I. INFORMACIÓN GENERAL DEL CURSO
A. Descripción del curso
El curso recoge los conceptos de la estadística y de la metodología investigativa
que son aplicables al programa en asuntos públicos. Presenta un enfoque
Multidisciplinario apropiado a profesiones de las áreas de Asuntos Públicos.
Desarrolla en los estudiantes la capacidad para la toma de decisiones objetivas
con un mínimo de prejuicio y de subjetividad. El curso enfatiza los elementos
prácticos de la metodología y de las estadísticas aplicadas. Estudio y aplicación
de la metodología de investigación social.
B. Objetivos de contenido del curso
Al finalizar el curso, el estudiante será capaz de:
1. Desarrollar en los estudiantes capacidad crítica para ser consumidores eficientes de
investigación científica.
2. Reconocer y utilizar métodos y técnicas para diseñar sus propias investigaciones en
estudios post-graduados.
3. Conocer cómo los métodos de investigación formales ayudan a entender los
problemas prácticos de la administración pública y a tomar decisiones objetivas y
efectivas para su solución.
4. Desarrollar destrezas en el uso de las estadísticas para analizar y describir un
problema o fenómeno y establecer inferencias y generalización sobre el mismo.
5. Determinar qué tipo de análisis estadístico es el más adecuado, para corroborar y o
confirmar, una hipótesis. Contestar preguntas de investigación.
6. Interpretar el significado de estudios científicos, análisis tabulares y análisis
estadísticos.

C. Objetivos de lenguaje del curso
Al finalizar el curso, el estudiante será capaz de:
1. Comprender discursos orales, en inglés/español, a partir de los estímulos auditivos
que se presenten en el curso tales como vídeos, presentaciones audiovisuales y
otras actividades interactivas.
2. Expresar ideas con propiedad y corrección, tanto en inglés como en español, de
manera que desarrolle al máximo sus destrezas de comunicación oral y aplique sus
conocimientos sobre el curso a su área de especialidad y la vida cotidiana.
3. Investigar los datos que recopile, de los diversos recursos de la clase, tanto en
inglés como en español, de manera que se beneficie autónomamente de la lectura
como fuente de información y enriquecimiento cultural.
4. Emplear los principios de la gramática y ortografía española/inglesa desde una
postura personal, crítica, analítica y creativa de manera que provea datos
pertinentes relacionados con los temas del curso.

II. GENERAL COURSE INFORMATION
A. Course Description
The course gathers the statistical concepts and the investigative methodology
that are applicable to the program of public affairs. It presents a multidisciplinary
approach to the professional areas of public affairs. It develops in the students
the capability and objectivity in decision-making processes with a minimum of
prejudice and subjectivity. The course emphasizes the practical elements of
applied statistical methodology and analysis; the study and application of the
methodology of a social research.
B. Course Content Objectives
Upon completing this course, the student will be able to
1. Develop in the students a critical capability to become efficient scientific
researchers.
2. Recognize and utilize technical methods to design their own post graduate studies
investigation.
3. know how the formal investigative methods help understand the practical problems
of public administration in order to make objective and effective decisions for their
solution.
4. Develop the necessary statistical skills in order to analyze and describe a problem or
a phenomenon and establish inferences and generalizations.
5. Determine which statistical analysis is the most appropriate, to collaborate and
confirm a hypothesis. Be able to answer investigative questions.
6. Interpret the meaning of a scientific studies, tabular and statistical analyses.

Upon completing this course, the student will be able to
1. Comprehend oral discussions in English/Spanish based on auditory stimuli
presented during the course such as videos, audiovisual presentations, and
interactive activities.
2. Express him/herself in English/Spanish correctly and coherently, to fully develop
his/her oral communication skills and apply knowledge of the course to their area
of specialty and everyday life.
3. Investigate information obtained from the different course resources, in
English/Spanish, in order to benefit from reading as a source of information and

TALLER UNO
A. Objetivos de contenido
Durante el taller, el estudiante será capaz de:
1. Explicar el proceso y la metodología de una investigación.
2. Interpretar un análisis cuantitativo en una investigación.
3. Explorar los pasos necesarios para desarrollar una investigación.
4. Explicar el propósito de una investigación basado en un dilema de administración y
asuntos públicos.
5. Identificar las herramientas que se utilizan para la medición adecuada que se
empleará durante la investigación, para obtener el objetivo de la investigación.
B. Objetivos de lenguaje
Durante el taller, el estudiante será capaz de
1. Comprender claramente los conceptos discutidos en el taller sobre el proceso y la
metodología de una investigación en administración pública.
2. Participar en foros orales utilizando el vocabulario especializado del taller sobre el
análisis cuantitativo y cualitativo en una investigación.
3. Buscar información para explicar los pasos necesarios para el desarrollo de una
investigación en temas de asuntos públicos.
4. Escribir ensayos didácticos sobre el propósito de una investigación basado en el
dilema o problema de administración pública o relaciones públicas.

