CALL TO ORDER

The Mobility Partnership Meeting was called to order at 9:30 a.m. by Vice-Chairperson Carr in

the Gilroy City Council Chambers , 7351 Rosanna St, Gilroy, CA 95020.

On General Consensus, and there being no objection, the Mobility Partnership Regular

Meeting Minutes of December 12, 2018 were approved.

5. APPROVE MOBILITY PARTNERSHIP STRUCTURE AND ORGANIZATION

Vice-Chairperson Carr opened the nominations from the floor. Member Velazquez

nominated Vice-Chairperson Carr as Chairperson.

Chairperson Carr opened the nominations from the floor. Chairperson Carr nominated

Member Velazquez as Vice-Chairperson.

Committee’s Vice Chairperson.

On General Consensus and there being no objection, Mobility Partnership

Members selected Larry Carr as Chairperson and Ignacio Velazquez as Vice-Chairperson.

Discussion:

1. Chairperson Carr inquired on the vacant San Benito County member position. Mary

Gilbert, Council of San Benito County Governments (SBCOG) Executive Director

updated the committee on the selection process for San Benito County- two (2) members

appointed by the COG chairperson, with one member being a city of Hollister

representative and one (1) member appointed by the San Benito County Board of

Supervisor. Currently, San Benito County is represented by Supervisor Anthony Botelho

and Mayor Ignacio Velazquez. Vacant position will be appointed at the April or May

SBCOG meeting.

6. REPORTS FROM VTA AND SBCOG STAFF

Casey Emoto, Deputy Director of Mobility and Project Development; Mary Gilbert and

Chris Metzger, Project Manager, provided updates on 2016 Measure B sales tax for Santa

Clara County, Measure G sales tax for San Benito County, meeting with Congressman

Jimmy Panetta, Mobility Partnership update to VTA Board of Directors meeting on April 4,

2019, and other funding issues.

Discussion:

1. Mr. Emoto delivered an update on Santa Clara County’s 2016 Measure B. The sales tax

measure was passed on November 8, 2016 with tax collection started in April 2017. On

January 23, 2019, California Supreme Court denied plaintiff’s petition to further review

the lawsuit against Measure B. This action ended the legal challenges to Measure B

Funds collected from the measure, which currently total more than $375 million.

Mr. Emoto and Mr. Metzger provided a briefing to Congestion Management Program &

Planning Committee on Mobility Partnership and would present to the VTA Board

Meeting on April 4, 2019.

Mr. Emoto also updated the committee that VTA will apply for the next cycle of SB 1’s

Trade Corridor Enhancement Program (TCEP) in coordination with SBCOG for US

101/SR 25 Interchange Improvements Project.

Mr. Emoto, Ms. Gilbert and Vice-Chair Velazquez had a wide-ranging discussion on

proposed project improvements with Congressman Jimmy Panetta on February 21, 2019.

Congressman Panetta was supportive of repurposing or reallocation of federal earmarks

of $2.6 million still remaining from the SR 152/SR 156 project which might entail

legislative action and needs to be resolved.

2. Ms. Gilbert provided an update on the San Benito County’s sales tax measure G. The

sales tax measure was passed in November 2018 with tax collection to start on April 1,

2019. The one-percent sales tax for 30 years is anticipated to generate $6-8 million in

revenues in the first year. The sales tax measure will help fund the Highway 25 widening

project, as well as extensive local streets and roads improvements. SBCOG also received

incentive funding of $5 million from Local Partnership Program (SB 1) for the approved

Measure G tax measure.

7. REPORT ON HIGH SPEED RAIL

Discussion:

Morgan Galli, Interim Northern California Regional Stakeholder Manager, provided a report

on High Speed Rail developments.

1. Member Velasco inquired on the status of funds earmarked for Gilroy to San Francisco

line in the 2018 HSR Business Plan. Ms. Galli confirmed that the funds earmarked still

exists which will be part of the funding for the environmental clearance phase for the San

Francisco to San Jose and San Jose to Merced project sections.

2. Member Leroe-Munoz asked if state budget would address plan of federal government to

withhold fuds for the HSR. Ms. Galli stated that HSR is working on a contingency plan

which would be folded to the Project Update Report in May 2019. HSR also identified

funding from various sources – including Proposition 1A bond funds (~ $9 billion) which

can be accessed through matching funds, and state cap-and trade revenues (~ $500 million

per year).

3. Member Leroe- Munoz inquired on number of permanent jobs that have been created from

the construction in the Central Valley. Ms. Galli would provide specific information via

email to the members.

4. Member Velasco inquired on when will the local agencies be informed on the preferred

alternatives . Ms. Galli informed that outreach activities will start in July 2019 and open

house meetings in August 2019.

5. Member Velasco asked on the collaboration status of the SR 152 Trade Corridor Project

and HSR on joint environmental work that needs to be completed. Ms. Galli and Mr.

Emoto confirmed that an ongoing collaboration exists between the two projects.

6. Roland Lebrun, Interested Citizen, made comment on various HSR issues.

8. UPDATE ON US 101/SR 25 INTERCHANGE AND SR 152 TRADE CORRIDOR

Discussion:

Mr. Metzger provided updates on consultant team, schedule, and viable alternatives that will

be evaluated on US 101/SR 25 Interchange – Phase 1; and SR 152 Trade Corridor

alignments.

1. Mr. Metzger asked the MP members if the two (2) southerly alignments need to be

further studied and developed. Vice-Chair Ignacio expressed preference on more

southerly alignment which is closer to commercial, industrial, and airport areas.

Member Bothello wants the trade corridor to work. He noted that SR 156 has seven

traffic stoplights with safety issues that need to be addressed.

2. Chairperson Carr inquired on the absence of the two (2) southerly alignments in previous

maps. Mr. Metzger stated that the two alignments were incorporated in previous maps but

now simplified to consider the commercial zone areas. Mr. Carr also expects future

discussion on truck and northbound US 101 traffic.

3. Mr. Velasco asked on time-savings and traffic analysis on US 101 to Pacheco Pass. Mr.

Metzger responded that time-savings on various scenarios will be discussed at the next

meeting..

7. CALTRANS UPDATE

Discussion:

Brandy Rider, Caltrans District 5 Project Manager, provided updates on Caltrans activities in

Southern Santa Clara/Northern San Benito Counties.

1. Mayor Velasco inquired on the Santa Teresa Boulevard location of Pavement

Preservation Project on State Route 152 in Santa Clara County. Ms. Rider responded that

Nick Saleh, District 4 Division Chief, would provide confirmation.

On General Consensus, and there being no objection, the Mobility Partnership workplan

was approved.

Roland Lebrun, Interested Citizen, made a comment to invite the early operator of the HSR

to present at the MP meeting.

10. FUTURE MEETING SCHEDULE

1. Members requested that next meeting be scheduled for September 11, 2019 and

December 11, 2019. Specific location, date and time to be determined.
