The note need only to state that you can drive or cannot drive; no medical details are required. If you have not already done so, kindly visit your doctor to obtain the required documentation and submit to the Office for Clergy.

🚗🚗 2019 STANARD MILEAGE RATES 🚙🚙 Effective January 1, 2019, the standard mileage rates for the use of a car (vans, pickups or panel trucks) is: .58 cents per mile (up from .54 cents) for business miles driven. 🏥🏥 2019-2020 ANNUAL HEALTH BENEFITS ENROLLMENT ⚕ Priests continue to have three Medical Plan options from which to choose: the Keystone Health Plan East HMO, for which there is no charge - and two Personal Choice Plans, for which priests are required to pay a monthly premium. The Enrollment Newsletter, Benefits Guide, and enrollment form are available on the Priests’ PORTAL, under Benefits Information, Health Insurance, and included in this mailing. The monthly premiums for the Personal Choice plans for 2019-2020 are as follows: Personal Choice PPO Base - $106.95 per month Personal Choice PPO Plus - $265.53 per month If you are satisfied with your current health plan, you don’t need to take any action. If you wish to change medical plans, you must complete and return an enrollment form as soon as possible. In an article published on March 21, 2019, by the Catholic blog, LifeSiteNews, Professor Peter Hünermann, a well-known German theologian, claimed to have knowledge that the report of the Vatican commission on female deacons found that there “is no historical evidence that in the patristics women were ordained as deacons.” The Vatican Commission was established in 2016, by Pope Francis, and was tasked with studying the history of the diaconate, and in particular, whether or not women could be ordained deacons. However, LifeSiteNews said that according to Professor Hünermann, “This commission has ended its work and gave Pope Francis (in mid-2018) its report.” But Professor Hünermann added that Pope Francis has not released the findings of the Vatican Commission. The LifeSiteNews article also mentioned that in 2002, a similar study was completed by the Vatican's International Theological Commission, and found then that there was never an ordained office of female deacons in the history of the Church. LifeSiteNews pointed out that the 2002 Commission concluded that the “Deaconesses mentioned in the tradition of the ancient Church, as evidenced by the rite of institution and the functions they exercised, were not purely and simply equivalent to the deacons. Finally, the LifeSiteNews article mentions other academics who have studied the issue, including Professor Manfred Hauke of Switzerland, hold that the consecration of deaconesses in the ancient Church was not sacramental, and was not the same things as the ordination of deacons (who share in the Sacrament of Holy Orders along with bishops and priests). Professor Hauke maintained that the “history of the institution of deaconesses offers no solid basis, therefore, for the introduction of a sacramental female diaconate.” At this point, the Church awaits an official response from Pope Francis. LITURGICAL and CIVIC CALENDAR ITEMS

THE PRAYER TO SAINT MICHAEL, THE ARCHANGEL

Many parishes and institutions within the Archdiocese have responded positively to

pray the prayer to Saint Michael in conjunction with the celebration of Mass. You are

reminded that this devotional prayer is to take place outside of Mass. It is not to be

prayed as the concluding prayer of the Universal Prayer nor as part of the Communion

Rite.

THE TIME FOR VIGIL MASSES AND ANTICIPATED MASSES

The time for Vigil Masses and Anticipated Masses in the Archdiocese of Philadelphia is

no earlier than 4:00 PM. This applies to Holy Days of Obligation as well, including

Christmas.

THE MASS SCHEDULE FOR HOLY DAYS WHEN THE OBLIGATION IS

SUSPENDED

In the United States, there are three Holy Days, Solemnities, when the obligation to

participate in Mass is suspended when the observance falls on a Monday or a

Saturday—the Solemnity of Mary, the Holy Mother of God (January 1), the Solemnity of

the Assumption of the Blessed Virgin Mary (August 15), and the Solemnity of All Saints

(November 1). In these instances, the Mass schedule can certainly be modified.

