Introduction and overview
A new campus for RTI Chandigarh
RTI Chandigarh is on the threshold of having its own address.
Located strategically at the periphery of Chandigarh and Mohali , the five
and a half acres of land already belongs to RTI Chandigarh. The initial
process of finalizing the agency for execution of the prestigious building
project is under way. With the constant guidance and active support of DG
NADT and his team at Nagpur and valuable inputs from the committee
constituted for finalization of the building plans for RTI Chandigarh at
Mohali, we are moving positively toward realizing the dream of having a
Model RTI in the very near future.

Journey undertaken towards own Campus at Mohali
1. 5.08 acres land in Mohali from Greater Mohali Area Development Authority
acquired for Rs. 5.08 crores.
2. Possession of land was taken on 31.12.2010 and boundary wall was got erected.
3. During last Annual Trainers Conference from 17.02.2011 to 18.02.2011 chaired
by the DGIT (NADT), Telecommunications Consultations India Ltd. was
shortlisted as executing agency for the construction of building.
4. TCIL vide letter dated 21.02.2011 confirmed the time taken for handing over the
complete project from the date of award will be 1.5 years to 2 years.
5. TCIL expressed its willingness to take up maintenance of complex on mutually
agreeable rates.
6. DTRTI, Chandigarh, on 24.02.2011, issued letter to TCIL to give detailed
estimates regarding the design presented by them.
7. On 09.03.2011, a meeting with representatives of TCIl was held in the office of
DIT (Infra.), New Delhi.
8. On 21.03.2011, a meeting with representatives of TCIL was held in the office of
DIT, RTI, Chandigarh where some modifications to the proposed plan were
discussed.
9. TCIL vide letter dated 13.04.2011 gave estimates of an amount of Rs. 99.98
crores plus 9% as PMC charges plus applicable taxes.
10. The land was got registered on 17.06.2011 without any charge of Stamp Duty
after great persuasion with Govt. of Punjab, D.C Mohali, GMADA and revenue
authorities.
11. The DGIT, NADT Nagpur in the month of July 2010. Constituted a committee for
construction of DTRTI, Campus Mohali.
12. The members of Committee are:

13. A meeting of the committee was convened in the month of August 2010 which
couldn‟t be held due to transfer of DIT (RTI), Chandigarh.
14. A meeting of the Committee was held at Bangalore on 20.09.2011 where certain
modifications to the plan prepared and forwarded by TCIL were made. TCIL was
requested to furnish revised plans and estimates on the basis of changes and
modifications discussed in the meeting.
15. TCIL vide letter dated 29.09.2011 submitted its revised design and revised
estimates.
16. The copy of revised design and revised estimates were furnished to all members
of the committee and their views/nods were sought.
17. The views /nods given by all the members were considered by the chairperson.

18. A comprehensive report has been furnished to DIT (Infra.), New Delhi through
DGIT (NADT) on 17.10.2011.
19. The alternation in the Zoning Plan as desired by TCIL has been obtained from
Greater Mohali Area Development Authority after great persuasion and is being
forwarded to TCIL for further action.
20. Mohali City is adjunct to the city beautiful Chandigarh and is in the territorial area
of State Punjab. DTRTI‟s land is adjunct to the boundaries of U.T. Chandigarh.
Efforts are being made to gain an entrance from the territory side of Chandigarh.
The talks are in progress.

The Training so far
This year the emphasis has been on long term courses leading to imparting of core
technical skills to our officers/officials. Long term courses which impart basic skills to
the officers were the priority this year. The 6 long term courses for ITOs and Inspectors
covered the entire Income Tax Act, all the Allied Acts, the office procedures required to
be followed, the investigation skills both in assessment and search/surveys/, trade specific
investigations, personality development modules, stress management techniques etc
Timely and quick training
Our endeavour had been to impart timely and quick training to the promoted
ITOs and Inspectors. General trend in the department is that the officers/officials are not
trained immediately after promotion. NWR witnessed more than 120 promotions of
ITOs in February this year, and we have already trained all ITOs. Similarly about 100
inspectors were promoted in Feb 2011 and we have trained the first batch comprising of
40 Inspectors.
Making training a wholesome experience.
To impart the ITOs a wholesome training experience and to improve the content
of training a few initiatives were taken by RTI, Chandigarh.
1. Conduct of written examinations
2. An OJT of one week
3. A daily dairy for OJT
4. Attachment of ITOs with Investigation Wing
5. Attachment with ITAT
6. Attachment with Audit Academy, Jaipur
An objective type question paper was given to the ITOs.The marks were compiled and
sent to the CCIT(CCA). They were also sent for a one week OJT where they were
required to fill up an OJT diary. The ITOs were attached with the ITAT where they
witnessed the proceedings first hand and interacted with the hon‟ble members. Similarly,
to widen their horizons and to give them a feel of a different training environment, they

