New Zealand Hansa Class National Championships
The 2014 NZHCA National Champs was hosted by The Waitara Boating Club / Sailability Taranaki. It was sailed in a tidal river mouth, in a reasonably confined sailing area, which meant it was to small for the SKUD’s to compete. However the 303 and Liberty classes had a good competition on the weekend of 22 – 23rd of March.
A big thank you to the Organising Committee and Volunteers that had all the visiting competitors raving about the West Country’s hospitality
Congratulations Helena Horswell the new Liberty Champ, and to Bob Knox for winning the Hansa 303 regatta
The 2015 NZ Hansa Class National Championships/Kiwi Cup 16-19 January 2015 in Wellington NZ.
APCA (Portugal) report Item 5a The 2014 Portuguese National Championships were held in Horta, Azores Islands, on the 11, 12 and 13th July, very well organised by the Clube Naval da Horta. A record number of boats and sailors attended, despite the logistical difficulties of holding a regatta in the middle of the Atlantic, with two classes sailing 8 races each. The double handed class was sailed in 8 Access 303´s from seven Clubs, with Clube Naval de Cascais filling the first two places and Clube Naval Povoense coming third. The single handed class was sailed in 13 Access 2,3's from six Clubs, with Portimão Yacht Club first, Porto and Horta Sailing Clubs second and third respectively. Our thanks to Clube Naval da Horta for the fantastic organisation, and to our sponsors, especially Transinsular, who transported the boats to and from the venue. Item 5c The Portugal 2015 National Championships are scheduled to be held in Portimão, Algarve, on the 12 to 14th June, with 8 races scheduled in Access303 (double) and Access2,3 (single)
Australian Hansa Class Association 2013-14 report
2013-14 was a good year for the AHCA, with our membership now at its highest ever.
2013-14 wrap up
State Championships were held across last summer, culminating in our National championships at
Goolwa in South Australia. The Nationals also incorporated the Inaugural South Australian
Championships. This event was well attended and very successfully run by a great team at Goolwa
Regatta Yacht Club.
Two new initiatives mentioned last year – the President’s Trophy and the Golden Egg prize – were
both awarded at Goolwa, and were received very well by members.
The website and Facebook pages that we launched last year have grown and kept our members
informed across the year of upcoming events and information, both here and overseas.
3 teams of our SKUD18 sailors fared well at the North American Championships, with Dan and Liesl
finishing second, and then later taking out the IFDS World Championships.
Future events
The following events are on the calendar in Australia in 2014-15
2014
An Inaugural ACT Championship is proposed as part of the ACT Dinghy Championships on November
15th & 16th.
Sail Sydney –December 2nd-4th
This year only the SKUD18’s will compete as the Liberties were not one of the invited classes, and we
were unable to raise sufficient numbers (10) to have them included.
Sail Melbourne – December 9th – 13th
Currently, we have 10 SKUDs and 5 Liberties entered in this event, with competitors from 4
countries joining the Australian sailors.
2015
Victorian Hansa Class Championships – March 21st & 22nd
This event will be held at Royal Brighton Yacht Club in Melbourne.
Australian Hansa Class National Championships – April 3rd to 6th
For the first time, this event will be held in Hobart in Tasmania. As there is only a small fleet of boats
in Tasmania, we are shipping boats from Melbourne and Adelaide to this event. Sailors have the
opportunity to therefore compete at the Victorian Championships, and then travel to Hobart for our
Nationals. We would welcome any international sailors who would like to attend either or both
events.
Dates for NSW, SA and WA are yet to be confirmed. A proposed Queensland state event scheduled
for October was cancelled and we hope to reschedule at a later date. All dates will be posted on our
website (www.ahca.yachting.org.au) and our Facebook page.
Other events
303’s and Liberties have been included into the Pan Pacific Masters Games being held on the Gold
Coast in November 2014. Entries are low at this point, as Queensland continues to be a State where
we need to look for growth. In October 2015 the Australian Masters Games will return to Adelaide
where we would hope that our boats would again be included, however the sport program is not yet
confirmed. (The minimum age restriction for these events is generally 30-35 years).
There appears to be a good calendar of events in the UK and Europe forming over the northern
summer that may tempt some of our members to travel – certainly the European Championships
has created some discussion already.
With the comment in the Expression of Interest for the European Championships that Liberties and
SKUD’s are not available for charter, is there someone in the European area who will be coordinating
possible Liberty charters from other European countries?
In Australia, we are finding that Liberties are a growing class, yet they are the boat that we have the
least of. We have established a database of the location of the Liberties in Australia, so that we know
where they are and who is willing to charter them out. This knowledge has helped us enormously to
accommodate International sailors at Sail Melbourne, for example. Perhaps, if there isn’t one
already, someone in Europe could establish a database of charter boats for European events? Is
there provision for the IHCA to provide assistance for southern hemisphere sailors to ship boats to
European events?
