2017-18 CITY MANAGER’S TRIAL BUDGET The Trial Budget is an important step in the City's Zero-Based Budget development process. It provides the Mayor and City Council, the community and our employee groups an opportunity to review a proposed balanced budget well in advance of the deadlines for making final budget decisions. Between April 4 and April 20, the 2017 -18 Trial Budget will be presented to Phoenix residents for input at 17 community budget hearings. The City Manager’s Trial Budget (which will be presented to City Council on March 21st) and a complete list

COUNCILWOMAN WILLIAMS, TUMBLEWEED ELEMENTARY AND CACTUS PARK WEST SPRING CARNIVAL AND BIKE SAFETY EVENT Join Councilwoman Thelda Williams, the Tumbleweed PTA, and Cactus Park West Neighborhood Association from 9 a.m. to 12:30 p.m. Saturday, April 8, at Tumbleweed Elementary School, 4001 W. Laurel Lane, for a fun-filled Spring Carnival, Craft Fair with music, fun, raffle, games, food and vendor booths and Bike Safety event. Councilwoman Thelda Williams with Phoenix City Police, Fire and Street Transportation departments will be onsite to host the bike safety event. Kids are encouraged to bring their bikes, learn bike safety, participate in a bike rodeo and get a free bike helmet. Two bicycles will be raffled during the event (must be present to win).

“Forgotten Soldier’s, Children of Carpi” The Ocotillo Chapter NSDAR will meet on Saturday, April 8, 2017 at 9:30 AM in the Community Room #435 at the Outlets of Anthem and is open to non-members. This month’s guest speaker, Jana Jackson, will discuss her new book the, “Forgotten Soldiers, Children of Carpi.” While teaching in Italy she learned of a group of African-American Soldiers and tells their story of the children of Carpi.

Ms. Jackson was raised in Chicago, Illinois and has a Bachelor of Science in K-12 education. As an education specialist, she has written programs for students to improve reading and math scores, awards for her exemplary work as a high school science teacher, implemented and evaluated the aerospace teacher curriculum for the entire country, and was the NASA representative at the grand opening of the Museum of Science & Industry, Space exhibit, Chicago, Il. She has a pilot’s license and it’s not every day your flight instructors were retired WWII Officers and Astronauts. The winners of the chapter level DAR American History Essay Contest will present their winning essay’s. Three students who attend New River Elementary School - 6th grade, Diamond Canyon - 7th grade and Ridgeline Academy - 8th grade will read their essay’s, “Celebrating a Century, America’s National Parks.” Each winner received a Bronze Medal, DAR Winner’s Certificate and chapter gift card from Barnes & Nobles. Winning essays have been sent to complete in the ASDAR state level. Students who entered the contest were recognized with a DAR Certificate of Participation. The National Society Daughters of the American Revolution was founded in 1890 to promote patriotism, preserve American history, and support better education for our nation's children. CACTUS PARK PRECINCT WELCOMES A NEW COMMANDER! Commander Kevin Robinson is preparing to retire and has left the position as Commander of the Cactus Park Precinct. His replacement is Commander Charles “Charlie” Consolian. We will miss Commander Robinson, but Commander Consolian has a great history with the Phoenix Police Department and will undoubtedly provide the excellence in leadership we have come to expect from the precinct in the past. Commander Consolian is a 24-year veteran of the Phoenix Police Department and has served in numerous assignments. During his career, Commander Consolian has worked in the following precincts/bureaus: Mountain View Precinct, Desert Horizon Precinct, Maryvale Precinct, Violent Crimes Bureau - Gang Enforcement Unit, Central City Precinct - Downtown Operations Unit and now the Cactus Park Precinct.

Commander Consolian has strong ties to the Cactus Park Precinct as he grew up in the area attending Ocotillo Elementary School, Palo Verde Middle School, and Washington High School. He graduated from Northern Arizona University, unknown year as he won't disclose because it just makes him feel old, with a Business Management degree but always wanted to be a police officer. With the encouragement of his wife, Commander Consolian followed his dream and became a Phoenix Police officer to which he credits as one of the best decisions he ever made in life. However, the best decision he made was marrying his wife, Tracy, who blessed him with three amazing daughters. He looks forward to working with the citizens of the Cactus Park Precinct and is dedicated to making a positive difference for the community to which he serves. Commander attended the Council District 1 breakfast at the Radisson and introduced himself to many members of the community. He was able to meet and speak with residents during and after the breakfast and spent time afterward to address other items of concern for the community.

PHOENIX POLICE DEPARTMENT CALLS FOR SERVICE COMPARISON Recently, the Phoenix Police Department made staffing changes and moved several positions to assist with patrol functions. Those changes were made to address an increase in calls for service and the time it took for officers to respond.

