    The state Department of Trans-portation recently began a projectto resurface almost six miles ofRoute 206 in both directions, from

    just south of Bridgepoint Road inMontgomery to Doctors Way inHillsborough.

    The DOTs contractor, SchifanoConstruction Corporation, basedin Middlesex, began the prelimi-nary construction activities, in-cluding site mobilization and signinstallation, on Aug. 14, said TimGreeley, spokesperson for theDOT. Greeley said Schifano hasnow begun curb repairs, the pre-cursor to milling and paving,which will take between three and

    four weeks to complete.The actual resurfacing will

    begin soon. The $3.7 million proj-ect should be completed by theend of the year, partially becauseof the daytime constructionhours Schifano will be working,Greeley said.

    Project will resurface Route 206 inboth directions for almost six miles

    206 open with one lane in each di-rection between 6 a.m. and 9 a.m.and between 3 p.m. and 7 p.m.,well allow them to be out therebetween 9 a.m. and 3 p.m., hesaid. In a lot of locations, itmakes sense to limit these types ofprojects to just overnight hours,but the determination here al-lowed the contractor to really ac-

    celerate to get this done by the endof the year.

    The project will resurfaceRoute 206 in both directions with

    a new surface course of asphaltpavement for almost six miles,skipping over the new bridge overthe CSX rail line, located rightafter the Pike Run development inBelle Mead. The project will im-prove motorist safety and extendthe pavement lifespan along thefull width of the roadway, includ-ing all travel lanes, turn lanes andshoulders. Upgraded roadwaystriping, guide rail, curb andADA-compliant curb ramp up-grades will also be provided asneeded, he said.

    New image detection cameraswill be installed at certain inter-sections to replace the existingunderground loop detectors.

    These cameras are linked to traf-fic signals and help maximize thecapacity of Route 206. This por-tion of Route 206 was identified asan area in need of improvementin 2011, Greeley said.

    At the DOT, we have an assetmanagement system, and withinthat, we have a pavement manage-ment system that tracks and ratesthe conditions of our highways allover the state, he said. Based ona number of factors the condi-tion of the pavement, age of theroadway, usage of the roadway,

    All travel lanes will be main-tained during peak period hoursduring the duration of construc-tion. Repaving work requiring

    single-lane closures with alter-nating traffic patterns will bedone daily between 9 a.m. and 3p.m. and overnight between 7 p.m.and 6 a.m. (8 a.m. on Saturdays).Access to all businesses and resi-dences along the highway will bemaintained throughout construc-tion.

    School district makes improvements asresult of parent communications survey

    With school starting in a fewdays, parents and children are fo-cused on getting ready for the firstday of school and scrambling forlast-minute supplies.

    But, teachers and administra-tors have already been preparingfor weeks for the students arrival,and have a lot of new informationto disclose about the upcomingschool year.

    There are three main goals that

    the Montgomery TownshipSchool District hopes to achievein the 2013-14 school year, Superin-tendent Nancy Gartenberg said.

    First, the district wants to de-velop specific communicationprotocols with parents, staff andcommunity members that areconsistent in message with partic-ular focus on the implementationof AchieveNJ and curriculum ini-tiatives. Secondly, an assessmentof the districts current programsand staffing structures will beconducted to determine gaps andneeds, literacy, special education,student achievement, districtmanagement and safety.

    Lastly, the district would like to

    identify and implement appropri-ate social-emotional program-ming by June 2014, and identifythe appropriate assessments to

    measure the efficacy of the pro-grams with emphasis on re-silience, Gartenberg said.

    The district also made certainimprovements as a result of theparent communications surveythat was distributed last spring.

    We are improving all of ourwebsites and are committed toconsistent messaging betweenand among schools, Gartenbergsaid. Our district notificationsystem has changed, and we areseparating emergency noticesfrom district- and school-level no-

    I hope this letter finds you having an en-joyable summer. We have been extremelybusy planning for your childs arrival onSept. 6. Included in this letter is a briefsnapshot of all we have planned for the up-coming year.

    This letter will also be posted on the dis-trict website, and it will include links thatmight be of interest to you.

    Before I share all of our accomplish-ments and goals for next year, I want tothank you for welcoming me to the dis-trict.

