OUR UNDERSTANDING OF THE PROJECT VISION AND OBJECTIVES

Medi-Build understands the importance of regional hospitals and the key role they play for the thousands of Victorians within these communities. The key objective for Medi-Build and the New Bendigo Hospital is to save lives and improve the health of Victorian’s within the communities of Central Victoria. The aim for patients in the region to be able to receive world class treatment without the need of travel to medical facilities in metropolitan areas is a key understanding of Medi-Build. It is also important that the facility is able to educate and train the next generation of world class medical practitioners in the community, therefore the importance of education and research facilities in the New Bendigo Hospital. Medi-Build has the unique ability to deliver these objectives to Central Victoria while also delivering outstanding value for money to the Victorian State Government.

Fundamental to delivering these objectives for the Bendigo Community is the key strategy of selecting ‘the right team’, bringing together world leading resources in finance, design, delivery and operations for the New Bendigo Hospital.

Medi-Build has carefully considered the selected proven organisations to achieve an integrated team of world leading Australian companies. The consortium members are all leaders in the world in their individual fields and have the experience and capability in health and social infrastructure when viewed collectively that is without comparison. Medi-Build is able to present a complete and innovative solution for the New Bendigo Hospital that guarantees the delivery of outstanding design, quality and value for money.

Medi-Build further enhanced their ability to delivery second to none innovation and quality for the New Bendigo Hospital by embarking on a global study tour of the newest and most advanced hospitals in the world. From the tour we were able to discover

A Healing Environment

Medi-Build understands the importance of design and it’s impact on the hospital pro-

ject. We believe it is critical to make clinical spaces less sterile and through our previ-

ous experience and outstanding design team we will be able to set a new benchmark

in hospital design within Australia. The aim to enhance the connection to the outside

world will be achieved by the use of warm colours, natural materials and a full glass

facade. Access to nature is an important part of the healing process and the fully

glazed facade proving natural light and external views to patient rooms as well as a

roof terrace courtyard, internal greenery and extensive external landscaping will pro-

vide this environment.

One of the clear messages gained from our recent international study tour, is the need

for the creation of an environment that is non-institutional, calming and personal,

particularly in potentially high stress zones. The layout of the hospital can have an

impact on these issues as significantly as the visual effects. The aim to provide easy

drop off and collection of patients, separation of back of house functions from front of

house function and the use of communal and private spaces will enhance the patient

journey by creating a more comfortable environment for their patients and their family.

The Medi-Build design team will achieve these environmental outcomes by applying

the design principles outlined below

- Create healing spaces to enhance patient perception of well-being

- Designs that create reminders of everyday life

- Create a clear, warm and inviting environment

- Provide an open, flexible, supportive, rewarding and engaging place

- Enable art, music, colour and texture to be an integral part of the design

A Working Environment

For the New Bendigo Hospital to be a leading international hospital and attract the

best medical staff it needs to provide a leading working environment. Medi-Build !!

understand this and believes that through our design capability this can be achieved

for the New Bendigo Hospital staff.

The building will be designed to maximise the operational efficiency of the facility and

provide a comfortable working environment for all staff. It will be designed with safety

in mind for staff, patients and all other building users.

A Community Environment

Medi-Build believes that the overall health precinct design should contribute to the

local community and greater Bendigo. We want to provide a hospital to Bendigo that

the whole region of Central Victoria can be proud off. This will be achieved by ! !

outstanding architectural design in the internal, external and overall master plan that

will be recognised through out Australia. Medi-Build will engage the Bendigo Art Soci-

ety and the Bendigo Art Gallery to provide artistic consultation to bring a welcoming,

personal environment to the patient journey within the Bendigo Hospital through the

integration of urban artwork. Community involvement and considerations will be an

integral aspect when considering the planning and design of the hospital.

The hospital also needs to provide functionality for local residents and stakeholders

which will be achieved by significant underground car parking and addressing other

stakeholder issues presented in the feasibility stages of the hospital.

‘Whole of Life’ Design

Medi-Build will take into account for the lifetime costs of the New Bendigo !Hospital

during our planning stage. This lifecycle assessment will include

- Capital cost

- Maintenance costs

- Lifecycle of the system elements

- Energy and water consumption

- Greenhouse gas emission

- Loss of business continuity costs

We understand the importance of providing the highest value of money to the !