1. Utilice la Biblioteca Virtual, los enlaces recomendados, los libros de texto y otros
recursos confiables para buscar información sobre el proceso y la metodología de
una investigación. Lleve su resumen o bosquejo a clase para que participe en una
actividad colaborativa. Asegúrese de redactar según APA, incluya las citas y

2. El estudiante investigará sobre qué son las técnicas de investigación y métodos
cuantitativos aplicados a la administración pública, y para qué disciplinas son útiles
como parte del desarrollo del proyecto final.
3. Escriba un ensayo explicativo de 2-3 páginas en el que explique el propósito de una
investigación basada en cómo se debe resolver un problema de administración
pública o de relaciones públicas. Asegúrese de redactar según APA, incluya las
citas y referencias y envíelo a NetTutor para recibir retroalimentación. El
facilitador enviará los trabajos escritos a SafeAssignTM para detectar casos de
plagio. El facilitador evaluará esta actividad con la Rúbrica de redacción

(ApéndiceB). Además de someter el ensayo final en la sección de asignaciones en
Blackboard.
4. El estudiante desarrollará un organizador gráfico de su selección describiendo los
pasos necesarios para desarrollar una investigación. Los estudiantes lo cargarán en
el buzón designado de Blackboard designado por el facilitador correspondiente a la
tarea. Además, el estudiante vendrá preparado para una actividad colaborativa
durante la clase.
5. El facilitador creará un foro de discusión oral utilizando la herramienta
VoiceThread de Blackboard. El estudiante responderá en el foro de discusión Oral
las siguientes dos preguntas:
a. ¿cuál es la diferencia de un análisis cuantitativo y cualitativo?
b. ¿cuál es su mayor distinción aplicada a una investigación?
El estudiante responderá a por lo menos tres de sus colegas teniendo en cuenta el
tema de discusión y sus respuestas.
6. El estudiante buscará en las noticias, medios cibernéticos o cualquiera de las fuentes
provistas por el facilitador, un recurso donde identifique los resultados de una
investigación local hecha por una agencia que trate temas relacionados a la
administración pública. Las fuentes pueden incluir, mas no limitarse a bibliotecas
públicas u oficinas administrativas de servicios públicos. Traerán el artículo al salón
para una discusión y una actividad según el facilitador lo indique.
7. El estudiante buscará tres temas potenciales de investigación. Éstos pueden estar
basados en las noticias y las búsquedas que haya hecho durante su preparación del
primer taller. El facilitador aprobará el tema final para su proyecto de curso. El
facilitador se reunirá con los estudiantes individualmente o, si lo amerita, dividirá el

salón en grupos pequeños para desarrollar el tema. Esto se hará en el salón. El
facilitador proveerá las instrucciones.
8. El estudiante hará una investigación a través del internet para identificar las distintas
herramientas de medición que existen en el mercado de la investigación. Más
adelante, en otro taller, se detallarán las distinciones y sus diferentes aplicaciones.
Traiga su lista al salón para una actividad designada por el facilitador.
9. El estudiante repasará todo lo relacionado al formato de APA Sexta edición para la
redacción de los escritos de la investigación.
10. Luego de tomar la prueba diagnóstica, vaya a Rosetta Stone Advantage y comience
a trabajar los ejercicios que se han diseñado para desarrollar sus destrezas
lingüísticas en español.
Empiece a preparar el portafolio digital; siga las instrucciones estipuladas en el
Digital Performance Portfolio Assessment Handbook que se encuentra en
Blackboard.
E. Actividades de aplicación durante el taller
1. El facilitador repasará el modulo con sus instrucciones y con los objetivos de
contenido y lenguaje. Aclarará cualquier duda sobre tareas previas a los talleres.
2. El facilitador repasará el glosario y el vocabulario del curso con los conceptos
detallados en el lenguaje técnico de la disciplina. Los estudiantes pueden tomar
notas para así incorporarlo a sus trabajos.
3. El facilitador proveerá una lista de potenciales temas para las investigaciones de
los estudiantes. Este listado también estará disponible en Blackboard como parte
de los recursos suplementarios del curso. El facilitador explicará detalladamente

