NOTE: 1. The projects involving clearance under Coastal Regulation Zone Notification,
1991 shall submit with the application a C.R.Z map duly demarcated by one of the authorized agencies, showing the project activities, w.r.t. C.R.Z (at the stage of TOR) and the recommendations of the State Coastal Zone Management Authority (at the stage of EC). Simultaneous action shall also be taken to obtain the requisite clearance under the provisions of the C.R.Z Notification, 1991 for the activities to be located in the CRZ.
2. The projects to be located within 10 km of the National Parks, Sanctuaries, Biosphere Reserves, Migratory Corridors of Wild Animals, the project proponent shall submit the map duly authenticated by Chief Wildlife Warden showing these features vis-à-vis the project location and there commendations or comments of the Chief Wildlife Warden thereon (at the stage of EC).
3. ANNEXURE-VI
DETAILS OF MANUFACTURING PROCESS
1. Copper Phthalocyanine Blue Manufacturing Process:
Phthalic anhydride and ammonium carbonate solution are mixed in the S.S. reactor and
heated up slowly. Carbon dioxide gas is librated and water vapor is recycle in scrubber
and reaction mass is sent to the glass line reactor. TG urea and solvent
(ONT/DCT/Hysol-P) are added and mixed in the vessel equipped with heating
arrangement and stirred. Cuprous chloride and catalyst-ammonium molybdate are added.
The mixture is slowly heated up for 20 hours at 180 0C temperatures. Ammonia gas and
carbon dioxide gas are liberated with the formation of phthalamide at 135 0C temperature.
Formation of copper phthalocyanine takes place at a temperature of 185 0C with release
of ammonia gas. The ammonia gas and carbon dioxide are scrubbed through scrubber
under water circulation. The reaction mass is stirred till formation of copper
phthalocyanine is completed. The reaction mass is then transferred to rotary vacuum drier
and solvent is recovered completely under vacuum from rotary drier. The dried powder of
copper phthalocyanine is then purified in MSRL brick lined vessel by treating it with
spent sulphuric acid generated during manufacture of pigment Alpha Blue. The resulting
mixture is filtered in filter press and wet cake is washed 2 or 3 times with water till the
soluble salts are removed. Filtrate is transferred to ETP for treatment, while the wet press
cake of CPC Blue is dried in spin flash dryer and packed into HDPE bags.

2. ALPHA BLUE Manufacturing Process:
Acid Pasting:
Take 98% sulphuric acid in glass line vessel. Cool sulphuric acid. Add copper
phthalocyanine. Maintain temperature as per requirement. Stir for 4 hours, drown in
water.
Filtration:
Filter above material in pp filter press; wash with water till neutral pH.
Pigmentation:
Charge acid free press cake in treatment vessel with required quantity of water, Take pH
8-8.5 with caustic & add tri-lauryl ammonium sulphate (emulsifier). Now increase
temperature up to 90°C. Maintain temperature for 4 hrs.
Filtration:
Filter material in pp filter press; wash with water properly till desired conductivity.
Drying:
Dry above cake in spin flash dryer or tray dryer as per requirement.
Pulverizing:
If material is tray dry then pulverize on micro pulveriser & collect in poly propylene bag.
Blending:
Take dry finished alpha blue powder as per quality requirement for mixing and blend
powder for at least 2 hours in blender for proper mixing.

3. AMMONIUM SULPHATE
Manufacturing Process:
Take remaining ammonium carbonate solution from scrubber and acidic mother liquor
from CPC Blue are mixed in the reactor. Carbon dioxide gas and water vapors are
librated due to stirring and ammonium sulphate solution is formed.
Ammonium sulfate solution is sent to MEE for recovery. Water and pure ammonium
sulfate will be generated from MEE.

EFFLUENT TREATMENT PLANT EFFLUENT TREATMENT PROCESS DESCRIPTION As per consent
As per consent, the industrial effluent generation is 23 KLD and sewage generation is 3
KLD.
Existing effluent is treated in ETP having primary and secondary treatment. Treated
effluent is sent to CETP. Treated effluent is sent to CETP. Sewage is sent to soak
pit/septic tank.
Proposed scenario
Due to proposed expansion, additional total industrial effluent generation will be 118.9
KLD. Hence, after expansion total industrial effluent generation will be 147.5 KLD (23
KLD + 118.9 KLD). We are proposed to install multi effect evaporator to recover back
all water. Due to this load on CETP will not increase.
Due to proposed expansion, additional sewage generation will be 5 KLD. Hence, after
expansion sewage generation will be 8 KLD (3 KLD + 5 KLD).
Now, Total effluent coming from all steams will merge and treated in new ETP. 34 KLD
waste water along with gypsum sludge. 23.5 KLD treated waste water will be subject to
NEPL. The remaining 90 KLD will be evaporated in MEE from which 81 KLD (90 to
92% recovery) will be recovered and remaining residue will be sent to TSDF site.