The opportunity to compete at several events across a short period of time certainly makes it more
cost-efficient to competitors from other countries to consider attending. Hopefully we can all look to
schedule our events so that they complement, rather than compete with, each other.
I would encourage our nearest neighbours in NZ and Asia’s Singapore, Japan and Malaysia, to join
with us in similarly coordinating and promoting our events to our respective members to encourage
competition amongst near neighbours in the Southern Hemisphere. Perhaps, if there is sufficient
interest from sailors in the southern hemisphere to compete at European events, we could look at
sharing resources and shipping costs?
Finally, 2015 sees the 10th anniversary of the incorporation of the Australian Access/Hansa Class and
also, therefore, the IHCA. I wondered if any thought had been put into promoting this to our
respective members?

2016 Combined Hansa Classes World Championships & SKUD18 Hansa Class Worlds 2016 Projected dates: June 6th - 13th Introduction The 2016 Hansa Class Worlds is above all a social event. Sailors from all over the world meet each other in our wonderful country. In our vision they bring their family and friends to combine their passion of sailing, with a visit to the cultural and recreational venues of the Netherlands. For sure, we are keen to organise a splendid sailing event. A full week of great sailing on a venue well known by sailors all over the world. Combined, we offer our guests an extensive social and cultural program. For example a trip to the famous Nachtwacht (Night watch) in the Rijksmuseum combined with a tour to the center of Amsterdam. Or a visit to the flowers and windmills that makes our “Holland” a worldwide point of interest. Event Schedule The event is planned from the 6th until the 13th of Juni 2016. The pre-event for the SKUD18 would be the Delta Lloyd regatta, last week in May. June 6th: Sailors find their way to Medemblik and check in to their chosen accommodation. At the regatta center the office will be open for registration and measurement. June 7th: The last contestants will arrive. At the regatta center the office will be open for registration and measurement. There is a possibility to join a practice race in the afternoon. Around 19.00 hours we plan to host an opening ceremony. Our idea is visit the nearby castle a (walking distance) where we raise a glass and wish each other a sportive event. foto van de locatie?? June 8th to June 13th We plan for 5 days of racing and 1 layday for social activities by choice and recreational time. With 2 races a day, we will target for 10 races during the event. June 13th Price giving dinner and closing ceremony Numbers: In Sydney 2012 there were about 120 sailors. Projected numbers for 2016: We expect 150 to 200 competitors for the event. Hansa 2.3 singles: x 20
Hansa 303 singles: x 20 Hansa 303 Two Persons: x 50 Hansa Liberty x 20 SKUD 18 2 persons: x 15 We are expecting participation at least from USA, Canada, Australië, New Zealand, Singapore, Malaysia, Japan, and of course a large number of European sailors. Because we plan the event directly after the Delta-Lloyd regatta, we expect the SKUD 18 sailors to stay and sail this event as well. For some teams it gives them enough time to prepare for Rio 2016.. We also like to motivate sailors who think they are in a future Paralympic campaign or selection to join our event, it would be a great start towards 2020. By hosting this event, we will motivate a lot of Dutch recreational sailors trying to pick up racing skills in 2014 and 2015 and compete in the 2016 Worlds. We have assigned 3 training locations at clubs in Holland where sailors can improve their skills throughout the year. In 2015 we plan to organise training sessions and local races, and a 2015 nationals, so these sailors can learn to compete in a larger event. Location & Venue The Netherlands The Netherlands is a small country in the center of western Europe with 16 million inhabitants. The Netherlands is a country with a lot of lakes and water surroundings with so many sailing events.
In the great history of the Netherlands as organising country, the Dutch Hansa Class
Association would like to organise another great event, the Hansa Class Worlds 2016.
The Netherlands already hosted with great success many big events for over many years. Especially Medemblik is a perfect location to organise sailing events. With the opening of the International Sailing Center Medemblik (ISC Medemblik) in 1999 there are between 10 till 25 sailing events organised each year. Including the following big events: Highlighted events held at the ISCM. 1999 /2004 Annually SPA REGATTA International Event for Olympic Classes 2000 Championship of the 13th district of the ISCYRA

Medemblik
The old Dutch town Medemblik with its characteristic old buildings has an outstanding record as host town for different sailing events. The Medemblik government is very co-operative with large sailing events such as Hansa Class Worlds 2016 and that together with the perfect surrounding of the IJsselmeer makes Medemblik the capital of sailing in the Netherlands. It takes only a 30 minutes’ drive to get from Medemblik to Amsterdam and the international airport Schiphol.
