I have recently received several questions regard-ing the “greening” of Naval Base Ventura County(NBVC). How committed is the base to recycling,saving energy and water conservation? Is the baseserious about solar power? Does the base even havean Environmental Policy Statement?This a great question and an issue that is very high

on my priority list. NBVC is extremely committedto conserving our natural resources, protecting ourenvironment and recycling whatever and wheneverpossible. We have recently directed an increase inrecycling collection bins throughout the installationand, as evidenced by our Earth Day events, NBVC hasa very strong and proactive environmental team.Yes, the base does have an Environmental Policy

Statement. All personnel who work on NBVC shouldbe aware of this policy statement, but it has come tomy attention it has not been adequately communicated.Here is the NBVC Environmental Policy Statement.

I hope you will take the time to read and understandits message. Everyone has a responsibility to be agood steward of the environment.

Environmental Policy StatementWe are dedicated to providing the highest level of

mission support and quality for all Navy operatingforces and ashore support activities at Naval BaseVentura County (NBVC). Our goal is to activelypromote environmental stewardship while enhancingmission readiness.Throughout the span of our activities, we consider

sary of the establishment of Naval BaseVentura County, the official date that Na-val Air Station Point Mugu and Construc-tion Battalion Center Port Hueneme com-bined under a single commander. Inrecognition of the anniversary, The Light-house is publishing these “Looking back”items that detail the history of the twobases leading up to the unified command.

•To celebrate the 50th anniversary of

Operation Deep Freeze, the U.S. NavySeabeeMuseum in Port Hueneme openeda new exhibition titled, “Seabees on Ice:Antarctica, 1947-1993.”MuseumCuratorKimCrowell wrote this piece at that time,but it was never published.“Seabees on Ice” is still on display at the

Seabee Museum.•

In the early 1970s, Seabees began a newphase of construction at the South PoleStation, building a 16-meter high alumi-num geodesic dome with steel arch tun-nels. Affectionately called “The Dome,”it measures 50 meters in diameter at itsbase and served as a protective shell inwhich working and living quarters occu-pied three two-story buildings. Thesebuildings contained a communicationscenter, a store, a library, and a recreationroom, science spaces, single-roomquartersfor 23 persons, a galley, a post office, aphotographic darkroom and laboratory,and a meeting hall.Within the adjacent arches the dispen-

sary, biomedical facilities, vehicle repairand maintenance shops, three generators,storage space for helium to inflate weath-er balloons, nine 95,000-liter fuel bladdersand a small gymnasium all found space.

Open spaces under the dome and arch-es remained unheated to act as a transitionlayer between the warmed buildings andthe extreme outdoor conditions. This co-cooning effect prevented melting of bothinterior and exterior snow and the accu-mulation of heavier ice that crushed previ-ous stations.The construction camp known as “Dry

Gulch,” only a quarter mile away fromTheDome, had a summertime populationof 200 military and civilians during theheight of construction. It eventually servedas an emergency camp.Construction on The Dome and its fa-

cilities was completed and turned over tocommander, Naval Support Force Ant-arctica (NSFA), in 1974. Designed to last15 years, The Dome faithfully servedNSFA for 30 years but recently stooddown as facilities were moved into thenewly completed New South Pole Sta-tion.Seabees continued to provide facilities

maintenance support for theNational Sci-ence Foundation Antarctica and Opera-tion Deep Freeze for two more decadesbefore their service came to an end in1993.From beginning to end, Seabees estab-

lished andmaintained a tradition throughtraining, high morale and their creative“CanDo”spirit to challenge the unknownand do the undoable. They focused alltheir efforts on supporting the expedition-ary aspects of NSFA, and many Seabee-built structures continue to perform theirdesigned functions far beyond any ex-pected lifespan.As the Navy downsized, Seabees were

reassigned to more critical military mis-sions, and civilian contractors took overthe Seabees’ support functions.But even now, you might meet a former

Seabee on the ice.Many return to Antarc-tica today as civilian contractors, luredstill by the stark beauty of the frozen con-tinent.