Victorian Department of Health and the impact of having areas of the hospital !

unavailable due to maintenance and refurbishment to the people of Bendigo.

We aim to minimise these issues through our expertise and research during the !

design and specification of the hospital.

Future Proof

Medi-Build’s design will compliment both the specialist integrated design, and the

operational modelling, to allow for future expansion and continuing operation of a

world class facility. Design decisions will therefore be based on the consideration of

proposed future design changes, capital cost, maintenance costs, lifecycle cost, op-

portunity for innovation, and optimal performance solutions.

When designing to ‘future-proof’ the facility, Medi-Build will consider the following

objectives

- Generally, design structural and services elements in a way that they can be

upgraded with minimal disruption to patients and staff

- Structural capacity to allow for future vertical expansion

- Increased slab to slab heights and structural grids

- Installation routes for all large pieces of equipment

- Fibre optics installation for future National Broadband Network (NBN) con-

nection

- Minimise the use of load bearing walls (internally)

It is well known that buildings have a direct affect on occupants; in the ways in which

they feel (emotionally and mentally) and function. In the health care environment, it is

thought that a patient’s health and well being can be affected by the physical attrib-

utes of the hospital in which they are staying. Such factors include natural light, and

ventilation.

Medi-Builds vision of the new Bendigo hospital is that it will achieve a Green Building

Council of Australia (GBCA) rating of 5 stars, under the Healthcare Version 1 rating

tool.

The Healthcare V1 rating tool aims to achieve the following

- Minimise the environmental impact of healthcare buildings

- Maximise orientation to the north and opportunities for controlled sunlight

exposer for patients, staff and visitors

- Improve patient health outcomes and staff productivity

- Receive recognition for green leadership

- Achieve real cost savings

Subsequently, Medi-Build is aiming to realise these targets. Upon achieving these

items, the new Bendigo Hospital will be a facility that patients can comfortably recover

in, staff can happily work in, and the environment can adequately sustain.

Medi-Build will achieve an Ecologically Sustainable Development (ESD) through the

following methods;

- Displacement ventilation system with digital control for improved efficiency

- Increased natural light to every patient bed through a double glazed facade

with ‘Low-E’ film

- Energy efficient artificial lighting

- Wind and solar power generation

- Rainwater harvesting

- Office and back of house (BOH) natural ventilation

Displacement Ventilation System

Upon being the successful tenderer, Medi-Build will implement a displacement ventila-

tion system into the new Bendigo Hospital. Research shows that 60-65% of all en-

ergy consumption in hospitals is a direct result of HVAC systems. The displacement

system will essentially extract the air from the lower levels and remove it through an

exhaust / stack method, in order to maintain the ideal temperature throughout the

hospital, whilst removing all unnecessary HVAC clutter on each level. This is a much

more efficient system than the tradition HVAC approach, and was used with much

success in the Royal Women’s Hospital.

In addition, the Displacement System will be digitally controlled, which allows con-

sumption to be accurately measured and used for further research and adjustment

from a sustainability standpoint.

Lighting, Daylight, and External Views

Medi-Builds objective in this area will be to provide as much daylight as possible to

each patient room, and provide energy efficient artificial lighting where possible (e.g.

LED’s, etc).

External views will also play a major role, in providing the patient/s with a space that

makes them feel as though they are not locked within a hospital.

Wind and Solar Power Generation

Whilst space is the constraining factor in utilising wind and solar power generation,

Medi-Build are keen to implement this into the new Bendigo Hospital. This is achiev-

able through wind turbines, and solar panels, and in combination, will generate a por-

tion of the power used to operate the hospital (reducing running costs as a result).

Rainwater Harvesting

Large storage tanks will utilise the surface area of the building’s roof and facade to

capture rainwater for the purpose of irrigating landscaped areas, and flushing toilets,

etc.

Any rainwater harvested will be used strictly for non potable purposes, and treated for

certain applications if necessary. Rainwater harvesting provides yet another opportu-

nity to reduce costs, whilst also minimising resource usage (fresh water / drinking

water).