Location
In 1999, the town Medemblik together with the Royal Netherlands Watersports Association (Watersportverbond) built a new International Sailing Center called ISC Medemblik. In this facility are located: shops, offices, a restaurant and pub, the sailing center with jury rooms, calculation centre, communication centre (with internet and phone lines), press centre, large accessible rest rooms with showers, and a big storage area. Outside, the International Sailing Center has 200 meter accessible floating jetties, 2T easy to operate crane, a clean and comfortable boat park of approximately 15.000 m2 with a ramp of approximately 150 feet wide and a lot of parking space. This unique area is the homebase for the famous Eurosaf Delta Lloyd Regatta with over 600 competitors every year with up to 6 race-areas.
International Sailing Center Medemblik (ISC Medemblik)
Race Area(s) In front of the ISC Medemblik lies the IJsselmeer, a huge inland lake of approximately 2500 km2, fresh water, no current and a depth of 4m. The IJsselmeer is a superb wide open water to sail on, without big obstacles the wind can blow freely over the course areas. The Racing Area during The Hansa Class Worlds 2016 will be within a 10 -15 minutes sail. This location is close to the ISC Medemblik and is completely free of obstacles.
Arrangements
Food and drinks (General for public use) As a standard for the daily food and drink needs there is the Restaurant MED Trattoria connected to the ISC Medemblik. This facility can help in providing meals for all competitors and their company. Lunches will also be available. The opening hours can be adjusted to the needs of the sailors. Accomodation For sleeping nearby there are spacious bungalows at Bungalowpark Zuiderzee at a short walking distance from the ISC Medemblik just on the other side of the dike. Luxury houses are available for 6 to 8 persons each. Next to the sleeping arrangement they’re also offering sport facilities and an indoor swimming pool with slides etc. During the event a temporary camp site can be setup at or close to the Regatta Centre. A regular camping is Arado camping & Lodge is only 2 km away. 2 more Bungalowparks are available on reasonable distance. For those who prefer a higher service level can be referred to the centre of Medemblik where you find the more luxurious Hotel Medemblik. Weather
During the projected period for the 2016 Worlds, May/Juni 2016, it will be late spring in the Netherlands. This means: Average daytime temperature: 20 ˚ Celsius Chance on Rain: 20 % Average Wind: 3-4 Beaufort, 12 – 16 Knots RC The Race management will be organised by a professional team who’s only goal is to guarantee a perfect racing series. OPENING CEREMONY The opening ceremony is thought to be held at the Radboud castle, this is a short walk away from the regatta centre. It gives a nice historic atmosphere and there is space for a cocktail party or dinner. The opening ceremony can be announced by the firing of a canon. TENT A large space for a tent is available for group events like the prize giving or other social gatherings during the event. Daily treat At the end of each sailing day, it’s thought to have a snack available for the sailors. We intend to find a sponsor for every day’s treat. (i.e. pasta party, Dutch style potato chips, Salted Herring party??) Volunteers Around 30 recognisable volunteers will be available during the event, available to help sailors getting in and out of their boats, and other jobs that only need short assistance. Self-Reliance Sailors should be motivated where possible to take care of their own things such as boat-rigging. It’s not the volunteers responsibility to correctly rig and tune a boat for the sailor. A sailor should know how he wants things done. A volunteer will be available to assist in these jobs. It’s not our intention to organise part or full time personal 1 on 1 assistance from volunteers to sailors who are in need of this. Negotiation between a sailor and a volunteer for assistance can be arranged prior to the event. Socials / tourists We intend to have one person available as a tourist information desk/bureau, bike rental, boat-trips, steam train, etc. throughout the event.
Accessible accommodation Prior and during the event we plan to have one person available for housing queries for those who intend to participate. A selection will be made where visitors could be referred to. Detailed accessibility information can be asked for through this person Accessibility equipment Through our connections, a wide range of equipment can be made available on a loan / rent basis. Showerchairs. High/Low beds, manual wheelchairs, anything large that is a burden to take as luggage. Entry fee proposed For single entries 200 Euro For the Double entries 300 Euro For SKUD 18’s doubles 300 Euro 50 Euro for extra division (when already registered in a double) The Entry fee includes: Opening and closing (dinners) and ceremonies. The use of the venue, crane etc. Goodies, including an events T-shirt Daily treats Trophies Charter boats Will be made available for entries from outside the continent. Within Europe, those sailors are motivated to bring their own (club) boats. The Charter fee is to be decided Sponsoring: At this moment of time, this is to be worked on. Expected funding from local Medemblik government is 5000 Euro which is common. Sponsoring requests need to be applied for in 2014. END

International Hansa Class Association Race Management Guide - August 2013 3
INTRODUCTION This Race Management Guide has been developed primarily as a set of guidelines for international level events authorised by the International Hansa Class Association. National Hansa Class Associations can adapt these for events which they authorise. Organising Authorities, Race Committees, Juries and Protest Committees for events not authorised by the Hansa Class Associations may also find this Guide useful. International Hansa Class Sanctioned Events Hansa Class World Championships, International Championships and Regional Championships are organised to promote Hansa Class sailing all over the world. The Committee of the International Hansa Class Association will agree which National Hansa Class Association and Organising Authority will act as host to events. The Vice-President Championships will make recommendations after ensuring that Associations/Organising Authorities that apply are able to fulfil the requirements laid down by the International Class to host an event. An Organising Authority must have read and agreed to be bound by the guidelines, and undertake that they can fulfil the requirements, before being accepted. An Organising Authority must have the agreement of their ISAF member National Authority before applying for an international event. The National Hansa Class Association must be satisfied that the host club can abide by the International Hansa Class Race Management Guide and be able to fulfil its requirements. Application to host an event should preferably be made at least two years before the event, to the IHCA Executive Committee, in writing. An Expression of Interest form is available from the IHCA website (www.hansaclass.org) The organising committee shall ensure the championships have the highest quality racing and the best conditions for developing friendship and goodwill among competitors and all participating people.