were attached with the Audit academy Jaipur where they were given inputs on revenue
audit. For the first time, the ITOs called on the Hon‟ble governor of punjab where they
interacted on various issues of national and international importance. While IRS
probationers have earlier also called upon senior state dignitaries, it was the first time that
the ITOs got that chance.
Aligning our courses to the needs of the field formations
At RTI Chandigarh we endeavour to align our courses to the changing need and
requirements of the field formations. Delhi region witnessed transfers of officers and staff
in the month of September. As a result, the entire audit team of Delhi got changed. On
request form CIT Audit, 2 day workshop was conducted in Delhi for brushing up the
knowledge of officers, and to equip them with skills that they will need in their current
jobs.
Similarly a course was conducted for the officers of CIT(CO) Delhi. The growing
reputation of RTI Chandigarh is witnessed in constant requests for specialized courses
from the field. Course for CsIT and Addl CsIT of Delhi on appellate procedures, new
instructions and changes in the scheme of sending CSRs. Since the Central action plan
stipulates 100% scrutiny of charitable trusts, we are planning courses on the assessment
of charitable trusts in the coming months. The relevance and popularity of our courses is
demonstrated through more than 90% attendance in all our courses. We endeavour to take
the training to the muffasils by holding courses at different places, rather than calling the
participants to Chandigarh.
A Novel way of ensuring high number of nominations
In order to ensure higher nominations for the courses , it was decided in
consultation with CCIT (CCA) NWR to relieve the participants on Thursday evening of
every week so that the participants reported back to their respective places of posting on
Friday morning to take care of their pending works. This was treated as OJT done under
the supervision CsIT concerned for which daily diary was maintained and evaluated by
the CsIT as surrogate trainer.
Courses planned for the remaining six months
Courses conducted so far include long term courses for newly promoted ITOs,
Inspectors, courses on internal audit, course for newly recruited TAs, Sevottam etc.
Courses planned for the coming six months include courses for newly promoted
Inspectors, AOs, taxation of carbon credits, transfer pricing, Assessment of Trusts etc . In
the coming months, we are planning some very relevant courses including a workshop on
taxation of carbon credits. We have got in touch with senior professionals from PWC and
have planned a course. Similarly, a workshop on vigilance awareness has also been
planned for 2.11.2011.

Working Constraints
As against the sanctioned strength of 32, we are only a 13 member team. Though
a small team , we feel that with the support and guidance from team NADT, no dream is
too big for us. It will be our endeavour to make every course conducted by RTI
Chandigarh an enriching experience for the participants that will add value to their
knowledge base and motivation.
2. Review of Decisions taken during the preceding Annual Trainers

1. Director, DTRTI, Chandigarh had invited three parties to make a presentation
about the proposed DTRTI campus to be developed at the newly acquired land at
Mohali. The three parties were NBCC, CPWD and TCIL. The presentation for
NBCC was done by Smt. Sapna Kumar, Architect and her team. The presentation
for CPWD was done by Shri Agarwal, Chief Architect, CPWD and his team. The
presentation for TCIL was done by Smt. Indu Mathur, Architect and her team. All
the presentations were discussed in detail by the participants.
There was a consensus that the design proposed by TCIL was the most
appropriate one and should be considered. Shri. K.C. Jain, DIT(Infrastructure),
New Delhi who had specially flown from New Delhi to witness the presentations
was also appreciative of the design prepared by TCIL. It was thereafter
unanimously decided that TCIL may be chosen as Executive Agency for the
project subject to their confirmation about completion period of the construction
and post construction maintenance. Later, on 18.02.2011 Shri. K.C. Jain, DIT(Inf.)
informed that TCIL had given timeline of 18 to 24 months and have also agreed to
undertake post construction upkeep and maintenance. It was decided that DIT,
DTRTI, Chandigarh should inform TCIL about their choice and ask them to
submit the estimate positively by 12.03.2011 so that it can be sent to
DIT(Infrastructure) by 15.03.2011. The representatives of NBCC and CPWD were
also to be informed about the choice of TCIL for executing this project.

2. Shri A. Mukherjee, Asstt. Director (Systems), NADT gave a presentation on „The
Computerisation and Networking Setup‟. He informed all DTRTIs that a separate
page was available for each DTRTI in the NADT website and they themselves
would be able to update the same. It was decided that A.D. (Systems) will hold a
workshop (tentatively on 15.03.2011) at NADT for all DTRTIs to apprise and
educate them of this facility. The DTRTIs should identify and nominate a
competent person for this particular workshop. He also informed all the
participants that all system requirements of hardware / software were to be routed
through DG, NADT. He also informed that the software and hardware
requirements of DTRTIs and MSTUs may be sent to NADT by 28-2-2011 for
making purchases during the current year.