cada tema y contestará cualquier pregunta que tengan los estudiantes
relacionado a su proyecto final.
4. El facilitador explicará el proceso y la metodología de una investigación
utilizando copias de los ejemplos que se distribuirán entre los estudiantes. El
facilitador puede adjuntar los ejemplos en el área de contenido de Blackboard
como documentos de utilidad del curso.
5. El facilitador dividirá el grupo en grupos de cuatro para fomentar una
colaboración sobre las investigaciones de data entre las investigaciones en la
administración pública. Compartirán su data para llegar a un consenso y luego
escogerán a un representante para presentar su opinión a la clase. El facilitador
evaluará esta actividad con la Rúbrica de participación (Apéndice C).
6. El facilitador dividirá el salón en grupos de cuatro para que colaboren en la
creación de un documento basado en sus ensayos relacionado a cómo resolver
un dilema o un problema de administración pública o de relaciones públicas.
Dentro del consenso, se creará un bosquejo que un portavoz del grupo
presentará al resto de la clase. El bosquejo incluirá los pasos y el proceso para
definir un dilema o un problema de administración pública. El facilitador
escribirá en la pizarra los pasos y el proceso a seguir. El facilitador evaluará esta
actividad con la Rúbrica de participación (Apéndice C).
7. El facilitador dividirá el salón en pequeños grupos de tres estudiantes para que
juntos definan y creen un organizador grafico por grupo, basado en la tarea #4
de las actividades previas al taller. El organizador gráfico debe presentar el
proceso a seguir en una investigación cuantitativa en temas de asuntos públicos.
Cada grupo presentará su organizador gráfico frente a la clase, y deberá tomar
en consideración la aplicabilidad de su propuesta a cada investigación individual

de los estudiantes. Igualmente, el organizador gráfico deberá ser flexible y
adoptar las sugerencias de cambio propuestas por el facilitador, miembros del
equipo, o de compañeros de la clase. El facilitador evaluará esta actividad con la
Rúbrica de destrezas de comunicación oral (Apéndice A) y la Rúbrica de
participación (Apéndice C).
8. El facilitador presentará las distintas herramientas de medición que se pueden
utilizar dentro de una investigación para obtener un objetivo de investigación.
9. El facilitador explicará los distintos elementos de medición, dentro de la
herramienta, la data que se necesita, su origen, cómo se analizará y el orden de
prioridad dentro del estudio.
10. El facilitador explicará el análisis cuantitativo y cualitativo en una investigación
y cómo se aplicarán a sus investigaciones. Los estudiantes tomarán notas y
harán las preguntas necesarias para poder intercambiar ideas sobre el tema.
11. Para el proyecto final, queda a discreción del facilitador si el proyecto se
realizará de manera grupal o individual, tomando en consideración el tamaño del
grupo. El facilitador explicará con detalle el proyecto final y dará las
instrucciones pertinentes. El proyecto final se someterá a través de Blackboard a
su buzón correspondiente.
12. El proyecto final consistirá de las siguientes partes:
a. Objetivos de investigación y justificación
b. Marco teórico
c. Problema (identificado o no identificado)
d. Revisión de literatura
e. Hipótesis y preguntas de investigación

f. Instrumento de medición y recolección de datos
g. Análisis de datos
h. Validez de los resultados y conclusión
i. Deberá contener un mínimo de 5 referencias académicas y un mínimo
de 8 páginas de contenido.
J. El escrito deberá ser redactado siguiendo las reglas del estilo APA 6ta.
edición, y en el mismo formulará la hipótesis e identificará el problema
de investigación. Igualmente, el estudiante detallará el proceso que
utilizó para llegar a su respectiva conclusión.
k. Instrumento de medición que seleccione de acuerdo a los ejemplos
previamente provistos por el facilitador. Este instrumento puede ser una
gráfica o un instrumento previamente utilizado en un proyecto de
investigación.
l. Cualquier otro documento que respalde su investigación y conclusión.
El estudiante deberá tomar en cuenta la envergadura y responsabilidad de
esta investigación académica, por lo que no podrá incluir encuestas o
personas solo data ya disponible en el internet o información pública.
13. Utilizando problemas de investigación previamente realizados o existentes en el
ámbito de la administración pública como base, cada proyecto deberá ofrecer
una continuidad que se enlazará al tema de investigación que escoja el/los
estudiante(s). Tienen que citar todos los recursos y trabajos utilizados en su
proyecto según se requiere el formato APA 6.0.
14. El facilitador dividirá el salón en grupos pequeños para una actividad de
conceptos y vocabulario. Cada grupo tendrá varias palabras del vocabulario

técnico y sus respectivas definiciones. La actividad consistirá en poder definir la
palabra correcta o la palabra cuando un grupo lea la palabra o la definición.
15. El facilitador explicará la importancia de aprender el vocabulario de la disciplina
para expandir sus conocimientos y cómo les va ayudar a desarrollar su proyecto.
16. Finalmente, el facilitador mencionará y aclarará las actividades que realizarán
antes del próximo taller.