    I felt instantly embraced by the schoolstaff, students and the parent community. Ireceived a tremendous amount of feed-back on the things that we do very welland are a source of pride in Montgomery,and accepted direct feedback on areas re-

    quiring more district attention. I thankyou for your support and candor. I appreci-ate your confidence that we are truly

    doing our best each and every day to pro-vide the best possible education for yourchildren; academically, socially and emo-tionally.

    We have many initiatives underwaythat may be visible to your parent lens, butmany that may not. I would like you to beaware of our efforts, behind the scenes, todeliver a top-notch education to your chil-dren.

    We received a positive return to our par-ent communications survey that was dis-tributed in the spring. We are improvingall of our websites and are committed to

    consistent messaging between and amongschools.

    You may be aware that all teachers andadministrators are required to participatein the new evaluation process. Since 2010,the New Jersey Department of Education

    has been working to improve educatorevaluation and support.

    The New Jersey Educator Effectiveness

    Task Force Report, released in March 2011,outlines several steps for implementing animproved evaluation system.

    These steps have included a two-yearpilot that has involved more than 15,000teachers and principals.

    Building on this work, New Jersey's his-toric 2012 TEACHNJ Act unanimouslyapproved by the Legislature and signedinto law by Gov. Christie mandates manyrequirements for the new statewide educa-tor evaluation system and links tenure de-cisions to evaluation ratings.

    On March 6, the state Department of

    Education proposed regulations outliningspecific evaluation policies for 201314 the first year of full statewide implementa-tion of this new system, AchieveNJ.

    Schools have newsecurity upgradesto ensure safety

    of district events, so we will insti-tute a weekly summary of all ofthe main upcoming events titled,eNews. Emphasis will be on cur-

    riculum, academic achievement,quality of our teachers and guid-ance programming.

    Aside from the districts web-site, there were a slew of othertechnology upgrades made thissummer, Gartenberg said.

    All schools now have wirelesscapability; 55 interactive projec-tors were installed as interactiveteaching devices; projector soundamplification systems have beeninstalled; classroom desktop com-puters in Orchard Hill Elemen-

    tary School, Village ElementarySchool, Lower Middle School andUpper Middle School will be re-placed with lightweight, mobilecomputing devices; libraries wereupgraded; students and facultywill receive training on variousGoogle Tools, allowing for easycollaboration between studentsand teachers; document camerashave been supplied to all class-rooms with interactive projectors;and increased bandwidth was in-

    stalled to support state testing.Lighting upgrades were also in-stalled at Montgomery HighSchool and VES to provide moreefficient lighting, and room entrysensors to save energy costs.

    Gartenberg detailed a handfulof facility upgrades that weremade as well, including lockerrenovations, carpet replacement,

    a tennis court replacement atMontgomery High School and se-curity upgrades.

    As a result of the Sandy HookElementary School shooting thatoccurred last December, MTSDimplemented a variety of new se-curity upgrades to ensure thesafety of all students.

    There were security upgradesundertaken at all of the schoolsthis summer, Gartenberg said.Upgrades included a new securi-ty camera system at the highschool, and the installation ofnew digital cameras at the mainentrance of all of the otherschools; a new exterior door entrysystem for staff at all of theschools; and a silent alarm systemwas also put in place in allschools, which is directly con-nected to the police department.

    Other measures to upgrade vari-ous interior classroom door lockswill be undertaken shortly sincethe material was on backorderdue to the demand in this area.

    When the teachers returned toschool for workshops on Sept. 3,Gartenberg began prepping themfor the states new evaluationmodels, the next and final step foradministration before the schoolyear begins.

    We reviewed the pilot feed-

    back both from the MontgomeryTownship Education Associationand district administration, shesaid. We have designed a processthat supports teacher growth andstudent achievement.

    The first day of school for theMTSD is Friday, Sept. 6.

    The following information wasprovided by the MontgomeryTownship Police Department.

    On Aug. 20 at 9:02 a.m., Mont-gomery Police along with Mont-gomery EMS and Fire CompanyNo. 1 responded to the intersec-tion of Burnt Hill Road and Sun-set Road for a motor vehicle crashwith injuries and a reported fuelleak. A 59-year-old male was driv-ing a 2008 Toyota Highlander Easton Sunset Road when a 17-year-old female operating a 2006 Toy-ota Camry failed to yield the right

    of way and turned left from Sun-set Road in front of the man,causing a collision. The man wastreated by Montgomery EMS for ahead injury and refused trans-port to the hospital. Fire Compa-ny No. 1 was dispatched for a fuelleak on his vehicle caused by un-dercarriage damage. The femalewas issued a summons for care-less driving and is scheduled toappear in Montgomery Munici-pal Court.