However, there should at least be the celebration of one Mass for the benefit of the

faithful who desire to attend Mass.

FOURTH SUNDAY OF EASTER

The American observance of Mother’s Day should in no way detract from this Sunday’s

celebration of Easter. A petition in the Universal Prayer and the possible use of the Prayer

over the People found in the Book of Blessings, nos. 1724-1728, provides for a suitable liturgical

inclusion of Mother’s Day.

MEMORIAL OF POPE SAINT PAUL VI

Pope Francis has announced the inscription of Pope Saint Paul VI in the General Roman

Calendar. This is an optional memorial to be celebrated on May 29. The decree was

promulgated by the Congregation for Divine Worship and Discipline of the Sacraments on

January 25 and released publicly on February 6.

The decree was accompanied by new proper liturgical texts in Latin. English and Spanish

translations of the proper texts must be prepared, approved by the USCCB and confirmed by

the Holy See. This may take some time to complete. Until then the Mass formularies found in

the Roman Missal and the Misal Romano may be used – “Common of Pastors: For a Pope.”

THE EASTER SEASON, DEVOTION TO THE BLESSED MOTHER

AND THE MONTH OF MAY

May is a traditional time to give special honor to the Blessed Virgin Mary, especially with May

Processions and May Crowning’s. When these processions and crowning’s are combined with

the celebration of Mass, it is more fitting for them to precede the celebration of Mass or follow

the Communion Rite of the Mass. On the Sundays of Easter, the celebration of Easter is

primary when there are devotions in honor of the Blessed Mother.

celebrated each year.

The new Memorial supersedes the rubric at the end of the Pentecost Mass that suggests that a

Votive Mass of the Holy Spirit may be celebrated on the Monday after Pentecost.

pastors and those who collaborate with them in the formation of adults for Christian Initiation.

MASSES FOR THE NEOPHYTES

AND ALSO A PENTECOST CELEBRATION DURING EASTER TIME

The Rite of Christian Initiation of Adults provides helpful guidance for the pastoral care of the

newly baptized adults at Easter:

# 247 Since the distinctive spirit and power of the period of postbaptismal catechesis or

mystagogy derive from the new, personal experience of the sacraments and of the community,

its main setting is the so-called Masses for neophytes, that is, the Sunday Masses of the Easter

season. Besides being occasions for the newly baptized to gather with the community and

share in the mysteries, these celebrations include particularly suitable readings from the

Lectionary, especially the readings for Year A. Even when Christian initiation has been

celebrated outside the usual times, the texts for these Sunday Masses of the Easter season may

be used.

# 248 All the neophytes and their godparents should make an effort to take part in the Masses

for the neophytes and the entire local community should be invited to participate with them.

Special places in the congregation are to be reserved for the neophytes and their godparents.

The homily and, as circumstances suggest, the general intercessions should take into account

the presence and needs of the neophytes. 5

# 249 To close the period of postbaptismal catechesis, some sort of celebration should be held

at the end of the Easter season near Pentecost Sunday; festivities in keeping with local custom

may accompany the occasion.

All Neophytes are welcome to attend the Sunday 6:30 PM Mass at the Basilica on any Sunday of

Easter Time. The first few pews will be reserved on the cathedral side for the Neophytes, their

godparents and families.

RECEPTION OF BAPTIZED CHRISTIANS INTO THE FULL COMMUNION OF THE

CATHOLIC CHURCH

The Rite of Christian Initiation of Adults allows for people baptized in another Church or

ecclesial community, although never treated as catechumens, to benefit from the doctrinal and

spiritual formation of the unbaptized. Additionally, the use of the Combined Rites for

catechumens and candidates gives the candidates an important sense of the Sacred Liturgy

and participation with the Church leading to Confirmation and Communion. However, many

candidates do not require a full program parallel to the catechumenate. Therefore, the

directives provided in the US National Statutes for the Catechumenate for Reception into Full

Communion (nos. 30-37) should be increasingly observed.

