Introduction The Genesee Transportation Council (GTC) provides funding annually for the Rural County Land Use Monitoring Report under its Unified Planning Work Program. The purpose of this report is to provide information on new building permits by type, size, and value to identify areas of growth within the Genesee/Finger Lakes (G/FL) Region that will, as a result, require increased transportation planning and services. For the first year, the Rural County Land Use Monitoring Report includes residential, industrial, commercial, and community service building permit data for all nine counties in the G/FL Region. In previous years, the number of permits issued for commercial, industrial, and community service buildings was not available for Monroe County, and data on industrial and community service permits was not available for Wyoming County. The categories (and associated subcategories) for building permits data are as follows: ! Residential (single-family, two-family, three-or-four-family, five-or-

more-family, and mobile homes/trailers) ! Industrial ! Commercial (offices/banks, retail/service, service stations,

hotels/motels) ! Community Service (hospitals/health facilities, schools/churches,

public safety, utilities) ! Not Elsewhere Classified

A time series (or historical trend) analysis is provided for residential, industrial, and commercial development and subdivision approvals in the Transportation Management Area (TMA). The TMA includes Monroe County and the adjacent municipalities to the south and east as well as the City and Town of Canandaigua. Table 1 below presents the municipalities included in the TMA minus Monroe County.

In addition, a three-year trend analysis is provided for permitted residential units in all nine counties and industrial and community service building permits are analyzed over the three-year period for all but Monroe and Wyoming Counties. This time-series analysis is based on this year’s and the two previous years’ land use monitoring reports produced by the Genesee/Finger Lakes Regional Planning Council. An analysis of the collected data on the number, value, and size of building permits in 2000 is provided for each county and the TMA. Given that many conclusions can be drawn from the data on permitted building activity, tables are provided in appendices at the end of this report for the reader to use for their own needs and related analysis.

Methodology The building permit data included in this report was collected through surveys sent to the municipal official responsible for the collection and dissemination of such data in the eight counties excluding Monroe County. In the majority of the municipalities this was the code or zoning enforcement officer, but in some cases was the municipal clerk. Building permit application approval and inspection in Seneca and Wyoming Counties are the responsibilities of County departments and it was these departments who provided the data presented and analyzed in this report. The Monroe County Planning and Development Department’s Division of Planning administered the surveys and collected the responses from municipal officials in Monroe County. Each municipality was sent a survey in January 2001 asking for the requested data. The initial survey was followed with a reminder card, a second survey, and a second reminder card for those municipalities that did not respond to the initial survey and subsequent follow-ups. After attempts to obtain the data by mail were exhausted, those municipalities who had yet to respond were contacted by telephone to make other arrangements to acquire the requested information including completing the survey at the municipal code enforcement offices. Overall, data was collected for 173 of the 192 (90.1%) municipalities in the nine-county G/FL Region.

The survey requested information on the number of permits issued, total square footage, and total value for new buildings in the four defined categories and associated subcategories. In addition, the same building permit information for buildings outside of the four categories was requested along with a description of the type of building(s) in the Other category. The instructions for completing the survey as printed on the first of the two-page document were as follows: “Include only permits for the construction of new buildings in 2000. Do not include additions, repairs, decks, in-ground pools, etc. or buildings used for storage such as sheds and pole barns. Do not include permits for construction that was completed in 2000 but permitted in 1999. If the responses below include a town and a village on the same sheet please denote this by listing them separately on the same line (example: T – 8/ V – 12).” For each of the nine counties, there is a discussion of new permitted building activity in 2000 and county maps of new residential units permitted in 2000 by municipality (Maps 1 – 9). Maps of industrial, commercial, and community service building permits issued in 2000 are presented in maps of the nine-county G/FL Region (Maps 10-12). The information and data provided for new permitted building activity data in Monroe County and the remaining portion of the TMA follows the same format. Maps 13 through 16 present the numbers of permitted residential, industrial, commercial, and community service buildings in the TMA in 2000.

The residential data for TMA municipalities were used in a time series analysis of number of new residential units by municipality for the years 1993 through 2000 in the Rural TMA and from 1994 through 2000 in Monroe County. The number of permits issued for industrial and commercial buildings from 1993 to 2000 in the Rural TMA are also presented and discussed in the same manner. A three-year time series analysis of permits issued by municipalities in the G/FL Region that responded to the survey all three years are provided for permits that were issued for buildings across all categories. Data for Wyoming County between 1998 and 2000 are provided for all but industrial and community service buildings, and Monroe County data over the same period is limited to permitted residential units only. The data gathered on number of building permits issued, square footage, and value in each category/subcategory by municipality in 2000 and for the Rural TMA are presented in appendices A through F. Current Year Building Permit Analysis Genesee County The City of Batavia and the Towns of Bergen, Bethany and Byron did not return surveys and are therefore not included in the analysis. ! One hundred-seven (107) new residential units were

permitted in Genesee County in 2000. The largest number of permitted single-family homes (21) was in the Town of Batavia, with a total value of $2,980,000.

! The Town of Batavia also issued permits for the largest

number of new residential units (31) in 2000. Of these 31 units, six were mobile homes and four were two-family residences.

! A total of five industrial buildings were permitted in Genesee County in 2000. The Village of Le Roy issued three of the five permits, while the Towns of Pembroke and Oakfield each issued one permit each.

! The total value of all permitted industrial buildings in

Genesee County was $266,660, with the Village of Le Roy and Town of Pembroke accounting for 85% of the total.

Map 10 presents the number of permits issued for new industrial buildings by municipality in the G/FL Region in 2000

! In 2000, six permits were issued for commercial buildings

in Genesee County. The Town of Le Roy was the only municipality to issue multiple permits with two. The Towns of Oakfield and Pavilion and the Villages of Alexander and Le Roy each issued one permit for commercial development in 2000.

