CONTRACT SUMMARY

• The contract status through March 31, 2020 is provided below. It summarizes project cost details and time constraints.

PROJECT SUMMARY

• DSOD approved Main Dam foundation up to elevation 631 this month. This includes all areas both upstream and downstream.

• Embankment fill activities at the Main Dam (MD) continued this month. Normal operations were reduced this month due to weather. A total of 5 days of production occurred. The remainder of the month was impacted due to rain.

• East Saddle/East Connector and Main Dam embankments have connected to form a single continuous Dam.

• Zone 8A and 8B (Rip Rap) is complete at the East Saddle Dam (ESD). East Connector (EC) will be completed once the MD and EC are equal in elevation.

• Rip Rap installation continued intermittently on the upstream face of the MD. It is critical that the Rip Rap placement follows closely behind the embankment fills on the upstream face due to the fill/8A/8B interface configuration.

• Inlet/Outlet Structure shotcrete placement began, with roughly 195 cubic yards placed prior to rain events.

• Spillway excavation began. Downstream rip rap pad was installed.

• Dam Control Building roof structure and metal decking was completed. Coating touch up work must be completed prior to installation of SSMR.

PROJECT SUMMARY (Cont.)

• SDG&E primary electrical installation continued in and around the transformer pad location within the Pump Station footprint.

• Best Management Practices (BMPs) are being deployed site wide for protection during the rainy season. These include straw wattles (fiber rolls) on completed slopes, hydroseeding, and drainage structures in place where work has been completed. Reliable drip pan programs under heavy equipment continue to be employed and emphasized.

• Borrow area BA2E is actively being excavated and processed into the Zone 2A stockpiles when embankment work is ongoing. All Zone 2A borrow areas are approaching exhaustion as nearly all of the required Zone 2A material has been excavated and prepared for placement.

• Borrow area BA1 is actively being excavated and processed into Zone 1A stockpile when embankment work is ongoing. BA1 is nearing exhaustion. Adjustments to grades may be necessary to allow excavation of all materials needed to complete project.

• Major rain events this month have affected critical path operations. Project critical path has been delayed approximately 17 days this month.

Cost Tracking

• Eight official change orders have been added to the Project to date. Revised Contract value is reflected in the summary table above.

• The State Office of Emergency Services (Cal OES) had previously provided the District with a progress payment in the amount of $1,188,322 for all District projects affected by the February 2019 storms. Approximately $740,660 of that amount was due Sukut and has since been paid to Sukut thru the change order process.

o These costs are related to storm damages encountered during the February 2019

weather period which was declared a state of emergency for Orange County. The costs were not reviewed on a Contractual merit basis but based on the qualification requirements of the Cal OES program. Funds recovered by the District from this process will continue to be disseminated in a strategic and reasonable reimbursement vehicle.

o Category “D” reimbursements are now under review by Cal OES. Category “D” is characterized as work that had not yet been completed until recently.

• Forthcoming significant Change Orders to note are as follows:

o Foundation cleaning over-run adjustment. Rough order of magnitude is approximately $750K. This is a very rough estimation as it will involve unit cost adjustment negotiations.

PROJECT SUMMARY (Cont.)

• Multiple cost impacts are being tracked on a force account/time and materials basis to help keep work progressing in a logical manner and assist in the mitigation of delays. Other potential cost changes are being evaluated by estimates that are being submitted by the Contractor or are forthcoming from the Contractor. The listing of multiple potential cost change items that the CM Team is tracking is contained in the attached Appendix 1 and is continually updated for tracking efficiency. Much of the CM effort on this project remains attributed to addressing and resolving potential delays and changes in project costs. Change Orders, both additive and deductive, will eventually be issued to capture the items listed in the Appendix 1 tabulation. The tabulation continues to be an evolving document and has been updated substantially since the last reporting period.

• Multiple design revisions are occurring as the project progresses. These are also being tracked in the Appendix 1 tabulation. There have been no design changes this month to note as part of this report.

Schedule Tracking

• The progress of construction is currently behind baseline schedule by a total of approximately 9 months due to a combination of issues discussed in detail in previous reports and significant weather.

• The Project is working double shifts (two 10-hour shifts) 5 days per week when weather permits, and embankment operations are ongoing. Currently, the day shift is focused on trucking and placement of import filter/drain materials as well as all ancillary work required by the project to include: structures, pipeline, mechanical, electrical, etc. The night shift is tasked with placement of both the Zone 1A (core) and Zone 2A (shell) embankment fill materials only. This is significantly different than the Contractor’s originally sequenced plan. The Contractor has made intermittent adjustments as needed to the sequencing and activities that occur during each work period. This is in an effort to achieve the most efficient productions possible.

