The 1998 merger of Universal and PolyGram triggeredthe trend that, in the music business, size does matterafter all. The union of Warner Music and EMI is anotherrepresentation of this trend.

Well, after this week's events, the question is not "if"but "when" the next two major companies are going tomerge, and which will they be? Some rumours on theCannes Croisette this week had it that "Sony and BMG isa done deal." You can't stop the rumours, and in the lightof the Warner/EMI agreement it would make sense. Butwe shouldn't rule out Universal setting up another part-nership which would make it the indisputable leader.

However, before this happens, it's not too late toanalyse the impact of the Warner/EMI deal. One firstcomment is that BMG now remains the only fully Euro-pean major (but for how long?). The other point, whichwas raised by the UK minister of culture Chris Smith inCannes, is that-in the wake of the AOL/Time Warnerdeal-an Internet provider is also a major owner of con-

tent and is "on the right side of the barricades," asSmith pointed out.

Then there are the benefits which both EMI and Warn-er can gain from joining forces. It is no secret that Warn-er has been underperforming since the managementshake-ups in the mid -'90s, and that EMI, on its knees inthe US after a series of difficulties, suffered a rather slowyear in 1999.

Where Universal and PolyGram looked like a perfectfit (one was strong in the US, the other was an interna-tional giant), what we're seeing with EMI and Warner isalmost a marriage of equals, with two companies of-atleast in most European territories-similar strength (andin a way united in their weakness).

Will two bodies who are not inthe best of shape make one good,healthy and efficient whole? Andhow long will it take to make thesetwo entities work as one? This isthe unknown quantity in theequation.

But as edel's CEO MichaelHaentjes pointed out at Midem:"The more the majors are in tur-moil, the better for us."

New e -commerce initiatives at Universalby Emmanuel Legrand

LONDON - Universal Music Group(UMG) has transformed and expand-ed its e -commerce operations to bet-ter reflect the evolution of the digitalworld.

UMG's existingElectronic Commerceand Advanced Tech-nologies (eCAT) unit,which was handlingthe company's newmedia -related busi-ness, will now be known as UniversaleLabs. It will function as UMG's "cen-tre for developing global strategieswithin the e -commerce realm and seek-

ing out investment opportunities." Itwill also "develop new businesses inter-nally," according to a company state-ment. eCAT president Larry Kenswilwill become president of UniversaleLabs, based in Los Angeles. Universal

eLabs reports to UMGpresident and COOZach Horowitz.

In addition, UMG iscreating a new stand-alone division, Globale, whose task is tobuild and manage new

music businesses, including digitaldownload, subscription, custom radioand pay -per -play businesses aroundthe world, through all digital channels

"This restructuringgives Mr. Bronfman, Jr. direct account-ability for the company's global e -com-merce development," says a statement.

VARA still considering privatisationby Robbert Tilli

HILVERSUM - Public broadcasterVARA is still "considering a potentialdeparture" from the Dutch publicbroadcasting system to become a com-mercial operation.

Informal talks withcommercial broadcast-er SBS Holland(owner of TV channelsSBS6 and Net 5) havebeen publicly confirmed by both par-ties, but as yet no deal has beenclosed. VARA claims that a debate inthe Dutch parliament on January 20about the so-called Concession Lawfor public broadcasters-which gov-erns the issuing of licences and theprogramming of public channels-has had no influence on its "reposi-tioning plans."

Although VARA's current strategyarises mainly from the new law's per-ceived detrimental effect on its TVprogramming, its radio ar,in "isinvolved in our future plans as well,"VARA head of public relations HansElzendoorn tells Music & Media.

But VARA radio journalists, whowork on news/talk-formatted Radio 1,are reportedly unhappy with the pri-vatisation plans conceived by VARAmanaging director Vera Keur, and, offthe record, VARA DJs and program-

mers on public CHRstation Radio 3FM arealso expressing doubtsabout Keur's plans.

Keur is currentlyin "strategic discus-

sions" with SBS Holland managingdirector Fons van Westerloo, but sofar no details have been revealed.