! The total value of all permitted commercial buildings in

Genesee County was $630,000. Five of the six permits were for retail/service establishments, while the Village of Alexander permitted a service station valued at $270,000.

Map 11 presents the number of permits issued for new commercial buildings by municipality in the G/FL Region in 2000

! Two permits were issued for community service buildings

in Genesee County in 2000: a fire station in the Town of Alabama valued at $140,000 and a post office in the Village of Alexander valued at $220,000.

Map 12 presents the number of permits issued for new community service buildings in the G/FL Region in 2000

Livingston County The Towns of Mount Morris, Sparta and West Sparta and the Village of Caledonia did not return surveys and are therefore not included in the analysis. ! Permits were issued for 367 new residential units in

Livingston County in 2000. The Town of Geneseo issued permits for the largest number of new residential units (164) in 2000. 136 of these new residential units were in nine five-or-more-unit-family-buildings valued at $6 million.

! The Village of Geneseo issued permits for the second

largest number of residential units (35) in 2000. Twenty-four (24) of these new residential units were in six four-family buildings valued at $1.3 million. The remaining 11 permits were issued for single-family homes at a total value of $1.5 million.

! The Town of Livonia issued 24 permits for single-family

residential homes, the largest number in Livingston County. These permits were valued at $2,880,000.

Map 2 presents the number of new residential units for which permits were issued by municipality in Livingston County in 2000

! In 2000, Livingston County municipalities issued permits

for 11 industrial buildings. Eight of these permits were

issued in the Town of Groveland, where industrial development totaled $2.5 million.

! The other municipalities in Livingston County to issue

industrial permits in 2000 were the Towns of Caledonia, North Dansville, and Springwater.

Map 10 presents the number of permits issued for new industrial buildings by municipality in the G/FL Region in 2000

! A total of 10 permits were issued for commercial buildings

with no municipality issuing more than one. Of the ten permits issued, eight were for retail/service establishments, one was for an office/bank, and the other for a service station.

! The Town of Groveland permitted the only office/bank,

and the total value was the highest of any commercial permit issued in Livingston County in 2000 at $350,000.

Map 11 presents the number of permits issued for new commercial buildings by municipality in the G/FL Region in 2000

! Six permits were issued for community service buildings in

Livingston County in 2000. The Town of Nunda issued three permits: all for schools. Also issuing permits for community service buildings were the Town of Avon (a church valued at $180,000), the Village of Avon (a school valued at $12 million), and the Village of Dansville (a church valued at $165,000).

Map 12 presents the number of permits issued for new community service buildings by municipality in the G/FL Region in 2000

Nine permits were issued for structures not elsewhere classified. These included a post office in the Town of Nunda, an amphitheater in the Town of Livonia, two cabins in the Town of Ossian, and single farms in the Towns of Leicester and York. No descriptions were provided for the remaining two permits. Monroe County The Towns of East Rochester and Hamlin did not return surveys and are therefore not included in the analysis. ! The Town of Webster issued permits for the largest number

of new residential units in Monroe County with 342. 70% of the new residential units (240) were single-family homes.

! The Town of Henrietta issued permits for the second

largest number of residential units with 303. Unlike Webster, the majority of new permitted residential units (170 or 56%) were apartments.

! Despite issuing only 169 permits in 2000, all for single-

family homes, the Town of Penfield’s total permit value was the highest in Monroe County at $39,523,000, an average of over $233,000 per permit. The Town of Webster reported the second highest value at $37,788,272, followed by Perinton at $34,834,660 and Henrietta at $25,170,920. The Town of Greece reported a value of $23,225,139 for

permits issued for single-family homes but was unable to provide the value of permits issued for multi-family dwellings.

! The five municipalities with the largest numbers of new

permitted residential units in 2000 also permitted the largest numbers of new residential units in both 1998 and 1999. Table 2 displays the municipalities and the numbers of permitted residential units in 1998, 1999 and 2000. Table 2

Map 3 presents the number of new residential units for which permits were issued by municipality in Monroe County in 2000

! The Town of Henrietta issued permits for 28 new industrial

buildings totaling $22.2 million. This represented nearly 70% of all permits issued for industrial buildings in Monroe County in 2000. The Town of Chili issued permits for six industrial buildings, the Town of Gates issued four, and the City of Rochester issued three.

Map 10 presents the number of permits issued for new industrial buildings by municipality in the G/FL Region in 2000

! The Town of Penfield issued 36 permits for commercial

buildings and the Town of Webster issued seven commercial permits in 2000. Data were unavailable for what type of commercial buildings the permits were for or their value. The Town of Greece reported issuing a combined 94 permits for commercial and industrial buildings.

! For those municipalities where data did exist, the Town of

Henrietta’s commercial permits had the highest value at $9 million. All three of Henrietta’s permits were for hotels or motels. The Town of Brighton issued four commercial permits with a total value of $8,308,000. Three of the permits were for offices or banks, valued at $8,210,000, while the remaining permit was for a service station valued at $98,000.

! Two permits were issued in 2000 for hospitals or health facilities in Monroe County: one in the City of Rochester, valued at $15,789,000, and the other being a privately owned 90-unit senior living complex in the Town of Webster valued at $1,969,870.

! Only four other permits were issued for community service buildings in 2000: two schools in the Town of Pittsford valued at $7,924,000, a church in the Town of Parma valued at $2,500,000 and a fire house in the Town of Webster valued at $150,000.

Map 12 presents the number of permits issued for new community service buildings by municipality in the G/FL Region in 2000

Ontario County The City of Geneva, Town of Canadice, and the Villages of Naples and Rushville did not return surveys and are therefore not included in the analysis. ! Ontario County municipalities permitted 490 new

residential units in 2000. As in the two previous years, the majority of new permitted residential development in 2000 for Ontario County was in the western portion of the County.