Process: A club that wishes to host an International Class Championship shall inform the International Hansa Class Association through its National Hansa Class Association. The club should then contact the Vice President Championships of the International Class Association, who is responsible for the organisation of the international events, to discuss opportunities to organise class championships that are not yet granted.
Official request: After discussion with the International Class, the club will send to the International Hansa Class Association a completed Expression of Interest form, which should include the following information: Proposed dates Venue information including accessibility Weather and tide details Travel and accommodation information Social and official program Fees and costs Particulars of the club or the area Experience in such championship organisation
Visit of the site At the organising committee or club’s official invitation and cost, a member or representative of the Executive Committee may inspect the organising club, together with the National Class Association or National Authority, preferably during a major national or international event.

ADVICE FOR RACE COMMITTEES
The following information is provided for the assistance of Race Committees responsible for conducting events including the Hansa Classes. Course configuration Courses are generally windward/leeward for individual classes or trapezoid when conducting races of several classes concurrently. Wherever possible, slower classes (2.3 / 303 two person) should be separated from the faster classes (303 single person / Liberty) and all of the smaller classes should be separated from the SKUD 18. Target race times are 40 minutes for the first boat. Relative speeds are indicated by the boats’ Yachting Victoria or Portsmouth Yardstick:
International Hansa Class Association Race Management Guide - August 2013 16
Minimum Wind Speed The minimum wind speed for starting will be that in which the race committee considers the boats have sufficient capability for pre-start manoeuvres. Maximum Wind Speed Class Average Wind Speed with
Difficult Wave Conditions Average Wind Speed

Gust Hansa 2.3 16kts 20kts 24ktsHansa 303 18kts 22kts 28ktsLiberty 24kts 26kts 30ktsSKUD 18 22kts 25kts 30kts Note: The above are guidelines only. Decisions about when to commence, continue or abandon racing are the responsibility of the race officials and should take into consideration local conditions, the ability of the sailors, fatigue levels and the capability of safety coverage. Where possible, the IHCA Technical Delegate or an IHCA Committee member should be consulted for advice. It is recommended that races should not start, or races in progress should be abandoned, when average wind strength or gusts exceed the speeds indicated in the table above, or the race committee considers conditions are unsuitable for racing. Safety The most suitable safety and rescue boats are mid-sized inflatables. Rigid hull boats should be padded to prevent damage when working alongside Hansa class boats on the water. The Hansa Class boats have positive buoyancy and are adequately ballasted with lead in the centreboard, and will not capsize except in a violent knock-down. A daily check of all boats to ensure they have their keel locking pins fitted is recommended. Bailing Hansa class boats are not fitted with pumps or self-bailers although the SKUD 18 has two large diameter drain tubes at the rear of the cockpit. The Hansa 2.3S and the Liberty rarely ship water. The Hansa 2.3W and the Hansa 303W will ship water if heeled over in gusty conditions and can become swamped. It is helpful if rescue boats carry a small bucket or similar to assist in bailing. Reefing If the sailor requests assistance with reefing, proceed as follows: 1. Turn the Hansa and safety boats head to wind. 2. Release mainsheet from the cleat on the centreboard case and outhaul from the cleat on the boom. On the Liberty, also release the kicker. 3. Release the mainsheet reefing line (inboard line on 303 and Liberty) from the cleat on the port side of the centreboard case. 4. Haul aft on reefing line on the port side of the centreboard case, or rotate mast by hand. Note that boom will rise as sail is reefed. 5. Re-cleat the reefing line on the port side of the centreboard case. This will prevent the mast from turning and the sail from coming un-reefed. 6. Adjust the outhaul and cleat on the boom. Note: For the reefing system to operate correctly, the reefing clamp through which the mast tube passes under the centerboard housing must be tight (but do not over-tighten). Towing A painter should be passed through the towing ring on the bow, and a bowline tied around the mast. Boats can be towed in single file by tying the tow rope of the following boat to the traveler rope at the stern of the boat ahead. Boats can also be towed alongside by kedging, with the painter secured to the bow area of the tow vessel and the seat rail or traveller line secured aft. Always tow at a slow or moderate speed.