"It will be more difficult toachieve an independent VARA onradio than on TV," acknowledgesElzendoorn. Unlike TV, VARA radioprogrammes are currently spreadover five distinctively different pub-lic stations. Despite the outcome ofthe political debate on the new lawon January 20, during which MPsproposed doubling the duration of abroadcast licence for individual pub-lic broadcasters from five to 10years, VARA will press on with itsplans to privatise, according toElzendoorn.

RMF-FM, Poland's first andbiggest commercial network, cel-ebrated its 10th birthday in theski resort of Zakopane on Janu-ary 15. French music salessink to a low pointby Emmanuel Legrand

CANNES - Home piracy, fuelled bythe use of CD burners, is to blame fora 15 year low in French record salesaccording to industry body SNEP,which says it may look at taking legalaction to force the government to actin defence of the local industry.

Music sales in 1999 fell 2.5% invalue to Ffr7.45 billion (euros 1.13billion) and by 4.5% in units com-pared to 1998, according to figuresunveiled by SNEP atMIDEM. The drop insales affected mostly sin-gles, which fell 9% inunits and 6% in value,but album sales alsodropped for the first timesince the introduction ofCDs in the mid-'80s-down 2.5% in value and3% in units. In previousyears, the market grew invalue by 3% (1998/97) and8% (1997/96).

SNEP president PascalNegre says these are "theworst figures in 15 years"and puts the drop in sales firmly downto home piracy. "Since the introductionof CD burners, 75% of consumers havechanged their consuming habits-some reduce the amount of purchases,others simply stop buying CDs," hesays. "If we don't move fast, there willbe a dramatic drop in sales in the nextfew years."

In addition to its own awarenesscampaign aimed at young consumers,SNEP is asking the French govern-ment to act at several levels. Negrewants the government to lower theVAT rates on records, currently at20.6%, a measure which needsapproval from the EU, but which ifapproved would result in a lowerretail price.

Negre warns that should the gov-ernment choose not to act on VAT,SNEP will look at legal options to

force it to do so. "If youbuy a record throughthe Internet, you willrarely pay VAT," hepoints out, "whereaswhen you buy a recordin a shop you have topay 20.6% VAT. This is ablatant case of unfaircompetition."

The introduction of alevy on digital blankproducts would alsohelp compensate theindustry for its loss inrevenues, Negre sug-gests-he proposes a

euro 2 levy on blank CD -Rs.With a 34.3% share, Universal was

the largest record company in Francein 1999, followed by Sony Music(30.4%), EMI/Virgin (17.6%), WarnerMusic (6.7%) and BMG (6.2%). Localrepertoire now accounts for 54% oftotal sales, with international reper-toire dropping 9% to 39%.

CDNI THE MIDEM BEATSWEDEN'S POPWIRE EXTENDS

Popwire.com, the Swedish Internet service for unsigned music acts, isset to open an office in New York in March. The company currently hasoffices in Stockholm, Tokyo and London. The opening of a New Yorkoffice follows the launch of Cream (www.popwire.com/cream) atMIDEM. This is a new password -protected service targeted at the A&Rcommunity and designed to feature the best of the new talents Pop-wire.com is distributing and promoting on its web site. Artists posted onthe Cream section of the web site will also be signed to the company'spublishing division, which currently includes a catalogue of Popwireacts jointly owned with Universal Music Group.

FNAC MAKES RADIO MOVESLeading French retailer FNAC is expected to launch a 25 -channel radioservice on its web site by the end of February. The radio channels willbe part of Fnac.net, a sub -site within theFnac.com Web site. Visitorswill be able listen to any of 25 music genre -specific radio channels whilesurfing on other web sites at the same time. And, based on agreementswith the record labels, on-line visitors can be hotlinked directly to anartist's web site or FNAC's online store to purchase a CD.

MIDEMNET WINNERS REVEALEDThe first MidemNet Awards winners, celebrating the most creative andinnovative music -related web sites, were announced in Cannes on Jan-uary 22. The awards were voted by the public in December, with over57,000 voted cast, and presented to: Atlantic Records (best label/recordcompany); Dave Matthews (best artist); MTV (best media); Amazon(best shopping/distribution); RIAA (best organisation); Woodstock (bestfestival/award/event); and Artist Direct (best services).

Edel in Italian joint ventureCANNES - German indie label edelmusic has set up a joint venture withformer PolyGram Italy chief execu-tive Stefano Senardi, it was revealedon January 25 during MIDEM.