Preparation and celebration of the Sacrament of Penance and Reconciliation for baptized non-

Catholics are an essential element of their Reception (See RCIA, no. 482).

Reception of Candidates and Valid Baptism and Conditional Baptism

All non-Catholic Christians seeking full communion must be validly baptized. The

following norm is to be observed in the Archdiocese of Philadelphia with regard to the

reception of candidates into the full communion of the Catholic Church:

Baptism is the doorway to all of the Sacraments. Therefore, the sacred minister needs moral

certitude that a person was baptized with the Trinitarian formula and the triple water

pouring/immersion before other Sacraments are celebrated. This moral certitude requires more

than the evidence of a baptismal certificate and must be the case in each individual circumstance.

Such moral certitude can often be readily obtained through inquiry with the candidate. When

moral certitude is lacking, a conditional Baptism is necessary (see Canon 869 and National

Statutes for the Catechumenate 37).

CONFIRMATION FOR ROMAN CATHOLIC ADULTS

The ordinary minister of the Sacrament of Confirmation for baptized Roman Catholics is the

Bishop. Typically, this occurs during the pastoral visit of the Bishop to the parish. Every effort

should be made to prepare Catholic Adults for Confirmation to participate in the parish

celebration with the Bishop.

Additionally, Archbishop Chaput will celebrate the Sacrament of Confirmation on

Pentecost Sunday, June 9, 2019, during the 6:30 PM Mass at the Cathedral Basilica of

Saints Peter and Paul. The candidates for this sacramental celebration are baptized

Roman Catholics who have been properly catechized for Confirmation (and if needed,

for the reception of First Communion). Information about this celebration for pastors

and those who assist with the formation and reception of the Sacraments of Initiation

has already been distributed and can also be found on the website of the Office for

Divine Worship.

If for some serious reason, a school age baptized Roman Catholic is unable to be confirmed

by the Bishop during his pastoral visit to the parish, then this candidate, with the

permission of the pastor, may be presented for the Sacrament of Confirmation on

Pentecost Sunday. The pastor’s permission is to be included with the registration forms

to be sent to the Office for Divine Worship.

A pastor who foresees the genuine pastoral need to confirm an adult baptized Roman

Catholic can do so only with the specific delegation of the Bishop (see Canon 882 and

National Statutes for the Catechumenate, nos. 28-29). Archbishop Chaput gives this faculty

to all priests of the Archdiocese to confirm Roman Catholic Adults on any occasion

from Palm Sunday through Pentecost Sunday. This delegation is required for the

validity of the Sacrament in the case of a Roman Catholic candidate. If you have any

questions about this faculty, please contact the Office for Divine Worship. There is no

need for an additional letter requesting this faculty during the period specified by the

Archbishop. Priests are reminded that only the 2016 revised The Order of Confirmation

may be used to celebrate the Sacrament.

Full Initiation—Baptism, Confirmation and the first reception of Communion—apart from

the Easter Vigil, outside the immediate danger of death, requires the permission of the

Archbishop (see RCIA, no. 331). Archbishop Chaput delegates the Office for Divine Worship

to give this permission. Please contact the Office for Divine Worship for such circumstances.

EXTRAORDINARY MINISTERS OF HOLY COMMUNION

All Extraordinary Ministers of Holy Communion are to have an appointment letter

from the Archbishop.

Candidates are to be fully initiated practicing Catholics, high school graduates, validly

married (if married), recognized for faith and devotion to the Holy Eucharist as well as

for service in the parish/institution.

Pastors and chaplains are encouraged to send new Extraordinary Ministers of Holy

Communion to the archdiocesan formation sessions. Current Extraordinary Ministers

of Holy Communion are also welcome to attend.

Extraordinary Ministers of Holy Communion typically serve for three years.

Pastors/chaplains may renew terms, if agreeable and in consultation with the minister.