Naval Base Ventura County (NBVC)opened a Wounded Warrior Room onMay 6, becoming one of the first Navyinstallations to have gym space dedicatedsolely to servicemembers and veteransovercoming wartime injuries.Located in the BeeFit Wellness Center

at Port Hueneme, the workout area fea-tures specialized equipment designed forpeople who use wheelchairs, are amputeesor simply have limited use of their bod-ies.“This is a wonderful facility,”Capt. Jim

McHugh, commanding officer NBVC,said during dedication ceremonies. “Thisenables our wounded warriors to con-tinue a good culture of fitness and a goodquality of life.”Seabees from the Naval Construction

Training Center and Naval Facilities Ex-peditionary Logistics Center built a specialstaircase so those recovering from injuriescan practice walking up and down stairs.They also installed elasticized bands intothe walls so they can do resistance exer-cises while sitting, standing or lyingdown.The center also has an ergonomic hand

and foot cycle.“There’s no reason why someone with

a disability can’t join a cycling class withamachine like this,” explainedKaren Bar-ton, who coordinated the project as partof her work with theMorale,Welfare andRecreation Department.There’s also a rehabilitation reformer, a

piece of Pilates equipment that providesa full body workout to someone lyingdown. It’s taller than a standard reformer,

making it easier for people to get into.Attending the dedication ceremonies

were Builder 2ndClassRalphChristiansenof NCTC, who helped build the staircase,and Chief Builder Ramises Mamhot andChief ConstructionmanCesarHernandez,both of NFELC, who helped install theelasticized bands.“This staircase is something our wound-

ed will be able to work with,”Christiansensaid. “I’m glad it will be put to gooduse.”Curtis Smalls, the Wounded Warrior

coordinator for the Transitional TrainingAcademy in San Diego, said anotherWoundedWarrior Roomwas desperatelyneeded on the West Coast. The nearestones are at Camp Pendleton and in SanDiego.“This will allow Sailors to do their train-

ing and rehabilitation in their own backyard,” he said. “No longer will they haveto be out of their element.”Barton said she’s eager for the word to

get out and recovering servicemembersand veterans to come in.“We want them to feel they own this

place,” she said. “They can come and goand work out on their own whenever theywant.”

OnApril 27, Charles Pierce got to thankthe men who saved his life 65 years ago.They weren’t the same men who helped

drag the 60-pound Holocaust survivorfrom an old barn, but they were men inuniform.And for Pierce, that was enough.“My father is grateful for the soldiers

who saved his life,” said Mark Pierce ashis father, now 89, sat silently by his sidein a large auditorium at Naval Base Ven-tura County. “He is grateful not only forthe military of 65 years ago, but for ev-eryone in uniform today.My father knowsthe importance of what you do.”For the first time in his life, in com-

memoration of Holocaust RemembranceDay, Charles Pierce talked with militarypersonnel about his six years in concentra-tion camps. It was only five years ago thathe talked publicly about the experience atall. He did so, his son told the audience,because he wanted everyone to hear thehorrors of what happened in the hopesthey will never happen again.As the younger Pierce read the horrific

passages fromhis father’smemoirs – aboutlife and death in the Polish ghetto andlater in the worst of Europe’s concentra-tion camps – Charles Pierce and his wifeof 55 years, Libby, sat at a nearby table.Afterward, he answered questions fromthe audience.The older couple lives in Camarillo’s

Leisure Village; Mark lives nearby. Theyhave spoken to school groups and cameup with this presentation after Charlesbegan to tire midway through the talks.The passagesMark reads arewrenching.

They deal with the disappearance anddeath of Charles’mother, father and oth-er familymembers. They dealwithCharles’many near brushes with death, including

the time he was suspected of stealing andsaved himself from sure execution by flip-ping his identification number upsidedown so it read 969 instead of 696. Theydeal with Charles staying alive by eatingpotato peelings and grass instead of thehorsemeat the guards tried to feed him.And they deal with Charles smelling thebodies burned in the crematorium.