The two partners will create anew company called Nun Entertain-ment, based in Milan, which will beactive in all areas of the music busi-ness, signing, promoting and market-ing artists as well as setting up amusic publishing unit. It will alsoincorporate a video production opera-tion and a new technology lab. Senar-di explains he wants a completeentertainment company in order to"take the opportunities offered by thechanges in the market. It will not besimply a label; I want to take advan-tage of what technology has to offer."

Nun Entertainment will utiliseedel's sales and distribution networkin Italy, and its repertoire will beexploited internationally by edel's

affiliates and partners. "Italy is akey creative territory with a historyof breaking artists into Europe andeven the US," says edel CEO MichaelHaentjes. "I want to capitalise on thistrend and I am glad to have found, inStefano, the right partner."

Senardi was one of the majorcasualties of the PolyGram/Univer-sal merger, which saw the Italiantop job at the new company going toUniversal Music's Piero La Falce.Senardi says he plans to sign newtalent to Nun Entertainment aswell as established acts.

Haentjes adds that this new ven-ture is an example of the type of pro-ject he wants to develop in future. "Ihave been very busy in the distribu-tion field recently," he explains, "butI am now more geared towards con-tent and music. There will certainlybe more of these relationships withcreative partners."

NRJ boycott 'punishes' BMGby Kai R. Lofthas

STOCKEIOLM - Reacting to the cancella-tion of UK boy band Westlife's scheduledappearance at the NRJ Radio Awards2000 in Stockholm (M&M Hotline, Jan-uary 29), NRJ Sweden is continuing toexclude songs by the band and otherBMG-affiliated artists from its playlist.

NRJ's action followed aletter to the broadcasterfrom the management ofWestlife dated January 10,which informed NRJ thatthe band had to give priority"to promotional appearancesin Argentina and the US."

The only BMG-relatedsongs remaining on the playlist are cur-rent singles by Robyn and Petter, whowere among those attending the awardsshow along with other performingartists including Melanie C., Geri Halli-well, Bliimchen, Bloodhound Gang,Enrique Iglesias and Lene Marlin.

On its own website, the station has

published extracts of the contractbetween NRJ and BMG, and the twoletters which BMG and Westlife's man-agement wrote to the station.

"It's unacceptable that NRJ is collec-tively punishing all of BMG's artistsand publicly criticising Westlife [on thestation's websitel," says BMG Swedenmanaging director Hasse Breitholtz,

adding that "We offeredNRJ a whole day withWestlife at the beginning ofFebruary, but they werenot satisfied. They main-tain that BMG should bepunished for this."

BMG Sweden hasinformed its affiliates in

other NRJ territories of the situation,also informed Whitney Houston's man-agement that her single had beendropped from NRJ Sweden's playlist.Houston pulled out of NRJ's Frenchawards show at Cannes on January 22,citing flu. NRJ Sweden executives wereunavailable for comment.

The other two main commercial sta-tions in the Vienna market, AntenneWien and the rock broadcaster 92.9RTL, saw their market slrares creepup, to 4% and 3% respectively.

"03 can be beaten, but obviously it'snot going to happen overnight," Walkersays. "It's a hard slog."

ON THE BEATCAPITAL CHOOSES LIFE

LONDON - The Capital Radio group's new national AC station, whichwill broadcast on the UK's Digital One digital radio multiplex from Jan-uary 31, is to be called Life. Adopting a research and lifestyle -ledapproach commonly used by consumer brands, Capital commissionedproduct development company New Solutions to help to select the sta-tion's name, visual identity and future brand positioning (M&M, Decem-ber 11). "Life will be a stylish, upbeat, music -led radio sta-tion appealing to an intelligent, confident, quick-wittedand individual listening public," promises Life programmecontroller Pete Simmons. "Musically, we aim to introduce somegreat songs and artists that don't currently receive airplayon UK radio, and we won't be frightened to stray fromplaying just the contemporary mainstream hits of the bigartists." Meanwhile, the Digital One multiplex has alsoannounced that its station dedicated to plays, books, com-edy and reviews will be called Oneword. The service willbe operated by Oneword Radio Ltd, a joint venture between TheGuardian Media Group (30%), book publishers Chivers Communications(30%), independent production company Unique Broadcasting (30%) andaudio book publishers Heavy Entertainment (10%).