Pastors and chaplains are reminded to inform the Office for Divine Worship if they

conduct their own formation and to send to this office their request for new

Extraordinary Ministers of Holy Communion.

Request forms can be found on the Office for Divine Worship website. Letters of

Appointment from the Archbishop will then follow.

Extraordinary Ministers of Holy Communion are appointed for a three-year term and

for the place where they are commissioned. Terms may be renewed if agreeable to both

the pastor/chaplain and the minister.

All records of active Extraordinary Ministers of Holy Communion are maintained by

the parish/institution.

a training session, according to the form found in the Book of Blessings, Chapter 63,

“Order for the Commissioning of Extraordinary Ministers of Holy Communion.”

• Extraordinary Ministers of Holy Communion only serve in the parishes/institutions for

which they are commissioned.

FROM THE OFFICE FOR LITURGICAL MUSIC

Where is that voice coming from? Throughout the Archdiocese of Philadelphia, we often experience cantors singing from the choir loft for

funerals, weddings and even regular parish Masses. One could argue a few reasons why this happens:

1) It’s hard to deal with the delay in the church

2) The musicians can better communicate during a Mass

3) A relaxed approach to “appropriate attire”

4) It’s easier for the cantor to hide their morning coffee in the loft

All joking aside, having a cantor sing from the loft fails to honor cantoring as a true ministry. Primarily,

the role of the cantor is to help aid in the singing of litanies, psalms, dialogues and responses throughout the

Mass. Their job is to help facilitate active, conscious participation of the congregation. Surely, this is not

possible when there is no face-time with the people with whom they are trying to connect. It is one of my great

privileges to go out into the Archdiocese and give workshops on cantoring. Having individual time with the

cantors allows me the opportunity to explain to these individuals just how very important this ministry is to the

liturgy. Cantors should be approachable, humble, inviting – a true member of the congregation. There needs to

be a human element to this relationship in order to animate the people and foster participation.

As stated in Sing to the Lord (Music in Divine Worship, Copyright © 2007, Washington, D.C.),

37. The cantor is both a singer and a leader of congregational song. Especially when no choir is present, the

cantor may sing in alternation or dialogue with the assembly.

38. As a leader of congregational song, the cantor should take part in singing with the entire gathered

assembly. In order to promote the singing of the liturgical assembly, the cantor's voice should not be heard

above the congregation. As a transitional practice, the voice of the cantor might need to be amplified to

stimulate and lead congregational singing when this is still weak. However, as the congregation finds its voice

and sings with increasing confidence, the cantor's voice should correspondingly recede. At times, it may be

appropriate to use a modest gesture that invites participation and clearly indicates when the congregation is

to begin, but gestures should be used sparingly and only when genuinely needed.

No. 38 above calls attention to something that cantors don’t think about regularly – knowing when to

back off of the microphone. As the leader of song, the job is not to sing loudly into the microphone for

everyone’s entertainment from entrance to recessional, but rather, to have a real awareness of what is going on

in the church. There’s no greater joy than hearing the singing of the assembly, and having the sense of when you

can let them take it. A cantor, singing traditional hymns, can take the opportunity to get the congregation in

and then sing with a diminished presence into the microphone. If the cantor is in the loft, there is no sense of

what is going on in the pews down below and this further promulgates the idea of cantoring as a performance,

and not as a ministry. Most importantly,

39. Cantors should lead the assembly from a place where they can be seen by all without drawing attention

from the liturgical action. When, however, a congregation is singing very familiar responses, acclamations, or

songs that do not include verses for the cantor alone, the cantor need not be visible.

40. The cantor exercises his or her ministry from a conveniently located stand, but not from the ambo.

I urge you to re-examine WHY you have cantors singing only in the loft, and I encourage you to make

them visible so that they can fully partake in the beautiful ministry that they are called to each and every week.

