1987 - August 1996 Professor and Area Extension Economist-Management and Marketing, Texas A&M University, South Texas District 12 – (The twenty counties South of San Antonio)

Management advising and educational programs for agricultural businesses in production management, marketing, financial planning and management, budgeting, investment analysis, tax management, risk management using the futures market, marketing of products domestically and for export and international trade. Clients included lending institutions, government agencies, private and corporate agricultural businesses.

Developed and continually updated information regarding the most recent costs and returns of producing and marketing the various crop and livestock enterprises in the South District (20 Counties) of the State of Texas. Developed U.S. and global information regarding marketing trends in prices and volumes of the various commodities produced in South Texas. Recommended alternatives to maximize the producers' objectives, including using the futures and options market as a pricing and risk management strategy. Provided educational programs in Marketing, Whole Business Management, Production Management, Accounting and Control, Investment Analysis, Financial Management, Tax Management, Integrated Resource Management Systems and International Trade. Programs utilized various training techniques, which included lectures, handouts, the Experiential Learning Cycle, Spreadsheets and menu driven computer software.

Governor's Representative - Represented the Governor of Texas in Egypt on a program sponsored by The American Egyptian Cooperation Foundation to evaluate the potential of Texas and U.S. Joint- Venture investment in Egypt. Four states were invited: California, Illinois, Ohio and Texas.

Governor’s Representative – Represented the Governor of Texas in NAFTA discussions concerning potential railroad traffic across northern Mexico from the west coast of Mexico into Texas crossing the border at Ojinaga/Presidio.

Temporarily assigned to the Main Campus at Texas A&M to provide leadership and technical assistance for the various foreign contracts being either implemented or solicited by International Programs and the Department of Agricultural Economics.

May, 1992 to March, 1993 Director - Model Farm, Tatarstan, Russia

Organizer and Director of the start-up phase of a 1,000-acre Model Farm in Tatarstan, Russia. The Model Farm was financed by the Russian Tatneft Oil Amalgamation in the Romanshinko Oil Field which is the largest oil field in Eastern Europe, located approximately 600 miles East of Moscow.

The objectives of the development of the Model Farm were to: Create an environment similar to a U.S. Style Research and Extension Center where improved production, marketing and management technology could be demonstrated; Provided leadership and direction in the process of State Farm lands being developed into several private

ownership and privately managed farming enterprises using the most profitable and environmentally sensitive technology available.

Responsibilities included assisting in the development of an infrastructure for private ownership to evolve from the current State Farm structure; design, planning and implementation of farm crop and livestock program; assisted in the design of structures and oversaw approximately forty construction workers; assisted in design of proposals for further funding to include private foreign businesses and government assistance agencies. Assisted in the orientation and training of a long-term Resident Director Consultant for the Tatarstan Model Farm Feb-March, 1993. Subsequent to this project, participated in writing proposals that developed into two USDA training grants of over $1 million awarded to Texas A&M for educating the Russian leadership in free-market decision-making. I was in the first group of professors to teach free market decision-making to the university and institute professors from the former Soviet Union at the Kazan Institute.

1984 - 1986 -- Farm Planning/Agricultural Economist, Experience Incorporated contract with USAID for the Chapare Regional Development Project in Bolivia. Assistant Chief of Party and member of a long-term, six-person team implementing a project concerned with developing Farming Systems for the various micro regions of the Tropical Chapare Region that would provide viable alternatives to coca production. The team provided technical assistance to the Bolivian Institute of Agricultural Technology (IBTA) in the establishment of a Subtropical Agricultural Research, Extension, and Training System. Two abandoned agricultural experiment stations were recovered and reestablished. Bolivian research scientists were trained in acceptable scientific research methodology, data collection and analysis and development of research reports. Extension training programs were developed and implemented to train trainers in improving their technical skills and to learn the techniques for an educational program based on the Experiential Learning Cycle Methodology. The target audiences were farmers organized as cooperative community groups that functioned as political entities as well as a basis for community development. Related components consisted of: (1) agricultural and forestry production; (2) agribusiness and agroindustry development and marketing of Chapare agricultural products; and (3) project administration and institutional development.