VENUE 2000 BIGGEST EVERCOPENHAGEN - The annual Venue 2000 festival for promoting up-and-coming acts and the club scenes in Denmark, Norway and Sweden wasscheduled to present more than 80 concerts at 28 clubs in 17 townsbetween 27-30 January. Public broadcasters in all three countries coop-erated on delivering live broadcasts and recording shows. CANNES - Edel has announced the appointment of Edel Music Pub-lishing CEO David Hockman as president of Edel Records Europe. Reggae fansmay shudder at the thought of such a classic track beinggiven the dancefloor treatment but in fact Lambert andLuciano are, in turn, innovative and respectful enough tohave created a classic version of a monumental tune.Groovy, upful and chartable.

UNDERGROUND MAESTROWith its dry hi -hat sounds and ghostly bass line, CallingThe Freak's Noise Shaping (Lightning Records/Belgium)starts out like a robotic version of Isaac Hayes' Shaft. Theersatz supafly vibe quickly morphs into something darkerand harder, and then proceeds to head into heavy technoidtrance territory. Echoes of Hardfloor in the austere instru-mentation and a well thought out production shouldensure that Noise Shaping finds its rightful place as a big-hearted minimalist classic.

MIDI FUNKPreviously best known as a city that produces rap acts,Marseille has been looking more uptempo and funky oflate. Local trio Superfunk-having already demonstratedwith the single Lucky Star that they are every bit asbright, credible and poppy as last year's revelation,Kojak-have confirmed that initial impression with therelease of their debut album Hold Up (Fiat Lux/France).Combining subtlety and an appropriate degree of musicaldexterity with a love of all things disco, the group haveproduced an album that has it all: great production, irre-sistible, unorthodox beats, flashes of ragga, pure pop tunesand lots of humour. One of the best of the "post -filter" nou-velle vague.

NO TIME LIKE THE PRESENTAfter selling over 250,000 units of their last album Nolime Like The Future, (Talkin Loud/UK) flagship funk actIncognito are back, with new versions of the aforemen-tioned record. The Remix Album, featuring new mixesfrom Kenny "Dope" Gonzalez, Blaze, Jazzanova, MJ Coleand United Future Organisation, is, happily, a thoroughlyworthwile exercise, perhaps because the original tracksare still relatively fresh in the memory. Ski's Main Mix ofI Can See The Future adds subtle references to electrowhile Jazzanova attack Get Into My Groove to provide anervy, syncopated makeover. The splendid K -Dope Remixof Wild & Peaceful reveals a distinctly urban side to theoriginal. But the absolute standout remake is UFO's siz-zling, bossa nova -based version of the Crusaders -inspiredPort Louis.

Holland's City To Citytake The Road Aheadby Robbert Tilli

City To City are a commercial hit in more waysthan one. The haunting, REM -style ballad TheRoad Ahead (Parlophone/EMI), originallywritten for a Mitsubishi motor car ad, has putthe pop duo of Maarten van Praag and Sandrovan Breemen firmly on the map, with 20weeks in the Dutch top 10, five of them atnumber one in the Mega Top 100. Now City ToCity are ready to shift into top gear and taketheir huge radio and sales hitfrom country to country.

The Road Ahead, the titletrack of the duo's self -described "millennium -proof'60s pop" album, has theingredients of an instantclassic, with a hauntingmelody enhanced by crystal-clear harmony vocals. Itcame about when VanBreemen, who works as anengineer in the studio ownedby City To City producer Henk Temming, wasasked to provide vocals by the composers Jande Roos and Rens van der Meer, who wererecording a demo for the TV commercial.Later, the song was re-recorded by City ToCity.

Radio leapt wholeheartedly onto The Road

Ahead. "Numerous listeners kept on askingme about 'that song from the commercial,'"recalls Vranz van Maaren, programme direc-tor at national soft AC station Sky Radio. "Igot a CD -R of it and I instantly felt that thiswas [the kind ofl big record you only get onceevery three years."