The charts provided by the Police Department illustrate the increase of calls and the increase of response times over the past six years. As these charts show, it has taken officers longer to respond to the growing number of calls during this period which creates a higher risk to public safety. Having more officers on the street to respond to each type of call for service allows the police to answer the increasing number of incidents in a shorter period of time.

CITY OF PHOENIX HOSTS PUBLIC FORUM TO BOOST POLICE CRISIS RESPONSE New findings from a survey about how Phoenix police respond to mental health crisis calls will be released at a community forum hosted by the city of Phoenix. The survey points to a need for increased police training and treatment options for individuals experiencing mental illness, both identified as major concerns for both Phoenix police officers and residents. The report is part of a new effort to improve police interactions with residents who experience mental health crises, particularly in light of recent deaths of individuals with mental illness. More than 600 people completed the survey, which sought feedback from both the law enforcement community and individuals currently receiving mental health services, including individuals who are homeless. Some key findings: A majority of respondents with mental health issues reported at least one interaction with the police in the last five years. Half of those individuals reported the officers helped them, while nearly 45 percent said police made it worse. Police officers reported feeling overwhelmed in these cases and cited a need for more mobile crisis teams and treatment options. The Mayor’s Commission on Disability Issues and the city of Phoenix Equal Opportunity Department will lead a question-and-answer session at the event, which will take place from 1 to 3:30 p.m. Monday, April 10, at Steele Indian School Park, Memorial Hall. Representatives from the Phoenix Police and Fire departments, and Maricopa County’s Regional Behavioral Health Authority will also be on hand to discuss ideas for collaboration. I-17 ALERT: CLOSURES FOR RESURFACING IN PHOENIX ADOT adding new layer of rubberized asphalt to Black Canyon Freeway Through June, crews will work on weekends to add a new layer of smooth, durable rubberized asphalt to I-17 between Dunlap Avenue in north Phoenix and 19th Avenue near the downtown area. The resurfacing is part of the Arizona Department of Transportation’s $9.8 million I-17 improvement project that started last fall with sidewalk and wheelchair ramp improvements at cross-street interchanges. Following this first closure, plans call for weekend closures to continue along southbound I-17 before crews begin resurfacing the northbound side of the freeway. Closures will not be scheduled on the weekend of March 31-April 3 when the NCAA’s Final Four college basketball events are taking place. I-17 also will remain open over the Memorial Day weekend in late May.

I-17 will be closed one direction at a time for approximately three-mile stretches each weekend while the rubberized asphalt paving takes place. Drivers should consider alternate routes, including State Route 51 or Loop 101, while I-17 is closed. Travelers can expect heavy backups and delays when I-17 traffic is detoured to the freeway’s frontage roads or, in areas without frontage roads, to 19th Avenue. Other work includes I-17 drainage improvements near Durango Street, new signs and concrete-barrier upgrades. ADOT will provide updates on the I-17 resurfacing and scheduled closures on the agency’s website and Twitter feed (@ArizonaDOT). LUKE WEST VALLEY COUNCIL MEETING HIGHLIGHTS Councilwoman Williams represents the city on the Luke West Valley Council and attends regular meeting and events. Here are some highlights from the March 16th meeting held at Luke Air Force Base.

LUKE IN-DEPTH:

F-35 Transition:

• 63rd Fighter Squadron received their first jet on March 20. We are at 49 F-35 currently on base so on

our way, but not there yet, to the final 144 we expect to have.

• First F-35 B-course/Initial Qualification Training in the 61 FS is about midway complete; pilots had

their first flights in Feb; expected graduation in early August; 2nd B-course, in the 62 FS, expected to

start in May.

• Heritage Team is beginning their airshow season; they have 14 Air Shows throughout North America

through October.

• Japan hit 100 sorties in their training program last week.

Continue producing the world’s greatest F-16 pilots:

• There is a fighter pilot shortage right now that impacts the USA’s ability to execute the fight against

ISIL in the Middle East and properly defer other adversaries around the world. Luke plays an

important role in solving the shortage producing F-16 pilots which are the preponderance of the US’s

fighter pilots right now. We have about 20% more pilots in each class to try and make a dent in the

need.

• This week and next week we are in our night flying portion of the syllabus so we appreciate your

support as we complete this vital training.

P4 COMMUNITY PARTNERSHIP:

• The Office of Economic Adjustment will be holding a meeting Estrella Community College to discuss

how the West Valley can best prepare for the additional 5,000 people will be coming to the base with

the 6 new squadrons

• P4 Economic Development Work Group will be meeting at the Surprise Chamber of Commerce.