1984 - Senior Consultant - Experience Incorporated, Minneapolis, Minnesota. Participated in Contract Research projects concerned with: evaluation of several companies for consideration in mergers or buyouts by an oil industry corporation; Evaluation of the high fructose corn syrup industry by a major sugar industry corporation; Developed a dynamic computer model of the demand for grain barge use in the major U.S. river systems for a major barge company for long-term investment decisions in capital stock. This model was kept on retainer for annual update and evaluation. Developed proposals for private industry, government and international contracts for research, development and implementation.

1981 - 1984 -- Agricultural Economist - Texas A&M University contract with USAID and the Ministry of Agriculture of Haiti.

Leader of Agricultural Economics and Farm Management Program. Responsible for training designated ministry employees in the Research and Extension Service Division. A training program was developed in data collection and analysis of statistics, technologies, and constraints of the small farmers in Haiti, for ministry of Agriculture Scientists and Extension Agents. A farming systems approach was utilized. A training program for trainers was developed to extend research and verification plot information to communities utilizing the Experiential Learning Cycle Methodology. Assisted in design, implementation, and analysis of controlled and farm demonstration experiments throughout the country that were developed into and disseminated as technological packages to improve the farmers’ economic conditions.

Aug.-Sept. 1983 -- Agricultural Economist - Project Evaluation

Member of a seven-person project evaluation team to Haiti. Assisted USAID/Haiti in evaluating the soundness of continued institutional, economic and technical support for an irrigation component of an Integrated Development Project. Evaluated the profitability of cropping systems with and without irrigation. Determined potential changes that would occur as farmers switched to modern farming technology. Initial USAID plan to scrap the project was reversed due to the economic cost/benefit report.

1979 - 1981 -- Research Associate, Department of Agricultural Economics, Texas A&M University, College Station, Texas.

Developed computer network models of the transportation system involving the movement of United States produced corn, soybeans, grain sorghum, soft wheat, Durham wheat and hard wheat from the farm to the domestic market and importing countries. Scenarios within the marketing infrastructure utilizing truck, rail, barge, and ocean freighter were evaluated. * The national railroad system modified unit train pricing and logistical structure based on results of these models.

1976 - 1979 -- Lecturer, Department of Agricultural Economics, Texas A&M University, College Station, Texas. Lecturer to four (4) sections of students per semester for a course titled "Agriculture Economics 325 - Farm and Ranch Management" (required course for all agriculture majors). Developed and presented curriculum for lectures and laboratory exercise materials, supervised laboratory problem solving exercises and evaluated students' progress through quizzes and examinations. Subject material included economic principles, business planning, decision-making techniques, accounting principles, tax management, and capital acquisition. (Nominated for Texas A&M University Outstanding Teacher Award).

Academic advisor for Spanish speaking foreign students in the Department of Agricultural Economics - Texas A & M University. Faculty Advisor for the El Salvador Students Club.

1976 - Research Associate, Department of Agricultural Economics, Jan-Aug New Mexico State University, Las Cruces, New Mexico. Primary focus was on data gathering and analysis of the fuel energy requirements for producing eighteen (18) of New Mexico's commodities.

1974 - 1976 -- Graduate Student, New Mexico State University, Las Cruces, New Mexico. Thesis topic on fuel requirements to produce beef in feedlots and on open range.

1972 - 1974 -- Construction Superintendent, Johnmeyer Construction Company, Vichy, Missouri.

Underground telephone construction, contract blasting and explosive handling. Responsible for coordination of projects, including public relations and fulfillment of production requirements. Supervisor of fourteen skilled operators.

1965 - 1972 - Farms and Feedlot Manager, Chelten Farms, Inc., Las Cruces, New Mexico.

Provided management, organization and operational authority of 1,000 acres of flood irrigated farmland. Five farms were involved. Principal crops grown were cotton, alfalfa, corn, sorghum, barley, and oats. Managed feedlot of approximately 3,500 head stocker cattle, and 180 head registered Guernsey dairy. Supervised eight full-time employees and 100-150 temporary contract laborers. Custom farming operation, which included heavy plowing, and land preparation, ensilage and cotton stalk chopping.
