La Fundación Promoción Social de la Cultura (FPSC) es una institución privada y sin ánimo de lucro, que desde 1987 trata de promover un desarrollo humano, social y eco-nómico acorde con la dignidad de las personas y respetuoso con la identidad cultural de los pueblos y grupos sociales.

Su filosofía se asienta sobre un modelo de “organi-zación pequeña, ágil e independiente” que le per-mite fortalecer y capitalizar el trabajo realizado y acometer los retos futuros con una alta capacidad de gestión, optimización de recursos y economía de costes; pone a la persona en el centro de sus actividades, como protagonista del tiempo que le ha tocado vivir; y entiende la educación como el verdadero motor del cambio.Desde junio de 2001, está acreditada como Or-ganización No Gubernamental, y desde 2004, reconocida como Entidad con Estatuto Consul-tivo General ante el Consejo Económico y Social (ECOSOC) de Naciones Unidas. Desde 2005, está calificada por la Agencia Espa-ñola de Cooperación Internacional para el Desa-rrollo (AECID).Mantiene un acuerdo marco de partenariado con la Oficina de Ayuda Humanitaria de la Comisión Europea (ECHO) y un acuerdo formal con FAO.Cumple con todos los requisitos de control y trans-parencia en el ejercicio de su misión de la Coordi-nadora de ONGD de España.

un mayor número de necesidades sociales.No quisiera terminar sin agradecer el apo-yo que seguimos recibiendo de tantas personas anónimas que han participado en las diversas iniciativas de fundraising or-ganizadas por la Fundación durante el año. Quisiera destacar la ayuda de dos asocia-ciones juveniles, Tamaral Joven y Pino Alto, en nuestras campañas permanentes en Siria e Irak, y a todos los que nos acompa-ñasteis en el concierto benéfico celebrado en diciembre, con la actuación del grupo “Hay Tablas”.Mi sincero agradecimiento también a los donantes, financiadores públicos y pri-vados, socios, equipo y voluntarios de la FPSC. Solo el esfuerzo y generosidad de to-dos permite a la Fundación la consecución de sus logros y objetivos, y la continuidad de su trabajo.

ueridos amigos todos:Como Presidenta de esta Institución, es un placer para mí presentar, una vez más, el resumen de actividades e in-formación económica de la FPSC en el año 2016.No cabe duda de que el mundo actual está experi-

mentando un alto grado de sufrimiento, “la mayor crisis humanitaria desde la crea-ción de Naciones Unidas”, como reciente-mente afirmó Stephen O’Brien, Secretario General Adjunto de Asuntos Humanitarios y Coordinador de Ayuda de Emergencia de la ONU. En este contexto, cobra aún más sentido uno de los pilares que vertebra el trabajo de la FPSC: promover la dignidad de las personas en el mundo. La situación de alta inestabilidad, motivada por los con-flictos bélicos en Oriente Medio, ha llevado a la Fundación a incrementar su trabajo de ayuda humanitaria en Líbano y Jordania, buscando no sólo aliviar el sufrimiento, sino preservar la dignidad de quienes lo sufren con más rigor, en particular, los más vulne-rables, minorías, personas con discapaci-dad, niños, ancianos y mujeres. Por ello, quisiera agradecer en primer lugar los premios concedidos por Fundación MAPFRE como “Mejor Iniciativa en Acción Social” y Bankinter, que en 2016 han reco-nocido el importante y necesario trabajo que la FPSC desarrolla con los refugiados sirios en Jordania. Nuestro compromiso con los refugiados y minorías también nos ha llevado a ser

promotores de #StandTogether, una plata-forma digital creada para dar voz a todos los cristianos que viven situaciones de dis-criminación o persecución, especialmente los cristianos que viven en Oriente Medio, y sensibilizar acerca de su realidad.Otros temas a los que la FPSC ha pres-tado especial atención este año han sido la precaria y difícil situación actual de los derechos de la mujer en Libia, otro país en guerra, así como la importancia del diálogo entre la ciencia y la religión para buscar soluciones a los problemas medioambientales. Pero no olvidamos la cooperación para el desarrollo, nuestra principal área de acti-vidad. En este sentido, quisiera destacar nuestras acciones en Bolivia o Haití, para garantizar el acceso al derecho humano al agua y saneamiento; en Guatemala o Pa-raguay, para la capacitación de mujeres y su inserción en el mundo laboral; o en Mo-zambique, Etiopía, Perú y Palestina, donde la FPSC sigue trabajando por el desarrollo rural y agropecuario y una correcta gestión de los recursos hídricos.

En 2016, con el apoyo de The OPEC Fund for International Development (OFID), se ha trabajado para garantizar el derecho del acceso al agua potable y saneamiento en comunidades rurales de Haití y Bolivia, con una incidencia positiva en la salud y desarrollo de la población.Asimismo, con el fin de propiciar la incor-poración de la mujer en situación de vul-nerabilidad al mercado laboral, se trabaja por su capacitación profesional en áreas con gran demanda en el mercado. Así, en la actualidad se encuentra en ejecución un proyecto en Guatemala, financiado

dEn 2016 destaca el trabajo de la FPSC para lograr el desarrollo rural en Palestina, con la ejecu-ción de dos proyectos y un convenio financiados por la Agencia Española de Cooperación Internacional para el Desarrollo (AECID), que inciden en la gestión de los recursos hídricos y el desarrollo agropecuario a través de iniciativas inclusivas y sostenibles. El fin es reducir la vul-nerabilidad de las familias rurales, dar respuesta a la grave problemática del acceso al agua que sufre el país y mejorar la seguridad alimentaria a través del incremento de la productivi-dad agropecuaria. Con este mismo objetivo, y también en Palestina, la Generalitat Valencia y el Ayuntamiento de Madrid han aprobado dos nuevos proyectos que se iniciarán en 2017.En Líbano, se ha trabajado por la educación. De una parte, el apoyo de PROEDUCA ha per-mitido a 4 mujeres jóvenes refugiadas, dos iraquíes y otras dos sirias, recibir formación orien-tada al empleo. De otra, la Fundación Real Madrid trata de implantar su modelo de Escuela Sociodeportiva, con el objetivo de promover una educación en valores a través del deporte.También en este sector, para favorecer la incorporación de la mujer en el mundo laboral, a través de la capacitación profesional, ha continuado la ejecución de un proyecto en Kazajstán financiado por la Conferencia Episcopal Italiana, y otro en India, con el apoyo de fondos privados de la FPSC.