ABOUT REMAIN IN MY LOVEIn 2017, Archbishop Charles J. Chaput announced a three year project, Remain in My Love, directed to every member of the clergy and lay faithful, to every parish and institution and to the families of the Archdiocese of Philadelphia. Its goal is to reinvigorate our understanding, practices and celebrations of Christian marriage and family life.

Year 1 (2017) was addressed to the Archdiocesan Pastoral Center and Year 2 (2018) was for parish staffs. This third and final year (2019) brings the Church’s good news about marriage and family life to all of the people of the Archdiocese. The three key topics of Years 1 and 2 will be presented in Plenary Sessions throughout the Archdiocese and are open to everyone. These presentations aim to immerse all of us in the splendor of Christ’s teachings about marriage and family and to provide a way for married couples and families to meet and support one another. There is no more urgent time than now to bring marriage and family to new life andto work to protect this most precious institution created by God.

The 2019 Plenary Sessions will take place primarily on Sundays. Families are encouraged to “make a day of it”, attending Mass together, perhaps going out to eat together and then attending a session. All are asked to register for the sessions at archphila.org/remain2019.

The Plenary Sessions will include: • Keynote address by a national Catholic speaker• A personal witness from a married couple• Discussion, Q & A and a call to action on the topic • Childcare will be available at each session • Local marriage and family ministry information

Small Reading Groups on Marriage

• In this third year of the Remain in My Love initiative, the Archdiocese of Philadelphia welcomes all the faithful to launch CanaVox reading groups.

• CanaVox reading groups explore the truths of the Catholic faith and natural law concerning marriage using readings and videos that are modern, relevant, and practical.

• CanaVox groups foster positive, forward-looking dialogue on the pressing issues facing our marriage culture. They aim to provide participants with language to speak with others in an informed and compelling manner on what we believe about marriage.

• Discussion topics include: Divorce, Pornography, Cohabitation, Infertility, Loving Those with Same-Sex Attraction, Fatherhood, and more. The full list of topics and readings can be found at archphila.org/canavox. Readings are also available in Spanish.