! In 2000, The Town of Victor issued permits for the largest

number of residential units in Ontario County with 162 new units, 159 of which were single-family or mobile homes. The value of permitted residential development in the Town of Victor totaled $28,586,620. Although these numbers were down slightly from the previous year, residential development in the Town of Victor continues to be the largest in the eight-county G/FL Region excluding Monroe County.

! The Town of Canandaigua issued permits for the second

largest number of new residential units in 2000. The value for the 62 new residential units permitted totaled over $6

million. Twenty-four (24) or 39% of the permitted residential units were in three multi-family buildings. The remaining 38 units were in single-family homes.

! The Town of Farmington issued permits for 32 new single-

family homes totaling over $2.1 million. The Towns of Gorham and Richmond also issued 20 or more permits for single-family homes in 2000.

Map 4 presents the number of new residential units for which permits were issued by municipality in Ontario County in 2000

! Excluding Monroe County, Ontario County municipalities

issued the largest number of permits for new industrial buildings in 2000 with 20 totaling over $8 million. The Town of Victor issued permits for nine industrial buildings in 2000 with a total value of $3.6 million.

! Other municipalities to issue multiple permits for industrial

buildings were the Towns of Farmington (four permits valued at $800,000), Canandaigua (three permits valued at $1.7 million), and East Bloomfield (three permits valued at $128,970).

! The Town of Phelps was the other municipality to issue a

permit for an industrial building. The building was valued at $1.75 million: the highest value of any single industrial permit in Ontario County in 2000. Map 10 presents the number of permits issued for new industrial buildings by municipality in the G/FL Region in 2000

! The City of Canandaigua with 17 issued the largest numbers of permits for new commercial buildings in Ontario County in 2000. Fourteen (14) of the permits were for the new water park located on Eastern Boulevard. The remaining three permits were for retail/service establishments, including a new Chase-Pitkin store. The total of all commercial development in the City of Canandaigua in 2000 was $5.5 million.

! The Town of Victor issued 12 permits for commercial

development in 2000. All 12 permits were for retail/service establishments, with a total value of $3,015,000. Combined, the City of Canandaigua and the Town of Victor accounted for 29 of the 42 permits issued (69%) for commercial development in Ontario County in 2000, and 66% of the total value.

Map 11 presents the number of permits issued for new commercial buildings by municipality in the G/FL Region in 2000

! Only two permits were issued for community service

buildings in Ontario County in 2000, and all three were in the Town of Manchester. Permitted a $75,000 community center and an $80,000 cellular communications tower.

Map 12 presents the number of permits issued for new community service buildings by municipality in the G/FL Region in 2000

Orleans County ! There were 101 total residential units permitted in Orleans

County in 2000, an increase of one unit over 1999. 76 of the units permitted were single-family or two-family homes, while the remaining 25 units permitted were mobile homes.

! The Village of Albion issued the largest number of total

residential permits at 21 and for single-family homes with 12. The Towns of Barre and Clarendon each issued nine permits for single-family homes. The Town of Barre was the only municipality to exceed $1 million in total value for single-family homes.

! The Village of Albion and the Town of Clarendon both

issued permits for nine mobile homes, but value data was unavailable for both municipalities.

Map 5 presents the number of new residential units for which permits were issued by municipality in Orleans County in 2000

! Five permits were issued for industrial buildings in Orleans

County in 2000. Four of these were in the Village of Albion where the associated values was unavailable. A single industrial building, valued at $1 million, was permitted in the Town of Yates.

! No commercial permits were issued in Orleans County in 2000.

Map 11 presents the number of permits issued for new commercial buildings by municipality in the G/FL Region in 2000

! In 2000, three permits were issued for community service

buildings in Orleans County: a $159,400 school in the Town of Clarendon, a $100,000 cellular communications tower in the Town of Ridgeway, and a $510,000 highway town barn in the Town of Gaines.

Map 12 presents the number of permits issued for new community service buildings by municipality in the G/FL Region in 2000

Seneca County ! There were 42 permits issued for new single-family homes

in Seneca County in 2000. The Town of Fayette issued permits for the largest number of single-family homes in 2000 with eight, valued at $925,000. In addition, the Town of Fayette’s 12 total residential permits were valued at $1.2 million making it the only municipality in Seneca County to exceed $1 million in permitted residential development in 2000.

! The Town of Waterloo issued permits for the largest

number of new residential units in 2000 with 18: two single-family homes and 16 mobile homes with a total value of $671,000.

! The majority of new permitted residential units (78 units or

63%) were in the northern half of the County (Towns of Fayette, Junius, Seneca Falls, Tyre and Waterloo and the Villages of Seneca Falls and Waterloo).

Map 6 presents the number of new residential units for which permits were issued by municipality in Seneca County in 2000

! The Town of Waterloo issued the only industrial permit in Seneca County in 2000, valued at $100,000.

Map 10 presents the number of permits issued for new industrial buildings by municipality in the G/FL Region in 2000

! There were 10 permits issued for new commercial

buildings in Seneca County in 2000. Of these 10 permits, seven were in the southern half of the County: four in the Town of Romulus, two in the Village of Ovid and one in the Town of Ovid. The remaining three permits were issued in the Town of Seneca Falls and accounted for over 67% of the total value, however.

! The municipality that issued the largest number of

commercial permits in 2000 was the Town of Romulus with four. The total value of these four permits was $154,450.

! The Town of Seneca Falls issued three commercial permits

with a total value of $1.8 million. Included in this were two office buildings valued at $500,000 apiece and a 2,948

Map 11 presents the number of permits issued for new commercial buildings by municipality in the G/FL Region in 2000

! In 2000, four permits were issued for community service buildings in Seneca County. The largest was a $1.7 million recreation center in the Village of Seneca Falls.