International Hansa Class Association Race Management Guide - August 2013 17
Loss of steering - Servo-Assist Should a servo-assisted boat suffer loss of steering the most likely cause will be a discharged battery. Another possible cause may be a short-circuit in the servo-control (joystick). It is recommended that safety crews remove rudder blade/s and tow alongside (kedging). Loss of steering - Manual steering If a manually sailed boat suffers a loss of steering the likely cause is a steering line coming off the base of the joystick holder, under the seat. Pushing the manual joystick fully to port or starboard will allow the steering line to be slipped back into the slot in the base. Alternatively, if the tiller connector has become dislodged, insert the clevis pin into the tiller end fitting and secure with spring clip. Boom unclipped from mast Should the boom come off the mast, proceed as follows: 1. Turn boat head to wind. 2. Release mainsheet and outhaul (and kicker on Liberty). 3. Push rowlock at forward end of boom onto bobbin just below the mainsail tack ensuring lines are not twisted. 4. Adjust outhaul. Sailors with disabilities Many of the sailors in Hansa fleets have a physical disability, but it is important to be aware this has no bearing on their sailing ability. Sailing ability varies quite widely, from the very capable and experienced to the novice. Physical disabilities include paraplegia and quadriplegia, leg or arm amputation, cerebral palsy and stroke. Some may have difficulty with verbal communication. Sailors with an intellectual disability or multiple disabilities may also be competing in these classes. Once again, ability may vary significantly. As the Hansa classes are ballasted keelboats, sailors with a disability do not have different limitations in terms of coping with wind and water conditions in comparison with able-bodied sailors of similar sailing ability. Due to the potential for injury of the sailor and the safety crews if transferring afloat, it is recommended that sailors with a physical disability who are injured or unwell should remain in the boat and be transferred ashore using a crane or hoist. The Race Committee should note that special consideration to the needs of sailors with physical, intellectual or sensory disabilities in regard to conveying information (ashore and afloat), and signalling afloat. It may assist during the competitors briefing to note that sailors with right of way may need to take into account the possibility of delayed reaction times and limited maneuverability of some sailors. Also, that while the audible call of “PROTEST” is required in accordance with RRS 61, a competitor may be unable to make such a call because of disability or similar reason.

HANSA RACING CLASSES
IDENTIFICATION AND ON-WATER MANAGEMENT OF HIGH
PRIORITY BOATS
Executive Summary
To ensure an appropriate rescue response, a clear understanding of the risk level involved is needed by on-water
Safety crews while avoiding complex briefings. Recent experience shows that a suitable visual sail marking is
effective in quickly and simply identifying High Priority boats in a busy Sailability fleet in open water. Safety
Boats covering a large fleet are then able to position for the most effective response in the event of an incident.
However, as more groups adopt this or similar procedures, there is a danger that lack of standardisation could
lead to multiple marking systems. To avoid confusion and potential rescue delay, it is strongly recommended
that the Class Technical Committees adopt and publish a system of boat marking to ensure that all UK Sailability
groups follow a common methodology.
The Need
1. When a fleet of disabled sailors are on the water during organised events, there is a need for Safety Boats to
maintain an especially close watch over those sailors who are severely mobility-impaired. The sailors involved are
often those using servo controls and/or those who are using an auto-inflating lifejacket because their wearers have
insufficient strength or dexterity to operate a Manual device. These sailors present an increased risk and effective
on-water management requires that these High Priority boats can be instantly recognised to ensure that emergency
response is timely. Printed lists are almost useless in a Safety Boat unless a reliable waterproof device is available
for their use under all operational conditions. Furthermore, Safety Boat crews rarely have facilities for stowing and
referring to paperwork when busy and in challenging conditions. Any paperwork is likely to be lost in the wind or
swamped at an early stage of any operation, rendering it ineffective for these critical tasks.
2. This paper proposes that the boats requiring enhanced levels of close monitoring should be clearly marked
with a distinctive visual sail device that can be clearly seen and identified at some distance. Variants of this
procedure have been informally trialled at some venues with success and it is becoming clear that an agreed
standard for the Hansa Classes should now be established so that a multitude of ad-hoc solutions do not develop
to spread confusion. The discussion specifically addresses Safety-management afloat and, while benefits may
be gained off the water, shoreside considerations are not promoted here.
3. The use of auto-inflating lifejackets implies that the user is significantly mobility-impaired. While ejection
from a boat is extremely rare, it is essential that a response time of about 30 seconds [Ref 1] can be achieved in
the event of water entry and if the lifejacket fails to turn the occupant face up. The need for efficient Safety Boat
management is paramount in such cases and a simple, reliable system to identify the subject boats is needed
while continuing to provide cover for the wider fleet. The proposed markings would provide an easy visual
location for those boats requiring close supervision , and where a group of High priority boats are together that
is an area of focus for rescue boats to position themselves for the best response. Furthermore, the proposal offers
a very quick classification for inexperienced Safety Boat crews who may lack experience from similar events
and may not know the sailors, thereby promoting consistency of Risk Management at all events.