Since first airing in June 1999, The RoadAhead, which is still the best -testing songamong Sky's demographic, has been playedabout 1,000 times on the station. So far the

single, which is still in theDutch charts, has sold130,000 copies; the album,released locally lastNovember, shipped 15,000copies, according to DannyFriedrichs, A&R/marketingmanager at EMI Holland."People bought the singlebecause of the song. It's ourtask now to promote the bandthemselves as well," he notes.A special album campaign

has already run on Sky.The German speaking territories are the

key markets that independent marketingexecutive Bert de Ruiter is aiming for. "InBelgium the single has been top 10 already,and we're trying to get a radio promo tour sort-ed now," he says. Meanwhile, the wide appeal

Cityare living up to their name. "Since we're on theAstra satellite and on the cable network invarious countries," says Sky's Van Maaren,"we get lots of questions about that record,especially from Germany and Switzerland."

Merz, musical adventurerby Menno Visser

"It's so empty on my radio. It [should be] allabout irony, fun and escapism." It might notmake pretty reading for programmers, butthat's the firm belief of ConradLambert, alias Merz.

Last year, this Brit produced aself -titled debut album on EpicUK revealing an organic mixtureof dance, pop, rock and evenworld music. Not surprisingly,Merz's record collection is eclecticenough to include Bob Dylan,Underworld and new classicalmusic.

Currently residing in Bath,the musician's passport showsthat he has visited 48 countriesso far. "I'm not a backpacker, I'mmore like a musical adventurer," he says. "I'mjust fascinated by the simplicity, purity andinnocence of traditional music. I'm dedicatedto hearing music in its natural environment.For, example, rave music only makes sense ina club, doesn't it?"

Merz's album appeared in some critics'year-eqd lists and singles such as ManyWeathers Apart gained good reviews, but sucha product is hard to market in the ultra -poppyUK climate. "When you have such an artistwith a certain depth-musical and visual as

well as perceptual-it deserves an intelligentapproach," says Jon Fowler, internationalexploitation manager at Epic. "In the UK,we've had a reasonable start at radio, butMerz just didn't secure a big enough fan base

to reach the top 40."Fowler now aims to create a

buzz in the French and Dutchpress before servicing Europeanradio. Thibeult Dubouisne, prod-uct manager at Epic France adds:"We've had excellent reviews afterhis gig at [major indie festival]Inrockuptibles. Playing live is thebest argument." Merz himself con-curs. "Playing with other musi-cians, that's what this whole tripis about," he says. A French tour isplanned for March, to follow thesingle Lovely Daughter which has

just gone to French radio.Dan Green, head of music at Liverpool's

alternative rock/dance outlet 107.6 Crash FM,encourages his French colleagues to play it."We really like Merz," he says, "because hismusic sounds so fresh and he was such a nicebloke when he visited our station. Our eveningdance shows enjoyed the dance mix of ManyWeathers Apart, and Lovely Daughter is amore commercial introduction." If more pro-grammers agree, Merz might find it moreinteresting next time he switches on his radio.

February 21The Senegalese superstar seems finally to have foundthe desire, and the musical blend, to take on theworld and not just the world music racks. It's takenhim five years to produce a follow-up to the globalmillion -seller Woinmat-The Guide and its genre -bust-ing single featuring Neneh Cherry, 7 Seconds, butthe wait has not been in vain. With an effective mixof traditional African instrumentation and vocalstyles with western pop sensibilities, N'Dour has pro-duced his most accessible album to date. My Hope IsIn You, recently released as a single in France andwritten by N'Dour with Englishman Adam Gurwitzand Maribeth Derry, is exactly the kind of refreshing,uplifting pop song to brighten those long Januaryevenings. An absolute must for radio is the superbDon't Walk Away, featuring Sting and produced byJohnny Dollar who worked on 7 Seconds. Other air-play contenders are How Come, produced by and fea-turing the Fugees' Wyclef Jean, and This Dream, awonderfully atmospheric track about the relationshipbetween Africa and Anglo Saxon countries on whichYoussou duets with Peter Gabriel. THE WHOBBC SESSIONSPolydorInternational release date :February 14The BBC sits on a goldmineof classic live sessions fromthe '60s and '70s but it cantake years of protractedwrangling to negotiate their --release. After the success of the Beatles' Live At TheBBC, three years ago Led Zeppelin's near -legendaryBeeb tapes finally emerged and now comes the long-awaited release of The Who's early sessions. Thegroup made nine BBC radio appearances between1965 and 1970, all happily preserved save their debuton the Joe Loss Pop Show. Most were recorded forSaturday Club, presented by Brian Matthew, whosesober intros have been retained to enhance the peri-od feel. As for the songs, there were no retakes, nostudio trickery, just stand -and -deliver live versionscaptured by the BBC's engineers in glorious mono.Yet even in these primitive conditions the band deliv-er storming takes of Can't Explain, Substitute andMy Generation. A second version of the latter,reworked as a Radio 1 jingle, amusingly transmutesthe famous lyric into "talking 'bout my favourite sta-tion." By the time of the 1970 session recorded for theDave Lee Travis show, the sound has filled out, echo-ing the excitement of the Live At Leeds album. As arelic of swinging Britain, both die-hard fans and thesimply curious will find it irresistible.