Natural Ventilation

The use of natural ventilation throughout the hospital will be a major objective of Medi-

Build. Natural Ventilation is pivotal in providing an ambience that suggests that the

hospital is truly integrated with the atmosphere of the outdoors. Administration areas

and back of house corridors will be heavily targeted in an effort to increase staff com-

fort (while not neglecting patient comfort at the same time).

Medi-Build has a long history in providing facilities management to large scale projects

of this nature, Spotless will form an integrated services provider, having a single desk /

point of call for the following services

Off Site Laundry & Kitchen

An offsite laundry and kitchen will be utilised in the delivery of the new Bendigo Hospi-

tal. Located within only a 9 minute drive of the hospital (via two alternative routes), in

the suburb of Eaglehawk, the facilities will be staffed by employees who have been

sourced by Medi-Build in the City of Bendigo, and surrounding regions.

The kitchen facilities will be operational 24/7, and provide all of the staff and patient

meals to the hospital. Given the short travel time and available technology by way of

refrigerated/heated transport vehicles, etc. this method of food preparation and !

delivery can be achieved with great success, as it has been at various other Victorian

Hospitals.

The offsite laundry will operate in much the same manner, with Medi-Build providing a

service to make sterilised sheets and linen available to the hospital on demand. Linen

changes will occur on a frequent basis, as is the standard in hospitals throughout

Australia and the world.

The hospital design will include two (2 no.) loading bays on either side of the dividing

road, to ensure that food and linen is always deliverable, and receivable.

Cleaning

Medi-Build will provide all hospital cleaning services to the appropriate hygiene stan-

dards, as we have delivered in health care facilities previously. We will also provide

cleaning of retail premises and food and beverage establishments (within the

development).

Security

Medi-Build will provide security services through means of technological devices, and

manned security that monitors the New Bendigo Hospital.

Jimmy Possum Furniture

Medi-Build has a preliminary agreement, and is in discussions (exclusively) with Jimmy

Possum to provide all non-medical furniture items to the new Bendigo Hospital.

Jimmy Possum is a leading Australian furniture designer and manufacturer from ""

Bendigo. They are already a major employer in the Bendigo region and this opportu-

nity will allow them to further extend their Bendigo employment force, whilst also pro-

viding the new Hospital facility with ‘a personal / community touch of Bendigo’.

Jimmy Possum is not only renowned for leading furniture designs and quality prod-

ucts, but also sustainable design and manufacture methods; through the use of recy-

cled timbers, etc.

The furniture that Jimmy Possum will provide to the new Bendigo Hospital is purely

non-medical, and would likely encompass mainly sofas, chairs, tables, etc. in admini-

stration areas, foyers, corridors, and the like.

Information and Communication Technology (ICT)

Medi-Build will adopt the Victorian whole of Health information and communication

technology strategy; HealthSMART, in the development of the new Bendigo Hospital.

HealthSMART is a seven-year $360 million strategy to modernise and replace ICT

systems throughout the Victorian Public Healthcare Sector. The ICT improvements

provide healthcare agencies with the tools required to meet the growing healthcare

demands expected in the future

In abiding by the Governments strategy to deliver ICT improvements and provide the

opportunity for advancing technology in the health sector, Medi-Build will work to pro-

vide effective ICT systems in the following areas;

existing facility. We will limit noise, vibration and disruption by undertaking processes

To limit the impact of greenhouse gases emitted for the construction of the new hos-

pital as well as the embodied energy needed, Medi-Build will use Hanson ‘Green”

concrete for the structure of the building. This concrete requires a significantly smaller

amount or carbon to be used in the manufacturing process than traditional concrete

while still having the same characteristics of traditional concrete. Hanson have a

quarry and batching plant on the southern side of Bendigo where all ‘Green” concrete

will be produced. This will limit the amount of transport required and improve the local

economy and employment in Bendigo.

Medi-Build’s construction consortium members are accredited with ISO 1400:2004

“Environmental Management Systems” and will ensure a minimal effect on the local

environment during the construction of the New Bendigo Hospital.

Identification Medi-Build shall workshop key issues internally, which shall ensure that each possible risk scenario is identified. Medi-Build shall rely on its previous experiences of relevant other PPP projects.

Allocation Allocate the identified risk to the team member best able to control it and that also have the financial capacity to absorb real risk.