En 2016 se ha trabajado en Mozambique, país en el que ha finalizado un proyecto fi-nanciado por la Fundación Nando & Elsa Peretti, para mejorar las condiciones de salud de la población de Chibabava mediante el fortalecimiento del Hospital Mangunde, el centro de salud más consolidado de la zona. También se han identificado las activida-des a realizar en Sofala para mejorar el abastecimiento de agua y el saneamiento de distritos rurales del sur, que contará con la subvención de Canal Voluntarios (Canal de Isabel II Gestión).En Etiopía, el apoyo de la Agencia Española de Cooperación Internacional para el De-sarrollo (AECID) está permitiendo el desarrollo rural en Oromya, mediante la mejora de la producción agrícola, un uso responsable de los recursos naturales y la educación en nutrición equilibrada. Asimismo, gracias a Obra Social “la Caixa” se trabaja en la promoción de la salud en Addis Abeba, prestando apoyo al Centro San Gabriel, para la capacitación del personal médico en 11 centros de salud de la zona, y en 2017 dará comienzo un proyecto para mejorar la salud y reducir la mortalidad materno-infantil, con la ayuda del Ayuntamiento de Majadahonda.Por último, la FPSC, con fondos privados, ha prestado su ayuda al centro Lakeview Study en Sudáfrica, para el desarrollo de sus actividades formativas dirigidas a mujeres de escasos recursos.

A lo largo del año, la ac-tividad de ayuda huma-nitaria de la FPSC se ha realizado en la región de Oriente Medio: en Jor-dania y Líbano –países afectados por la guerra

de Siria–, y en los Territorios Palestinos.En los campos de refugiados de Jordania (Za’atari y Azraq) y en las comunidades de acogida tanto de Jordania como de Lí-bano, la FPSC dirige sus esfuerzos hacia los colectivos más vulnerables, menores, personas con discapacidad, ancianos, mujeres y minorías, por ser quienes pa-decen con más rigor las consecuencias de los conflictos armados. Las activida-des han comprendido la atención médi-ca personalizada, distribución y manteni-miento de las ayudas para la movilidad (desde bastones y muletas hasta sillas de ruedas y dispositivos ortopédicos);

actividades inclusivas y sensibilización acerca de la realidad y los derechos de las personas con discapacidad; presta-ción de servicios sanitarios para la mejo-ra de la salud mental; y el fortalecimiento de una red solidaria, social, sostenible e innovadora de productos de segunda mano para tratar de paliar las condicio-nes de pobreza en las que se encuentra este colectivo y parte de la población de acogida libanesa.En los Territorios Palestinos, de otra par-te, el trabajo de la FPSC ha garantizado el acceso a los servicios básicos a perso-nas con discapacidad residentes en cua-tro campos de refugiados de la Franja de Gaza y la protección de sus derechos.Estas actividades han recibido el apo-yo financiero de Jordan Humanitarian Fund de OCHA, Lebanon Humanitarian Fund de OCHA, Agencia Española de Cooperación Internacional para el desa-rrollo (AECID), Junta de Castilla y León, Comunidad de Madrid, Fundación MAPFRE, Fundación Nando & Elsa Pe-retti, United Nations Women’s Guild of Vienna (UNWG) y Gobierno de la Rioja, a través de la ONGD Kaipacha Inti.

El compromiso y trabajo de la FPSC respecto a la población refugiada ha llevado a la Fundación a unirse en el mes de enero al llamamiento emitido por más de 120 organi-zaciones humanitarias y agencias de las Naciones Unidas para instar a los ciudadanos de todo el mundo a alzar su voz pidiendo el fin de la crisis en Siria y del sufrimiento de millones de civiles. Asimismo, ha significado el reconocimiento de las instituciones Fundación MAPFRE y Bankinter, que han otorgado a la FPSC dos premios, en los meses de junio y diciembre, respectivamente, por su trabajo desde su clínica de fisioterapia y rehabilitación en Za’atari (Jordania). Además, ha permitido la participación de FPSC en la 5ª Reunión sobre la crisis humanitaria en Siria e Irak organizada por el Consejo Pontificio Cor Unum en Ciudad del Vaticano. Y, por último, ha supuesto la inclusión de FPSC en el Plan de Respuesta Regional (2016-2018) (Rapid Response Referal Program) de ACNUR para Líbano.Además, estos años de incremento de trabajo en ayuda humanitaria han revertido en una mayor experiencia de FPSC en el ámbito de la seguridad. Por ello, desde 2016 la FPSC ha entrado a formar parte del Grupo Acceso de la Coordinadora de ONGD-Espa-ña, con el fin de preparar en temas de seguridad al personal que trabaja o se desplaza a terreno.

En el año 2007, la FPSC creó el Centro de Estudios de Oriente Me-dio de la FPSC (CEMOFPSC), un think tank multidisciplinar que tiene como objetivo reflexionar e intercambiar opiniones entre expertos sobre cuestiones de Oriente Medio que requieren un diálogo riguro-

so y eficaz y la búsqueda de una solución conjunta. Los trabajos y conclusiones se recogen en su página web www.cemofpsc.org y en las publicaciones “Cuadernos CEMOFPSC”.En 2016, el CEMOFPSC ha organizado dos seminarios en Madrid. El primero de ellos, celebrado en Casa Árabe y con la financiación de la Secretaría General de Cooperación Internacional para el Desarrollo (MAEC), para contribuir a mejorar la eficacia de la ayuda humanitaria en Oriente Medio; y el segundo, con el apoyo de la AECID y organizado en CaixaForum, para tratar la problemática del agua en Palestina. Asimismo, en Roma, ha celebrado un seminario sobre la inmigración desde una perspectiva mediterránea, y otro sobre los logros y perspectivas de Israel y su relación con Oriente Medio. Además, cabe destacar la creación de la sección “Píldoras CEMOFPSC” en la web, que integra conceptos clave sobre el mundo árabe y musulmán, para un mayor co-nocimiento y situación geopolítica de la región.

