There will be no organics, garbage, recycling, and yard waste collection on Victoria Day, Monday, May 24, 2010 in the City of Barrie. Collection during the week of this holiday will occur ONE day later for the remainder of the week as follows: Roads and Parks Operations will be carrying out the annual Spring Street Sweeping Program to clean all city streets of sand deposited during winter control and other debris. Sweeping usually starts in mid-April and is expected to be completed by mid-May, weather permitting. Arterial roads will be swept first followed by residential streets. Sweeping in residential areas will commence in the northeast and southeast corners of the city working towards the landfill site on Ferndale Drive North. Sand that is swept from roads is disposed of in an environmentally responsible manner at the landfill site where it is used for covering waste. To help us provide the best service possible, please do not push sand into piles on the road as the sweeper cannot pick them up. When possible, please minimize residential street parking during this process to ensure best results. If this should happen, City staff will note such obstructions and will return at a later time. Barrie 2031: Planning For Growth Starts Here Have you ever wondered what Barrie will be like in 2031? Well, the Province has identified Barrie as the only Urban Growth Centre in the Simcoe Area and allocated the City a population of 210,000 and 101,000 jobs for 2031. Those figures represent a population growth of 50% and employment growth of 55% over the next 20 years and an exciting opportunity for the community to shape its future. How the City will grow, where residents will live and work, and how much land will be required to accommodate the growth, are all questions that must be answered. “One of the core responsibilities of the Planning Services Department is to plan for and manage growth. The annexation of new lands means additional responsibilities and challenges,” says Growth Management Coordinator Eric Hodgins. The recent expansion of Barrie’s boundary means the City now has an additional 2,293 hectares (5,700 acres) of land that must be considered when planning for future development. How much of the annexed lands need to be urbanized by 2031 for residential and employment use, where growth in an expanded Barrie should occur, and how new development should be phased in, are the specific issues the growth management process will address. To answer these questions and develop the best strategy, staff and Council will be working closely with a selected team of experts over the next few months. The new growth strategy will lay the foundation for a series of detailed plans such as natural heritage, servicing, storm water and transportation. To begin this process, the City has retained Watson & Associates Economists Ltd. in association with Macaulay Shiomi Howson Ltd. and W. Scott Morgan & Associates Limited, leading experts in demographic forecasting, land use and development planning, market studies, and policy reviews. In developing a growth management strategy, the City’s intensification areas, annexed lands, and remaining green field areas will be studied. Plans will include: • A demographic analysis and growth forecast from 2006 to 2031; • An extended forecast to 2046 to guide master planning and servicing requirements; • A long-term retail commercial land needs strategy; • A comprehensive review of employment lands; • A detailed allocation of population, housing and employment growth to 2031; • An assessment of residential, commercial and employment land needs and location options for the annexed lands; and • A strategy for managing growth complete with recommended phasing policies. At the end of the project, the findings will be included in a growth management report that will serve as a roadmap for the City’s future residential, commercial, institutional, and employment lands development. The recommended strategy will ensure that future population and employment growth are planned, serviced, and developed in a manner that promotes a future Barrie that is compact, complete, economically competitive, and sustainable. Furthermore, the findings will assist other community service providers with their own long-range planning programs. Their insights into how Barrie will grow will benefit our City’s Police Service, School Boards, Public Library, Georgian College and the Royal Victoria Hospital. Good growth management will also help the Province realize its vision for Central Ontario and recognize the important role that Barrie will play over the next twenty years.