Discussion will focus on how Luke AFB is looking to partner with the community and several

important aspects of the Air Show in order to make it better and more profitable for the community,

as well as to improve safety, traffic, and security. We will discuss the details at the meeting.

• Discussions around a Joint Range Project for local public services are beginning to plan for the future.

LEADERS ROUNDTABLE THE FUTURE OF DESALINATION DISCUSSION HIGHLIGHTS

At a roundtable discussion at the ASU Kyl Center for Water Policy on March 10th titled, “The Future of Desalination,” attendees had the opportunity to enjoy presentations from an

expert panel and ask thought-provoking questions of them. Here are some highlights of that discussion: Basics

• There are two main challenges to implementing desalination: cost and brine disposal.

• There are two desalination technologies in current use: thermal distillation and membrane.

• Reverse osmosis (“RO”) is the leading desalination technology.

• There are three water sources for desalination: brackish groundwater, brackish surface water, and seawater.

• A 2008 study concluded that Arizona’s aquifers may hold 600 million acre-feet of recoverable brackish groundwater.

• The timeline from concept to operation of a desalination plant can be ten to fifteen years. Challenges

Costs:

• The initial capital investment cost is cost-prohibitive for many water providers.

• Plant maintenance is expensive compared with other treatment plants (and often underestimated).

• RO membranes are costly and must be replaced periodically.

• The desalination process is energy intensive.

Inland Disposal of Briny Discharge:

• The disposal process can significantly increase overall operation costs.

• Evaporation pond sites need special permits for the potentially toxic mineral accumulation of the brine.

• Deep well injection is costly and the reject brine is corrosive.

Solutions

• Some desalination plants operate at a minimal level during the low demand seasons, lowering operations and maintenance costs.

• Public private partnerships can transfer some costs and risk from public to private sector partners.

• Binational cooperation with Mexico may expand opportunities for augmentation through exchanges and cost-sharing.

• The City of Goodyear is piloting an innovative brine disposal method that uses reconstructed wetlands as a filtration mechanism.

EXCESS REAL PROPERTY DISPOSAL UPDATE In 2014, the City Council authorized hiring Jones Lang LaSalle as the real estate broker to market and transact parcel disposals that represent a simple direct sale. The Community and Economic Development, Housing, and Neighborhood Services departments are involved in marketing and disposing of City real estate requiring an RFP process. Staff is currently in the process of developing a request for qualifications to solicit brokerage services. The goal is to create a Qualified Vendors List (QVL) by July of brokers serving a variety of real estate product types. Departments will be able to select from the QVL, as needed, to sell City-owned property. Since approximately June 2014, City departments have disposed of 135 parcels valued at $17.8 million.

ENERGY EFFICIENCY INCENTIVE PROGRAMS Construction of ultra-low energy use homes in Phoenix will yield many benefits for both homeowners and the environment. A new incentive program was developed in partnership with the American Institute of Architects (AIA) to design a cost-effective, ultra-low energy use home. To create the designs needed in the marketplace, the City of Phoenix, in partnership with the AIA, is launching the Sustainable Home Design Competition with $100,000 to be awarded to the winning design of a beautiful “near net-zero energy” single family home that has the best potential for widespread adoption in the region. The intent is to generate sufficient public interest throughout the competition that demand for the winning design will result in construction of at least ten homes immediately following conclusion of the competition.

Contest Details The New Home Design Competition will challenge registered architects to design a beautiful three-bedroom home that meets the following criteria:

• Its design must be suitable for the region and have the potential to be commonly adopted by builders.

• It must achieve a minimum of 80% reduction in energy use as compared to common construction without the use of solar.

• It must demonstrate the potential to be constructed at a cost similar to current construction.

The winning design, as judged by panelists based on published evaluation criteria, will receive $100,000, provided the plans, artistic renderings, and construction drawings are reviewed for code compliance and approved by the Planning and Development Department, and are transferred to the City of Phoenix to be shared as open source construction drawings on the City's website and open data portal, noting there will still be a $100 fee established to download construction drawings of the winning design from the City website. Funding Source of the Design Competition As a result of the 2009 American Recovery and Reinvestment Act, Phoenix received a competitive $25 million grant from the U.S. Department of Energy (DOE) for the Energize Phoenix (EP) Program - a public/private collaboration between the City, Arizona State University and Arizona Public Service that provided energy efficient improvements to residences and commercial buildings along a 10-mile stretch of the light rail corridor. A significant component of EP was a $15 million revolving loan fund leveraged with $11 million in private capital from National Bank of Arizona and a $4 million loan loss reserve to support loans made under the program. The program has run its course, and in February 2017 DOE authorized repurposing of the approximately $500,000 remaining for new, citywide incentive programs. Consistent with the original intent of the EP program, the funding will support increased energy efficiency in design and construction of both new and existing buildings. The DOE authorized three programs, two of which are still under development, to be presented to Council once they are vetted with stakeholders and ready for launch in the community. The first of these programs, the Sustainable Home Design Competition, is the subject of this Council report. It will use $100,000 of the remaining DOE funds for the award, and approximately $25,000 for advertising of the competition, planning and development review fees, and community incentives to cover building permit fees for the first ten homes constructed using the winning design.