3. All India course for Newly Promoted ACITs, which was conducted at DTRTIs last
year due to space constraint at NADT, would now be conducted at NADT, in view
of the new hostel building which is under construction at NADT.

4. The training programme for Newly Promoted Inspectors is to conclude with an
examination. For this, standard norms are to be adopted and designed by NADT.
Also, there should not be any reduction in the time period for this course as set by
NADT.

5. It was suggested by Shri. K.C. Jain, DIT(Infrastructure), New Delhi that for the
sake of uniformity the basic minimum infrastructural requirements of each RTI
may be identified so that while considering the requirement of any RTI(as existing
or proposed) these can be kept in mind and estimates can be prepared accordingly.
It was therefore decided that a Committee may be formed with all DITs of DTRTIs
as Members under the Chairmanship of Shri. R.P. Srivastava DIT, DTRTI,
Lucknow to work on the same. Smt. Punam K. Sidhu, DIT, DTRTI, Chandigarh
who had experience of having done the preliminary work for DTRTI, Chandigarh
may be nominated as the co-ordinator for convening the meeting and Shri. Shekhar
L. Gajbhiye, Jt. Director(Admn.), NADT would be nominated as the Member,
Secretary. It was further suggested by DG, NADT that the committee should
submit its report on or before 15.03.2011 so that DIT(Infrastructure) can use his
good office in setting apart minimum funds for existing/ proposed DTRTIs.

6. The training needs analysis (TNA) questionnaire prepared by DTRTI, Bangalore
was to be circulated to all DTRTIs so that similar action can be taken by the other

7. RTIs were required to identify potential trainers from the field for imparting
training of DTC. Each RTI was also required to identify specific area from DTC
fro developing core competence in the same.

9. More in-house faculty is required to be made available at NADT. Considering the
difficulty in getting the sanctioned posts, it was decided to explore the possibility
of creating supernumery posts in the cadre of CITs and Addl. CITs. This post can
be created for training & research in some specific areas for specific period to be
located at NADT. Such persons can work as faculty also in addition to their
research activities & can be filled in on deputation basis after approval from the
Competent Authority. [Action: ADG-I & II, NADT]

11. As desired by CM, Maharashtra during his visit to NADT, courses to be conceived

taken by DTRTI, Mumbai. Depending on the response to this course, its

12. All DTRTIs were required to take 5 MBPS dedicated lease line from BSNL for
establishing independent video networking facility and for sharing video sessions
and web cast of lectures.

Note: 1. Since the probationers OJT was expected in the month of October, no long course was
planned, and this has effected the stats.
2. Two long term courses for inspectors had to be postponed till January due to cancellation of
nominations by CCIT office in the wake of departmental examinations.
3. Had these two factors not affected our performance, we would have surpassed the figures of
last year by almost 60 training days. Still we have been able to reach the figures of last year as a
result of the continuous long term courses since April this year.
4. As far as the number of trainees is concerned, we have trained 580 officers/staff against 893
officers/staff last year. This difference is basically on account of the fact that last year, ITO,
MSTU, Delhi conducted courses for inspectors of Delhi ( which are basically RTI‟s courses) for
almost 40 days, involving almost 80 trainees.
*This years figures include the statistics of MSTUs also. Since there was only one ITO
posted in MSTU Patiala, and that too was holding only the additional charge of
MSTU( with no staff at all), virtually no course has been conducted by MSTU Patiala.
Similarly, ITO, MSTU, Delhi was transferred out, and the new ITO has not yet conducted
any course.
With 6 more months to go, RTI Chandigarh is poised to exceed its training
statistics for the last Fiscal with NADT‟s guidance and support.
RTI Chandigarh has so far conducted 8 long term courses, and 7 short term
courses.
We have conducted 4 long term courses for the ITOs of NWR who got their
promotions in February. 2 long term courses for newly promoted inspectors of
NWR and Delhi were also conducted. Apart from these, refresher courses in
internal audit, procedures of filing appeals etc were also conducted. 2 modules,
each comprising of three days, were conducted on ISO-15700 (Sevottam).
Though the schedule was planned by Bureau of Indian Standards, Delhi, yet we
tried to add value to the courses, in the sense that for staff, half a day module was
planned in consultation with AD(Systems) where they were trained in the
software used at ASK centers. Similarly, for officers, an interaction of trainee
CsIT and AddlCsit was planned with the Csit of areas where Ask centres are
already operational. Apart from these, Hindi Diwas was celebrated with a lot of
fervour. Essay competition was organised amongst the officers and prizes given.

4 Plans for the Future
Seven long Term and Nine short Term courses are planned for the remaining 6
months of the Fiscal Year 2011-12 In the coming months, we are planning some very
relevant courses including a workshop on taxation of carbon credits. We have got in
touch with senior professional of PWC and have planned a course. Similarly, a workshop
on vigilance awareness has also been planned for 2.11.2011.