Management and Moni-toring

The best able member will apply an organisational structure to ensure the effective review, monitoring and reporting of the project through the term. Through such pro-active lead-ership and communication, potential issues will possibly be avoided before they may become a problem.

Medi-Build Consortium supports the Victorian Department of Health’s risk allocation

guidelines as set out in the Expression of Interest. Medi-Builds Design, Construct and

FM Teams are experienced in the delivery of PPP’s both in Victoria and Australia, and

have deep understanding of market "practice and financiers requirements.

The State can be assured that each entity accepting a certain project risks possesses

a balance sheet that is capable of sustaining the risks offered to it. Through Medi-

Build, the Victorian State Government can be certain that they have assigned each

risk to the entity most able to handle that individual risk.

Medi-build will engage with the local stakeholders within Bendigo to seek a more

community-based approach toward both the design and delivery of the hospital. We

to the finance structure of the project. Medi-Build has the intention to use a combina-

tion of these six components during the entire life of the project; however the final

structure has yet to be decided and will be further developed during the bid phase in

conjunction with KPMG.

Debt funding approach and progress

Medi-Build will utilise the resources and experience of the sponsors to deliver the

most effective funding structure for the project. Medi-Build has a well thought out

strategy to deliver value for money outcomes for the state. The funding approach

requires three key features; reputable partners with a high quality institutions; An In-

teractive approach to maintain a competitive collaborative process between financiers

and finally a robust structure in terms of structure, gearing and securities, Medi-Build

must make sure it is sustainable for the whole life project. In developing the debt

structure, Medi-Build will consider the available market and the optimal level of gear-

ing for the project.

Strategy and approach with debt providers

Medi-Build’s approach to obtaining commitments from debt providers is based on

forming a strong financiers group. Medi-Build believes that a group comprising the

four major domestic banks in ANZ, Commonwealth bank, NAB and Westpac along

with Bendigo bank and Australian Super will be required to achieve certainty a com-

petitive funding package. Medi Build will also form a core bank group comprising of

at least two of the major banks with experience and expertise in project financing.

Medi-Build will work closely and in a cooperative manner with the core bank group to

develop the financing solution and drive the wider financiers group.

The funding solution will be driven by core bank group, leading the rest of the group

towards the most competitive package.

KPMG have a great relationship with the financiers in the group as well as Macquarie

and Lend Lease Infrastructure Investments already have a close relationship with all of

the banks in the group as well Medi-Build will be able to draw on these relationships

to drive the financing solutions and resolve any issues that may arise. This is a key

differentiating factor in recognising the strength of Medi-Builds financing capability.

Medi-Build’s ability to obtain the most competitive funding is further strengthened by

its integrated whole of life solution. This whole of life approach is supported by

Baulderstone and Spotless our D&C and FM provider during design, construct and

operational phase.

Competitive Equity Funding

Based on what the new Victorian Coalition Government has pledged to the project

from the 2011-2012 state budget there is an indicative project size of A$630m. Medi-

Build has the expectation that both project sponsors will provide a required total eq-

uity of 20% of the above indicated project cost, which equates to $126m.

To achieve value-for-money and financial certainty for the State, Medi-Build has put in

place key objectives and principles for the equity funding strategy of the project.

The key objectives of the equity strategy are to

firm, this being said they will provide a great amount of knowledge and experience to

the team. They have recently been involved in Australia’s most significant Health Care

and Urban Renewal developments including the Royal Children’s Hospital and the

Alfred Centre Stages 1&2.

Our team is enhanced through specialist advice from professional in the health care

industry which will give us the right insight needed to complete the project success-

fully. Further enhancing the design team a world study tour was undertaken in 2010

which included visits to hospitals in Holland, Belgium, Spain and the USA to under-

stand the trends in the health care design and prepare for future planning.

BATES SMART

Royal Children’s Hospital Parkville, Melbourne

The RCH design will provide 3000m2 of clinical, research and educational facilities.

Working on the RCH we have the knowledge and an established relationship between

one of the key stakeholders, the University of Melbourne. This new research facility is

doubling in space to accommodate for education programs, courses, workshops and

conferences. The design ensures collaboration and communication is achieved be-

tween the research and clinical areas to better the community.