Map 12 presents the number of permits issued for new community service buildings by municipality in the G/FL Region in 2000

! Two airport hangars, totaling 17,325 square feet and valued

at $193,150 were permitted in the Town of Seneca Falls in 2000.

Wayne County The Towns of Galen and Savannah did not return surveys and are therefore not included in the analysis. ! In 2000, municipalities in Wayne County issued permits for

the construction of 400 residential units. Of the 400 units, 241 were single-family homes, 83 were mobile homes and the remaining 76 were located in multi-family dwellings.

! The Town of Ontario issued the largest number of permits

for single-family homes in Wayne County with 55 totaling almost $7 million. The Town of Macedon issued 52 permits for single-family homes with a total value of $6.5 million.

! Over three-quarters of the permits (189 of 241) issued for single-family homes were in the western portion of the county in the Towns of Macedon, Marion, Palmyra, Ontario, Walworth, and Williamson and the Villages of Macedon and Palmyra.

! The Town of Wolcott issued the largest number of permits

for mobile homes with 21 totaling $600,000. The Town of Sodus issued 18 permits for mobile homes totaling $308,000 in 2000.

! Multi-family dwellings were located in the Town of

Macedon (two units), the Village of Newark (four units), the Town of Ontario (two buildings with 14 units) and the Town of Palmyra (four buildings with 56 units).

Map 7 presents the number of new residential units for which permits were issued by municipality in Wayne County in 2000

! Eight industrial permits were issued in Wayne County in

2000. Six of the eight permits were in the Town of Macedon, with a total value of $2,735,000. The Town of Ontario and the Village of Sodus Point each issued the remaining two industrial permits.

! The Town of Macedon’s lone commercial permit was for

$1.1 million office building.

! In 2000, there was only one permit issued for a new

community service building: a $50,000 sewer pumping station in the Village of Red Creek.

Wyoming County The Village of Warsaw and the Town of Wethersfield did not return surveys and are therefore not included in the analysis. ! Permitted residential development in was the greatest in

western Wyoming County in 2000. The Towns of Bennington, Sheldon, Java, Arcade, Attica, Orangeville, Wethersfield, Eagle and the Villages of Arcade and Attica issued permits for 67 of the 107 new residential units (62.6%).

! The Town of Bennington permitted the largest number of

new residential units with 16 total, all of them single-family

homes. The total value of the 16 homes was $2,154,000. The Town of Arcade permitted 15 new residential units: ten single-family homes and five mobile homes. Map 8 presents the number of new residential units for which permits were issued by municipality in Wyoming County in 2000

! No industrial permits were issued in Wyoming County in 2000.

! Two commercial permits were issued in Wyoming County in 2000, both for retail/service establishments. One, located in the Village of Arcade, was valued at $130,000 while the other, located in the Town of Covington, was valued at $75,000.

Yates County The Town of Italy did not return a survey and is therefore not included in the analysis. ! Residential development in Yates County was fairly evenly

distributed throughout the County in 2000. All but one of the reporting municipalities issued at least four residential permits, with five issuing 13 or more.

! The Town of Milo had both the largest numbers of

residential permits issued (21) and highest total value ($2.3 million). Of the 21 residential permits issued, 20 were for single-family homes and the remaining one was for a mobile home.

! The Towns of Barrington (15), Benton (13), Middlesex

(13) and Starkey (13) were the other municipalities in Yates County that issued 10 or more permits for new single-family homes in 2000.

Map 9 presents the number of new residential units for which permits were issued by municipality in Yates County in 2000

! Three industrial permits were issued in Yates County in

2000. The Village of Penn Yan issued all three permits. Data on value and square footage were not disclosed.

! There were ten permits issued for new commercial

buildings in 2000. The Village of Penn Yan issued the

largest number with three (an office building, a retail/service establishment, and a lodging establishment).

! There were three permits issued for new community service

buildings in 2000: a $110,000 animal shelter in the Town of Benton, a doctor’s office in the Village of Penn Yan (value unavailable), and a $177,650 telecommunications building in the Town of Jerusalem.

Map 12 presents the number of permits issued for new community service buildings by municipality in the G/FL Region in 2000

Transportation Management Area (TMA) ! Over the past seven years (1994 – 2000), the majority of

development in the TMA has been in the first ring suburbs of the City of Rochester and the eastern towns of Monroe County.

! During this period, the largest number of permitted

residential units have been in the Towns of Webster (2,075 units; 296.4 units per year), Greece (1,934; 276.3), Perinton (1,532; 218.9), Chili (1,158; 165.4), Penfield (1,104; 157.7), and Henrietta (1,067; 152.4).

! Outside of Monroe County, the Towns of Victor (802 units,

114.6 units per year, 7th largest in TMA), Ontario (661,

94.4, 10th), Walworth (585, 83.6, 12th), Canandaigua (444, 63.4, 14th), and Farmington (279, 39.9, 19th) issued permits for the largest number of new residential units.

! The Town of Greece permitted the largest number (948) of

new residential units in the years 1994 through 1996. This was over 200 more than the next largest by the Town of Webster (733). The Town of Ontario issued permits for the largest number of residential units in the Rural TMA (and fifth largest in the entire TMA) with 392 units during this period.

! Over the past three years (1998 – 2000), the Town of

Webster issued permits for the largest number of residential units with 1,138, compared with 680 units permitted from 1995 to 1997. The Town of Henrietta has more than quadrupled its number of permitted units from the previous three years (181 between 1995 and 1997, 801 between 1998 and 2000).

! The Towns of Avon (134) and Lima (172) permitted over

half (55%) of the residential units in the Livingston County TMA between 1993 and 2000.

! The Town of Victor issued permits for 913 residential units

between 1993 and 2000. This was the most by any town in the Rural County TMA. The Towns of Canandaigua (493) and Farmington (311) and the City of Canandaigua (194) issued permits for the next largest numbers of residential units in the Ontario County TMA.

