PREAMBLE
As per Indian Nursing Council's letter F.NO. 1-5/2010-INC Dated 31Aug 2010
candidates for M.Sc. Nursing Course should be selected through Common Entrance
Test.
The Government of Maharashtra vide G.R. No. Nur 1413/pra.kra.195/edu2,
dated 09/07/2013 permitted to the Director of Medical Education & Research, Mumbai
to conduct Entrance Test for the Selection of Candidates for M.Sc. Nursing Course.
Accordingly this Brochure is prepared for the detail information to the candidates who
wish to appear for this entrance test to pursue M.Sc. Nursing Degree.

1. INTRODUCTION :
The Entrance Examination for the Selection of M.Sc. Nursing Post
Graduate Course of 2 years duration in the State of Maharashtra for the Academic
Year 2013-2014 shall be conducted by the Competent Authority appointed by the
Govt. of Maharashtra.
As per Govt. of Maharashtra vide G.R No Nur 1413/pra.kra.195/edu2,
dated 09/07/2013 Directorate of Medical Education & Research, Mumbai is the
Competent Authority to conduct Entrance Examination for MHPGN-CET-2013.
2. SCHEME OF EXAMINATION :
2.1 Date of Examination:- The Examination will be conducted on Sunday
25/08/2013 in Mumbai only at 10.00 am To 12.00 Noon.
2.2 Schedule and Test Design :- There will be one paper of 100 Multiple
Choice Question of 1 Mark each. There will be no choice among the
question i.e. all question have to be answered.
2.3 The candidate will be required to mark the correct answer by blackening the
corresponding circle against the serial number of the question in the answer
sheet with black ink ballpoint pen only. Out of four circles provided for
selection of an answer against a question, the candidate should fill up one
circle only. Each correct answer will be given one mark. There shall be no
negative marking for wrong answers.
2.4 Changing An Answer Is Not Allowed:
The candidate must fully satisfy himself/herself about the accuracy of the
answer before darkening the appropriate circle.
The answer once marked no change will be allowed. If any method being
used to change the answer will amount to a invalid/incorrect response.
2.5 Candidate should completely darken one and the only one best response
(circle)
Candidate should not use any other method for answering i.e. Half circle,
dot. tick mark, cross etc. This may not be read by the scanner. Answer sheet
of each candidate will be evaluated by computerized scanning method only
(Optical Mark Reader). There will not be any manual checking during
evaluation and verification.

2.6 Language of Question Paper:- The medium for examination shall be
English only.
2.7 Examination Centre:- The centre once allotted by the Competent Authority
shall not be changed under any circumstances. (Details in admit card)
2.8 Syllabus :- Medical Surgical Nursing, Child Health Nursing, Community
Health Nursing, Mental Health Nursing, Obstrictics & Gynac Nursing,
Nursing research & Nursing Administration and General Knowledge.
2.9 Grievance Redressal Committee:- A Grievance Redressal Committee will
be constituted at centre comprising following members:
i) Centre In charge - Chairperson
ii) A Supervisor - Member Secretary
III) An Invigilator - Member The committee will function from 8.00 am to the end of the examination on
the day of examination. If there is any grievance during this period
(regarding loss of time due to administrative error or any other examination
related important matter), the candidate will report it to the invigilator of
his/her examination block. It will be communicated to the sub centre in
charge through supervisor. The committee will examine the Grievance on
the spot and take necessary decision regarding the Grievance/s.
3. ELIGIBILITY CRITERIA FOR MH -PGN-CET-2013:-
3.1 Candidate must be an Indian National. Nationality Certificate issued by
District Magistrate or Additional District Magistrate or Chief Metropolitan
Magistrate or valid passport. Persons of Indian Origin (PIO)/Non Resident
Indians. (NRI) Overseas Citizens' of India are not eligible.
3.2 All candidate must have passed Basic B.Sc. Nursing/Post Basic B.Sc.
Nursing/ Post Certificate B.Sc. Nursing/IGNOU B.Sc. Nursing Examination
from College of Nursing and Institution situated in Maharashtra and
recognized by Indian Nursing Council, Delhi, and Maharashtra Nursing
Council, Mumbai with minimum 55% Marks for Open Category 5% relaxation
will be given to Reserved Category are eligible.
The candidates who have completed IGNOU B.Sc. Nursing from
recognized study centre's which is recognized by Indian Nursing Council i.e.
Institute of Nursing Education, Mumbai and Tehmi Grant College of Nursing,
Pune.
3.3 Candidate should have M.N.C. Registration Certificate / Receipt