RTI Chandigarh is growing in Training Experience
Fiscal 2006-07 was the first year wherein as many as fifteen short duration
courses were conducted.
Fiscal 2007-08 witnessed RTI‟s maiden attempts to conduct long duration courses.
Thus in this year the institute conducted orientation course for newly promoted
ITOs.
Fiscal 2008-09 witnessed a healthy mix of both long duration as well as short
duration courses. A total of 25 courses were conducted during F.Y. 2008-2009.
Fiscal 2009-10 has seen the conduct of 41 courses- this included the long term
course for newly recruited Inspectors of NWR and Delhi spanning 60 days and
that for TA‟s in both MSTU Patiala and MSTU Delhi spanning 35 days.
Fiscal 2010-11 saw RTI Chandigarh associated with OJT-1 where 19 probationers
were associated with us while OJT –II has 9 probationers attached with us. We
have also completed 22 courses thus far including 7 long term and 15 short term
courses.
Fiscal 2011-12 witnesed emphasis on long term courses which aim at imparting
basic skills to the officers. The emphasis is also been on training the ITOs and
Inspectors immediately on promotion without any time lag.

5. Constraints
• Our biggest constraint is manpower. As against the sanctioned strength of 32, we
are only an 13 member team.
• We have only one lecture hall, which restricts our ability to plan aggressively.
• The non availability of a hostel is an impediment.
• Given the overall shortages in the Department we have put our hearts and
energies into the working of the Institute.

6. Feedback regarding courses conducted during the Fiscal Year 2011-12
At RTI Chandigarh, each course ends with a comprehensive feedback on each session
and speaker. The feedback received is analysed properly. Feedback helps us in
evaluating our efforts and in planning the future courses in a better way. We get extreme
motivation from overwhelming feedback received in all our courses. A brief synopsis of
feedback received is given below:

One day workshop on streamlining the
procedure and improving the quality of

1. RTI has taken a tremendous initiatives in a
much needed subject. Content was extremely
relevant, precise and very clear. DIT (L&R)
explained the finer points of the subject that we
miss often- an outstanding presentation.
2. Excellent. A lot of procedural details were
explained. The speaker could make the audience
understand the importance of drafting good
appeals u/s 268.
3. The talk given was very informative, cleared
our doubts especially about procedural aspects.
Over all – outstanding. We should have more of
these talks.
20 working days course for Newly promoted
ITOs Batch-I, Phase-I
1. Excellent. The faculty is an asset. Really a
learning experience.
2. As we have an experience of more than 25
years of service, short duration courses should
be organized. Internal should be provided in the
Academy.
2 days course on Internal Audit for officers of
Delhi
1. Excellent presentation. The Subject needs
extensive coverage and loop holes in balance
sheets of several companies could be pointed
out. Grateful to the department for inviting Sh.
Ahuja.
2. Outstanding. Sh. Manchanda has huge
ability to involve the whole class.

1. Training at DTRTI, Chandigarh has been
excellent. In future also, AO should be given
training for 4-5 days on specific topics at regular
basis. This will help in refreshing the memory
and improving the skills.

1. The time period is too long. It should reduced
4 hours daily. Rather than it should be a 20 days
programme.

1. Excellent work. The trip was well organized.
Over all course as well as team management is
commendable.
2. The faculty invited is a person with whom
the participants feel free to exchange their
views.
3. The attachment with ITAT was a very novel
idea. It was my maiden visit to the ITAT. The
RTI has given us a chance to call on the
Governor for which we are grateful.
10 days Orientation Course for Newly
promoted Inspectors from 03.10.2011 to
18.10.2011
1. Very good. RTI may conduct lecture on this
topic namely Central Scrutiny Reports, Filing of
appeals, How to draft a question etc.
periodically.
2. On the topic drafting of question and
assisting the AOs in assessment, it was
commented that it is a very good, and on
appropriate time when the Inspectors are being
involved in assessment work.
3. It is requested that training programmes for
Inspectors may be extended for at least one
month so that cover most of the chapters on
Income tax and other relevant Acts.
4. There should be lecture on “Power Point
Presentation” The material on the topic should
also be made available to the participants.
5. It is requested that in every lecture, some
recreation work should be started, some
personal experience should be share so that the
lecture may not be boring one.