! In the Wayne County TMA, the largest numbers of new residential permits were issued in the Town of Ontario with 760 between 1993 and 2000. The Town of Walworth permitted the next largest number of units (670).

! In 2000, the five largest numbers of new residential units

permitted in the TMA were by the Towns of Webster (342 units), Henrietta (303), Greece (226), Perinton (191), and Penfield (169).

Map 13 presents the number of new residential units for which permits were issued by municipality in the TMA in 2000

! 2000 was the first year subdivision data was available for

Monroe County. A total of 418 subdivision lots were permitted in Monroe County in 2000. Four municipalities issued permits for subdivisions: the Towns of Perinton (7 subdivisions totaling 195 lots), Pittsford (6 totaling 156 lots), Ogden (4 totaling 53 lots) and Mendon (1 totaling 14 lots). 74.5% of all subdivision lots permitted in the TMA in 2000 were by Monroe County municipalities.

! In 2000, there were 143 permitted subdivision lots in the

towns of the Rural County TMA. Wayne County municipalities permitted a large majority (114 lots, 80% of Rural County TMA lots, 20.3% of total TMA lots) of these lots. The Town of Ontario permitted the largest number with 94. For the fifth consecutive year, none of the Livingston County TMA towns approved major subdivisions (four or more lots).

! Over the past 11 years (1990 – 2001), the Ontario County

TMA towns approved the largest number of subdivision lots (1,592) in the Rural TMA. Wayne County TMA towns approved subdivisions totaling 1,347 lots and Livingston County TMA towns approved 90 lots.

! There have been significantly fewer subdivision lots

approved in Wayne County over the past three years (152) compared to the previous eight years (1,195).

! 2000 was the first year that industrial permit data were

available for Monroe County municipalities. Excluding the Town of Greece, which did not separate industrial and commercial permits issued, there were 41 industrial permits issued by municipalities in Monroe County in 2000.

! The largest number of permits issued for industrial

buildings in the Rural County TMA between 1993 and 2000 were in by municipalities in Ontario County at 92. The Town of Victor issued 61% (56 buildings) of the permits for industrial buildings in the Ontario County portion of the TMA during that time.

! Between 1993 and 1999, half (9) of the industrial buildings

permitted in the Livingston County (18) were in the Town of Avon. The Town of Caledonia issued the only industrial permit in the Livingston County TMA in 2000.

! The Towns of Macedon (17) and Ontario (22) issued all of the permits for industrial buildings in the Wayne County TMA between 1993 and 2000.

! In 2000, the Town of Victor issued nine industrial permits,

the most of any municipality in the Rural TMA. Overall, there were 27 permits issued for new industrial buildings in the Rural TMA: 19 in Ontario County, seven in Wayne County and one in Livingston County.

Map 14 presents the number of permits issued for new industrial buildings by municipality in the TMA in 2000

! 2000 was also the first year data were available on

commercial permits issued by Monroe County municipalities. Excluding the Town of Greece, which did not separate commercial and industrial permits issued, there were 63 commercial permits issued by Monroe County TMA municipalities in 2000. The Town of Penfield issued the most permits for commercial buildings with 36.

! The largest number of permitted commercial buildings in

the Rural County TMA between 1993 and 2000 were in the Ontario County municipalities (305). The Town of Victor issued 71.1% (217 buildings) of the Ontario County TMA permits for commercial buildings. In 1996, the Town of Victor’s 68 permits for commercial buildings was the most of any Rural County TMA municipality in the past eight years.

! Between 1993 and 2000, 65.6% of all the permits issued for commercial buildings in the Livingston County TMA (32) were by the Town of Avon. The Towns of Avon and Lima issued one permit each for commercial buildings in 2000, the only commercial permits in the Livingston County TMA in the past year.

! In the Wayne County TMA, 29 of the 53 permits (54.7%)

issued for commercial buildings between 1993 and 2000 were in the Town of Ontario. Five permits were issued for commercial buildings in 2000: two each in the Towns of Ontario and Walworth and one in the Town of Macedon.

! In 2000, the Town of Penfield issued 36 commercial

permits, the most of any municipality in the TMA. Overall, there were 103 permits issued for new commercial buildings in the TMA: 63 in Monroe County, 33 in Ontario County, five in Wayne County and two in Livingston County.

Map 15 presents the number of permits issued for new commercial buildings by municipality in the TMA in 2000

! In 2000, TMA municipalities issued eight permits for new

community service buildings: six in Monroe County and two in Livingston County. The Towns of Pittsford and Webster issued two permits each, while the Towns of Avon and Parma and the Villages of Avon and Churchville issued one each.

Map 16 presents the number of permits issued for new community service buildings by municipality in the TMA in 2000

Three Year Building Permit Analysis (1998 – 2000) Genesee County Residential: ! For the three-year period of 1998-2000, the Town of

Batavia issued the most permits for residential development in Genesee County with 77. The Towns of Darien and Pavillion issued the next highest numbers of residential permits at 41 and 40, respectively.

! The Towns of Batavia, Bergen, and Pembroke, the Village

of Alexander, and the City of Batavia were the only municipalities to issue permits for multi-family dwellings in the three-year period.

! Residential development in the Town of Batavia totaled

$8.4 million from 1998 to 2000, the most of any municipality in Genesee County. The Town of Darien reported the next highest value at $4.1 million followed by the Town of Pavilion at $3.7 million.

Industrial: ! A total of 13 permits for industrial buildings were issued in

Genesee County from 1998 to 2000. The Village of Le

Roy and City of Batavia combined for eight of the 13 total permits. The Towns of Batavia, Bergen, Oakfield, Pavilion and Pembroke were the only other municipalities to issue permits for industrial buildings.

