with only limited home sites now remaining. Surrounded by bushland and located in one of the region’s major growth centres, Woodgrove is now reaching its fi nal stages.

Marketing agent Rob Whiting of RE/MAX Property Services says that the home is structurally sound but needs some hard work, and that he had a lot of enquiry in the lead up to the auction from tradespeople who could see the property’s potential for capital growth. “I ended up with nine registered bidders on the day,” Rob says. Auctioneer Justin Nickerson of Jason Andrew Auctioneers took an opening bid of $250,000 from a local buyer,and with two parties bidding the price quickly jumped to $315,000. At this point Rob called the property on the market, and Justin negotiated in $2000 and then $1000 bids to the tongue-twisting fi nal sale price of $333,000. “Th e buyer is a local builder who is planning to use his skills to fi nish the renovations,” Rob says.

Around 20 people inspected the home, admiring the polished timber fl oors and ocean-inspired mosaic feature in the kitchen, before gathering in the front yard to watch auctioneer Jodi Bynon (also of Henzells Mooloolaba) in action. One of the two active bidders off ered an opening price of $500,000, and there was bidding under auction conditions to $585,000. “We then passed the property in and went straight into negotiations with the
highest bidder,” Kevin says. “Th e buyers are locals who are planning to move in soon.”

Half-price hinterland
With the Aussie dollar nearing parity to the US dollar and a depressed USA property market, (with the
exception of California), properties in the Texas hill country are relatively aff ordable, with home acreages selling for under US$200,000. And the word from local agents is that a further 20 per cent drop is still expected. Property in this region is certainly reminiscent of the hinterland on the Coast, with a diff erent price tag and very diff erent fauna and fl ora, of course.
Th e Texas hinterland lifestyle enjoys small, close-knit communities, stunning views, abundant wildlife, and the advantage or disadvantage of isolation with no public transport other than the school bus service.
While the prices here are bargain basement, there are of course still a Johncox ranch backyard, Vanderpool
number of sprawling million-dollar ranches. One is currently on the market and has a three-bedroom modern house on one acre, with a spring-fed water supply for sale at US$295,000.
Th ere was also a modern townhouse with uninterrupted water views in a gated and managed complex, with a granite kitchen, double garage, two bedrooms and an offi ce all for a modest $275,000 – a price that hasn’t warranted any enquiries.In comparison, a Maleny townhouse I recently viewed in a gated community would fi t neatly into the downstairs of this Texas counterpart.
Vanderpool is the tiny township where Australian-born Alan Johncock settled aft er selling his Houston business which he established when he moved to the United States 45 years ago.

It’s time to grow up and transform your casual living zone into a formal lounge room.
Have the kids left home? Have you got a dining room that you don’t use much and want to get creative
with? It’s easy to transform any room of your home from casual to formal and add a touch of grown-up sophistication to your living space.
WallsIn formal rooms, the bigger the better. High ceilings, large windowsand generous room proportions all say ‘style and formality’. You can add the illusion of height, if you are lacking in the real thing, and fool the eye with extra-long curtains hung close to the ceiling. Striped wallpaper (medium-sized stripes work best) are also a great formal touch that draws the eye up. Wallpaper is an eff ective formal addition and thanks to a resurgence in this classic element, there are many patterns and colours available – stick to black and white stripes or classic two-tone damask designs. And one feature wall should be enough – papering the entire room can be too much.
ElementsArchitectural elements like decorative mouldings and ceiling roses add a formal air to a room. A fi replace with a decorative mantle is very formal, and you don’t have to install the real thing – just a fi replace surround wrapped over a gas heater will work. If you can create an indent in the wall, fi ll with candles and
put the fi replace surround, around that. Take a look at your window frames and give them a good clean and a lick of paint to freshen them up.
FurnitureWhen picking pieces for the room, take a look at how others are doing it – fl icking through interiors magazines and poking your nose into hotel lobbies will show you which formal pieces work. You can formalise a couch by adding a new cover and some oversized cushions in plush fabrics. Group a few chairs and a small, round table together in a corner – under a window looks great. Dark wooden pieces are much more formal than lighter timbers. But stick with simple clean lines – ornate items can date quickly. Th ere is a range of luscious upholstery fabrics available in deep turquoise, chocolate brown and rich velvets. If you do reupholster a chair or two, you can carry the fabric through to the couch cushions as well. Most importantly, hide the television behind a discreet cabinet or move to another room.
Other bits and piecesAn antique grandfather clock, a simple fl oor lamp, bookcases lined with colour co-ordinated tomes and a coff ee table (with some carefully fanned hardback coff ee table books) are the way to go. You can add a personal touch with a vase of fl owers and a cluster of candles on a