Finally, the memoirs reach 1945, whenthe Americans begin closing in. The Ger-mans scatter, and Charles makes his wayto an old barn, where he is found by the20th ArmyDivision. The physical healingbegins, and in time, so does the mentalhealing.Four years later, Charles comes to the

United States and begins a new life. Hemeets Libby on a blind date and they raisea family together without hate, withoutprejudice. Mark brags that the best manat his wedding was a German and that hisfather was just fine with that.“He never preached hatred to anybody,”

Mark said.Charles was asked if he thinks the Ho-

locaust could happen again.“Not where we live,” he said. “We live

in a peaceful place. But every day you hearabout things happening in different partsof the world.“I’m very glad that we live here.”

Moving from town to town and schoolto school is tough for a military con-nected school-aged child. It seems thatonce he or she meets new friends, findssome fun activities and figures out hisor her school culture, it’s time to moveagain. No doubt, this isn’t easy. How-ever, when this school-age child has spe-cial healthcare or educational needs,moves can be even more difficult.A parent of a child with special needs

knows how important it is to learn to“navigate the system.”This system couldrefer to the educational system or itcould refer to the healthcare system.Military families must relearn these sys-tems every time they move.Fortunately, these difficulties are being

brought to the forefront. In addition tothe Exceptional Family Member Pro-gram (EFMP), resources are becomingmore available.When the Navy decided to hire school

liaison officers, six core job responsi-bilities were agreed upon. Recently aseventh was added: special needs systemnavigation.

While parents remain the first andprimary advocates for the rights andneeds of their children with specialneeds, the school liaison officer can of-fer support by providing access to infor-mation about programs and services,referring families to special educationprofessionals and helping families nav-igate the administrative systems withinlocal education agencies.The Department of Defense is also

aware of the added responsibilities of

parents of children with special needs.Available fromMilitaryHOMEFRONT,the DoD Special Needs Parents’ ToolKit provides parents with resources andwisdom to provide support. This toolkit is organized into modules: Birth toAge 3, Special Education, Health Ben-efits, Families in Transition, Advocatingfor Your Child, and Resources and Sup-port. Understanding the needs of mili-tary families and families with childrenwith special needs, this tool kit can givesome general guidance to families whodo know where to start to get help andassistance.Another fabulous tool available to

military families is SCOR (Special CareOrganizational Record) for children withspecial health care needs. Psychologists, criminal specialists andattorneys from various commands re-cently visited Naval Base Ventura Coun-ty (NBVC) to provide training on pre-venting sexual assault and dealing withits aftermath.The number of sexual assaults report-

ed in the Navy is increasing, somethingthat has an “insidious, detrimental ef-fect,” said Rear Adm. (sel) KatherineGregory, chief of staff of the First NavalConstruction Division.Sexual assault, she said, “is the greatest

force debilitator we have.”Gregory kicked off the morning train-

ing session for top commanders on base.An afternoon session was designed forfront-line supervisors, chaplains, secu-rity and medical personnel and SexualAssault Prevention andResponse (SAPR)points of contact.According to Navy statistics, there were

398 sexual assault reports filed in 2005.That skyrocketed to 486 in 2006, fell backto 418 in 2007 and jumped again to 489in 2008.

“It’s not getting better,”Gregory said.Speaking in the same

ory laid out the facts about sexual assaultin the military.“The ripple effect is long-term bad-

ness,” she said. “It affects not just theperson who was assaulted. Suspicion en-circles the entire event.”If nothing is done, the victim feels

badly about the Navy. The person whoallegedly committed the assault is taint-ed, as are friends of both parties whoabetted the act or chose not to get in-volved.And it only gets worse as time goes

on.“It adds a strain,” Gregory said. “It

affects performance, readiness and op-erational capability. It impacts how thepublic views us.”There have been repercussions on com-

manders who didn’t address these issues:“They did not get promoted,” Gregorysaid.“The Navy is serious,” she added.