Proposal
4. It is proposed that any High Priority boats should be required to wear a conspicuous Mainsail marking of
specific size and location that can be distinguished at ranges of up to 500 metres (see Note). In recent trials, this
has been achieved by placing a Diamond shape high on the Mainsail. At the recent Chesil Grand Prix, several
boats were so marked and this visual identification could clearly be seen within the desired ranges while monitoring
a large fleet of racers in challenging conditions.
Note: This range is arbitrary and falls within many typical course leg lengths. It does not imply that Safety Boats will allow their charges
to be that far away. Response times would be grossly inadequate in that case.
Conspicuity
5. The Chesil trial used a Red Diamond of 150mm side, placed just above the highest point of the Hansa Logo
(see Fig 1). This position was chosen to ensure that any reefing would not lose the identification mark when sail
was wrapped around the mast and also that it would remain well above the horizon in all normal conditions of boat
movement. In that race series, these Red markings were placed on White and other light-coloured sails. To cater
for other sailcloth colours that may not give sufficient contrast, the chosen shape could be required to be set on a
circular White ground of specified size. So called Hi-visibility colours are unreliable at range under differing
conditions of contrast and background. It has been established that dark colours, or Black are most effective when
the sky forms the predominant background [Ref 2]. See also comments below, referring to streamers.
Alternatives
6. Streamers: During the Chesil trial, some boats were wearing masthead steamers of various colours that
had been retained from a previous race series. While clearly seen at close range, those streamers were difficult
to see at any significant range. Even the so-called “Hi-vis” colours failed to achieve good contrast against the
varying sky background. In light winds, a streamer could also fall to the reverse side of the sail head and be
invisible even at close range.
This approach is not recommended.
7. Sail numbers: The use of sail number lists is not considered viable because of the inevitable rush involved
in boat launch and preparation when large fleets are involved. The administrative load is high and the probability
of error and subsequent misidentification is significant. This defect could leave critical boats with inadequate
safety cover and delay response times.
This approach is not recommended.
8. Sail and hull colour: While it is possible to identify specific boats by this means at distances of a few
hundred metres, the system does not guarantee unique identification. There my be several boats showing the same
combination and it would also require published lists of High Priority boats in the same way as sail numbering.
This approach is not recommended.
Ongoing concerns
9. While the events mentioned achieved good success and Reference 2 and personal experience suggests
that the markings advised would adequately meet the need, there may be better combinations of size or shape to
achieve the desired result within the specific Sailability environment. Considerations of marking dark sailcloth
need to be validated. The Class Technical Committee may wish to consider further trials at a major fleet gathering
before establishing a final directive. Nevertheless, a common approach is needed and the ad-hoc spread of
diverse marking systems should be discouraged.
Conclusion
10. Recent experience shows that a suitable visual sail marking is effective in quickly and simply identifying
High Priority boats in a busy Sailability fleet in open water. Use of that device enables Safety Boats covering a
large fleet to position for the most effective response times in the event of an incident. To ensure an appropriate
rescue response, a clear understanding of the risk level involved is needed. However, as more groups adopt this
or similar procedures, there is now a danger that lack of standardisation could lead to multiple marking systems,
thereby sowing confusion and potential rescue delay.
Recommendation
11. It is strongly recommended that the Class Technical
Committees adopt and publish a system of boat marking to ensure
that all UK Sailability groups follow a common methodology.

Hansa 2.3 Class Report 2014
There has been an increased turnout worldwide during 2014 in the 2.3 racing fleets, and I anticipate good numbers at the 2015 Europeans in Rutland, UK.
Some examples of turnout during 2014
The UK Nationals have just been completed with a record entry of boats across the classes. 12 boats from Europe, notably France joined the UK sailors who took part, which was most pleasing. Members from youth groups are now beginning to compete in Events in the UK, which is excellent for the future of the Class.
Portugal continues to support the 2.3 class with good numbers at their National Championships, and there was an increased turnout of 2.3s in the French Nationals.
Australia has also had successful State and National championships, and the Mie regatta in Japan had an excellent turnout of 2.3s for a 2-person event.
Future Events
It was shown that 2.3 entries to the 2013 Europeans were low due to the structure of the chartering system. The 2.3 charter price was the same as that for a 303, which could be used in two events (one-person and 2-person). A similar anomaly existed in the preliminary notices for the 2015 Europeans at Rutland, UK.
I made a request to the Organising Committee regarding this and have been informed that they will now reduce the 2.3 charter fee by £50. The new charter prices will be published in the near future.