Th ere are a few diff erent types of inground pools you can choose from, so you’ll need to devise a budget and decide on the type of pool that best suits your needs. Th e two most common types are concrete and fi breglass. Concrete is a great choice if you have an unusual shape or particular dimensions for a pool and it’s quite versatile. Fibreglass pools are a popular choice and come in many diff erent shapes, colours and sizes.
Its important to get the positioning of the pool right. Th ere’s nothing more depressing than a beautiful looking pool that is laden with leaves or ice-cold all year round due to a lack of sun. When planning the spot for your pool, avoid windy sites in the garden, and steer clear of trees and buildings that block the sun. Before excavating for a pool, mark out the area in your yard and take note of the sun direction – does it get early-morning sun or only a glimpse of late-aft ernoon sun? Also consider entertaining areas and alfresco dining areas and try to link these with the pool. A well-lit and sunny area that is relatively close to the home and is protected from strong winds is the best location for your pool.
Don’t forget to budget for a fence. To meet pool regulations, you must erect a pool fence and it must meet stringent Australian Standards (check with local council or Department of Infrastructure and Planning). A pool fence can aff ect the appearance of your pool and there are a number of alternatives available. Glass fences in frameless or semi-frameless construction allow the pool area to be easily seen from the home, whilst a range of aluminium and timber fences allow for ventilation and can be matched to the décor of the home. Your budget may govern your decision here and it’s worth getting a number of quotes so you can work it in to your budget. Why not add a combination of materials for your fence, to incorporate timber, aluminium and glass?
Th ink about how you want the area of your pool to look – contemporary, resort-style or minimalist? Poolside gazebos, shade sails and retractable umbrellas shouldbe incorporated into the early stages of pool design and so should the landscaping. Decide on the types of plants you want surrounding your pool (palms and succulent-type plants are popular as they do not drop leaves) and consider if you want poolside timber decking, pavers, tiles or pebbles and in the planning process, be sure to allow for electrical work/lighting both in the pool and in the surrounding garden. Consider these elements before visiting the pool supplier to make the process easier for everyone involved.

With summer just around the corner, the backyard swimming pool is looking more inviting
than ever. But before you take the plunge, have a good look at the fence that surrounds your pool to make sure it abides by the latest legislation and that it is an offi cially registered pool (yes, this is a new concept). Queensland already has the most stringent swimming pool laws in the country, and the state government is just about to implement new laws that take eff ect on December 1 which apply to all existing swimming pools.
Th e new pool safety laws aim to further reduce the incidences of drowning and serious immersion injuries of young children in swimming pools. Stage 1 of the new pool safety laws were introduced on 1 December 2009 and applied to new residential pools, but the fi nal stage of the new laws starts this summer and will replace all existing pool laws. Th is will especially aff ect those looking at selling or leasing a property that has a pool. A State-based pool register has also been developed under these new swimming pool safety laws, whereby owners need to register their pool within six months from the commencement of the legislation to avoid penalties.
Under the proposed new swimming pool safety laws:• Pool safety certifi cates, issued by
a licensed pool safety inspector, will be required when selling or leasing

New pool laws for
a property with a pool (pool safety certifi cates are valid for one year for a shared pool and two years for a non-shared pool).
• Th e pool safety standards will apply to all pools associated with houses, units, hotels, motels, backpacker hostels, caravan parks, mobile van parks and other forms of short-term accommodation.
• Both new and existing pools must beupgraded to comply with the new safety standards within fi ve years unless sold or leased fi rst.
• All swimming pools will need to beincluded on the pool register, managed by the state, within six months of the commencement of the legislation.
• Safety barriers will be mandatory for all portable pools and spas deeper than 300mm. Source: Department of Infrastructure & Planning

If you are selling a property with a non-shared pool before the fi ve-year phase-in, such as pools for houses or townhouses or units with their own pool or spa, a pool safety certifi cate must be obtained before settlement of a contract or a notice issued before
contract and before settlement advising the buyer that a certifi cate must be obtained within 90 days of settlement. If you are leasing your property, a pool safety certifi cate must be obtained before entering into the lease.
If you are selling or leasing a property with a shared pool associated with short-term accommodation, such as hotels, motels, backpackers or hostels, you will have six months to obtain a pool safety certifi cate. A two year phase-in
period to obtain a pool safety certifi cate applies to other shared pools, such as common pools in a block of units.

Th e building certifi er, either a private building certifi er or a local government building certifi er, who approved the building approval must inspect and certify the pool safety barrier before the pool is fi lled to a depth of 300 millimetres or more.

Pool effi ciency program
Sunshine Coast Libraries have teamed up with Clearswim to present money, energy and environmental saving tricks and hints essential for all pool owners this summer.
Th e Splash Out – Pool Effi ciency Program will be held throughout November at libraries across the region.
Environment Portfolio Councillor, Keryn Jones, says backyard pools are a key element of the Coast lifestyle, yet oft en pool owners are unaware of some simple, practical ways they can save on water and energy.
“Th e Sunshine Coast currently has 30,000 pools and spas using about 30,000 litres of water each,” Keryn says.
“With rising water and energy costs, climate change and various environmental issues, the Splash Out sessions will show participants how even small changes can make big diff erences.”
Clearswim General Manager, Tracey Williams, says changing standard swimming pool lighting to LED lighting is one of many money and energy saving ideas the program will deliver.
“Participants will learn everything from unique products that can save you topping up your pool to discovering the devastating eff ect of salinity on our environment,” says Tracey.