“You need to be aware and do all youcan for all the right reasons.”Topics during the training included

SAPR requirements, the psychologicaleffects of sexual assault, resources avail-able in Fleet & Family Support Servicesand the Navy in general, and the roleNaval Criminal Investigative Serviceplays in an alleged assault.In closing remarks, Capt. JimMcHugh,

commanding officer NBVC, thanked theteam for providing “renewed awarenessof the programs and policies that canproactively prevent this from happen-ing.”“It is critical that we realize that sex-

ual assault has both an immediate andlong-lasting impact on people,” he said.“Our job is to try to prevent that.”For more information on SAPR pro-

Volunteers at Naval Base Ventura County fileda record number of tax returns in 2010 on behalfof Sailors, dependents, retirees and Defense De-partment personnel.A total of 2,345 federal and state returns were

filed by the Volunteer Income Tax Assistance(VITA) program, exceeding last year’s number by272, said Sal Gonzales, who coordinates the VITAprogram through the Navy Legal Service BranchOffice.Refunds totaled $3,146,353.Had these taxpayers used private tax preparers,

they would have spent $267,407, Gonzales said.He credits the program’s success to the compe-

tence of the 47 volunteers who helped prepare thereturns this year.“Our credibility is outstanding,”he said. “Con-

sistently, we file correct returns. We have a lot ofvolunteers who come back each year, and that’swhy we’re so successful.”

Gonzales has been coordinating the programsince 2002.“It keeps getting better every year,” he said.

“Now we have people recommending us to theirfriends and shipmates, so I expect even morepeople will come to us next year.”Gonzales will begin recruiting volunteers for the

next tax season in October. Volunteers will attendtwoweeks of training in January. The VITA officewill open for business right after theMartin LutherKing Jr. holiday in the middle of the month andclose in mid-April.“We want people who have an interest to vol-

unteer,” he said. “Past experience isn’t necessarybecause we do all the training. The key is forpeople to be interested and to want to be here andto follow through until the end.”This year’s volunteers will celebrate their success

with representatives from the Internal RevenueService on May 21 at Port Hueneme. Volunteerswho need more information can call 982-3124.

NavalMobile Construction Battalion (NMCB) 40’s Con-voy Security Element (CSE) recently finished its integratedbattalion level Field Training Exercise (FTX).NMCB 40 CSE has been training all homeport for its

upcomingmission inAfghanistan. The training on the recentFTX gave them practice using some of the vehicles they willuse in possible scenarios they might come across while pro-viding security during their next deployment.“We started preparing in January for FTX and our de-

ployment. We’ve been training on the simulator at PointMugu and we did our own CSE FTX, so I knew we weregoing to be prepared to integrate with the battalion on theirFTX,”said SeniorChief UtilitiesmanFredMartinez,NMCB40 CSE chief.This was the first time that CSE was able to train with a

full complement of their assets and provide a security ele-ment, both in convoy and on location for battalion projectmissions.“By having those vehicles and scenarios to train on, the

leadership was able to engage and we took off and we allgelled together and it was pretty smooth,” said Martinez.A member of a CSE gun truck believes that the training

he received on FTX prepared him for Afghanistan.“We have all of this gear and we’ve trained on how to use

it. FTX let us see how to apply this gear and our trainingproperly. There is always something to improve on but asof now I’m confident and excited to get out the door andtake the training we have down range,” said Equipment Op-erator Constructionman Mathew Wiita, CSE member.CSE training will continue throughout homeport.

servicemen who judged a Cinco deMayo guacamole contest at the PortHueneme Commissary, Naval BaseVentura County (NBVC).The recipe they picked as the win-

ner was a smooth, light green gua-camole made with avocado, sourcream, lime and salt.A chunkier variety, full of avo-

cado, tomato, onion, cilantro, limeand salt, came in second.“I grew up on Mexican food,”

explained Army Spc. Shawn Breck-enridge, whoworks at the veterinar-ian’s office at NBVC. “The secondone was too much like salsa.”Breckenridge joinedConstruction