Alfred Centre Stages 2 Prahran, Melbourne

The $180 million Alfred Stage 2 adds an additional four floors to the redevelopment.

The design and additional 18,000m2 provides functional and operation needs for the

users which includes – PC2/PC3 laboratories, specialist support facilities, clinical re-

search space, flexible teaching spaces, a lecture theatre and a tutorial feel environ-

ment. Bates smart has great experience dealing with multi-stakeholders in this area.

During the design development and construction phase, Bates Smart worked with

Bayside Health, The Burnet Institute, Monash University Medical School, La University

Faculty of Health Sciences and the Barker Institute/IDI.

Victorian Comprehensive Cancer Centre (Masterplan), Melbourne

Bates Smart has completed the Masterplan and Feasibility study for the Victorian

Comprehensive Cancer Centre (VCCC). Bate Smart plan to deliver world class facili-

ties that links clinical, research and education collectively. The plan enables full inte-

gration with key stakeholders which will bring Peter MacCallum Cancer Centre, Lud-

wig Institute for Cancer Research, Melbourne Health and Melbourne University all in

the one area.

SILVER THOMAS HANLEY

The Austin Redevelopment & Mercy Hospital for Women, VIC

The Austin Redevelopment & Mercy Hospital for Women project contains two hospi-

tals on the original hospital campus. Silver Thomas Hanley successfully completed

this project to maintain Austin’s Health’s reputation as one of Australia’s leading teach-

ing, training and research centres. With some of the best facilities in the country STH

created a unique teaching, training and research precinct including a teaching space

and laboratory on each level of the Austin Hospital Tower. Outside of University this

development has the largest number of students studying health professions on a

single site.

The Royal Prince Alfred Hospital, NSW

The RPA redevelopment turned an existing facility into a modern 810 bed Level 6

major quaternary/tertiary hospital. With an innovative design a 9 level tower block was

designed constructed to provide specialist medical, laboratory and research/

education facilities. The RPA development is in an education district and provides a

state of the art auditorium and lecture theatres.

Sunshine Hospital, Victoria: Teaching, Training & Research Facility

Silver Thomas Hanley are currently designing a new Teaching Training and Research

Building for University of Melbourne, Victoria University and Western Health. This $60

million 5 level building will house lecture theatre and seminar facilities, laboratories and

offices to attract nursing and medical students and staff to a collaborative of learning.

Existing to be refurbished includes the 8 bed Birth Suite (plus 2 new beds) and a 38

bed Postnatal Maternity Unit in a staged construction.

Project of Similar Size and Complexity

Royal Children’s Hospital Parkville, Melbourne

The Royal Children’s Hospital is the largest hospital redevelopment undertaken by the

State Government of Victoria. In a goal to achieving a world class health facility this

project is similar in size and complexity of the Bendigo project. The RCH is providing

many innovative health care concepts to enable it to be future ready and create value

for money for the state. Various design concepts are in place to create a family cen-

tred design, an environmentally sustainable design and a design that will enable a

welcoming and nurturing environment. The $1 billion project will provide patient rooms

(85% being of single occupancy) that are designed to respond to the emotional needs

of children and enhance patient experience and recovery rates.

As required with the Bendigo Hospital project, the RCH is involving multiple key

stakeholders and community engagement to deliver one of Australia’s most recog-

nised health care facilities. The RCH is also trying to achieve a 5 star green star with

the use of environmentally sustainable design principles enhancing a design to heal

and nurture which will also be required of the Bendigo project.

The Abbotsford regional Hospital and Cancer Centre, Canada

The Abbotsford regional Hospital and Cancer Centre, a PPP project in Canada was

the first in the region. The completion of the project achieved value for money which

was able to deliver 300 hospital beds which would service for over 150,000 people in

the direct region. The $355 million facility was built on time, on budget and within

scope. The building is approximately 60,000sqm and provides specialised health

services including, general acute care, maternity, NICU, cardiac care, palliative care,

emergency, ambulatory care and a cancer treatment centre. Silver Thomas Hanley in

association with Musson Cattell Mackey Partnerships where able to deliver the full

design of this project. The PPP received various awards and a Gold LEED certification

(equivalent to Australia Green Star). This project is similar in size and followed the

same procurement process as the Bendigo Hospital and includes high levels of tech-

nical integration and ESD integration which will be required for the Bendigo project.