    On Aug. 21 at 10:09 a.m., a tan-dem dump truck operated by a 49-year-old male spilled a portion ofthe stone it was hauling as it trav-eled south on Great Road. Thespilled stone dented the hood andchipped the windshield of a 2011Chevrolet van operated by a 52-year-old male as he drove northon Great Road past the truck. The49-year-old male was cited forloading so as to spill and he isscheduled to appear in Mont-gomery Municipal Court.

    On Aug. 21 at 9:29 a.m., policearrested a 22-year-old male onScarlet Oak Drive for possessionof marijuana and possession ofdrug paraphernalia. MontgomeryPolice were investigating an un-related matter when it was deter-mined that the man possessedcontraband. He was released onhis own recognizance and isscheduled to appear in Mont-gomery Municipal Court.

    On Aug. 21 at 3:09 p.m., OfficerGray stopped a black MercuryMountaineer on Route 206 for fail-ure to display a valid inspectioncertificate. The vehicle was oper-

    ated by an 18-year-old male andoccupied by two 18-year-oldmales. Gray detected the odor of

    marijuana in the vehicle, and asubsequent search of the vehicleuncovered marijuana under 50grams, and paraphernalia was lo-cated and seized as a result. Allthree men were all arrested andtransported to headquarters forprocessing where they werecharged with possession of mari-

    juana and possession of drugparaphernalia. In addition, thedriver received a summons forfailure to inspect the vehicle.

    They were released on their ownrecognizance and are scheduledto appear in Montgomery Munici-pal Court.

    On Aug. 21 at 5:15 p.m., Mont-gomery Police stopped a 1999Chrysler traveling on Route 206after observing the front passen-ger of the vehicle was not wear-ing his seatbelt. The passenger ofthe vehicle advised police he didnot have identification and pro-vided a false name and false date

Heis scheduled to appear in Mont-gomery Twp. Municipal Court.

    On Aug. 23 at 1 a.m., policestopped a 2003 Nissan Sentra forno front license plate and the li-cense plate light was out. Thedriver of the vehicle, a 24-year-oldfemale, was found to have a sus-pended New Jersey driver licenseand an active traffic warrant forher arrest from Bridgewater Mu-

    nicipal Court for contempt. Shewas placed under arrest andtransported to Montgomery Po-lice Department. She was turnedover to the Bridgewater Police De-partment and lodged in the Som-

    erset County Jail. She was issuedsummonses for improper displayof plates, maintenance of lamps,

    driving while suspended and op-erating an uninsured vehicle.

    On Aug. 24 at approximately 2a.m., a 22-year-old female was ar-rested for driving while intoxicat-ed after being stopped for failingto maintain a lane on Cherry Hill

    Road in Montgomery Township.Sgt. James Gill observed a sil-

    ver Dodge Ram pickup make awide right turn and cross over thecenterline of the road on CherryHill Road from Cherry ValleyRoad. Gill followed the vehicleand observed it cross the shoul-der line and centerline of theroadway multiple times. Gillstopped the vehicle on Route 518and subsequently arrested the

    woman for driving while intoxi-cated.She was transported to the

    Montgomery Township Policeheadquarters where she was is-sued motor vehicle summonsesfor failing to maintain a lane anddriving while intoxicated.

    She was released and she isscheduled to appear in Mont-gomery Twp. Municipal Court.

    On Aug. 24, a resident of Route518 in Skillman reported the theftof two vehicles from his detachedgarage. A blue 2013 Yamaha Rap-

    tor valued at $4,300 and a green1995 Kawasaki dirt bike valued at$2,500 were both removed fromthe unlocked garage. The theft oc-curred between 7 p.m. on Aug. 23and 5:30 a.m. on Aug. 24.

    On Aug. 23 at 10:02 p.m., OfficerDevlin stopped a 2008 Mazda 3 op-erated by a 55-year-old femaleafter an inquiry of the licenseplate revealed an irregularity. Acheck of the womans credentials

    revealed that she had an activetraffic warrant for her arrest. Shewas arrested and transported toHQ where she was processed,posted bail for the warrant, andthen released.

    No summons was issued forher license plate having a mis-printed character. She was ad-vised to contact NJDMV to cor-rect the problem.