Sailors in Naval Mobile ConstructionBattalion (NMCB) 3’s HeadquartersCompany conducted unit driven trainingat Port Hueneme on April 15 to preparethem for their Afghanistan deployment inNovember.Headquarters Company consists of fleet

support departments, including supply,gunners mates and administrative person-nel. They are a vital part of the battalion’sday-to-day operations.Just as shipboard life requires all hands

to have a thorough knowledge of damagecontrol, Seabees require all hands to knowhow to set up, operate and live in a fieldenvironment. As such, the fleet rates areactually considered Seabees while they areattached to an NMCB.The unit driven training was to teach

the Headquarters Seabees how to con-struct the modular general purpose tentsystem (MGPTS). These tents are used inthe field for living, work spaces and thebattalion galley.

During homeport, anNMCB’s primaryfocus is training and safety. For the inex-perienced, the MGPTS is a difficult tentto set up, but with teamwork and trainingit’s much easier. NMCB 3 HeadquartersCompany is one step closer to a successfulfield training exercise in August and foran Afghanistan deployment in Novem-ber.

“After this training, I now have to con-fidence to set up aMGPTS,”said LogisticsSpecialist 1st Class (SW/AW)Kitt Jenest,NMCB 3 supply department. “I alsolearned about what to expect on our fieldexercise and deployment.”

run a 5K along the perimeter of the basebefore veering into the NCTC trainingarea. That’s where the fun begins.In late April, bulldozers began digging

trenches to create the giant letters“NCTC.”Competitors will crawl throughthose trenches to reach the finish line.But that’s not all.They’ll also have to go over the giant

berms the bulldozers created with the ex-cess dirt. And they’ll have to traverse twowalls. And do a short hand-over-handrope crossing, falling into amud pit if theyfail.The last part of the course consists of

crawling through two trenches, climbingthree humps, swimming across a deep pooland climbing to the top of a giant berm.“It will challenge you,”Melbourne said.

“It’s a great event.”Heading up the design team this year is

Equipment Operator 1st Class RicardoAbeyta.“We really tried to make it more of an

obstacle course,” he explained. “It’s moreof a challenge than in years past. There’smore water. There’s more mud.”There will also be a small course for

children ages 5 and up. A lifeguard willbe on duty, but parents are still requiredto stay with their children.Runners aren’t the only ones who ben-

efit from this event. Creating the courseserves as training for the equipment op-erators in the bulldozers and for engineer-ing aides who survey the area prior toexcavation. However, there’s no questionwho benefits the most: It’s the makers oflaundry detergent.

Engineer Jay Javier spearheadedthe technical efforts for this vis-it.During the assessment, NSWC

Port Hueneme engineers andtechnicians provided expertiseand services on many ship sys-tems including combat andweap-on systems and logistics.In addition, NSWC Port Hue-

neme engineers and techniciansworked with the ship’s crew toprovide operations and mainte-nance training.According to Javier, “the pride,

professionalism and enthusiasmof the crew were instrumental in

making her visit a resoundingsuccess.”The combined efforts of the

The Navy published guidance March23 that modifies the policies concerningtuition assistance (TA) and Navy CollegeProgram for Afloat College Education(NCPACE) for active duty Navy person-nel who want to further their education.The changes prioritize educational goals

of Sailors by requiring everyone to haveIndividual Education Plans (IEPs) on fileprior to enrolling in any college coursefunded with TA or NCPACE.

The IEP will not only help streamlinetheir respective educational goals, but itwill eliminate the requirement of Sailorshaving to take five college classes prior toestablishing an education plan. All IEPswill be documented andmaintained in theNavy College office responsible for pro-cessing the course.

According to Jon Richardson, NavyCollege Southwest Regional Director, theimpact on the Navy College offices willbe minimal.

“The Sailor should see very little changeexcept in the academic skills areas, wherethey will be using the DANTES (Defense

Activity for Non-Traditional EducationSupport) Online Academic Skills Course,”said Richardson.

The only exception to the new IEP rulewill apply to Sailors who are enrolled inor want to complete Academic SkillsCourses, which are offered at no cost.