Hopefully this will lead to a good attendance of International competitors in the 2.3 Class at the Rutland Europeans in July 2015, and I hope will be a policy adopted at future International events.
Overall, it has been a very good year for the Hansa 2.3 Class Worldwide.

Hansa Class Liberty Report This class is growing very slowly, but also this year we see a little growth. In Europe the number of Liberty’s has increased this year. Still the UK and the Netherlands have the biggest fleet. Unfortunally the Hansa Class Worlds in San Francisco were canceled. If we look at the American Championship the year before a good fleet of Liberty’s were expected. On that regatta there were sailors from Australia and New‐Zealand but also Europe. In Europe another regatta was found where the Liberty’s could have a big fleet to battle. In August there was the Multi Class Regatta at the Rutland Water in the UK. On this water the Hansa Class Worlds 2010 were held. And next year this club is the host of the European Championship. The Multi Class Regatta had 10 Liberty’s at the starting line. Hopefully this class will grow a bit more and we can have a good and big competition on the water.
SKUD 18 Report for the IHCA 2014 AGM
(Prepared by Tim Dempsey – IHCA SKUD 18 Representative)
It has been a good year for the SKUD class and we are starting to see much larger numbers of SKUD’s at regattas as the 2016 Paralympics get closer. The fleet continues to grow and we are seeing quite a few new teams joining the seasoned campaigners. Representation is starting to grow at some of the European regattas which is great to see. In Halifax, Canada during August there were 8 SKUD’s competing at the North American Champs held ahead of the 2014 IFDS Worlds, and first qualifying round for Rio 2016. We saw a very competitive fleet of 14 boats at the Worlds with AUS, GBR and ITA taking out the top places and USA and Canada took the remaining qualification places up for grabs. This was the first IFDS Worlds sailed under the latest class rules that have now been locked in till after the 2016 Paralympics. It was also the first time the fleet has sailed with the new IFDS seat belt rules. It appears that the new rules are working well and everyone seems to be reasonably happy with the them. The changes that were made to the additional equipment application process also seems to be a welcome improvement. It is going to be a busy year leading up to the 2015 IFDS Worlds in Melbourne and already we are seeing an increased interest with 10 entries for Sail Melbourne this year.
GBR Report for 2014 International AGM. In GBR over the last year the National Class Committee has devised and started to implement a strategic plan aimed at a) providing 2 more levels of racing for our sailors and b) bringing new sailors into racing. Until this year our levels of racing consisted of
International Regattas National Championships
Traveller Trophy Series (12 events) This year, we added 3 ‘Grand Prix’ events to the above programme; 2 day regattas which we will aim in future years to run only at weekends and increase to 4 or more events. We also plan to introduce Blue Fleet entry level racing. These will be 1 day events with the emphasis on fun, training and racing aimed at new racers who we hope would then move on and up to the other levels of racing. When the plan is fully in place we will have a 5 level racing programme –
International Regattas National Championships
Grand Prix Regattas Traveller Trophy Series (12 or more events across 3 regions)
Blue Fleet Racing A significant part of achieving our aims will rely on the appointment of Class Association Representatives in each of 3 regions initially. They will keep an overview of all racing activity in their region, organize the Blue Fleet programme and bring on new venues for racing events. I want to thank the Committee for their work devising the above plan and particularly our new Vice Chairman Marcus Frith who initiated much of it and Chaired the discussions to hammer it out. Also worthy of note- The re-branding and up-grading of our website http://www.hansaclass.org.uk/ managed as ever by Ron Sawford. The design and production of excellent Hansa UK graphics and visuals by Tom Harper. The miles covered by Lindsay Burns visiting clubs to bring them on as race venues and coach their sailors. I believe our Committee is in good shape – we have a powerful mix of experienced and new people on it which looks good for the years ahead. Andy Sheath, Chairman HCA(UK) 17.10.2014
Hansa Klasse Nederland 2014 We have sailed in 5 events in 2014.
1. Spring regatta in Grou (3 and 4 May) There was a practice day on Friday the 2nd of May. We had 5 303 Wide's (1 one‐person and 4 two‐person). Besides that there sailed 4 Liberty's. Beside the Hansa Class boats there were 80 other boats in 7 classes in this regatta.
2. Combi Randmeren in Zeewolde (27 and 28 May) Unfortunally there were only 2 Liberty's in this regatta. Besides the Libertys there they sailed in Optimists, Splashes and Lasers in this weekend. Most of the sailors were children but in Liberty and Laser also adults were sailing.
3. Midsummer Regatta in Ouderkerk a/d Amstel (22 June) There was a practice day on Friday the 21st of June. We had 2 303 Wide's (1 one‐person and 1 two‐person) and 3 Liberty's in this regatta. Besides the Hansa Class boats also Optimists and Lasers sailed in this regatta.
