Advocacy • BOWDA is an advocate for the development industry and
local business with various levels of government. • See the “Current Issues” on the back page to see what
BOWDA has been working for on behalf of our members.
Networking • Monthly lunch meetings (from Sept through June) give
BOWDA members the opportunity to develop and build relationships with suppliers, customers, and others in the Bow Valley business community. These lunches are generally attended by 80 to 100 of the business and municipal leaders of the Bow Valley.
• BOWDA members also have the opportunity to promote their business through a 5minute “Member Spotlight” and/or to sponsor the bar at a cost of $295+GST.
Business Development • BOWDA understands that the Development Industry is a key economic driver in the
Bow Valley and works to ensure that sustainable development can continue. • BOWDA addresses issues that impact business in general in the Bow Valley.
Information • BOWDA attends all Town of Canmore Council meetings and provides a brief update
on what is discussed and decisions that are made. We focus on issues that have an impact on the building/development industry, and on our members.
• We receive information such as CMHC reports,building statistics, labour market information, which we provide to our members who request it.
Education • The speakers at BOWDA lunches
discuss issues that affect and impact business and development in the Bow Valley.

BOWDA.ca Who is BOWDA?
BOWDA is a membership driven networking and advocacy group focused on the needs of the building and development industry and related business in Canmore and the Bow Valley. We have over 135 members comprised of builders, developers, consultants, supporting businesses, the three local Municipalities, local MLA, and other businesses from the Bow Valley.
This wide representation of the business community in the Bow Valley gives BOWDA the ability to listen to member concerns and issues, and discuss these with the various levels of government to work towards resolution.
Current Issues:
As an advocacy group, BOWDA works to support sustainable development in the Bow Valley. Specifically, BOWDA communicates with Town Administration and Council to ensure that policies and decisions are as business-friendly as possible. This in turn helps to grow our local economy, which all businesses benefit from. Some examples: • BOWDA believes that the Sustainability Screening Report process is again becoming too
subjective and is a hindrance to development and growth. BOWDA worked with the Provincial government prior to 2010 to have the SSR process amended to conform with the Municipal Government Act. The new process, adopted in 2011, was intended to become more objective through the use of the “Impact/Offset Matrix”. BOWDA is discussing with Administration and Council how the process can return to an objective process.
• BOWDA negotiated with the Town in 2012 regarding the Recreation Levies to reduce these from approximately $1,500 per new door to just over $900 per door. These are now considered voluntary contributions, and we have negotiated a credit towards SSR applications. Any reduction in development costs will contribute towards increased development in Canmore.
• BOWDA and Town Admin are reviewing the Cash in Lieu parking fees for downtown Canmore. The current rate of $50,000 per stall appears high, and we believe that a significantly lower rate should be considered.
• BOWDA and Town Administration did a thorough review of the Offsite Levy Bylaw in 2012 to ensure that projects that were included in the bylaw were justified and the costs were reasonable. This ensures that the levy is appropriate, and is not an unnecessary barrier.
• BOWDA addresses more than just builder and developer issues, also focusing on issues that impact the broader business community. An example is the Commercial:Residential Mill Rate issue. BOWDA raised this issue in 2010, pointing out that there is too heavy a reliance on the Commercial sector to compensate the Residential tax base, which discourages business development in Canmore. This issue has been reviewed by a Task Force, which will be making recommendations to Council in Spring 2013 to discontinue the practice of shifting the tax burden onto the commercial sector.
