Club Ground Maintenance programThis project will be established to provide a servlce to clubs to assist in the management oftheir fields for Rugby Union, QRU will utilize this grant to purchase an aeration michine andtractor to deliver this service on a quarterly basis to Brisbane based clubs, This maintenanceprogram will concentrate on aerating fields to reduce.compaction of fields which will assist theqty!9 wjln their.regular field maintenance requirements (mowing, watering & line-marking).QRU will implement this program (CGMP) in conjunction with Baliymore's lxisting ground-itaffto assist our clubs in malntaining/improvlng their fields which not only provides a Jaferenvironment but asslsts them In attracilng & retalning players.

We have been grantedfive extensions of time requests which remained current uniit : I December Z0A7 tocommence operational works. The level of support provided by your department, from ourlocal member for Yerongpilly, Mr Simon Finn, MP and the then Minster Andrew Fraserhas been exceptional

Three parties appealed to the Planning and Environment Court against the Council decisionto approve the DA. At a directions hearing in early February the p&E Court set down atimetable of activities with which the respondents and appeliants were to comply with.Unfortunately the matter subsequently proceeded to a fuli hearing over four oays duringlate August 2007- D-istrict Court JudgiBrabazon (QC) rtruJ it. maner and handed downhis decision on 23 November 2007.where he atlowei ti.

Application was denied. We considered appealing the aecision but the financial cost ofsuch an exercise prohibits us advancing it iny further.

The costs of the process has exceeded all our budget forecasts. We now find ourselves inthe position that all surplus monies allocated to th! project huur ur"n expended and there isa significant shortfall to meet a number of outstanding ,ortr. subsequent to the DAapproval we have incurred expenditure over $200,00d on the project'and are unable to meetthese invoices, let alone our normal operating cosis. we travJrec"iurd an advance from!e QRU for $40,000 and obtained anoverdrift for $50,000, out we still have over$150,000 in outstanding accounts. Our short and long term viability is at considerable risk.We find ourselves very vulnerable to conduct our core business as we have no monies Ieftto meet our financial obligations.