Bajo la temática de los refugiados, se ha organizado en el Parlamento Italiano de Roma, de una parte, un seminario para tratar la cuestión de los menores no acompañados; y en España, de la mano de The Family Watch, las buenas prácti-cas sobre el acogimiento e integración de las familias de refugiados. Por otro lado, en el mes de junio, en co-laboración con la Cátedra de Ética Am-biental “Fundación Pérez de Guzmán el Bueno-Universidad de Alcalá”, se cele-bró el “Seminario Internacional de Cien-cia y Religiones por el Medio Ambiente (ISSREC)” en el Santuario de Torreciudad,

Seminarios FPSC para reflexionar sobre la importancia del diálogo entre la ciencia y la religión para conseguir decisiones efectivas en la so-lución de los problemas ambientales, en torno a las enseñanzas de la encíclica Laudato Si’ del Papa Francisco. Por último, con la financiación de la Ofi-cina de Derechos Humanos de la Secre-taria de Estado de Asuntos Exteriores del MAEC, un encuentro de mujeres árabes y europeas con extensa experiencia en el ámbito de los derechos y deberes de la mujer ha sido el marco para evaluar la situación actual de la mujer en Libia y po-sibles acciones a emprender a corto pla-zo. El seminario se celebró en el mes de octubre en Casa Árabe de Madrid.

Foro de América Latina

En 2016, el Foro de América Latina que la FPSC puso en marcha en 2009 ha organizado un total de siete encuen-tros entre periodistas y diplomáticos en Roma para analizar cuestiones de actualidad sobre Latinoamérica.

Jornadas de Sensibilización

La FPSC ha participado en el mes de abril en la X edición de IEB Solidario, para dar a conocer su labor social, sus proyectos y las diferentes formas de colaborar en su vo-luntariado. Y posteriormente, en el encuentro de expertos “Participación, derechos del menor y nuevas tecnologías”, promovido por el Ayuntamiento de El Puerto de Santa Ma-ría, y organizado por la Fundación Márgenes y Vínculos, que se celebró en la ciudad gaditana los días 19 y 20 de mayo.Asimismo, ha organizado a lo largo del año diversos en-cuentros informales para informar sobre la realidad de las minorías en Oriente Medio, contando, en una de las ocasio-nes, con el testimonio de Mons. Audo, Obispo Caldeo de Alepo (Siria).

Exposiciones

En el mes de enero, en el Centro Cívico José María Luelmo de Valladolid, la FPSC organizó una exposición fotográfica para acercar y dar a conocer a la sociedad la realidad de las perso-nas con discapacidad de Oriente Medio, población especial-mente afectada por la crisis humanitaria que ha generado el conflicto de Siria.Otras iniciativas han tenido como objetivo concienciar a los más jóvenes sobre la importancia de proteger el planeta y sus recursos desde un enfoque de derechos, en concreto sobre el derecho internacional al agua y al saneamiento. Este programa de educación medioambiental, realizado en

colaboración con la organización Cooperación Internacio-nal, ha comprendido la exhibición de una serie de paneles educativos sobre el cambio climático en colegios de prima-ria y secundaria de la Comunidad de Madrid.

#StandtogetherLa FPSC, junto con el Centro Internacional de Comunión y Liberación, la Asociación de Amigos de Rome Reports y la Asociación ISCOM, ha participado en la fundación del pro-yecto #Standtogether, una plataforma digital e inclusiva creada para dar voz a todos los cristianos que viven situa-ciones de discriminación o persecución, especialmente los cristianos que viven en Oriente Medio, y sensibilizar acerca de su realidad.

CAMPAÑASCon el fin de favorecer el trabajo de la FPSC para aliviar las necesidades de los refugiados sirios en Jordania (campos de Za’atari y Azraq) y en las comunidades de acogida en Líbano, y de los refugiados iraquíes en el campo Virgen María de Bag-dad, mediante la ayuda económica de donaciones privadas, han continuado en marcha las campañas “Siria: Llamada de emergencia” e “Irak: un grito de aliento”. Además, para apoyar la iniciativa en Siria desde una perspectiva concreta, en el mes de diciembre, la FPSC lanzó su campaña de Navidad “Teatro por la vida” (#teatroporlavida), con el fin de poder instalar un módulo prefabricado en el campo de Za’atari, donde poder desarrollar adecuadamente la actividad de teatro inclusivo. Contó, para ello, con el apoyo de gente del mundo del teatro como Juan Echanove, Luisa Marín o Luis Olmedo.

CONCIERTO BENÉFICO a beneficio de los Proyectos de FPSC

El 2 de diciembre de 2016, la madrileña Sala Caravan Back to the 80´s organizó un concierto bené�ico en apoyo a los pro-yectos y trabajo de la FPSC, con la actuación del grupo “Hay Tablas”.

XIX Premio de Cuentos Fundación MainelCon el fin de hacer reflexionar a los jóvenes sobre cómo construir un mundo mejor, la FPSC participó en la organi-zación del XIX premio de Cuentos Fundación Mainel bajo el lema de “El mundo que quieres”. Durante la entrega de pre-mios, celebrada en mayo, en Valencia, la Fundación presen-tó un vídeo sobre su trabajo en materia de agua en Oriente Medio, y habló sobre el derecho fundamental al agua pota-ble y saneamiento.

NACIONES UNIDASDesde 2004, la FPSC tiene Estatuto Consulti-vo General ante ECOSOC de Naciones Unidas. Desde entonces, FPSC ha tratado de aportar a este órgano su profunda experiencia en Coope-ración para el desarrollo, por su trabajo en los países del Norte de África y Oriente Medio. Asimismo, en el año 2013, FAO concedió a la FPSC el “Liaison Status”, un estatuto formal de colaboración según el cual ambas instituciones se invitan mutuamente en calidad de obser-vador a las reuniones que les sean de interés, buscan colaborar a través de consultas y con-tactos informales, e intercambian documentos en temas de interés común. De esta forma, en 2016, la FPSC ha participado en distintos even-tos ante la FAO en Roma: en la presentación de una alianza por la seguridad alimentaria y la paz con los galardonados con el Nobel de la Paz; y en un evento de alto nivel para abordar las causas estructurales y las consecuencias de la desigual-dad de género en las zonas rurales e identificar los principales desafíos, brechas, oportunidades y acciones de colaboración para maximizar el papel fundamental de las mujeres y niñas para la erradicación del hambre y la pobreza.De otra parte, dada la situación que está ex-perimentando el mundo: el más alto grado de sufrimiento desde la Segunda Guerra mundial, la FPSC, en el marco de la Cumbre Humanitaria Mundial de Naciones Unidas celebrada en Es-tambul los días 23 y 24 de mayo por este moti-vo, asume y reafirma sus responsabilidades en favor de la Agenda para la Humanidad, bajo el lema “Una humanidad: nuestra responsabilidad compartida”, en el ejercicio de su trabajo, en todas sus áreas de actividad. De esta forma, ha contribuido al debate sobre la eficacia y los re-tos de la Ayuda Humanitaria de acuerdo con el Plan Director de la Cooperación Española 2013-2016, con la celebración del Seminario “Nuevos actores humanitarios en Oriente Medio” organi-zado por el CEMOFPSC.

