City’s economic development and vitality. Public Comment: Any member of the public who would like to address the Minority Business Council should
register with the Chair at least 24 hours prior to the meeting. You may contact the current MBC Chair, Amma

Manager for the Women’s Business Center
1) Ms. Guerrier called the meeting to order at 3:04 p.m.
Introduction of guests – each guest stated their name and the name of their business.
January 13, 2017 MBC Meeting Minutes were approved, with one abstention.
2) Ms. Small-Sisco provided information regarding the available resources and programs offered by the Women’s Business Center.
Outreach Committee Sheila Johnson
1) Outreach Report 1) Ms. Johnson was absent no report was given.
Minority Awareness Committee Francina Harrison
1) MAC Report 1) Ms. Harrison was absent. The MAC report (Attachment 1) was given by Ms. Wooten. The report included information regarding social media exposure, MAC Associate Interest and Action Items for MAC.
Data Collection and Analysis Michael Lancaster
1) Data Collection and Analysis Report
1) Mr. Lancaster was absent. Mr. Adams provided information on the Job Order Contract solicitation. Mr. Adams stated 16 submittals were received and 8 of those submittals were from minority owned businesses. Mr. Adams further stated that several of the submittals were from 8(a) businesses wanting to do business with the City. Ms. Guerrier suggested engaging Ms. Christa Halda, who was the guest speaker at the MBC’s 2016 Spring Event, to assist the 8(a) businesses. Ms. Miles suggested the Small Business Administration as an additional resource.
Policy Committee Kelvin Arthur
1) Policy Report 1) Mr. Arthur distributed the draft ordinance introducing the Sheltered Bidding Program. (Attachment 2) Mr. Arthur stated the program will allow SWaM certified businesses to compete within a smaller pool. Mr. Adams stated the draft ordinance has been presented to City Council and he (Mr. Adams) asked the MBC to review the ordinance. The ordinance will preserve construction projects under $500,000 and goods and services projects under $100,000 for SWaM certified businesses. Ms. Guerrier asked questions regarding Article VI. Finance, Section 2-224.12 (b) and Section 2-224.13 (b) and revisions to the ordinance after approval by City Council. Mr. Adams stated those
sections will be revisited. Mr. Ingram responded to Ms. Guerrier’s question regarding revisions by stating as with the Bond Waiver Program, the validity and progress of the Sheltered Bidding Program will have to be proven. Mr. Adams and Ms. Phillips concurred. Mr. Adams provided an update on the removal of the pre-qualification process from the Bond Waiver Program. Ms. Miles asked if the City could put forth an effort to waive or decrease insurance requirements in contracts for small businesses. Mr. Adams stated the City is working with the Attorney’s office to assist with this issue. Mr. Ingram asked Ms. Miles if she (Ms. Miles) is also asking for this to be done at the state level. Ms. Miles stated yes, city and state contracts. Mr. Ingram asked MBC members to remind him (Mr. Ingram) of this in August so it could be added to the legislative package. Ms. Guerrier stated the same is true for banking RFPs.

1) Ms. Foster provided information on the outreach efforts by City Staff pertaining to solicitations (Attachment 3). Ms. Foster also reviewed the Staff Report (Attachment 4) which contained information regarding solicitations and awards in construction, goods and services and A/E. Mr. Adams stated a recent discovery has allowed for more accurate reporting from the procurement specialists. Ms. Miles asked if the 10% minority goal could be revisited, now that data can be attributed to goal setting. More discussion occurred regarding data collection and technology usage. Ms. Phillips asked Ms. Miles to assist in describing the message that needs to be delivered with the current and historical data in order to move forward in revisiting the 10% goal.
2) Mr. Smith provided information regarding the 2017 Small Business Workshop Series and the May 12

the EDIP grant recipients. Mr. Ingram stated EDIP grants are based on job creation and capital investment.

1) Councilmember Dyer was not present and sent his regrets by Mr. Ingram who also stated that Councilman Dyer is working on a compromise resolution to the disparity study.