Medi-Build’s design team has achieved various ESD outcomes which include:

Royal Children’s Hospital Parkville, Melbourne

The RCH includes ESD features such as tri-generation, active chilled beams, solar

panels, biomass boiler, rainwater collection, black water treatment plant, low loc ma-

terial selection, façade design and orientation and 500 bike parks, The project is tar-

geting a 5 Star Green Star rating.

Alfred Centre Stages 1&2 Prahran, Melbourne

The Alfred Centre Stages includes leading ESD initiatives such as double glazing, low

e glass, passive solar design, window louvers, water conservation, low voc material

selection, heat exchange from central plant, economy cycles and variable speeds and

integrated building management systems.

Federation Square Melbourne

Federation Square has been design to incorporate extensive innovative ESD initiatives

including an advanced thermal storage system, passive cooling technology, air pre-

cooling system, solar chimneys and rainwater collection and re-use.

Orange-Bloomfield, Hospital Redevelopment

STH has recently used ESD initiatives in the architecture and design of Orange-

Bloomfield Hospital. ESD strategies and principles introduced include, double glazing,

low e glass, external shading, radiant barriers, introduction of natural light, low voc

material selection, high efficiency chillers and modular boilers and rain water harvest-

ing.

Abbotsford Regional Hospital and Cancer Centre, Abbotsford, Canada,

STH designed the recently commissioned Abbotsford Hospital, Canada to Gold

LEEDTM (Leadership in Energy and Environmental Design) Certification, as adminis-

tered by United States Green Building Council and all recent projects in Australia to

the “Green Star” standard. The Abbotsford Hospital is the first hospital in Canada to

be awarded Gold Certification.

as the $250 million Royal Women’s Hospital, Austin and Mercy Hospital ($293 million),

Epworth Hospital Redevelopment ($23 million), Alfred Hospital Victoria ($93 million),

Walter Eliza Hall Institute of Medical Research ($112 million) of which were complete

using numerous methods including Public Private Partnerships. Combining these

health facilities with the numerous building and infrastructure projects Baulderstone

boasts in their portfolio stamp their suitability for the Bendigo Hospital.

investment management and project and construction management that filters

Demonstrating their stakeholder engagement and commitment to supporting the

community, Baulderstone understand the impacts of construction work on all areas of

community living. This is achieved with the development in community and stake-

holder programs through all stages of the construction process. Exemplifying this

assurance was demonstrated in the $3 billion CLEM7 road tunnel which was opened

to the people of Brisbane in March 2010. A consultative tactic to the community was

executed which included a one-on-one consultation program, a Visitor’s Centre, an

up-to-date website, a 24 hour contact number and Community Liaison Groups which

netted the imagination of Queensland residents. These methods will be adapted to

that minimal undesirable effects are felt within the community.

Hansen Yuncken

Hansen Yuncken is considered one of Australia’s largest privately owned construction

companies operating across all states. Since its origin over ninety (90) years ago Han-

tive of the NSW Government.

Hansen Yuncken incorporates leading Ecologically Sustainable Development (ESD)

instrumental support for the Bendigo Hospital and the design team in making the

serves, no current debt and a BBB+ credit rating allows Hansen Yuncken to have in

excess of $270 million worth of available securities placing it in a sturdy position to

partner in the construction of the Bendigo Hospital.

Royal Women’s Hospital

Location: Parkville, Victoria

Contract Value: $250 million

Construction Period: Apr 2005 – Jun 2008

Type of Contract: Design & Construct (PPP)

Client: Department of Human Services/RWHP

This new Women’s Hospital provides advanced amenities and services supported by

a family friendly environment further enhancing patient care. This $250 million hospital

consists of a new stand-alone, nine level structure which provides treatment facilities

for gynecology, obstetrics, neonatal paediatrics, cancer care and complete sexual

health treatment.