4. Merke Regatta in Grou (13 and 14 September) We had 4 303 Wide's (1 one‐person and 3 two‐person), 1 303 Single and 3 Liberty's in this regatta. . Er deden 4 303 Wide's, 1 303 Single en 3 Liberty's mee. In this regatta 50 other boats joined in 7 boat classes. Everybody sailed 2 days, 2 races a day from 1 hour.
5. Closing Regatta in Amsterdam (28 September) There was a practice day on Saturday the 27th of September. We sailed with 6 Hansa Class boats: 4 Liberty's and 2 303 Wide's (one‐person). Season 2015 The program in 2015 will contain 5 events: Practice weekend in Grou Spring Regatta in Grou The first National Hansa Class in the Netherlands Merke Regatta in Grou Closing regatta in Amsterdam If we compare with 2012 and 2013 we see that more sailors sailed in Hansa Class regattas. We also see that more sailors join local sailing clubs. And more people buy private boats. In 2015 there will be 5 private Liberty’s.
New Zealand Hansa Class Associations Report 2013-14 ( NZHCA )
The 2013-‐14 NZHCA AGM has just been completed on the 3rd September with no changes to the committee members. The past year has been an interesting one. After the very successful National championship at Waitara Boating Club, Taranaki, there has been some issues raised about the, none Kiwi Cup years becoming less popular. Our original idea when awarding the hosting to Taranaki was to help raise the profile of some of the smaller Sailability’s. Also when we received the Sailability Taranaki application, saying the regatta would be raced on the Waitara river mouth, which meant no SKUDs, it was always going to be a smaller regatta. If at all possible we would like as many of the Hansa boat classes to be racing in a KIWI CUP Year. So the next question for the NZ committee is do we keep hosting the Kiwi Cup every second year or change it to be annually at every NZHCA National Champs.
On a lighter note in 2011 the NZHCA committee made the brave decision to purchase 2 X 303 in the hope that by loaning the boats to Yacht clubs and new regions it would help shorten the set up time, and help develop more Accessible Sailing programs in NZ. To date this has proved to be very successful, the clubs that are now running accessible sailing programs that have used the NZHCA loan boats are Sailability Northland in
Whangarei, Sailability Taranaki based in Waitara and Wanganui Sailing Club, and we are expecting a request from Ngaroto Sailing Club, or possibly Gulf Harbour Yacht Club. We are now looking forward to the next Kiwi Cup being hosted by Sailability Wellington at Lowry
Bay Yacht Club on January 16th to 19th 2015, the entry is now open and the NOR can be found on the Sailability Wellington web site.

7a_APCA report for Portugal
APCA report for Portugal
APCA cooperates closely with the FPV (Portugal Sailing Federation) by holding three regattas
annually for selection of the official Portugal team. In 2014 they were held in Sesimbra, Porto and
Horta, in 2,3 and 303 classes, with a record number of attendances.
The fleet grew by one Access 2,3 and two Access 303 to a total of 68 boats.
Membership numbers were at the same level as 2013.
Because of the continuing economic difficulies, we don't expect to make much progress next
year, and attendance at international events will be restricted.
Therefore we are not in a position to vote on future venues.

Communications Report The Hansa Class Website continues to attract a steady growth in page views through
the domains www.hansaclass.org and www.skud.org, peaking over 50,000 in July this
year. See the page views summary at the end of this report.
The IHCA Facebook page (https://www.facebook.com/International.Hansa.Class.Association) has grown this year, with thanks to Akko for sharing the page with many of his Facebook friends. At that start of the year, the page had 136 likes - as at today it is 251. These people come from 28 different counties, including Greece, Cuba, Russia, Iran and Pakistan. Stories and links posted to this site have been gathered from websites and FB pages of NHCA's around the world and have been commented upon and shared by many of our sailors and groups in various countries. This page, along with the IHCA website, is a great tool for spreading the word about upcoming events to sailors in different countries, so for those who have contributed links, photos and stories - thank you, and keep it up. If you are a Facebook user and you haven't already, please 'like' our page and please share the link with your sailing friends. A big thankyou to Shauna Phillips (AUS) for the majority of maintenance on this page. The SKUD 18 Facebook page at https://www.facebook.com/SKUD18 is also very active. Thanks to Tim Dempsey & Brendan Tourelle (NZL) for keeping this up to date. During the year, another website & FB page was launched - the S4E, Sailing for Everyone site. (www.s4e.org) and Facebook https://www.facebook.com/sailing4everyone This site is more targeted towards the stories behind the Hansa boats, rather than the racing events that the Class Association pages focus on. There are many great stories about how the Hansa boats are promoting inclusion and spreading sailing around the world - Scottish 303 sailors competing in a 33km race up the Clyde River in conjunction with the Glasgow Commonwealth Games, Brazilian sailors getting on the water in 2.3's and a 303 sailor sailing around Lake Garda in Italy to name a few. Stories for the S4E website and FB page can be sent to [email protected]