Por otra parte, estas campañas han contado con ayuda de asociaciones juveniles como Pino Alto, de Segovia, o Tamaral Joven, de León, que en el mes de abril, con el fin de recaudar fondos, organizaron actividades soli-darias: la representación teatral “La Cenicienta” y, en el marco de IV Cer-tamen de Comedias Musicales, un rastrillo para la venta de manualidades, respectivamente.Asimismo, como respuesta al terremoto que asoló al país en el mes de abril, la FPSC puso en marcha la campaña “Emergencia Ecuador” con el fin de aliviar las necesidades más inmediatas de la población.

HUB 4FPSC ha representado a la CONGDE en el grupo de trabajo de Educación para la Ciudadanía Global (ECG) de la plata-forma europea CONCORD, que recibe el nombre de HUB 4. Tras la reunión pre-sencial de marzo de 2016, el represen-tante de FPSC fue elegido como miem-bro del Steering Committee del grupo de trabajo, y se implicó en el sub-grupo de trabajo del Consenso Europeo de Desarrollo. Durante la reunión presen-cial de noviembre de 2016, tuvo lugar el “Día de la Educación para la Ciudadanía Global” en Bruselas, donde el represen-tante de FPSC moderó la mesa redonda “Cuando los europeos se hacen globa-les: cooperación en ECG para lograr un marco y definiciones comunes”.

Considerando que la cooperación es un proceso asociado y participativo, basado en el protagonismo de la sociedad civil, la FPSC ha mantenido su trabajo y apoyo a las redes cuya creación ha promovido: READI, REDI y ESBAL.

Fundación Anna Lindh (FAL)

La FPSC forma parte de la Fundación Anna Lindh (FAL), una red de redes creada en el seno de la Unión por el Medi-terráneo (UpM), la Unión Europea y la Liga de los Estados Árabes, con sede en Alejandría (Egipto), que tiene como objetivo fomentar el diálogo cultural entre el norte y sur del Mediterráneo.En el año 2016, la FPSC ha mantenido su vinculación con la red, proporcionando contenidos al boletín informativo y la sección web de actualidad.

Foro de ONG en RomaLa FPSC, miembro del Comité Ejecutivo del Foro de Roma, ha participado en 2016 en dos seminarios organizados por este grupo de ONG de inspiración cristiana. El primero de ellos para tratar la ecología de una mane-ra integral con el fin de combatir el hambre y proteger el medio ambiente, a la luz de la Encíclica Laudato Si’, del Papa Francisco, y el segundo, en el marco de la celebración del día Mundial de la Alimentación, para abordar el cambio climático de manera responsable,

Para contribuir a la formación extraes-colar y extrauniversitaria de los jóvenes, la FPSC organiza cada verano diversas actividades de intercambio y de tiempo libre que fomentan valores de conviven-cia, solidarios y culturales, y facilitan el aprendizaje de lenguas.En el año 2016 se han organizado un total de 11 actividades de verano en España, Eslovenia, Hungría, Polonia y Rumanía, en las que han participado 847 jóvenes y 212 monitores. Además, se ha organiza-do los “Premios Actividades de Verano”, que han galardonado a 7 asociaciones juveniles por su actividad realizada, y se han concedido becas para que jóvenes de escasos recursos pudieran participar en las mismas.

La FPSC apoya iniciativas sociales que a través de sus actividades fomentan los valores culturales y sociales, el diálogo entre culturas y la promoción de la paz. Voluntariado familiarEl programa de voluntariado familiar con familias del Colegio Las Tablas Valverde se desarrolla desde el año 2012 en la Re-sidencia de personas con discapacidad intelectual de la Fundación Nuestra Seño-ra del Camino en Madrid. Esta actividad tiene un efecto multiplicador, ya que los menores y sus padres realizan la actividad conjuntamente, y sirve de espacio de en-cuentro y convivencia entre esas familias y los residentes.

Programas de formación de voluntarios Para la FPSC el voluntariado es uno de los activos más importantes de la sociedad, y una correcta formación del voluntario es fundamental para un desarrollo adecuado de su actividad. Por ello, realiza programas para este fin, prestando especial atención a los jóvenes, capacitándolos como agentes de desarrollo social. Para esta tarea, la FPSC se ha apoyado en la ayuda económica del Instituto de la Mujer.

Voluntariado de jóvenes madrileños en Centros Ocupacionales de la CAM (AMAS)En el marco de un convenio de colaboración entre la FPSC con la Consejería de Asuntos Sociales de la Comunidad de Madrid y la Agencia Madrileña de Acción Social (AMAS), y gracias a la subvención recibida de la Comunidad de Madrid, han continuado las dos actividades de voluntariado de ocio y acompañamiento en centros ocupacionales de personas con discapacidad intelectual y personas mayores. El primero de ellos con vo-luntarios jóvenes profesionales, de en torno a 30 años de edad, en el Centro Ocupa-cional Barajas; y el segundo, en el Centro Ocupacional Ciudad Lineal en Madrid, con voluntarias procedentes de asociaciones de mujeres jóvenes con las que la FPSC tiene firmado un acuerdo de colaboración.

En 2016 la FPSC ha consolidado los proyectos iniciados en años anteriores, que ha contribuido a crear un voluntariado efectivo y solidario. La diversificación de iniciativas y la búsqueda de un voluntariado más heterogéneo han permitido cubrir un mayor número de necesidades sociales.voluntariado y accion social

En 2016, la FPSC ha continuado realizando y coordinando actividades de voluntariado y acción social, y prestando apoyo institucional, mediante programas de formación de voluntarios, en asociaciones juveniles con las que mantiene un acuerdo de colaboración.