REMAIN IN MY LOVE: YEAR THREE CANAVOX SMALL READING GROUPS

FREQUENTLY ASKED QUESTIONS

What are CanaVox Reading Groups? As part of the Archdiocesan Remain in My Love initiative to renew marriage and family life, parishioners within the Archdiocese of Philadelphia are invited to launch CanaVox small reading groups. In these groups, participants will gather to explore and discuss the truths of the Catholic faith and natural law concerning marriage. The readings for each session address the problems our marriage culture faces, but also provide solutions and hope. CanaVox group readings can be found at archphila.org/canavox. Who are the groups for? During this third year of the Remain in My Love initiative, CanaVox groups are offered to all the faithful, and more than one group is encouraged in each parish. For example, a volunteer might launch a small group for young adults, another for wives or husbands, one for teachers, and/or a group for faith formation leaders. How do the groups work? Participants read the articles and watch the videos assigned for a particular session on their own time. In the small group session, participants engage in positive, meaningful discussion about the readings/videos. Each group will have a leader who helps to facilitate the discussion, using a Leader’s Guide that will help the leader facilitate the discussion. All group leaders will go through a short training to help them lead their reading group. How do I get trained to lead a group? Our training is quick and simple! You just need to participate in one short video conferencing call. During this call, we discuss the principles we cheer for, the rules of conversation that CanaVox groups follow, and you will join-in on a live video reading group with other group leaders in training. How much reading will there be? The readings (and some videos) for each session can be completed in about 45 minutes to one hour. But even if you aren’t able to complete the readings before each meeting, we encourage you attend the group and join in the discussion. What are the topics that will be discussed? The Remain in My Love syllabus contains 12 sessions on the following topics: The Meaning of Marriage; Marital Love; Contraception and NFP; Adultery and the Hook-up Culture; Cohabitation; Divorce; The Importance of Fatherhood; Pornography; Infertility, IVF and the Better Way; Understanding and Loving Those with Same-Sex Attraction; Transgender Identity; and Same-Sex Marriage and Parenting. When and where do groups meet? It is recommended that groups meet once a month. Group meetings last 60-75 minutes. Groups may be hosted wherever is comfortable and convenient. Some groups meet in homes, others meet in parish centers or other office space and some even meet in coffee shops. How can we get started? Email April Readlinger at [email protected]. John Cardinal Foley Symposium and Awards Dinner, May 23, Vianney Hall, 7:00 p.m. The symposium features: (1) a public forum to discuss the theme of World Communications Day as presented in the Message written by the Holy Father and (2) presentation of the annual Cardinal Foley Award to a communications professional in virtue of significant contributions made to the world of mass media and social communications. Father Pio Mandato, F.M.H.J. will be the retreat master. Father Pio is a Franciscan priest living as a missionary hermit in the Diocese of Scranton, under Bishop Joseph C. Bambera. Father Pio was born in Italy. His parents came from Pietrelcina in Southern Italy, the home of Saint (Padre) Pio, and Father Pio received his first Holy Communion from Padre Pio before coming to the United States to grow up in New Jersey. He entered the Capuchin Franciscans at age 17, was ordained in 1985, and has been involved in various apostolates throughout the years, including hospital chaplaincy, working with the homeless, giving retreats and celebrating healing Masses. In 1998 he was accepted into the Diocese of Scranton and began living a life of prayer as a hermit and at times going forth to preach. Father Pio has been exceptionally well received by the seminary community when he led a recent day of recollection here. We are delighted that he has accepted the role of retreat master for our 2019 retreat. Please reserve your space soon. The retreat will begin on Monday July 29, 2019, with 4:30 p.m. Evening Prayer, followed by dinner; and will conclude on Friday, August 2, 2019 after lunch. World Mission Rosary Mission Intentions August-October A larger-than-life wooden World Mission Rosary will be on display in the Cathedral Basilica. Brochures will explain the Rosary, its history, and the colors tied to five Mission areas. Prayer intentions for different areas may be written and tied to the rosary. Invite your parishioners to pray the World Mission Rosary,

daily during specific times or weekly. Request the World Mission Rosary Intentions

Guide and Free Brochures. Visit the Cathedral Basilica to add your own

prayer or parish intentions to the Rosary Display.

Start Planning for the 2018-19 School Year with the Extraordinary Year of Mission in Mind

CELEBRATING

176 YEARS

Through the Missionary Childhood Association [MCA], for 176 years, elementary school children have been formed as Missionary disciples and are encouraged to witness to their faith in their families, parishes and schools, while also enhancing their awareness that they are a part of a Church which is Missionary and universal. Archbishop Chaput urges all Schools/PREPs to continue this Missionary commitment. As the Extraordinary Year of Mission closes in October, 2019, add a Missionary component to your School/PREP program. Here are some ideas:

† Start the year with a Mission Mass or Holy Hour. Have students venerate the Archdiocesan Mission Cross, so named, as it has a relic of the True Cross and visited every parish in 2000. † Commission your students to be Missionary. Visit www.phillymissions.org /MCA for a prayer service to open the School Year.

† Schedule a presentation with a Missionary. † Have students make Mission Rosaries or contact Ali to develop other ideas to engage students in prayer using the World Mission Rosary [WMR]

Celebrate this Extraordinary Month! † Schedule a Mission Holy Hour or Mission Day. † Bring students to the Archdiocesan Mission Day. † Plan a Mission All Saints Day. † Distribute Prayer Cards to have your students pray and support the one Mission child showcased. † Pray the WMR while walking around your parish or school area or organize a Living WMR by featuring its colors with ribbons, beads or balloons. † Pray a decade each week of the WMR before Mass & share stories of Saints from Mission areas in the world in your homily.