With a lot happening in the music industry at themoment, a closer look at this week's EuropeanRadio Top 50 reveals that the newly -combinedEMI and Warner are, between them, behind 32%of the tracks. Sony is in second place with 22% ofthe records. However, our new number one has noconnection with any of the majors-BritneySpears' Born To Make You Happy (Jive) knocksCeline Dion's That's The Way It Is (Epic/Columbia)off the top spot, down to five. Indeed, the entiretop five this week is untouched by the new musicgiant, with All Saints' Pure Shores (London) pro-viding EMI -Warner's highest position at six.

Pet Shop Boys' You Only Tell Me You Love MeWhen You're Drunk (Parlophone) takes a hugejump up from 43 to 17 this week. Artful Dodger'sRe -Rewind (Public Demand/Relentless) has alsogained a lot of interest since last week, as thetrack moves up from 48 to 33.

With prestigious newcomers such as Sting fea-turing Cheb Mami's Desert Rose (A&M) at 41,Aqua's Cartoon Heroes (Universal) at 43 andR.E.M's The Great Beyond (WEA) at 48, the high-

est new entry thisweek, Mariah Carey'sThank God I FoundYou (Columbia) at 27,certainly enjoys awarm welcome in Eu-rope. Jan Brodde,head of music at Dan-ish commercial sta-tions Radio 2 (AC)and Radio Uptown(CHR), loves thetrack: "This isMariah Carey at herbest. We play the up-beat re -mix on Radio

Uptown and the original on Radio 2. We also playHeartbreaker, but Thank God I Found You is ourfavourite-it's a great Mariah Carey ballad."

Radio Uptown is playing a great deal of Scandi-navian music these days: "Danish trio Juice is re-leasing a new single shortly called My Love [EMI].It's produced by Soulfish, who also produced Whit-ney Houston's Heartbreak Hotel [Arista]. Thetrack suits both CHR and AC formats, and I thinkit will be a big hit. Swedish Christian Falk is an-other favourite at the moment; his Make It Right[WEA] is a top quality disco -funk tune. Otherwise,we are eagerly awaiting Aqua's new single AroundThe World [Universal] which will be releasedaround the time of the Danish Grammies early inFebruary. I heard their new album today andmust say that it's a fabulous production, with bal-lads and upbeat tunes and even the appearance ofthe Stockholm Symphony Orchestra."

A likely contender for next week's chart is theFun Lovin' Criminals' new single, Couldn't Get ItRight (Chrysalis). The track is a cover of the Cli-max Blues Band's '70s hit, released on BTM. Thesong reached number 10 in the UK chart in 1976,and three in the US in 1977. Also a possibility. for

Don't SayYou Love Me, already hot acrossScandinavia, will get a UK releaseon March 20 on East West; thealbum Shades Of Purple is due inEurope in mid -February, and in theUS on March 7, with British releasestill to be scheduled.

The Pokemon movie will open inBelgium, France and Switzerland onApril 5 with the rest of Europe to fol-low, but the association of Don't SayYou Love Me with such a hot proper-ty has only heightened pan-Euro-pean interest in the single, which isnumber five this week on M&M'sMajor Market Airplay chart forScandinavia, not to mention that ithas already topped the sales chart inThailand and gone top ten in Aus-tralia, New Zealand and Indonesia.