Rumbo al EsteMediante este proyecto, financiado por Obra Social “la Caixa”, la FPSC ha ofrecido a asociaciones juveniles herramientas de formación, actividades, estrategias de visibilidad e impulso de acciones de voluntariado.Así, se ha puesto en marcha un proyecto de estudio “programa Intelligo”, que se realiza fuera del horario escolar, para mejorar el rendimiento académico; acciones de volun-tariado y actividades de ocio y tiempo libre, para lograr una verdadera educación en valores; y talleres de interculturalidad en inglés, dirigidos por personas extranjeras, para promover una ciudadanía europea.

Participación en las actividades de FEVOCAMLa FPSC, miembro de FEVOCAM (Federa-ción de Entidades de Voluntariado y Ac-ción Social de Madrid), ha participado ac-tivamente durante 2016 en las reuniones y talleres de su grupo de trabajo de comu-nicación, en los que, entre otros temas, se ha abordado la elección del lema y cam-paña para el nuevo curso y la posibilidad de crear un Manual de Comunicación.Asimismo, el principal hito de trabajo du-rante el año ha sido la elaboración de un estudio para analizar las noticias publica-das sobre voluntariado en base a una se-rie de indicadores previamente consen-suados para poder realizar un informe de evaluación.

“Training to give it all”: promoción de valores a través del deporte

Con el apoyo de la Fundación Reina Sofía, la FPSC quiere com-plementar los encuentros juveniles de formación de voluntarios de las asociaciones juveniles con un torneo deportivo para pro-mover la práctica del deporte entre la mujer joven.

“Enjoy Europe”: Servicio de Voluntariado EuropeoEl proyecto de Interculturalidad “Enjoy Europe”, financiado por la Comisión Europea, es un proyecto de interculturalidad que se desarrolla en Madrid, en colaboración con varias asociacio-nes juveniles con las que la Fundación tiene un convenio de colaboración. Dirigido a niños y adolescentes, este proyecto consiste en la realización de talleres en inglés que transmitan, de forma lúdica, los valores de la interculturalidad, dando a co-nocer costumbres, países y otras formas de vida diferentes a las propias.Para ello, jóvenes voluntarias europeas aplican su solicitud al Servicio de Voluntariado Europeo (SVE), un programa dentro del marco del Erasmus en el que participa la FPSC con este proyecto

Asignación de recuros por áreas geográficasAtendiendo al trabajo de la Fundación en todas sus áreas de actividad, en 2016 la asignación de recursos por área geográ-fica se ha distribuido de la siguiente ma-nera: Europa 1.572.732,00€ 38,83% Asia 1.689.550,80€ 41,72% América Latina 623.096,82€ 15,38% África 164.683,77€ 4,07%

Asia continúa configurándose como área prioritaria de actuación para la FPSC, no solo por su trabajo de cooperación al de-sarrollo en Oriente Medio, ininterrumpido desde 1992, sino también por las acciones de ayuda humanitaria desarrolladas en esta región, que tratan de dar respuesta a las graves consecuencias generadas por el conflicto en Siria. Asimismo, en 2016, la asignación de recursos en Europa se ha visto incrementada por la alta participa-ción de gente joven en las actividades de ocio y tiempo libre realizadas en el extran-jero durante el verano.

Recursos obtenidosEn el año 2016, los recursos obtenidos (subvenciones recibidas de instituciones públicas y privadas y donativos de parti-culares) ascienden a 6.548.351,01€, que supone un incremento del 7,96% respecto al año anterior. Este incremento se debe en gran medida a una recuperación de donaciones privadas (44,24%) tras años de contención por la crisis económica atrave-sada en España. En cuanto al origen de los fondos, el 59,57% corresponde a recursos privados, y el 40,43%, a fondos públicos.

Asignacion de recursos por área de actividadEn aplicación a lo indicado en el artículo 32 del reglamento de Fundaciones de Competencia Estatal, la Fundación ha acordado destinar en el ejercicio recursos en forma de gasto e inversiones directa-mente asociadas a las actividades desa-

rrolladas en cumplimiento de fines por importe de 5.384.055,63€, equivalente al 76,52% de la base de destino de rentas o resultado contable corregido en los ajus-tes reglamentarios. The FPSC Foundation is a private, non-profitable institution that has been working since 1987 to promote human, social and economic development in a more agreeable way to people’s dignity, with concern to the cultural identity of different folks and peoples.

Its philosophy is grounded on a “small, agile and independent”

organization model, which enables to strengthen and capitalize the

accomplished work and face future challenges with higher management capacity, improved resource optimization and better cost economy. It places individuals at the core of its activities, as main characters of the time they live in and sees education as the only real engine of change. It is, since June 2001, a certified Non-Governmental Organization and has been recognized since 2004 with the General Consultative Status by the United Nations Economic and Social Council (ECOSOC).Furthermore, it has been qualified since 2005 by the Spanish Agency for International Development Cooperation (AECID) and meets all the control and transparency requirements of the Spanish NGOD Coordinator in the exercise of its functions. The FPSC also has a Memorandum of Understanding with the Humanitarian Aid and Civil Protection Office of the European Commission (ECHO) and a formal agreement with FAO.

I would not like to conclude without expressing our gratitude for the continuous support of so many anonymous people who contributed in the FPSC diff erent fundraising initiatives throughout the year. I would like to stress the collaboration of the two youth associations of Tamaral Joven and Pino Alto in our permanent Syria and Iraq campaigns and thank all those who stayed with us at the benefit concert held in December with the performance of the group “Hay Tablas”. My most sincere gratitude also to donors, public and private subsidizers, members, staff and volunteers of the FPSC. It is only thanks to their eff ort and generosity that the Foundation is able to achieve its goals and go on with its work.

ear colleagues and friends,As President of this Institution, it is a pleasure for me to present, once more, the FPSC’s Report on Activities and Finance Information of 2016.There is no doubt the world is currently suff ering high

levels of pain, “the largest humanitarian crisis since the creation of the United Nations”, as recently reported by Stephen O’Brian, UN Under-Secretary-General for Humanitarian Aff airs and Emergency Relief Coordinator. In this context, one of the FPSC’s main foundations grows even more fitting: promote the dignity of people in the world. The situation of high instability caused by war in the Middle East has led the Foundation to increase its work on humanitarian aid in Lebanon and Jordan, aiming not only to alleviate pain but also to preserve the dignity of those who suff er more, particularly the most vulnerable such as minorities, persons with disabilities, children, the elderly or women.It is because of this that I would like to begin by expressing our gratitude for the prizes received from the MAPFRE Foundation for the “Best Social Action Initiative” and Bankinter, in recognition of the essential work the FPSC is currently developing in Jordan with Syrian refugees.Our engagement with refugees and minorities has also lead us to be promoters of #StandTogether, a digital platform created to give voice to all those

Christians in situations of discrimination or persecution, more specifically those in the Middle East, in order to raise awareness of their reality.