This pinnacle of building excellence was delivered as a Public Private Partnership un-

der the Government’s Partnership Victoria policy. The Royal Women’s Health Partner-

ship financed, designed, built and will continue to maintain the hospital for a 25 year

timeframe. From initial planning to final completion, Baulderstone worked within the

partnership to deliver a world-class health facility which is seen as a model Public

Private Partnership for Victoria. Their success in such a large scale health facility illus-

trates Baulderstone’s expertise and skill in producing a benchmark project which sup-

ports their ability to complete the Bendigo Hospital.

Austin and Mercy Hospital

Location: Heidelberg, Victoria

Contract Value: $293 million

Construction Period: Nov 2001 – Jan 2006

Type of Contract: Managing Contractor

Client: Major Projects Victoria

Baulderstone controlled the entire design and construction of the four separate divi-

sions of the project. This incorporated a new four level car park below the hospital

structures, a new clinical block for the two hospitals and a complete refurbishment of

the existing Austin Hospital structures.

This $293 million redevelopment comprised 440 new inpatient beds, new emergency,

intensive care and critical care units. Existing operating facilities and the mental health

unit were redeveloped and expanded to accommodate a greater number of patients

and improve patient care.

The success of this project was largely due to the collective effort between the design,

construction and the Facility Provider overcoming obstacles which will be an essential

requirement for the Bendigo Hospital Project.

Alfred Hospital

Location: Melbourne, Victoria

Contract Value: $90 million

Construction Period: Sep 2004 – Oct 2006

Type of Contract: Construction Management

Client: Department of Human Services/The Alfred in Partnership

The Alfred Centre provides many similar features and services as those outlined for

Bendigo hospital. This stage is a multi-level hospital providing patient information and

services area, pre-admission and consulting areas, education and admission services

as well as a specialised retail division. It required construction to house 81 beds which

include overnight and medical day procedure beds, and specialist areas designed for

surgery admission and recovery.

Associated building and infrastructure works had to be integrated with the existing

hospital, which was done in such a way that it remained fully functional for the extent

of the project. This was made possible through extensive cooperation and communi-

cation with hospital personnel and the construction team. Design and construction of

the Alfred was done in such a way to accommodate future expansion with proceeding

stages.

This project shows Baulderstone’s capability to deliver a project of such magnitude

and with the use of the same Architect in Silver Thomas Hanley will add further value

to the process of completing the Bendigo Hospital Project.

Orange Hospital

Location: Orange, NSW

Contract Value: $194 million

Type of Contract: Design & Construct PPP

Client: NSW Health

Orange Hospital was an NSW Government initiative developed as a social infrastruc-

ture Public Private Partnership completed in mid-2010. This PPP involved Hansen

Yuncken in the design, construction, finance and maintenance of the new hospital

and related infrastructure within the existing Bloomfield Health Campus in regional

NSW.

Similar to the Bendigo Hospital, this consisted of a new multi-level Hospital with both

integrated Cancer Care facilities and a new Mental Health services. The construction

of the new core hospital building consisted of 200 general beds, four (4) operating

theatres, sixty (60) specialist treatment areas, multiple radiotherapy bunkers and ac-

companying community health areas. The construction was of significant size of

32,000m2, refurbishment of two (2) existing heritage buildings and a new helicopter

pad with comparable issues surrounding the new Bendigo Hospital facility.

As a PPP and delivering similar health facility requirements, this is a relevant example

of Hansen Yuncken’s experience in constructing significant projects to regional areas

of Australia.

Bendigo Police Station

Location: Bendigo, Victoria

Contract Value: $16 million

Type of Contract: Lump Sum

Client: Victoria Police

The construction of a new 24 hour police station in Bendigo was completed by Han-

sen Yuncken in late 2007. This modern police facility covers an area of over 5,000m2

and hosts 170 staff from varying police operational units. Constructed on Bendigo’s

main thoroughfare it delivers an accessible and user friendly facility for not only local

residents but the increasing number of visitors travelling to the area an annually.

Similar to the Bendigo Hospital Project, this facility was constructed in the very heart

of Bendigo to provide essential services to the public residing in regional Victoria. Site

access issues were overcome through Hansen Yuncken’s management techniques

that have seen them continue to construct major regional projects right across Austra-

lia.

The completion of a challenging design and construction complex in Bendigo will

strengthen Hansen Yuncken’s capability in partnering with Baulderstone to produce

the Bendigo Hospital PPP.