! Despite only reporting data for 1998 and 1999, permitted

industrial buildings in the City of Batavia had the highest value of any municipality in Genesee County at $815,000. The City and Town of Batavia combined accounted for almost 65% of the total value of all permitted industrial buildings in Genesee County.

! Industrial development remained constant for the three-year

period from 1998 to 2000. Four buildings were permitted in 1998 and 1999 and five were permitted in 2000.

Commercial: ! Twenty-four commercial permits were issued in Genesee

County from 1998 to 2000. The Village of Le Roy issued the most with five, followed by the Town of Batavia with four. Much like residential and industrial development, commercial permits were quite evenly distributed throughout the County. All but two of the 24 permits issued were for retail/service establishments.

! The total value of all permitted commercial buildings was

at least $4.3 million. The Town of Batavia’s $2.6 million of total value for industrial permits was 62% of the County’s total and close to ten times that of any other

municipality. All of the Town of Batavia’s commercial permits were for retail/service establishments

Community Service: ! Three community service buildings have been permitted in

Genesee County in the last three years: a $4.5 million seniors-living complex in the Town of Le Roy in 1999 and a $140,000 fire station in the Town of Alabama and a $220,000 post office in the Village of Alexander in 2000.

Livingston County Residential: ! The Town of Geneseo issued permits for 211 residential

units from 1998 to 2000, more than twice the number of any other municipality in Livingston County. Of these 211 units, 71 were single-family dwellings and 140 were multi-family. The Town of Livonia permitted the second largest number of new residential units with 89.

! Of the 898 total residential units permitted in Livingston

County from 1998 to 200, 592 (66%) were issued in the northern half of the County (Towns and Villages of Avon, Caledonia, Geneseo, Lima and Livonia and the Town of York).

! The value of residential permits issued by the Towns of

Geneseo and Livonia were the highest of any Livingston

County municipalities at $13.5 million and $11.6 million, respectively. These two municipalities accounted for approximately 35% of the total reported value in Livingston County over the past three years.

! The Towns of Geneseo and Livonia and the Villages of

Avon, Geneseo, and Mount Morris were the only Livingston County municipalities to issue permits for multi-family dwellings over the three-year period.

! The total number of residential permits issued in Livingston

County has increased each of the past three years: 261 in 1998, 270 in 1999 and 367 in 2000. This increase was due to more mobile homes and multi-family dwellings as the number of single-family homes permitted decreased from 164 in 1998 to 160 in 1999 to 133 in 2000. The total value for residential permits issued was the greatest in 1999 at $27.1 million.

Industrial: ! Forty-two industrial permits were issued in Livingston

County from 1998 to 2000 with the Towns of Groveland (12) and York (13) accounting for 60% of those. The Towns of Avon, Caledonia, North Dansville and Portage and the Village of Avon all permitted at least two industrial buildings over the three-year period.

! Among municipalities that reported all three years, the total

value of industrial permits was the greatest in the Village of Avon at $3 million. Industrial development in the Town of

Groveland totaled $2.5 million and $2.4 million in the Town of Avon.

! The number and value of industrial permits issued was the

largest in 1999 with 19 permits issued at a value of $4.9 million.

Commercial: ! Forty-five commercial permits were issued in Livingston

County from 1998 to 2000. The Town of Livonia issued permits for the largest number of new commercial buildings with nine. The Towns of Avon, Mount Morris and Nunda and the Villages of Dansville, Geneseo and Mount Morris all permitted at least two commercial buildings in the three-year period.

! The total value of commercial development in the Village

of Mount Morris was $3.4 million, almost triple that of any other municipality in Livingston County.

! The number and value of permits issued for commercial

structures in Livingston County has declined over the past three years: 21 in 1998, 14 in 1999 and 10 in 2000. Comparably, the values of permits issued have declined as well from $5.9 million in 1998 to $2.5 million in 1999 to $1.8 million in 2000.

Community Service: ! The Town of Nunda issued four permits for community

service buildings from 1998 to 2000, the most of any municipality in Livingston County. All four (three schools and a post office) were permitted in 2000.

! The Town of Avon issued one permit for a community

service building and it was for a $12 million school. This permit, granted in 2000, had the highest value of any single permit issued in Livingston County over the past three years.

Monroe County Residential: ! Over 6,300 residential units were permitted in Monroe

County between 1998 and 2000. Of these, approximately 4,800 were single-family homes and the remaining 1,500 were part of multi-family dwellings. Much of the growth occurred to the south and east of the City of Rochester: nearly two-thirds of the permits issued were in the Towns of Brighton, Henrietta, Mendon, Penfield, Perinton, Pittsford, Rush and Webster and the Villages of East Rochester, Fairport, Honeoye Falls and Webster.

! The Town of Webster permitted the largest number of new

residential units followed by the Towns of Perinton, Henrietta, Greece, and Penfield.

! The number of new units permitted has fluctuated the past

three years from 1,930 in 1998 to 2,385 in 1999 to 2,002 in 2000. This trend holds for both single-family and multi-family dwellings: single-family units totaled 1,498 in 1998, 1,762 in 1999, and 1,519 in 2000 while multi-family units totaled 432 in 1998, 623 in 1999 and 477 in 2000.

! The only municipalities to increase their total number of

units permitted each year from 1998 to 2000 were all located in western Monroe County: the Towns of Chili, Ogden, and Parma and the Villages of Hilton and Spencerport.

Ontario County Residential: ! Approximately 1,600 residential units were permitted in

Ontario County from 1998 to 2000; the most of any county in the G/FL region outside of Monroe County. Nearly two-thirds (64%) of the units were permitted in five municipalities: the Towns of Victor, Farmington and Canandaigua, the Village of Victor and the City of Canandaigua. The Town and Village of Victor alone accounted for 36% of the County’s new residential units.

