Items Discussed:
1. Guest Speaker
• Chris Blough (City of Novi) provided a presentation on how the City has developed it’s GIS program and outlined how the different City Departments have embraced the program. A copy of the presentation is attached to these minutes.
2. Collection System Sub Committees
• The following are updates from the recently from sub-committees: o Nomination Invitation (J. MacDonald & J. Keys):
The MWEA awards committee has submitted their recommendations for each
award, including the Collection System Professional of the Year to the MWEA Board of Directors. At the next Board Meeting (3/22/10), the Board is scheduled to approve the awards that will be presented at the annual conference in August;
MWEA Collection Systems Committee Minutes – March 11, 2010
John MacDonald enquired if anyone from the Collection Committee could provide names of potential nominees for the ‘Collection System Professional of the Year’;
Jack suggested a person for next year. He would send the information to John MacDonald.
o Guest Speakers Coordinator (J. Moore & M. LaRose):
Joe Moore asked if the guest speakers should be lined-up based on a meeting
basis or some other format;
The Members agreed that it made sense to schedule only for an upcoming meeting as opposed to trying to line them up for several future meetings.
o New Membership (J. MacDonald & J. Brown): No new members to welcome this meeting.
o Matter Publication (M. LaRose): Michelle distributed a copy of the article that she submitted to the editor for the
next edition of the MWEA Publication;
She asked if anyone had any suggestions for future articles and offered her assistance with editing of future committee members submittals.
o Vendor Liaison (J. Keys & J. Moore): One-hundred and four (104) invitations have been sent out for the seminar. The
goal would be to have twenty (20) venders to attend.
o Workshop / Seminar (J. Brown, H. Price, M. LaRose & O. Nordstrom):
Jack will send out a list of vendors that he has contacted to exhibit at our upcoming seminar to the committee members;
Harry and Jeff have developed the list of topics to be covered. They also are in the process of finalizing the list of speakers;
It was decided that the title for our upcoming seminar will be “Collection System
Rehabilitation – Back to the Basics”;
Tim agreed to provide the opening introductions at the seminar;
A PowerPoint presentation (slide show) will be developed to include a list of the exhibitors that will run during the arrival of the attendees;

Utility Feature Acquisition & Inspection Programs
Lessons Learned When Utilizing GPS For Utility Applications
Automated Vehicle Location (AVL) Technologies
3
Utility Acquisition & Inspection Programs
Utility Management Programs Involving GPS
Hydrant Flushing Valve Turning Sanitary Manhole Inspections Storm Catch Basin Cleaning Tree Pruning/Cataloging
4
Novi GPS Device Details & Key Users
(2) Trimble GeoXH units / Geobeacon receivers
Sub-meter accuracy with real-time differential correction
ESRI ArcPad 8 / Trimble GPS Correct Extension for ArcPad

5
Methods of Physical Data Collection
Occupy position for 10 – 15 seconds Obtain average of 8 positions per feature
Enter data while occupying position Obtain position offsets Poor GPS constellation coverage Multipath error from buildings Overhead obstructions over targets
Future consideration of laser range finder X,Y, and Z obtained from 200-foot visual range
6
What We CollectPrepare a clear data
model first
Involve field staff in designing the data collection form
Standardize data entry whenever possible Picklist menus Restricted ranges Limit data entry
7
GIS Technician Prepares/Modifies Data Collection Forms (if necessary) and
Saves Changes to ArcPad File
ArcPad File Placed on Network. Field Staff Copy File to
GeoXH Unit
Field Staff Performs Inspections & Data Entry Using ArcPad

8
Lessons Learned
Allow field staff independence / flexibility
Enforce consistent data workflows
Train users within two weeks of project activity
“Train the trainer” engenders greater ownership
Inspection activities don’t always require GPS
Streamline data entry using forms
Allow staff to see fruits of their labor
9
ArcReader Viewer Example – Catch Basins Staff interact with
their results
Prioritize maintenance
Identify problem areas
10
Future Objectives
Evaluate options to update asset information wirelessly from the field into WebGIS platform
Utilize field tablet PC’s (GPS) to expedite the collection of inspection data collection forms
Design efficient workflows to transfer asset inspections into Cityworks Server (Oakland County CAMS)
11
AVL Systems Departments Equipped
Community Development (8) Senior Transit (5)
Benefits Public Accountability Stop by stop travel reports Minute by minute asset monitoring– speed, direction, distance Geofence area notifications Better allocation of actual project costs
Monitor efficient vehicle use Idling Review travel routes for efficiency Mileage / fuel monitoring

Future DPS AVL Possibilities
Vehicle position Vehicle speed Vehicle start/stop Blade up/down Spreader on/off PTO on/off Sweeper on/off Road or air temperature Vacuum on/off Pump on/off In/out defined boundaries
Integrate City GIS data to designate routes Percentage of designated
routes completed Amount of materials dispersed
per lane mile Stream live weather radar and
precipitation rates on routes Provide real time status of
vehicle fleet during events Interface with personal