3.4 Candidate should have minimum one year work experience after completion
of B.B.Sc. ,P.B.B.Sc, P.C.B.Sc, IGNOU B.Sc, Nursing Course (as per Indian
Nursing Council Norm/syllabus and regulation) Experience will be counted
after date of Registration.
3.5 AGE :- Age Limit is 50 years for in service Govt. & Private Candidates. On
or Before 31st July 2013 as per G.R. dated 09/07/2013
3.6 CONDITION FOR GOVT. CANDIDATES
a) The Candidate who is working in State Govt. of Maharashtra should submit
their forms through Dean/Superintendent/ Matron of their respective institute.
b) The candidate those who are selected for M.Sc. Nursing Course have to
submit 5 Years Service Bond to the Govt. at the time of Admission.
c) Govt. Candidates those who have not completed their Bond of P.B.Sc. /P.C
B.sc Nursing course should submit their undertaking for completion of this
bond along with M.Sc. Nursing Course Bond.
d) Govt. Candidates have to submit the undertaking that after completion
of their M.Sc. Nursing ,they may be placed anywhere in the State of
Maharashtra as per administrative requirement.

2. THE COST OF THE APPLICATION FORM: - The cost of application form along
with information brochure of MHPGN-CET-2013 and the examination fees is Rs.
2000/- for Open Category & Rs.1500/- for Reserve Category Candidate. This
amount is not refundable. The Candidate should submit Demand Draft drawn in
favor of "DMER" Mumbai Payable at Mumbai from any Nationalized/ Commercial
Bank.

5. PREPARATION OF MERIT LIST AND DECLARATION OF RESULT
The Competent Authority will conduct the examination, evaluate the answer sheets
and declare the result. The result will be declared on website of DMER i.e.
www.dmer.org on or before 27/08/2013.
5.1 Preparation of Merit List for Selection: Marks obtained by the candidate in
the MH-PGN-CET-2013 will be stated in the mark sheet along with State Merit
List indicating State merit number & category merit number which will be
prepared on the basis of marks in descending order of merit. 5.2 Tie Breakers:- In case of equal corrected marks at the MH-PGN-CET-2013 the
following procedure shall be adopted for deciding inter-se merit,
First level: : A Candidate with aggregate higher Marks in B. B.Sc.
Nsg/P.B.B.Sc.Nsg./P.C.B.Sc.Nsg./IGNOUB.Sc.Nursing.
Second level: : A candidate with aggregate higher marks in GNM at the
MNC Examination shall be preferred if the tie still
persists then:
Third level: : A candidate with aggregate higher marks in HSC/12th
Standard preferably science stream and PCBE marks
shall be preferred if the tie still persists then:
Forth level: : An older candidate shall be preferred over a younger
candidate
5.3 All the candidates who have appeared for MH-PGN-CET-2013 will receive their
mark sheets from the office of Principal, Institute of Nursing Education, Bai
Motlibai Building, Sir J.J. Hospital Campus, Byculla, Mumbai on 29/08/2013
(11.am to 4.00 pm.)
5.4 In case of loss of original MH-PGN-CET-2013 mark sheet, a duplicate marksheet
can be obtained with a application addressed to the Competent Authority along
with a demand draft drawn at any Nationlised/ Commercial Bank of Rs.500/-, in
favor of “DMER’’, Mumbai’ payable at Mumbai.
5.5 The Rules and Regulations/procedures stated herein is applicable for
MHPGNCET-2013 Examination and selection to M.Sc. Nsg. Courses for the
academic year 2013-2014 only.
No promise is implied herein for the subsequent years and no expectations should
be based on this for future.

6. CONDUCT AND DISCIPLINE
6.1 Failure of the candidate in making full and correct statements in the application
form and/or suppression of any information would lead to disqualification of the
candidate for MHPGN-CET-2013 or even at later date. Such a candidate will be
debarred from the examination / entire Selection process.
6.2 Adopting a unfair means or engaging in malpractice in the examination shall
render a candidate liable for punishment under, “Maharashtra Prevention of
Malpractices Act, Universities, Boards and Other Specified Examination Act,
1982” and disqualify him/her for MHPGN-CET-2013 examination.
6.3 If any person(s) or officer(s) dealing with the conduct of the MHPGN CET-2013
are found engaged in act(s) that would result in the leakage of question paper or
attempt to use or help in the use of unfair means in this Examination, he/she
shall be liable for prosecution under Indian Penal Code.
6.4 Any candidate responsible for lapse of seat will have to pay a penalty of
Rs.2,50,000/- (Rupees Two lakhs fifty thousand only).This is applicable to the
candidates resigning a seat after cut of date for M.Sc Nursing course or also fails
to complete course.
6.5 Deputed candidates from Government of Maharashtra will have to pay a penalty
of Rs.2,50,000/- (Rupees Two lakhs fifty thousand only) for lapse of seat and
salary drawn during that period with 12% Interest.
6.6 After completion of M.Sc Nursing candidate from Government sector should
submit 5 years service bond to the Government. If the candidate fails to serve,
they will have to pay Rs. 5,00,000/- (Rupees five lakhs only) with 12% interest.
Then only they will be relieved from the Bond
6.7 Candidate seeking admission in Government/Private institution will have to Pay
the Fees as per Government fee structure as decided by Shikshan Shulk Samiti.
7. LEGAL JURISDICTION:-
a) All disputes pertaining to the conduct of examination and selection shall fall
Within the jurisdiction of Courts, at Mumbai only. The Competent Authority
Shall be the legal person in whose name the candidate may sue Or may be
sued.
b) Any issue not dealt here-in above will be dealt with, when arising, fully and
finally by the Competent Authority. Any amendments made by Government of
Maharashtra from time to time will be implemented.