Regarding Courses conducted during the Month of April 2011
Basic course of 20 days (Phase-1) for Newly Promoted Income Tax Officers of
N.W.Region from 13.04.11 to 10.05.11.
This course for newly promoted ITOs of NW Region commenced on 13.04.11 and ended
on 10.05.11 (20 Days). The main objective of the course was to provide basic training to
the Income Tax Officers for showing excellent performance in the field of duty. The
course attended by 43 ITO‟s was inaugurated by Mr. Jaspal Singh, CCIT (CCA) NWR.
His inaugural address was appreciated by all the participants. He highlighted the role of
the ITOs at the cutting edge of the department and exhorted them to incorporate
efficiency and integrity into their working.
Ms. Punam K Sidhu DIT, DTRTI took the session on organizational structure of the
Income tax Department and Role and expectations of Income tax Officer. All the Income
Tax Officers were taken to Jaipur (Rajasthan) from 13.04.11 to 15.04.11 for an
attachment with RTI Audit Jaipur. The arrangement for staying at Jaipur was made at,
Indian Audit and Accounts Academy, Jaipur and a nearby hotel. Sessions for course of
Audit was conducted for the trainee ITOs by RTI Audit Academy, Jaipur. In this course,
training was provided as per schedule attached. Sh. R.S. Gupta, Dy. Accountant General
was the faculty member. The valediction ceremony was conducted by Sh. Arun Goyal. Pr.
Director RTI, Audit Jaipur on 15.04.11. The trainee ITOs then called on Mr. Mukesh
Bhanti, IRS, Chief Commissioner of Income Tax, Jaipur. The trainee ITOs were also
taken to important historical places of Jaipur including Amer Mahal, Hawa Mahal, Jal
Mahal, Jantar Mantar and City Palace i.e. occupied by present Rajput Kings.

Thereafter from 18th
to 10th
May 2011 training was held at RTI, Chandigarh at
Chandigarh as per schedule attached. On 18th
of April Sh. B.S. Dhillon, CCIT (CCA)
(Retd.) addressed the trainee ITOs. The training at DTRTI, Chandigarh included topics
on book keeping, concepts like general entry and posting in ledger, preparation of Trail
Balance and Bank Reconciliation Statement. The provisions of Company Law &
Schedule VI & MAT were extensively were explained to the trainees and they were also
taught how to do examination of accounts and how to prepare final accounts. The
provisions relating to No Books Accounts and Accounting Standards were also explained.
The various provisions relating to Basis of Charge of Income Tax and Residence
significance relating to Income Tax and Agriculture Income Provisions were also
explained. The trainee ITOs were also taught the method of servicing of notices and
summons. Functions and powers of DDO Major & Minor heads of expenditure,
Preparation of Ten Monthly budget statements were also explained. The provisions
relating to House Property Income and Capital Gain contained in Income Tax Act were

Workshop for IAP and SAP of CIT (Audit)- I Delhi on 20th
and 21st April 2011.
A two days workshop was conducted for the officers and officials of IAP & SAP parties
of CIT (Audit)- I New Delhi on 21st and 22
nd April 2011 by DTRTI, Chandigarh.
27 participants attended the course. The trainees were taught how to detect objections
leading to revenue gain to the Government. The provisions contained in the Act relating
to Tax Audit Report u/s 44AB, Profits and Gains of Business, Exemptions/Deductions
under Income Tax Act and Calculation of Tax and Computation of Interest under the
Income Tax Act were also explained. The faculty members included, Sh. J.C. Sehgal, Dy.

The worth CCIT CCA Delhi was happy at the timely imitative taken by DTRTI,
Chandigarh for providing the valuable training to the officers/officials of Audit-I and II at
the request of CIT Audit I and II. Both CIT‟s felt that the training shall be of great help in
the discharge of their duties. As a measure to incentivize the participants i.e. officers
posted in Audit Charge of Delhi, top 4 Audit objections were identified by the two CIT‟s.
Objections were such where the quantum of revenue escaping assessment was large, and
the issues involved were worthy of praise. These were also objections which had been
accepted by the department and remedial action was taken. All four officers were given a
prize, a momento and a certificate of Merit signed by CCIT CCA Delhi, the two CIT‟s
(Audit) I &II. Total number of Participants was 27. The schedule of training is enclosed
herewith as Annexure 2.

Sh. Laxman Das CCIT (CCA) presided over the joint valediction ceremony and gave
away the certificates and prizes. Balbir Verma, CIT (Audit) –I and Shri Hari Krishan Cit
Audit II Delhi read out the names of awardees of their charges and their achievements.
The officers present were full of appreciation for the audit manual compiled by RTI,
Chandigarh and CCIT (CCA) suggested that each participant be given a soft-copy and
that is should be uploaded on NADT website also.

batch of IRS arrived in Delhi for undergoing On the Job Training
(OJT)-I with DTRTI, Chandigarh which commenced from 2nd
of May to 13th
May 2011.
MSTUs at Delhi and Patiala
MSTU, Delhi
Two Days course on Raj Bhasha on Computer for OS/Sr. TA/TA/Stenographer Gr-III
was conducted from 07.04.2011 to 08.04.2011. The course was designed to educate the
trainees employees to help them to do their work effectively in National Language Hindi.
Total number of participants in the course was 17.
35 Days Long Term Course for Newly recruited Tax Assistants working in CCIT Charge
Delhi was conducted from 18.04.2011 which completed on 07.06.2011. The course was
designed to educate newly recruited employees about the various provisions of Income
Tax Act. Total number of participants in this course was 11.
Regarding Acquisition of Land at Mohali
1. Conveyance Deed was sent to CA GMADA for registration of land.
2. Contingency for land covering the cost of fencing, sign boards, gates foundation stone,
leveling and inaugural expenses by CPWD tentatively provisioned at Rs 7 to 8 Lacs and
money is available with the CPWD hence, the ceremony should be completed at the
earliest.
3. The estimate of the project of the construction of DTRTI, Mohali amounting to Rs. 106
crores received from TCIL has been forwarded to DGIT NADT Nagpur for guidance.