Norway's public CHWalternativestation NRK Petre A -listed the songon the day it went to radio inNovember and has been playing itever since. "It's a very well -written,well -produced pop song, they'reyoung and potentially the largestNorwegian pop success ever,"enthuses Petre music director Mar-ius Lillelien. "The song is best suitedto an audience aged 10-16, but in myopinion it won't scare away older lis-teners."

M2M are the latest in a succes-sion of Norwegian acts whichAtlantic has floated internationally,including Sons Of Angels, Bel Can-to and, of late, Babel Fish (M&M,September 19, 1998). But theteenagers are a different proposi-tion, according to the label's FranLichtman, senior VP, international."Atlantic never really had an act inthis 'super pop' world," she says."They are instrumental in writingtheir songs, they have no manufac-tured look or sound, and we're veryproud of that. We feel they willhave a long career with Atlantic."

Rick Dobbis' step up comes justover a year after he joined the com-pany from PolyGram, where he waspresident, Continental Europe and amember of PolyGram's InternationalManagement Board. Mottola com-mented on Dobbis' "depth of experi-ence and understanding of the inter-national marketplace."

EMI -Warner to drive digital

Music is the "world's premier musicgroup," but it will probably not be theleading record company. WarnerMusic chairman Roger Ames, whowill be CEO of Warner EMI Music,estimates that EMI's and Warner'scombined share is around 20%, sec-ond to Universal Music. In musicpublishing, the combination of Warn-er Chappell and EMI Music Publish-ing creates by far the biggest playerin the sector.

The new company will have com-bined revenues of about euro 8 bil-lion and employ some 23,000 people.EMI Recorded Music worldwidepresident/CEO Ken Berry, who willbe COO of Warner EMI Music, saidhe expected job losses in the region of3,000 over three years.

"There's a degree of overlap interms of things we do," Berry says."Some-like the finding of newartists-we don't want to touch.Other areas like manufacturingand distribution are easier to bringtogether, and there will be somestaff reductions."

Plans include a pan-Europeandistribution model. Both EMI andWarner were looking at this sepa-rately before merger talks, Berrysays. "We'll do it together and bringbig savings, and reflect the truenature of the European marketgoing forward." Berry adds that ITand new media systems are areaswhere cuts could be made.

Ames says that the scenario is"to respect our many individuallabel's autonomy and culture."Both Berry and Ames emphasise

EMI and Warner in EuropeThe combination of Warner andEMI in Europe will create the conti-nent's leading record group, accord-ing to cumulative chart shares basedon Music & Media's Eurochart Hot100 singles charts and the EuropeanTop 100 Album charts.

In albums, the joint companywould have had a 29.7% chartshare in 1999, 6.4% ahead ofUniversal and Sony. In singles,the gap is narrower with EMIand Warner at 21.2% and Uni-versal at 19.5%.

Structurally, EMI and Warneroperate in each of the main Euro-pean territories with two separateentities. Warner has East Westand WEA units in the UK,France, Germany, Italy andSpain, while EMI has in mostinstances Virgin structures dis-tinct from EMI, except in thesmaller territories.

This configuration will probablybe redesigned in some countrieswhere Warner's dual -companystructure, originally designed toprovide separate outlets for US -sourced repertoire, might not berelevant to the current situation.

At Warner, in the absence of apresident for Europe, Europeanregional chiefs Gerd Gebhardt(northern and central Europe),Gerolamo Caccia Dominioni (south-ern Europe), Manfred Lappe (east -

Both Berry and Ames stressthat no appointments beyondtheir own will be made until themerger .has regulatory approval -which it must obtain in Japan, aswell as the US, Canada andEurope. "We take antitrust regu-lations seriously, but we think wehave a good case," says Nicoli.

A Time Warner spokesman inNew York confirms that a Warner -EMI delegation met at the Euro-pean Commission in Brussels priorto the announcement of the deal. Noother comment on the subject wasforthcoming from either company.Sources say that the meeting, withthe head of the EC's unit mergertask force, Francesco Enrico Gonza-lez -Diaz, took place on January 20.

