Marwood School February 2014
The Spring Term sees a great deal of hard work and progress by the children who are now confident in their classes and know what is expected of them. Marwood School is very pleased to welcome volunteers to assist with children’s learning. You do not need to have education experience just an interest in helping children learn. Please contact the school office on 01271 850395, a free DBS check at the enhanced level will be organised by school. Marwood Sporting Teams Alongside the academic work we are also proud of the children’s attitude to taking part in a range of sports. From Christmas to Easter we have teams going to competitions in: swimming, cross country running, football, netball, gymnastics and KS1 multiskills. Some of these activities take place at weekends and we are very grateful to parents who give their time to support the children. School Term Dates Half term; school finishes on Friday 14th February and begins again on Tuesday 25th February. The Easter break is slightly different this year, school finishes at 3.00 p.m. on Friday 4th April with Easter Monday on 21st April. School is still closed to children on Tuesday 22nd for staff training and children return on Wednesday 23rd April. Alun Dobson Headteacher

As always there is a need for evidence and in Marwood we don’t have reported accidents or high ‘average’ speeding to back up any further action. We should be able to improve the signage and hope to do this over the coming months. PLEASE REPORT ANY ROAD ACCIDENTS, HOWEVER SMALL, TO THE POLICE. The Planning Application 56675 in Ilfracombe for a community including 750 homes, primary school and ’hub’ with main access to the rest of North Devon and beyond along our roads has huge Implications. Failure of North Devon Council to determine controversial wind turbine application leads
to appeal to Secretary of State
The controversial application to erect a 74 metre high wind turbine on land at Middle Field, Marwood (planning application number 56256) has been referred to the Secretary of State for determination, because of the failure of North Devon Council to determine the application within the appropriate period. The original planning application was made on 27 August 2013 by Mosscliff Environmental Limited, based in Suffolk, on behalf of David Chugg, and the consultation period was extended after further submissions by the applicant until 18 November 2013. Despite the application having been considered and rejected on two separate occasions by Marwood Parish Council, and the lodging of 124 representations in connection with the application (114 objections and 10 in support), the planning department of North Devon Council have failed to determine the application within the statutory period. Mark Saunders, the planning officer at North Devon Council responsible for handling this application, states that the reason for the non determination was that 'a crucial response from the Council's Environmental Health Team had not been received, and that the unfortunate lack of response is a result of resource issues within the department leading to a slower than normal response to planning consultations'. Despite the many and diverse criteria submitted in opposing the application, Saunders went on to state that 'the local Planning Authority have to fully consider the technical expertise provided by the Environmental Health Team to determine the impact of the proposal in terms of noise and shadow flicker, and that without this input, it is not possible to sufficiently safeguard the amenity of the community.’ Further enquiries suggest that this 'resource issue is caused primarily by a long term sickness absence of a member of the Environmental Health Team.’ This is the second occasion within a month that the Council have failed to determine a wind turbine application leading... The Carols by Candlelight was a very joyous service, led by Rev Robert Manning and with readings and Junior Church singing and acting out the Christmas message. Also thanks to Carol and Sid Delve who showed slides about the Send a Cow charity and how it changes a family’s future. Get together in February is on Thursday 13th 11 - 12 noon when we welcome Mr M Measures.

In December Muddiford URC was awarded a Child Friendly Church Award. It was presented by Rev Ruth Whitehead, the Moderator of the South Western Synod of the URC in recognition for the on-going work with the Junior Church & Youth Group.

County and District Councillor Report Cllr Mrs Davis emphasised the cost of highway maintenance; re-cycling programme; public transport consultation. Police Report. three crimes have been reported: a theft of a motor-cycle; theft of a John Deere Gator in Guineaford; theft of a large metal information/event sign from Marwood Hill Gardens. Planning. 56684 - Crockers Lodge, Milltown. Erection of conservatory at the front of the property. Recommend: Approval 56775 - Clay Park, Muddiford. Extensions to dwelling. Recommend: Approval 56812 - Whiddon Farm Milltown. Erection of replacement cattle and straw storage building and extension to dairy to provide bio-fuel boiler enclosure. Recommend: Approval 56813 - Collacott Farm, Whitefield Hill. Siting of anaerobic digestion facility. Recommend: Approval. Finance. Balance at 9 January 2014 is £9566.63. The Council confirmed a grant of up to £2000.00 to Marwood Community Hall Charity towards the cost of a new Hall. The Council agreed to keep the precept at £4000.00 for the year 2014/15 even though the grant from NDC has been reduced by 35%. The Council has managed to maintain the precept at the same level since 2009/10, so no increase again this year. It was also agreed that the Parish Council provide the same current level of grants for the maintenance of cemeteries in the Parish in spite of the NDC reduced grant. Traffic Speeds/Signs. Cllr Mrs Davis, Cllr Latham, DCC Road Safety Highways Officers, June Tamlyn and the Clerk to the Council walked some of the roads in the Parish to look at possible signage and traffic problems.
Cllr Mrs Davis said at the meeting in January, that the cost of signs, as discussed, is being obtained and she will inform the Clerk. The Parish Council agreed to cover some of the cost. Proposed South Ilfracombe development. Although not an adjoining Parish, Members wished to comment concerning the proposed development of 750 dwellings with a mixed use centre at the site between the A361 and the B3230. Members expressed serious concern that this proposed development would inevitably bring significant and dangerous increase in traffic flow via the two "feeder roads" through the Parish; namely the B3230, Muddiford/Milltown/Marwood and the Old Barnstaple Road, Guineaford/Prixford. There would also be a considerable amount of heavy goods traffic during the construction period with vehicles travelling to/from the site. Members commented that before (if) this development takes place there should be recommendations with approvals for limiting the flow/amount/speed of traffic and size of vehicle access along these two roads. Both are narrow with many tight turns. Members agreed to write individually to North Devon Council with their comments. The Clerk will write with the comments as above. War Memorial. Members have arranged to clean the memorial in the next few months.

It essentially means that the application will now be decided by persons who have no vested interest in the local community on which such a controversial project impacts. Whether this is an acceptable level of performance by our local Council is not to be debated here, though is certainly deserving of considerable debate in the future, as in no way would the Council appear to have acted in the best interests of Marwood community. A further site visit will in due course be conducted by the Planning Inspectorate based in Bristol, and a further local meeting will be held prior to any final decision being made. If you have anything to say in connection with this application, or if you just wish to be present at such a meeting to show your opposition or support, then you should attend the meeting, which will be held locally, and details of which will be published in due course.