Regarding Proposal for Training for Trainers
As directed at the Annual Trainer Conference held on 17th
and 18th
February 2011 at
Bangalore, a proposal for Training for Directors/Additional Directors posted in NADT
and RTI‟s for Courses conducted by the Department of Homeland Security, US
Government conducted by the Financial Fraud Institute of the “Federal Law Enforcement
Training Center “(FLETC) of the Department of Homeland Security United States
Government at their Glynco Campus was submitted to DGIT NADT.
Training Calendar
We have received a request from CIT (OSD) in the Board to assist Infrastructure in
conducting an All India Course for Addl. CIT‟s (HQ) in infrastructure matters. It may be
recalled that last year we had planned such a conference, which had to be cancelled due
to shortage of nominations (only 6 were received) after consultation with DGIT, NADT,
Nagpur.

Courses conducted during the Month of May 2011
Basic course of 20 days (Phase-1) for Newly Promoted Income Tax Officers of
N.W.Region from 13.04.11 to 10.05.11.
This course for newly promoted ITOs of NW Region which had commenced on 13.04.11
ended on 10.05.11 (20 Days) during the month. In the Month of May 2011 special
training on Departmental Software ITD was provided to the trainee ITOs. They were
taught how to use ITD software facilities in the matters of processing of return, scrutiny
assessments and appeal effects arrear, collection/reduction etc. Information regarding e
initiatives of the Income Tax Department was also provided. Comprehensive Knowledge
on various deductions/exemptions under the Income Tax Act was also given. Provisions
relating to assessment of firms and computation of Total Income thereon were also full
explained. Various provisions relating to Search and Seizure cases, Salary cases and
Right to Information Act 2005 in particular were also explained. The faculty members
included Sh. A.K. Manchanda, CCIT-V, New Delhi, Mr. Jaswant Singh, DGIT (Inv),
Panchkula, Sh. Rajan Kashyap, IAS (Retd.) Former Chief Secretary Punjab, Dr. Harmeet
Singh, CIT and Sh. Rohit Narang, CA.
The ITOs were taken to the ITAT to witness the court proceedings and also interacted
with the Members to understand what is required of a good assessment order, scrutiny
report and paper book and the difficulties faced by DR‟s in defending cases with support
from AO.
The valediction ceremony took place on 10.05.11 which was presided over by Sh. L.R.
Nayyar, CCIT (Retd.), Shimla. Total number of Participant ITOs was 43. The schedule of

Batch of IRS (Probationers)

batch of IRS arrived in Delhi for undergoing On the Job Training
(OJT)-I from 2nd
of May to 13th
May 2011 with DTRTI, Chandigarh. They were put up in
Country Inn and Resort at Gurgaon where a package had been negotiated within their
entitlement.
The Probationers called on DGIT (Exemption) Sh. S.P. Swain who alongwith his team
headed by Director Exemptions Mr PV Rao, Adll DIT‟s Mr JP Chandrakar, Mr Farhad
Quereshi,provided them with comprehensive knowledge about examination and
understanding of principal work done in a Exemption Circle/Ward.
64th Batch Probationers with The DGIT Exemptions Team in New Delhi headed by DGIT Mr SP Swain

Thereafter they called on Sh. R.N. Dash, DGIT, International Taxation who gave them a
lucid overview of International Taxation and Transfer Pricing. Additional DIT Mr
Narendra Kumar facilitated their attachment in four groups with Directors Mrs Pramila
Bhardwaj, Mr Dinesh Verma, Mr DK Gupta, and Mrs Rashmi Saxena. They were
aquainted with International Transactions and issues involving Interpretation of Treaties,
Hawala, Money Laundering and transfer Pricing etc.

The subsequent day Probationers were attached with DGIT/DIT (Inv) Mr. KV Choudhary
who gave them a motivating lecture on working in the tax department. In order to make
them understand issue of summons, tax evasion petitions open inquires and decision
making confidentially, Satisfaction Notes, Search Day Logistic Interrogation Statements
Panchanamas, Appraisal Reports, etc they were divided into 5 groups and each was given
a separate set of actual documents to examine. Mr. SK Singh, DIT Investigation II and
Mr. HP Kain, DIT Inv –I took keen interest to address the queries of the probationers.