Once the relevant documenta-tion for a proposed deal is lodgedwith the EC's competition depart-ment, DGIV, it has a month tostudy the papers. DGIV can thentake up to four months to makeits decision on whether to blockthe deal. In the case of the Uni-versal/PolyGram merger, whichwas announced in May 1998,DGIV issued its findings on Sep-tember 21 1998. It decided thenthat the Universal/PolyGramacquisition "would not create orstrengthen a dominant position in

The flagship UK (and Ireland)operations of EMI and Virgin haveenjoyed relative stability under sea-soned executives Tony Wadsworthand Paul Conroy, respectively.They are used to combiningresources: in 1997, Virgin/EMI TVwas created with staff from previ-ously separate units.

Meanwhile, Virgin companiesin territories such as Germanyand France-part of the networkfostered by Ken Berry before EMIbought Richard Branson's recordbusiness-are expected to contin-ue under their own steam, helmedby Udo Lange and Emmanuel deBuretel, respectively.

Michael 'Haentjes, CEO of Ger-man company edel music, bluntlydeclares: "It's great for us. Themore majors in turmoil, the bet-ter." However, Patrick Zelnik,founder of Naïve and president ofFrench indies body UPFI, com-pares the deal to "an earthquake"and warns against the risk ofexcessive concentration of themarket in a handful of players. "Idon't know of any case of someonewith a dominant position who hasnot abused it," he comments.

Pascal Negre, president/CEO ofUniversal Music France and pres-ident of French music industrybody SNEP, thinks differently.For Negre, the music industry hasentered a phase of concentration"like any other industry. I don'tsee why the music industryshould be any different. Wemoved to four and by the end ofthe year, we'll be three," he fore-casts. But he adds that "natureabhorrs a vacuum, and I am surethat new forces will emerge."

London -based Warner Music Internationalchairman Stephen Shrimpton could be tempted todelay the appointment of a European presidentfollowing the announcement of the merger withEMI. The position has been vacant since ManfredZumkeller left a year ago, and there appears to beno obvious internal successor. Shrimpton's would-becolleagues at EMI may have an alternativesuggestion in the shape of their European CEO,Charlie Dimont.

At MIDEM last week, Hotline heard that severalleading indie labels are getting together to create anew European indies network. Currently code -named Impala, its goal will be to represent theinterests of independent companies in EU matters.The project is the brainchild of Michel Lambot, co-president of Belgian company Play It Again Sam.

RTL general manager of programmes StephanDuhamel has been appointed interim president ofCLT-UFA's two music networks in France, FunRadio and RTL2, following the departure of AxelDuroux. One of his first actions was to promote thestations' joint music programmer ChristianLefebvre to deputy general manager of both stations.

Proving that cross -media ventures don't alwayswork, Dutch music TV channel The Music Factoryhas announced that it is shutting down its spin-offmagazine, More! And staying in Holland, Oasiscould have problems with the choice of name fortheir Big Brother label. Dutch TV productioncompany Endemol Entertainment is understoodto be investigating the legal situation, as it owns thecopyright to the Big Brother name (which it uses forone of its TV shows) around Europe.

Central Scotland's newalternative rock and dancestation Beat 106 is havingtrouble with Bowie...no, not theThin White Duke but itsbreakfast presenter, GeorgeBowie. Hired in a blaze ofpublicity from Glasgow CHRrivals Clyde 1 FM for Beat'slaunch on November 19 last year,Bowie walked out on his new station on Januray 17,subsequently announcing that he was returning tohis former employers. However, Beat has obtained acourt injunction to prevent him from doing so, as thecontract Bowie signed with Beat runs untilNovember 2000.

What exactly is Marc Marot's future within theUniversal Music Group? The former MD ofUniversal Island UK, who left the label at thebeginning of January following a contractualdispute, has relocated to Universal MusicInternational's HQ in London, but there has stillbeen no announcement about his new position,although it was rumoured he was being consideredfor an e -commerce post. "I wouldn't be surprised ifMarot and Universal parted ways at some point," aUniversal source tells Hotline.

Finally, M&M is saddened to report the deathafter a short illness of Scott Piering, founder of theUK's Appearing radio and TV promotionscompany. Born in the US, Piering first came toLondon in 1980 to set up Rough Trade'spromotions and press department prior to launchinghis own company in 1984. Since then, Appearing haspromoted some 121 UK Top 20 hits, as well asmanaging The Smiths for their first three albums.