During the workshop, the student will be able to

1. Using the Virtual Library, E-Lab, Internet, and other academic resources, identify
relevant information about research techniques and applied quantitative methods for
public administration, with which the student will create an outline of key concepts that
will be discussed during class.
2. Write a two-page essay about the theoretical framework of a research problem. Be sure
to use APA sixth edition style, include bibliographic citations and references, and
submit the essay to NetTutor, specifically the Paper Center tool. Incorporate feedback
into written work and send the revised essay and NetTutor’s feedback to the
corresponding drop box in Blackboard. The facilitator will send written works to
SafeAssignTM to check for plagiarism. The facilitator will use the Written
Communication Skills Rubric (Appendix B) to evaluate this activity.
3. Prepare a graphic organizer in the form of a table explaining and defining the
differences among the following types of research: exploratory, descriptive,
correlational and explicative. The student must come prepared to participate in a
cooperative learning activity in class. The facilitator will use the Oral Communication
Rubric (Appendix A) and the Participation Rubric (Appendix C) to evaluate this
activity.

4. Go to the written discussion forum created by the facilitator in Blackboard and answer
the following questions:
a. What is a hypothesis?
b. Why is a hypothesis important in a research paper?
React to the comments of at least three colleagues. The facilitator will use the Written
Communication Skills Rubric (Appendix B) and the Participation Rubric (Appendix C)
to evaluate this activity.
5. Based on the initial investigation from last week, the student must come prepared to
bring to class his/her initial work of the final research project for review.
6. The student will prepare a brief theoretical perspective summary about their selected
topic that they will be investigating and they will bring it to class to present to the
facilitator and to the rest of their colleagues for comments and feedback. The facilitator
will then provide insight on how to proceed in the upcoming steps of their projects.
7. The student will bring a table where they will define the different variables found
during an investigation, define variables such as dependent, independent and if they are
conceptual and or operational. Be prepared for an activity in collaborative class.
8. Continue working on the organization and completion of the digital portfolio following
the guidelines stipulated in the Digital Performance Portfolio Assessment Handbook.
9. Go to Rosetta Stone Advantage and continue working on the interactive exercises
designed to develop/improve linguistic skills in English.

E. Application Activities during the Workshop
1. The facilitator will explain the theoretical framework of a research problem in the field
of public administration, providing students with current examples of ongoing research
along with finished pieces.
2. The facilitator will provide guidelines on how to search for information and data and
relevant information in regards to the investigative problems.
3. The facilitator will divide the class into small groups to collaborate in compiling data
and information for a data mining exercise to prepare for their final project. This
exercise provide students the opportunity to select information from proper academic
sources and discern those conventionally employed. This is exercise is commonly
conducted by renowned researchers.
4. The facilitator will divide the class up in pairs to write up a hypothesis related to the
final project.
5. The facilitator will divide the class into small groups using the table generated by the
students during the assignment. Each small group will create another table in consensus
where they will propose a new list of variables. Each following group will then
eliminate from their lists repeated variables until one common table is created from the
input of the whole class. The facilitator will explain the fluctuations of variables in a
research and their outcomes during class. The facilitator will use the Written
Communication Skills Rubric (Appendix B) and the Participation Rubric (Appendix C)
to evaluate this activity.
6. The facilitator will divide the class into pairs to create a “T” chart with the different
variables and their explanations.
7. The facilitator will divide the class up into four groups. Each group will be assigned one
of the investigative techniques and outreaches: exploratory, descriptive, correlational

and explicative. Each group will reach a consensus and will present to the class their
findings and with an example of the types of research that they have found prior to
class.
8. The facilitator will ask different students to present their graphic organizers as prepared
for their assignment #3. Each student will present his or her findings. The students will
comment on their presentation.
9. The facilitator will incorporate an activity that will provide an interaction between the
students using index cards and writing the workshops vocabulary on one and the
definition on another. It will be up to the students to find among the class mates the
matching pair to present and explain each term.

utilizan en la investigación y las formas en que se analiza la data (gráficas, tablas,
etc.). El facilitador explicará detalladamente el concepto de análisis regresivos a la
clase.
6. El facilitador guiará los grupos y les mostrará cómo codificar y preparar data para
una investigación. También les indicará cómo aplicarla a sus respectivos proyectos.
7. El facilitador le pedirá a la clase que se dividan en grupos para colaborar sobre su
respectivo organizador gráfico sobre el tema de instrumentos de medición. Cada
grupo llevará a cabo un dibujo donde se defina la utilidad de los instrumentos de

1. Students will be divided in small groups to participate in a Writing “RAFT”
Exercise. This strategy requires students to explore a topic from different
perspectives and creative ways while allowing them to think about writing while
enhancing understanding of the class’ concepts. The students must follow these