! The total value of all residential units permitted in Ontario

County was nearly $220 million. The five municipalities listed above accounted for over $166 million or 76% of this

total. The Town and Village of Victor combined accounted for 57% of the County’s total permit value.

! Multi-family units were permitted in eight Ontario County

municipalities: the Towns of Canandaigua, Farmington, Geneva, Richmond, and Victor and the Villages of Bloomfield and Victor and the City of Canandaigua.

! Residential development has fluctuated somewhat over the

past three years: from 488 total units in 1998 to 621 in 1999 to 490 in 2000. Most of the difference is due to the number of multi-family units. The number of single-family homes permitted has remained relatively constant at 344 in 1998, 322 in 1999, and 361 in 2000.

! The total value of all residential permits issued has declined

somewhat in the past three years: from $87 million in 1998 to $72 million in 1999 to $60 million in 2000. Despite permitting 34 more units in 2000 than 1998, the total value of all residential permits in the Town of Victor was half of what it was in 1998. The decline in the total value of units permitted in the Town of Victor accounts for most of the decrease in Ontario County.

Industrial: ! 46 industrial permits were issued in Ontario County from

1998 to 2000. The Town of Victor issued 24 (52%) of these permits, four times more than any other municipality. The Towns of Canandaigua, East Bloomfield, Farmington, Phelps, Richmond and West Bloomfield and the Village of

Bloomfield were the only other municipalities to issue industrial permits in the past three years.

! The total value of all reported industrial permits issued in

Ontario County from 1998 to 2000 was $18.2 million. The Town of Victor accounted for over half of this amount. Eighty-nine percent of the total permits issued came in 1998 and 2000 along with 85% of the total value.

Commercial: ! Approximately 125 commercial permits were issued in

Ontario County from 1998 to 2000, the most of any county in the G/FL region excluding Monroe County. The Town of Victor issued 55 permits for commercial structures. This was the most by any municipality in Ontario County.

! The total value of all reported commercial permits issued in

Ontario County from 1998 to 2000 was $51.4 million. The Town of Victor accounted for over half of the total amount with the City of Canandaigua accounting for another 15%.

! 1999 saw the fewest commercial permits issued (34) but

the total value was higher than either 1998 or 2000 ($24 million). Fifty permits for commercial buildings were issued in 1998 while 41 were issued in 2000.

Community Service: ! The Towns of Manchester and Victor each permitted three

community service buildings from 1998 to 2000. The

Towns of Geneva and Gorham, the City of Canandaigua and the Village of Clifton Springs were the only other municipalities in Ontario County to issue permits for community service buildings.

! The total value of all reported community service permits

issued in Ontario County from 1998 to 2000 was $12.4 million. A $4.8 million health facility in the City of Canandaigua and a $3 million church in the Town of Manchester, both permitted in 1999, accounted for 63% of the total.

Orleans County Residential: ! A total of 318 residential units were permitted in Orleans

County from 1998 to 2000. Of these, 214 were single-family homes, 76 were mobile homes, and 28 were located in multi-family dwellings.

! Thirty-eight percent of the units permitted (120 of 318)

were located in municipalities bordering Monroe County: the Towns of Kendall, Murray and Clarendon and the Village of Holley. The Town of Clarendon issued permits for more than twice as many units (78) as any other municipality in Orleans County.

! Value data was unavailable for the Town of Clarendon in

2000. Of the municipalities that reported value data for all

three years, the Town of Carlton had the highest value at $2.9 million.

! Residential growth remained relatively constant from 1998

to 2000: units permitted totaled 117 in 1998, 100 in 1999 and 101 in 2000.

Industrial: ! A total of ten industrial buildings were permitted in Orleans

County from 1998 to 2000: five in the Village of Albion, three in the Town of Clarendon, and one each in the Towns of Shelby and Yates.

Commercial: ! A total of 11 commercial buildings were permitted in

Orleans County from 1998 to 2000: five in the Village of Albion, two in the Town of Ridgeway, and one each in the Towns of Carlton, Kendall and Ridgeway and the Village of Lyndonville. Nine of the 11 buildings were permitted in 1998. The total value of all industrial buildings permitted was $1.9 million.

Community Service: ! A total of four community service buildings were permitted

in Orleans County from 1998 to 2000: one each in the Towns of Clarendon, Gaines, Ridgeway and Shelby. The total value of all community service buildings was $781,700.

Seneca County Residential: ! Nearly 400 new residential units were permitted in Seneca

County from 1998 to 2000. Of these, 63% were for single-family homes, 35% were for mobile homes and the remaining 2% were for two-family dwellings.

! Development was concentrated in the northern half of the

County (the Towns and Villages of Waterloo and Seneca Falls and the Towns of Junius, Tyre and Fayette) where nearly two-thirds of all residential permits were issued over the past three years. The Town of Waterloo issued permits for more residential units than any other municipality in Seneca County.

! The total number of residential permits issued in Seneca

County has fluctuated the past three years from 101 in 1998 to 162 in 1999 to 124 in 2000. Total value has also fluctuated from a low of $2.9 million in 1998 to a high of $9.3 million in 1999.

Industrial: ! A total of four industrial buildings valued at $1.2 million

were permitted from 1998 to 2000 in Seneca County: two in the Town of Seneca Falls and one each in the Town and Village of Waterloo. Three of the permits were issued in 1999 with the other coming in 2000.

Commercial: ! A total of 35 commercial buildings valued at $9.4 million

were permitted from 1998 to 2000 in Seneca County. Twenty-three of the 35 permits (66%) were issued in the northern half of the County, with the Town of Seneca Falls issuing the most permits with ten.

! Nearly three-quarters of the total commercial value ($6.9

million) came from permits issued in the Town of Seneca Falls, including one permit issued in 1999 for a $4 million, 45,000 square foot dental lab that accounted for 42.5% of the total value of commercial permits issued.