ANNEXURE-A
CONSTITUTIONAL RESERVATIONS
1) The candidates recognized by the State of Maharashtra as belonging to the following
2) Categories shall alone be eligible to claim admissions as against the seats reserved
for such categories. These categories are as follows:-

3) Candidates belonging to aforesaid categories will be required to submit the Caste
Certificate and the Caste/Tribe Validity Certificate.
4) The candidates who have claimed the Constitutional Reservation in the original
Application Form must submit Caste Validity Certificate at the time of counseling.
Failing which the category claim, will not be granted.

ANNEXURE - B
PERSON WITH DISABILITY (PWD)
1) Following are the criteria for reservation under Person With Disability Category. “3% seats of the annual sanctioned intake capacity shall be filled up by candidates with locomotory disability of lower limbs between 50% to 70%. Provided that in case any seat in this 3% quota remains unfilled on account of unavailability of candidates with locomotory disability of lower limbs between 50% to 70% then any such unfilled seat in this 3% quota shall be filled up by persons with locomotory disability of lower limbs between 40% to 50%.
Provided further that this entire exercise shall be completed by each institute/college as per the statutory time schedule for admissions and in no case any admission will be made in the nursing college after 30th of September.
2) The Candidate with a disability more than 70% will not be eligible for admission to
M.Sc Nsg. Courses. No other disability shall be allowed. However, such a candidate will be required to undergo medical examination by a Medical Board constituted for this purpose by the Competent Authority. The Medical Board will acertain and certify the disability and will also acertain and certify that he/she is physically fit to undergo the course dispite the disability.

PROFORMA OF CERTIFICATE FOR PERSON WITH DISABILITY (PWD) This is to certify that after clinical examination, it has been found that
Mr./Miss ……………………………………............................................who desires to
pursue M.Sc Nursing Course in Government/Private for the year 2013-2014 for claiming
the benefit of seat reserved for Person With Disability, is an individual with ------%
permanent/ partial disability pertaining to locomotory disorder of the lower limbs.
It is also certified that he/she fulfills the following criteria:
(1) Absence of any incapacitating and /or progressive systemic disease/disorder/ condition
(2) Absence of any disability of upper limb/s. (3) Absence of any major visual/ auditory disability. (4) Absence of psychosis/neurosis/mental retardation/ability to maintain erect
posture. (5) Reasonable manual dexterity.
It is further certified that he/she is medically fit to undergo the professional training

INSTRUCTIONS TO CANDIDATES
Candidates must read all the instructions carefully
1) Candidate must preserve the Receipt - cum- Identity card and Admit Card safely and bring them to the examination hall and produce the same on demand by invigilator/supervisor.
2) Candidate should occupy the seat in the examination hall at least Forty Five minutes before the commencement of the examination.
3) Details such as seat number, questions paper booklet number and version code number must be entered carefully on the answer sheet. The answer sheet No. & the seat No. must be entered carefully on the Question Booklet.
4) No candidate will be allowed to leave the examination hall till the end of Examination.
5) In case of the loss of Admit Card, it shall be obligatory on the part of the Candidate to procure duplicate Admit Card from the office of the Competent Authority CET cell D.M.E.R . Mumbai not later than one hour before the commencement of examination, on production of sufficient evidence prove that he/she is the genuine / confide examinee

6) All entries on answer sheet must be made only with Black Point Ball pen
7) Photograph on application form and Receipt - cum - Identity card (if required during selection process) should be taken from the same negative.
8) Please note that issue of admit card is just an enabling provision for appearing MH-PGN-CET 2013 and does not imply that the candidate satisfies all the requirements of eligibility conditions for admission.