In Central Circle attachment the next day the probationers were addressed by Mr SM
Ashraf CIT Central -1 and Mr. Arun S Bhatnagar CIT Central -2. The probationers were
again divided into groups and given Appraisal Reports to examine and cull out the
investigation points. Thereafter they were given the assessment order drafted by the AO
to see whether they were on track. Both Shri Ashraf and Shri Arun Bhatnagar made
presentations on how to frame quality assessments in Central Circles.
Probationers then boarded the train to Chandigarh where they were received at UT Guest
House by the Director. They called on the CCIT CCA Mr. Jaspal Singh and spent day 4
on the ITD Package where the sessions were taken by Chartered Accountant Mr. Rohit
Narang. After this they left on the outbound programme for Hanumangarh and Amritsar.
At Amritsar CCIT Mr. KS Pathania had facilitated their visit to Golden Temple,
Durgiana Mandir, Wagah Border etc

Thereafter the probationers were asked to send their feedback about the things learnt in
DGIT Inv. On the next day they were attached with CIT Administration and Assessment
ranges and AOs. The CIT‟s involved were all rather busy in planning the function of the
Finance Minister for inauguration of the new Aayakar Bhawan and shifting into the said
office. Probationers had been briefed to inform RTI if there was some problem in the
training scheduled, and although those attached with CIT-1 had some problem they failed
to inform us.
On12th of May 2011 a trip to Kasauli a hill station in Himachal Pradesh was undertaken
in order to create a spirit of team working and looking within. It was also hoped that this

would provide the trainees with something exciting as some of them were very depressed

Excellency Mr. Jaganath Pahadia, Governor of Haryana who welcomed the probationers
and wished them success in life. A tea party was also arranged where Mrs. Jagannath

Basic Training Course for Newly promoted ITOs (2nd
Batch) of NW Region commenced
from 23.05.11 and finished on 17.06.2011. 51 ITOs attended the training. The training at
DTRTI, Chandigarh included topics on Income from House Property, book keeping,
concepts like general entry and posting in ledger, Salary, Bank Reconciliation Statement
and Analysis of Financial Statement. The Concepts of No books of account cases,
preparation of final accounts and Analysis of Financial Statement were exhaustively dealt

Although only three months have passed, we have already done 62 training days,
working almost back to back including the OJT phase-I for probationers. Attendance on
courses has been excellent and we are working as per NADT‟s approved schedule.
There have been promotions in Delhi Charge and requests for training the promoted
officers and officials and Audit and international taxation and transfer pricing staff. We
shall be factoring those into the training calendar shortly.

Assessment of Trusts and Company Law, Examination of accounts, Interpretation of
Income Tax Act, computation of Income from “Business and Profession”, basis of charge
of Income Tax with special reference to residence, the concept of Agriculture Income,
Income exempt under Income Tax Act., Income from capital gain, income from other

On 16th
of June 2011 the trainee ITOs were taken to National Fertilizer Ltd. a
Government owned enterprise responsible for producing fertilizers in the Country.
Thereafter trainees were taken to Bhakra Nangal Dam, a multipurpose project which is
instrumental in producing electricity being supplied to northern parts of India including
Capital of the Country New Delhi. Thereafter, the trainee ITOs were taken on a trip to the
holy shrine of Mata Naina Devi.

In the evening, the ITO participants were taken to Punjab Raj Bhawan where His
Excellency the Governor of Punjab and Administrator U.T. Chandigarh Sh. Shivraj V.
Patil addressed them. The Hon‟ble Governor wished the ITOs success in their future

Training of officers of the department working at locations where Aayakar Seva Kendras
are proposed to be set up during the current Financial Year, was conducted on 7th
, 8th

of September 2011. As per the Action Plan for the current Financial Year 2011-12,
Aayakar Seva Kendras are to be set up at 60 locations, out of which 7 locations fall
within the jurisdiction of Chief Commissioner of Income Tax, NWR and Delhi catered to
by DTRTI, Chandigarh.
Training was conducted jointly by National Institute of Training for Standardization
under Bureau of Indian Standards (BIS) and DTRTI, Chandigarh. The participants were
given inputs on the philosophy of Sevottam- Excellence in Public Delivery of Services
and its implementation in our Department through Aayakar Seva Kendras. They were
also trained on Quality Management principles, Ways of building Quality in Public
Services, IS 15700; 2005, the procedure of certification under IS 15700; 2005 etc. The
sessions were taken by Sh. D.K. Nayyar, Scientist F, BIS, New Delhi. Sh. Sumit Sengar,
Dy. Director, BIS, Smt. Zeenia Handa, DDIT, RTI, Chandigarh and Sh. Manjeet Singh,
DCIT, C-VI, Chandigarh.
A visit to the Aayakar Seva Kendra, Chandigarh was undertaken where Sh. A.K. Kaushal,
CIT-I, Chandigarh and Manjeet Singh, DCIT, Circle-VI, Chandigarh narrated the
experience and challenges of setting up an Aayakar Seva Kendra.
The visit was an enlightening experience for all and was the high point of the entire
course. It was widely appreciated by all the participants as they got hands on experience
of working of the ASK counters and were able to witness the functioning of the front as
well as the back desks of ASK.