! The total number of permits issued for commercial

buildings in Seneca County increased between 1998 and 1999 and again between 1999 and 2000.

Community Service: ! A total of 11 community service buildings were permitted

in Seneca County from 1998 to 2000: four each in the Town of Junius and the Village of Seneca Falls, and one each in the towns of Covert, Ovid, and Romulus. The total value of all permits issued was $9.2 million.

! Almost 80% of the total value came from permits issued in

the Village of Seneca Falls, and two of the permits (one issued in 1998 for a $4 million recycling plant and the other issued in 1999 for a $1.5 million privately-owned seniors-living complex) accounted for 60% of the total value of

permits issued in Seneca County for community service buildings.

Wayne County Residential: ! At least 1,117 residential units were permitted in Wayne

County from 1998 to 2000. Of those 1,117 units, 987 were for either single-family or mobile homes, while the remaining 130 were for multi-family dwellings. The total value of the 1,117 permitted units was $98.2 million.

! Most of the residential development occurred in the

western half of the County (the Towns of Macedon, Marion, Ontario, Palmyra, Walworth and Williamson and the Villages of Macedon and Palmyra): 765 of the 1,117 permitted units (69%) were located here, and the total value of these units ($78 million) accounted for 80% of the County’s total. The Town of Ontario permitted the most units with 219 while the 195 permits issued in the Town of Walworth had the highest value at $25.3 million.

! Development in Wayne County increased steadily from

1998 to 2000. The number of total units permitted increased from 330 in 1998 to 387 in 1999 to 400 in 2000. As with the total number of units, the total value has increased from $26.3 million in 1998 to $35.9 million in 1999 and then to $36 million in 2000.

Industrial: ! A total of 40 industrial permits were issued in Wayne

County from 1998 to 2000. The Towns of Macedon, Ontario and Williamson accounted for 31 of the 40 permits. Only six permits were issued outside of western Wayne County: two in the Town of Arcadia and one each in the Town of Wolcott and the Villages of Lyons, Sodus and Sodus Point.

! The total value of all reported industrial permits was $13.5

million. The Towns of Macedon, Ontario and Williamson accounted for $10.7 million of this total.

! Only three municipalities issued permits for industrial

buildings in 2000 (the Towns of Macedon and Ontario and the Village of Sodus Point) and the eight total permitted buildings were fewer than the 12 permitted in 1998 and the 20 permitted in 1999.

Commercial: ! Nearly 50 commercial permits were issued in Wayne

County from 1998 to 2000. Only eight municipalities reported commercial development but distribution was fairly even throughout the County. The Town of Ontario issued the largest number of commercial permits with 13 followed by the Village of Newark with nine.

! The total value of all reported permits was $11.1 million.

The Town of Sodus issued two permits (both in 1998) with

a total value of $2.5 million, the highest of any municipality in Wayne County. The Town of Ontario had the second highest total value at $2.4 million.

! The number of permits issued for commercial buildings in

Wayne County has decreased over the past three years, from 23 in 1998 to 15 in 1999 to 12 in 2000. The total value has fluctuated from $5.5 million in 1998 to $2.3 million in 1999 to $3.4 million in 2000.

Community Service: ! A total of four community service buildings valued at

$975,000 were permitted in Wayne County from 1998 to 2000: two in the Village of Newark (with a total value of $750,000), and one each in the Villages of Lyons ($175,000) and Red Creek ($50,000).

Wyoming County Residential: ! Of the residential permits issued by Wyoming County

municipalities from 1998 to 2000, 300 were for single-family homes and mobile homes while the remaining 26 were in multi-family dwellings. The Village of Warsaw and the Town of Sheldon were the only municipalities to issue permits for multi-family dwellings.

! Nearly 60% of the permits issued were by municipalities in the western half of the County (the Towns and Villages of Arcade and Attica and the Towns of Bennington, Eagle, Java, Orangeville, Sheldon and Wethersfield). The Town of Bennington permitted the largest number of residential units with 44. The Town of Arcade permitted the second largest number with 38.

Commercial: ! A total of 35 commercial buildings were permitted by

Wyoming County municipalities from 1998 to 2000. The Town of Java permitted seven commercial buildings, more than any other municipality in Wyoming County. In all, 16 of the 23 reporting municipalities issued at least one commercial permit in the past three years.

! The number of commercial permits issued in the last three

years has dropped from 21 in 1998 to 12 in 1999 to two in 2000.

Yates County Residential: ! Over 300 residential units were permitted in Yates County

from 1998 to 2000. Of these, over 70% were for single-family homes. Development was spread out across the entire county with every municipality reporting permits issued for at least 13 total units over the past three years combined. The Town of Barrington reported the largest

number of new residential units with 48, followed by the Town of Jerusalem (38), the Town of Milo (at least 37), the Town of Middlesex (37), and the Town of Benton (36). The total value of all residential units permitted was approximately $22.7 million.

! Residential development remained fairly steady in Yates

County the past three years: the total number of units permitted equaled 93 in 1998, 113 in 1999 and 105 in 2000. Total value has increased slightly, from $6.5 million in 1998 to $7,1 million in 1999 to $9.2 million in 2000.

Industrial: ! Nine industrial buildings were permitted in Yates County

from 1998 to 2000 with three in the Village of Penn Yan, two each in the Towns of Italy and Potter, and one each in the Towns of Barrington and Milo.

Commercial: ! A total of 19 commercial buildings were permitted in Yates

County from 1998 to 2000. All of the permits were issued by municipalities in the eastern half of Yates County. The total value of all permits issued was approximately $7.6 million.

Community Service: ! A total of three community service buildings were

permitted in Yates County from 1998 to 2000: one each in

the Towns of Jerusalem and Potter and the Village of Penn Yan with a total value of $307,650.