• Despite the completion dates reflected in the Contractor’s CPM schedule, it is the opinion of the CM the work activities that have yet to be completed (electrical infrastructure, mechanical, etc.) must be expedited in order to achieve the Contractor published substantial completion date. CM will remain proactive in this approach.

• The Contractor, CM, and District have started strategizing approaches for start-up and testing of systems. Weekly meetings will occur to discuss status and provide any necessary input to assist in maintaining schedule and efficiency. Concurrently, the CM is discussing the required DSOD final inspections and functional testing in an effort to alleviate any delay in obtaining the permit to impound water from DSOD.

• The project is currently projected to conclude at or before mid-September 2020 based on the most current Contractor CPM schedule update. This update takes into account all delays encountered to date regardless of an execution of a time extension.

PROJECT COMMUNICATION

• Ninety-three Weekly Construction Progress Meetings have been held since the Notice of Award was issued for November 8, 2017.

o Only one progress meeting was held this period due to site access as a result of rain and COVID-19 pandemic.

• Itemized action items and important topics are summarized in the Progress Meeting Minutes which are available on the document control platform used (Pro Core). Specific items to note for this month include the following:

o Inlet/Outlet structure concrete placement activities started this month.

o Spillway activities began during this period.

o SDG&E primary electrical service work continued this month. CM/SMWD has finalized

the easement paperwork with SDG&E and their consultants. SMWD and RMV to officially adopt and record the documents.

o Detailed discussions and planning sessions occurring for start-up and testing

functions. o Direct coordination with the Pump Station work activities are ongoing to ensure work

progresses efficiently. SUBMITTALS

• 330 submittals have been received from Sukut Construction. 4 are currently under review by AECOM and DSOD.

REQUESTS FOR INFORMATION

• 260 requests for information (RFIs) have been received from Sukut Construction. 1 RFI is currently open and under review.

STORM WATER POLLUTION PREVENTION PLAN

• SWPPP monitoring conducted by Sukut personnel. Permanent BMPs are currently being installed. The project is current on all required SWPPP paperwork.

• Predicted Rain Events: o Multiple rain events were forecasted for the month, however, per SWPPP event

guidelines, there was not a break of rain for 48 continuous hours, so only one official rain event was recorded Breakdown of Daily Rain Totals: ▪ March 10th: 5/8” ▪ March 11th: 1/8” ▪ March 13th: 1” Running Total: 1.75” ▪ March 17th: 3/4" Total: 2.37” ▪ March 20th: 3/4" Total: 3.125” ▪ March 22nd - 23rd: 1/2" Total: 3.265” ▪ March 27th: 1/8”

MARCH ACCOMPLISHMENTS

• Embankment fill o Main Dam embankment fill tied into the ESD and Connector to form a continuous

embankment.

o The Main Dam downstream shell and core embankment fill placement continued this month (split shifts). Import materials for filter and drain zones also continued this month. However, these operations were shut down for 17 days due to inclement weather. There is approximately 20 feet of embankment elevation left to be placed on the MD. At that point, the embankment activities will be complete with the exception of the West Saddle Dam.

o The Main Dam upstream shell embankment fill placement continued this month. This

included the placement of Rip Rap and associated bedding materials (8A/8B). However, these operations were shut down for 17 days due to inclement weather.

o Total amount of embankment materials placed this month:

• Dam Control Building roof structure was completed this month.

• Inlet/Outlet Structure concrete was started this month. Approximately 200 cubic yards of concrete was placed.

• Spillway construction activities were started this month.

ANTICIPATED WORK FOR APRIL 2020

• Main Dam Embankment fill activities are anticipated to complete this period, weather permitting.

• Rip Rap placement at the Main Dam will continue through this period.

• Spillway activities are anticipated to continue and ramp up significantly. The spillway work activities are expected to continue for the next 4 months.

• Dam Control Building activities will continue. This should include the completion of water proofing and other interior components.

• The Double Shift schedule is expected to be discontinued near the middle of this period.

• West Saddle Dam activities are planned to begin and run concurrently with the MD embankment fills.

• Removal and processing of remaining Borrow Areas will continue during this period. Zone 2A borrow areas will be exhausted. Zone 1A borrow (BA1) excavation and processing will continue and likely be exhausted.

• Emergency Outlet Structure internal mechanical and electrical components should be installed during this period.

• Site electrical installation is anticipated to begin during this period. Site electrical duct banks from the Emergency Outlet Structure to the Pump Station is scheduled to be completed.

• Significant I/O structure concrete is anticipated to be completed during this period with platforms and mechanical activities schedule to begin thereafter.