DTRTI, Chandigarh. The importance of use of Hindi in the Office was emphasized. The
participants were encouraged to use Hindi and work for the Development and promotion
of Hindi Language. Posters/Banners were also displayed in the Conference Hall which

inter-alia read as follows “Hindi Hai Hind Ki Bhasha Sada Karo Is Ki Abhilasha”
and Rashtra Pita Mahatma Gandhi‟s pronouncement “Savtantar Rashtra Ki Reedh Ki
Haddi Uski Apni Rajbhasha Hoti Hai”. The month of September was declared as Hindi
Mah. On the eve of this occasion a Hindi Essay competition was also organized in which
officers/officials of this institute participated.
v) Construction of DTRTI Campus at Mohali
The new Director Ms. Pawan Parmar Singh took over as DI, DTRTI, Chandigarh on 08th
September 2011. Besides the courses conducted mentioned above, stock was taken of the
training agenda for the future. During this month a meeting of committee constituted for
the construction of DTRTI Campus at Mohali was conducted at DTRTI, Bangalore on
20.09.2011. Two representatives of TCIL, the Executing Agency were also called, who
gave a power point presentation about the design of the building. The members suggested
certain changes in the design. This would entail modifications in estimates also. They
were requested to give modified drawings and estimates by the end of September 2011 to
facilitate further action by the committee. The modified drawings and estimates have
been received in Chandigarh on 30.09.2011 and have been forwarded to the other
members of the Mohali Campus construction committee.

The Valediction was presided over by DIT, DTRTI, Chandigarh and Certificates
alongwith study material on CD was provided. A quiz was also organized and the
participants were given prizes. The schedule of the course is attached as Annexure 15 .
One day workshop on streamlining Procedure and Improving Quality of Appeals
filed for all Administrative CsIT and their Addl. CIT belonging to Delhi Region.
One day workshop on streamlining Procedure and Improving Quality of Appeals filed for
all Administrative CsIT and their Addl. CIT belonging to Delhi Region was held at
conference Room in C.R. Building, New Delhi on 11.10.2011. All the administrative
CsIT including Central and Exemption Charge and one Addl./Joint CIT from each
administrative CIT Charge were nominated. There were 42 nominations. 36 nominee
officers attended the workshop which is quite remarkable considering their occupation
with assessment related jobs in the month of October 2011. The objective of the
workshop was to provide comprehensive knowledge regarding streamlining procedure
and improving quality of appeals filed before Hon‟ble Supreme Court/ High Court and
Board‟s instructions thereof. Ms. Deepa Krishan, IRS, DGIT (L&R), New Delhi
inaugurated the workshop and emphasized the need for streamlining Litigation and
cutting back avoidable litigation and improving quality of appeals filed. Sh.R.K. Gupta,
DIT-I (L&R) and Sh. Rajnish Kumar DIT-II (L&R) took the forenoon session and
discussed with the participants about Board‟s recent instructions on the subject
distinction between question of law and issue of facts and how to draft questions for
appeals before High Court and Supreme Court. The session was quite interesting and all
the participants participated actively and showed keen interest. The afternoon sessions
were on the issue of important case laws which was taken by Sh. Kapil Goel, CA an
eminent practicing advocate before Hon‟ble Supreme Court and High Court at New
Delhi. He made aware the participants of the latest case laws on these issues. The
valedictory address was made by Sh. Laxman Dass, IRS, CCIT (CCA, New Delhi. The
whole workshop was well organized and response was over whelming. The Course

Instructions for the participants:-
1. Please strictly adhere to the time schedule given in the schedule for the entire duration of
the course.
2. No participant should leave the campus on the training day without the permission of
worthy Director of Income-tax, DTRTI, Chandigarh.
3. If there is an emergency, the participant should talk to the Course Counselor on duty.
Worthy Director of Income-tax, DTRTI, Chandigarh will take a final call in the matter
after discussing with controlling officer of the participant.
4. If anyone remains absent without prior permission, his absence shall be communicated to
controlling Chief Commissioner of Income-tax with a copy to CCIT(CCA), NWR,
Chandigarh for disciplinary action.
5. DTRTI has library at the training venue. For purpose of any issue of books/ Reference
material, please Contact Sh. Surinder Singh, DTRTI, Chandigarh.
6. Participants will be permitted to leave station on Thursday evening and should report to
Controlling Officer on Friday morning.
7. All participants are advised to report on time every Monday morning