Another significant policy change isthat Sailors will not be able to take anycollege courses funded byTAorNCPACEduring their first year on board. Thischange only applies to officer and enlistedpersonnel checking into their first activeduty command.

All Sailors who qualify for TA orNCPACE will only be able to use thecourse funding towards areas listed assemester hours (SH) or quarter hours(QH). These courses must be directly con-verted towards vocational/technicalachievements or academic associates,bachelor’s, master’s or doctorate degreeandmust not exceed the current DoD capof $250 per SH or $166.67 per QH.

Things are heating up in the galley.Fresh off a cooking competition in San

Diego, the culinary specialists at PointMugu andPortHueneme are getting readyfor an annual inspection to determine iftheir galleys get to keep their five-star rat-ings.Point Mugu has had the highest rating

for nine consecutive years; Port Huenemehas had it for eight.“They look at everything,”saidCulinary

Specialist 2nd Class (SW) Sarah Soto.“They look at every aspect of our job –cleanliness, safety, records. How does thegalley appear? How do we present thefood? What’s the quality of the food andservice?”Inspectors from the Southwest Region

will be arriving in mid-May. On May 19,the galleys at both Point Mugu and PortHueneme will be serving a special menuin their honor from 11 a.m. to 12:45 p.m.:cream of broccoli soup, grilled T-bonesteak with sautéed mushrooms and on-ions, broiled lobster with garlic buttersauce, rice pilaf, red mashed potatoes,grilled asparagus, corn on the cob andbrown gravy.

The price won’t change for this lunch;it’s still $4.25, except for military spousesE-4 and below and children, who pay$3.65.The galleys that achieve the five-star

rating are eligible to compete for the Ed-ward F. Ney Memorial Award, whichPoint Mugu won in 2001.While the recent cooking competition

in San Diego didn’t yield any prizes forthe Naval Base Ventura County team,Culinary Specialist 2nd Class Joe Rub-alicado and Culinary Specialist 2nd ClassJoshua Vickers did bring home a second-place award for a baking competition inFebruary.Half a dozen commands competed in

that event, held in San Diego and spon-sored by Pillsbury. Rubalicado and Vick-ers whipped up an Angel Food Cake witha fresh fruit fluff filling.Vickers, who works in theMugu galley,

said the competitions can be nerve-wrack-ing.“You walk into a room and there’s a

table covered with a sheet,”he said. “Theytake off the sheet and whatever’s on thetable, that’s what you cook with.”The inspections, too, can be nerve-

wracking, but at least the cooks knowwhat they’re working with.“Steak and lobster is the key,”Soto said.

“That’s our specialty.”

trash generated, up from 40 per-cent last year.“It will take command support

from all levels to meet this re-quirement,” said Capt. TonyEdmonds, chief staff officer Na-val Base Ventura County.The base had consistently met

the 40 percent goal, even afterOctober, when landfill trash fig-ures could no longer be com-bined with construction anddemolition debris figures.In 2009 NBVC sent 8,646.08

tons to the landfill and recycled4,614.07 tons — 53.36 percent.In January, the base recycled

42.9 percent of its waste. It camecloser in February, recycling47.92 percent. But then inMarch,the figure dropped to 37.02 per-cent.“There’s a big trend of dump-

ing recyclable materials intotrash bins and not taking thetime to make sure the right items

are going to recycling,” saidLloyd Nash, solid waste coordi-nator for NBVC. “There needsto be a mindset change. Newhabits, better habits, are need-ed.”That mindset change needs to

happen on a small scale and ona much larger scale, he said.For example, sometimes if

there’s a mass cleanup everythingwill be thrown into a Dumpsterinstead of someone taking thetime to sort through it all, Nashsaid.“Just last week, I saw a 40-foot

roll-off being hauled away,”Nash said, referring to a largeDumpster. “It was half full ofpaper, even brand new manilafolders. All of that went straightto the landfill.”There’s also a problem with

illegal dumping — people leav-ing mattresses and couches inrecycling bins.“It takes everyone who gener-

ates trash to take responsibilityto make sure recycling is beingdone,”Nash said. “Everyone hasto do their part.”