Some other issues that have received the FPSC’s special attention have been the complicated and precarious state of women’s rights in Libya,�yet another country at war, as well as the relevance of the dialogue between science and religion to search for answers to environmental problems.

Nevertheless, we must never forget development cooperation, which is our leading area of intervention. To this eff ect I would like to point out our actions: in Bolivia and Haiti, aimed to secure the access to the human right to water and sanitation, in Guatemala and Paraguay, involving the training of women and their insertion in the work world, and finally in Mozambique, Ethiopia, Peru and Palestine, where the FPSC keeps on working for rural and agricultural development and for a proper management of water resources.

In 2016, with the support of OFID, we have made great eff orts to guarantee people’s right to drinking water and sanitation in rural communities of Haiti and Bolivia, achieving a very positive impact on population’s health and the development in the area.Likewise, we promote the integration of women in vulnerable situations in the labour market by giving them professional training in highly demanded jobs. Therefore, a project in Guatemala, funded by the Italian

hIn 2016, the FPSC’s work to achieve rural development in Palestine has been very important thanks to the implementation of two projects and one convention funded by the AECID, with special attention to water resources management and agricultural development through inclusive and sustainable initiatives. The aim is to reduce vulnerability in rural families, respond to the serious problems of access to water in the country and improve food security through better agricultural productivity. Always in accordance with this goal, and also in Palestine, the Regional Government of Valencia and the City of Madrid have approved two new projects due for 2017.We have also worked in Lebanon for a better education. On the one hand, PROEDUCA’s support has enabled four young refugee women, two Iraqi and two other Syrian, to receive job-oriented training. On the other, the Real Madrid Foundation tries to implement its model of Sports School, aiming to the promotion of education in values through sports.Also in this area, in order to promote the integration of women in labour markets through professional training, the FPSC has supported with private funds the projects in Kazakhstan and India financed by the Italian Episcopal Conference.

In 2016, we worked in Mozambique where a project funded by Nando & Elsa Peretti Foundation has been completed, originally designed to improve health conditions in Chibabava’s population by strengthening Mangunde Hospital, by far the most consolidated health center in the country area. We have also sketched the tasks needed in Sofala in order to improve water supply and sanitation in rural districts of the south, which will be financed by Canal Voluntarios (Canal de Isabel II Management).In Ethiopia, AECID’s support is enabling rural development in Oromya through improved agricultural production, the responsible use of natural resources and education for the promotion of balanced diets and good nutrition. Likewise, “la Caixa” Foundation is working to promote health in Addis Ababa by providing support to the St. Gabriel Center and training medical staff in 11 health centers of the area. Also by means of another project in 2017 for the improvement of health and reduction of maternal and child mortality, with the support of the Majadahonda City Hall.Eventually, the FPSC has given its support, with the donation of private funds, to the Lakeview Study Centre in South Africa for the development of its training activities for women in need.

regions: Jordan and Lebanon,�the most aff ected by Syrian war, and Palestine Territories.The FPSC concentrates its eff orts in the most vulnerable minorities, such as underage or disabled people, the elderly, women and others, in the Refugee Camps of Jordan (Za’atari and Azraq), since it is them the most exposed to the consequences of armed conflicts. The diff erent interventions have dealt with personalized medical assistance, the distribution and maintenance of mobility aids (from canes and crutches to wheelchairs and orthopedic devices).

We also work in inclusive activities and awareness raising of the real situation and legal rights of people with disabilities, health care services in relation with mental health issues, and last the strengthening of a supportive, sustainable and innovative social network of second-hand products for the alleviation of poverty for these people and the Lebanese host population.In Palestine Territories, on the other hand, the FPSC’s activities have insured access to basic assistance for disabled people in four refugee camps in the Gaza Strip, along with the protection of their rights.These interventions have received the monetary contribution of Jordan Humanitarian Fund, OCHA, Lebanon Humanitarian Fund (OCHA), the Spanish Agency for International Development Cooperation (AECID), the Government of Castilla y León, the Community of Madrid, MAPFRE Foundation, Nando & Elsa Peretti Foundation, United Nations Women’s Guild of Vienna (UNWG) and the Government of La Rioja, through Kaipacha Inti NGO.

The FPSC’s engagement towards the Syrian refugee population has also developed into several other incentives. Therefore, in January, the FPSC joined the calling of more than 120 humanitarian organizations worldwide and UN agencies to urge the world population to raise its voice for asking the cease of the Syrian crises and the suffering of millions of civilians. These statements have been acknowledged with two awards by institutions such as MAPFRE and Bankinter Foundations, in June and December respectively, in recognition of the job done at the Za’atari’s clinic in Jordan. Likewise, the FPSC has been allowed to participated in the 5th Meeting on the humanitarian crisis in Syria and Iraq, set up by the Pontifical Council “Cor Unum” in Rome. And, eventually, the FPSC has been included in the UNHCR’s Rapid Response Referal Program (2016-2018) for Lebanon.Furthermore, the increase of humanitarian aid activities in the last years has been promoted by the FPSC’s experience in security measures, resulting in the integration of the FPSC in the Access Group of the NGO Spanish Coordinator in 2016 with the task of giving formation in security measures to the expatriated staff.

The FPSC funded in 2007 the Center of Studies of Middle East (CEMOFPSC), a multidisciplinary think tank whose main goal is to reflect and exchange opinions among experts about issues that require a rigorous and eff icient dialog, and the search for common solutions.

