    s the April housing statisticsroll in from the three LowerMainland real estate boards,

    one thing becomes clear:As Steve Lerigny, executiveoffi cer of the Chilliwack and District RealEstate Board sums up, home buyers haveseldom had it so good.

    The question is: how long can a good

    thing last?As Lerigny notes, right now home buyers

    have stable house prices; the lowest mort-

    gage rates in recent history; and a hugeselection of properties to choose from.But, as the board statistics from Chilliwackto Greater Vancouver show, sales havebeen rising month-over-month this yearand the current market, described as

    either balanced or a buyers market,could change to advantage vendors.

    The Real Estate Board of GreaterVancouver, for example, notes that MLSsales in April were up 11 per cent fromMarch, which in turn were 30 per centhigher than in February. Last month, 2,267homes were sold in Greater Vancouver,and there were a total of 16,730 homeslisted for sale, showing there is plentyof selection for buyers even in a risingmarket. Since January, benchmark pric-es have risen 1.6 per cent, indicating adegree of price stability.

    In April, the Fraser Valley Real EstateBoard saw a 21.1 per cent increase in

    MLS sales from March, which had seen a24 per cent increase from February. Thetypical detached house in the Valley was$547,300 last month, up from $544,300a month earlier.

    In Chilliwack, which is seeing higher

    sales both month-over-month and from ayear earlier, the upward trend is expect-ed to continue, said Board presidentJesse Hildebrandt.

    All indicators are for continued stron-ger growth in the second half of the year,he added.

    With a good inventory of listings atvarious price points and continued lowmortgage rates, if anyone is in a posi-tion to buy, I cant see why they wouldntjump at the opportunity at this time,Hildebrandt said.

    It appears that more and more peopleare indeed seizing the opportunity to getinto perhaps the best environment for

    For most people, their home is their single larg-est investment. To make the right purchasingdecisions, homebuyers need to ask the right

    questions, find reliable sources of information,and take the time to plan and research.

    B.C. homebuyers can get a head start on this pro-ess at www.hpo.bc.ca, where the provincial Homeownerrotection Offi ce, a branch of BC Housing, offers a range of

    nformation and resources for those considering a new oresale home purchase.

    Resources include the HPOs 38-page Buying a Homen British Columbia: A Consumer Protection Guide, whichteers B.C. residents through the purchase of their nextome. The guides checklist recommends that homebuyers: Make a list of their households needs and wants to

    guide their search. Make a realistic budget for their home purchase, includ-

    ing the down payment, mortgage, closing costs andmoving costs.

    Engage their own real estate salesperson. Check out the builder, including licensing with the

    HPO, past references and professional organizationaffi liations. For a custom-built home: obtain a written contract that

    lists all aspects of the work to be done, the work sched-ule and all costs; ensure the contract includes coveragefor new home warranty insurance; and review the con-tract with a lawyer.

    For any home purchase, receive a written contract thatdetails exactly what they are buying, the price andwhen payment is due.

    Consider having the home inspected by a homeinspector or engineer.

    For a strata property, read the bylaws, rules, meeting

    minutes, and any other pertinent information (FormB Information Certificate) before making an offer topurchase.

    For a resale home, determine how much time, if any, isleft in the home warranty insurance coverage.

    For a brand new home, verify that home warranty insur-ance is in place, the warranty provider and the expirydates.

    For a strata property that required building enveloperenovations, confirm if the renovations were done by aLicensed Building Envelope Renovator and if build-ing envelope warranty insurance is in place.

    Review the contract documents andDisclosure Statement.

    Have a lawyer review any docu-ments (including the offer topurchase) before signing them.

    Make themselves familiar withwhat is covered in their homewarranty insurance policy andwhat they must do to keep the war-

    ranty in effect. For a strata property, determine homewarranty insurance expiry dates forcommon property and the individualunit.

    For owner-built homes, obtain acopy of the Owner Builder DisclosureNotice.

    Keep copies of all correspondence related to the homewarranty insurance and any claims made.