Works and re�lections on the CEMOFPSC activities are collected in the “Cuadernos CEMOFPSC”, published section in its website www.cemofpsc.org.In 2016 ECEMOFPSC has set up two seminars in Madrid, the first of which counts with the financing of the Off ice of the Secretary-General for Development Cooperation (SGCID), from the Ministry of Foreign Aff airs and Cooperation and was destined, first, to improve the eff iciency of humanitarian action in the Middle East, and secondly to address the water problem in Palestine. Another seminar was held in Rome on immigration from a Mediterranean perspective, and on the achievements and perspectives of Israel relating their relationship with the Middle East.Furthermore, we must also mention the existence of the “Pildoras CEMOFPSC” on the web, integrating key concepts on the Arab and Muslim world for a better knowledge and insight in the geopolitical situation of the region.

On the subject of refugees, a seminar has been set up in the Italian Parliament addressing the matter of unaccompanied minors. And in Spain, supported by The Family Watch, we talked about good practices in the reception and integration of refugee families. On the other hand, the International seminar on Science and Religion cooperation for Environmental Care (ISSREC) was held at the Sanctuary of Torreciudad (Huesca), to reflect on the dialogue between science and religion in relation with environment challenges,

FPSC Seminarsin line with the teachings of the Pope Francis’ Laudato Si’ encyclical.Finally, counting with the funding of the Office of the Secretary-General for Development Cooperation (SGCID), from the Ministry of Foreign Affairs and Cooperation, a meeting with Arabic and European women with great experience on the subject of rights and duties of women set up a frame to evaluate the current situation of women in Libya and possible actions to promote in a short- term. This seminar was held in October at the Casa Árabe of Madrid.

Latin-American ForumIn 2016, the FPSC has continued organizing meetings, more speci�ically seven of them with journalists and diplomats in Rome in order to address the current situation in Latin-America, thanks to the Latin-America Forum created in 2009.

Awareness Raising DaysThe FPSC has participated in the IEB Solidario’s 10th edition in April in order to spread FPSC’s social implication, its projects and the possible ways of becoming part of its volunteer programs. After that, it also took part in the experts’ meeting entitled “Participation, children’s rights and new technologies”, promoted by the El Puerto de Santa María’s Town Hall, and set up by the Fundación Márgenes y Vínculos, held in this town on May 19th and 20th.Likewise, it has put on several informal meetings to make the situation of minorities in the Middle East public, one of them counting with the testimony of Mgs. Audo, Chaldean Bishop of Aleppo (Syria).

ExhibitionsIn January, at the José María Luelmo Civil Center in Valladolid, the FPSC organized an exhibition in order to make the situation of disabled people in the Middle East public, specially of those aff ected by the humanitarian crisis in Syria.Other initiatives have aimed to raise awareness among young people about the importance of protecting the planet and its resources from a human rights approach, specifically on international right to water and sanitation. This environmental education program, given in collaboration with the organization International Cooperation, has consisted of an exhibition with educative panels on the climate change in schools and high schools of the Community of Madrid.

#Standtogether

The FPSC, along with the International Center for Liberation and Communication, the Friends of the Rome Reports Association, and the ISCOM Association, has participated in the foundation of the project #Standtogether, an inclusive digital platform thought to give voice to discriminated or prosecuted Christians, especially those living in the Middle East, and raise awareness about their situation.

CAMPAIGNSIn order to alleviate the refugees’ needs with economical private donations, the FPSC has continued its campaigns in 2016: “Syria: Emergency Call” and “Iraq: a shout of encouragement”. These contributions were assigned to reinforce FPSC’s work with Syrian refugees in Jordan (Za’atary and Azraq Camps) and with host communities in Lebanon, and to meet the Iraqi refugees’ basic needs in Virgen María’s Camp in Bagdad. Aiming to support refugee’s initiative, the FPSC launched a Christmas campaign called “Teatro por la vida” (#teatroporlavida) with the intention of installing a prefabricated module in Za’atari’s

On December the 2nd, 2016, the Caravan Back to the 80’s Hall, in Madrid, put on a concert to support FPSC’s projects, with the performance of the group “Hay Tablas”.

XIX Tales Award Mainel FoundationTrying to make young people think on how to build a better world, the FPSC participated in the organization of the XIX Tales Award Mainel Foundation given to high school students under the slogan “The world you want”. At the prize-giving, held in May, the FPSC showed a video of its work in the Middle East along with a presentation on the fundamental right to drinkable water and sanitation.

UNITED NATIONS

Since 2004, the FPSC is acknowledged as an entity with General Consultative Status before ECOSOC of the United Nations. Since then, the FPSC tries to contribute to ECOSOC’s work sharing its deep experience in development cooperation, acquired thanks to its contribution in countries of North Africa and the Middle East.Likewise, in 2013 FAO granted the FPSC the Liaison Status, a formal memorandum of understanding according to which both institutions make invitations to the other to participate as an observer in the meetings they may think of interest to the other. This aims to collaborate through consulting and informal contacts and exchange �iles relating subjects of shared interests. In such a way, the FPSC has participated in diff erent events of FAO in Rome: at the presentation of an alliance for food security and peace with the honorees of the Nobel Peace Prize; at a high level event aiming to fight the structural causes and consequences of gender inequality in rural areas and in the identification of the main challenges, gaps, opportunities and collaboration actions to maximize the fundamental role of women and small girls for the eradication of hunger and poverty.On the other hand, due to the situation the world is going through, with the highest level of suff ering since the World War II, and in line with the frame set by the World Humanitarian Summit of the United Nations, held in Istanbul on May 23th and 24th, the FPSC accepts and reaff irms its responsibilities relating the Agenda for Humanity with the slogan One Humanity: Shared Responsibility in the exercise of its work and in all activity areas. Relating to this, the FPSC has contributed to the debate on eff ectiveness and the challenges of Humanitarian Aid, according to the Director Plan of Spanish Cooperation 2013-2016, with the organization of the seminar “New humanitarian actors in the Middle East” by CEMOFPSC.

HUB 4The FPSC has represented CONGDE at the working group for the GCE in the European platform CONCORD, receiving the name of HUB 4. After the in-person meeting in March of 2016, the representative of the FPSC was elected as a member of the Steering Committee of the working group, and became engaged with the subgroup of European Consensus of Development. In the meeting of November of 2016, taking place in Brussels in the Day for the Global Citizen Education, the representative of the FPSC moderated the round table entitled “When Europeans become global: cooperation in GCE to achieve a common ground and definitions”.

READI, REDI, ESBAL

The FPSC sees the cooperation as a cooperative and participative process, based on the main role of the civil society. Because of that, the FPSC has promoted since 2001 the creation of diff erent networks:�READI, REDI or ESBAL.

Anna Lindh Foundation (FAL)

The FPSC is part of Anna Lindh Foundation (FAL), a net created within the Union for the Mediterranean (UpM), the European Union and the League of Arab States. This net has its headquarters in Alexandria (Egypt) and its purpose is to promote cultural dialogue between the North and the South coasts of the Mediterranean Sea.In 2016, the FPSC has kept the link to the net, providing contents to the newsletter and current web.

NGO Rome ForumThe FPSC, as member of the Executive Committee of the NGO Forum in Rome, has taken part in two seminars organized by this Forum of NGOs of Christian backgrounds. The first of which aims to address ecology issues from a comprehensive point of view, in order to fight hunger and protect the environment, specially attending to the Pope Francis’ Laudato Si’ encyclical. And the second one, circumscribed in the celebration of the World Food Day, managing climate in a responsible way, paying special attention to the necessary

Aiming to the promotion of extracurricular education for young people, the FPSC organizes diff erent exchanges and leisure activities every summer based on peaceful coexistence, solidarity and cultural values. In these activities, learning new languages is also encouraged. In 2006, 11 summer activities have been organized in territories such as Spain, Slovenia, Hungary, Poland and Rumania, counting with the participation of 847 young people and 212 instructors. The “Summer Activities Prize” has also been organized, awarding 7 youth associations for their accomplished work, and also several scholarships have been granted to young people of scarce resources in order for them to be able to participate in these kind of activities.

Familiar Voluntary ServiceThe voluntary service program with families of Las Tablas-Valverde School, at the Residence of Nuestra Señora del Camino Foundation in Madrid, has continued throughout the year in order to take in intellectually challenged people. This activity shows great results thanks to the participation of both parents and children, and provides a perfect atmosphere for sharing and communal living between families and residents.

Volunteer training programs Voluntary service is one of the most important assets of society to the FPSC. Therefore, the adequate training of volunteers is essential for the correct development of its activity. In accordance to this, the FPSC organizes volunteering training programs, paying special attention to young people, habilitating them as social development agents. To this aim, the FPSC has counted with the funding of the Instituto de la Mujer (Woman Institute).

Voluntary service of young people from Madrid in Occupational Centers (AMAS) According to the frame established by the cooperative agreement of the FPSC with the Off ice of Social Aff airs of the Regional Government of Madrid, and the Madrid Agency for Social Action (AMAS), and thanks to the contribution of the Community of Madrid, two projects have kept on off ering voluntary service to provide leisure and company to the intellectually challenged and the elderly. The first of them was developed by young professionals, near to the 30 years of age, at the Occupational Center of Barajas. The other project is developed at the Ciudad Lineal Occupational Center in Madrid by female volunteers from diff erent young women associations in possession of a collaborative agreement with the FPSC.

In 2016 the FPSC has reinforced projects initiated in the past. This has helped to create a charitable and eff ective voluntary service. The diversity of FPSC’s initiatives for voluntary service and its search of more diverse activities has allowed us to attend a higher number of social needs.volunteering and social participation

In 2016, the FPSC has kept on developing and coordinating volunteering and social action activities and giving institutional support trough volunteer training programs in youth associations in possession of an agreement of collaboration with the NGO.

Head EastThrough this project, funded by “la Caixa” Foundation, the FPSC has off ered help training tools, activities, communication strategies and support for the carrying out of volunteering activities to some youth associations.Therefore, a research project has been started up called “Intellingo Program”, taking place outside the school time, in order to improve the academic performance. Other volunteering and leisure activities have been organized to achieve a good education in values. And also intercultural workshops in English have been developed by foreign people aiming to promote a European citizenship.

Participation in FEVOCAM ActivitiesThe FPSC, as part of FEVOCAM (Federation of Entities of Voluntary Service and Social Action of Madrid), has actively participated in meetings and workshops of its communication work group in 2016. In this space, the selection of the campaign and its slogan for the new academic year and the possibility of the creation of a Communication Manual have been addressed, among other subjects.Likewise, this year’s main milestone has been the elaboration of a report analyzing published news on the voluntary service, according to previously established indicators to this end.

These young volunteering women develop their voluntary service for 9 months at the Foundations’ headquarters, where they prepare workshops, run daily follow-ups, evaluate partici-pants and write blogs on experiences.

“Training to give it all”: promoting values through sports

Thanks to the Reina Sofia Foundation, the FPSC wants to add a sports tournament to the training session for young people in order to promote sports among young women.

“Enjoy Europe”: European Voluntary ServiceThe intercultural project “Enjoy Europe”, funded by the Eu-ropean Commission, is developed in Madrid in collaboration with several youth associations that have an agreement of understanding with the Foundation. Run by children and tee-nagers, this project consists of diff erent workshops in English aiming to communicate in a fun way intercultural values and promoting acquaintance with diff erent traditions, countries, divergent to our own ways of life.

In order to do this, young volunteering women apply to the Eu-ropean Voluntary Service (EVS), a program within the Erasmus program, in which the FPSC participates with this intercultural

As we can see, Asia still stands out as prioritary in the FPSC intervention, not only due to our development cooperation work, uninterrupted since 1992, but also to the humanitarian aid carried out in the region trying to give response to the severe consequences originated by the Syrian conflict. Likewise, in 2016, the allocation of resources in Europe has increased thanks to the great participation of young poeple in leisure and spare time activities abroad during summer

Incoming resourcesIn 2016, our income (grants received from public and private institutions as well as private donors) amounts to €6,548,351.01, representing an increase of a 7.96% to the previous year. This increase is mostly due to the recovery of private donors (44.24%) after years of containment caused by the economic crisis suffered in Spain. As for the origin of the funds, the 59.57% comes from private resources, and the 40.42% from public funds..

Resource allocation by areas of activities In application of the Regulation of the Foundations of State Competition as described in Article 32, in this exercise, the Foundation has agreed to allocate resources in form of spending and investments associated directly to the activities developed and in accordance