IMPROVEMENTS TO THE PROCUREMENT OF GOODS AND SERVICES Key procurement staff throughout the City participated on the AdvancePHX Program and formed a Kaizen Review Team to conduct a thorough analysis of the current procurement processes. Staff provided the Sustainability, Housing, Efficiency and Neighborhoods Subcommittee an update of the AdvancePHX Program at its Oct. 25, 2016 meeting. The Team identified that a formal procurement takes an excess of 300 days to complete. The formal procurement process is currently utilized when goods and/or services will be contracted for a total amount for all contract years of $50,000 and greater. This process includes developing a scope of work, posting the solicitation (i.e., Request for Proposal or Invitation for Bid), allowing time for questions and comments by the proposers, vendors submitting competitive sealed bids or proposals, and staff's evaluation of price, proposal and qualifications. The informal procurement process is currently utilized when goods and/or services will be contracted for an amount under $50,000. Informal procurements can be completed in approximately six weeks. The process

includes developing a scope of work and then soliciting a minimum of three proposals or quotations from vendors who are registered in the ProcurePHX system. Based on the analysis, the Kaizen Review Team developed several recommendations focused on more coordinated efforts at the beginning of the process, including increasing the formal procurement threshold to $100,000 to be more in-line with other jurisdictions locally. Increasing the formal procurement threshold will reduce the aggregate cycle time of all procurement and allow Central Procurement staff to focus on more strategic-oriented procurements. Analysis of Fiscal Year 2015/16 data identified approximately 45 formal procurements that could have been completed through an informal competitive process, cutting approximately 13,500 days from the procurement process. Additional efficiencies can be realized by increasing the small dollar procurement threshold. The small dollar procurement process is currently utilized when goods and/or services will be contracted for an amount less than $5,000 and are not already part of a citywide contract. The City's ARs allow for individual departments to process these procurements by utilizing vendors that are registered in the procurement system and departments are encouraged to utilize small and local businesses. These procurements can be completed in a matter of days. Staff recommends increasing the threshold to equal the Payment Ordinance amount, which is currently $8,600. Increasing the small dollar procurement threshold will allow staff to eliminate over 120 informal procurements. This change also makes it easier for staff to administer and make one-time purchases often required for emergency situations.

PHOENIX SKY HARBOR INTERNATIONAL AIRPORT MAINTAINS ITS HIGH

BOND RATINGS Moody’s Investors Service maintained Phoenix Sky Harbor International Airport’s bond ratings on the Airport’s senior (Aa3) and junior (A1) liens. Moody’s upgraded the airport’s rental car bonds to ‘A2’ as a result of regular growth in transaction days, and strong bond coverage and liquidity. The ‘A2’ rating on the rental car bonds is the highest rating among the 16 standalone facilities rated by Moody’s. Standard and Poor’s Ratings Services (S&P) also affirmed its ‘AA-’ rating on the Airport’s senior lien, and ‘A+’ rating on the airport’s junior lien. S&P maintained an ‘A’ rating on the Airport’s rental car center bonds, which the rating service upgraded in 2015. The ratings agencies cite several factors that contributed to Sky Harbor’s high bond ratings, including a robust demand for air service in the market, the airport’s low cost structure, a competitive airline environment, an experienced and effective administrative team, and the Airport’s recent strong financial performance. A higher bond rating means the airport pays lower interest rates when it borrows funds for airport improvements and modernization projects. No local tax dollars are used to support Phoenix Sky Harbor. The airport is funded with the revenue that it generates.

CITY MANAGER’S REPORT:

Economic Development & Education The Phoenix Convention Center will host 3,000 estimated delegates at the Association of Corporate Counsel 2019 Annual Meeting in October 2019, bringing in 7,500 total room nights, and will host 4,500 estimated delegates at the National Association of Basketball Coaches in March 2017, bringing in 12,000 total room nights. Planning and Development staff met with the designers and contractors for Dolphin Precision Investment Castings at 440 N. 51st Ave. to review this project and develop a schedule for plan review and inspections. Dolphin Castings is a subsidiary of Karsten Manufacturing, the makers of PING golf clubs. Dolphin’s previous site (since 1968) was bought out for the new Loop 202 expansion. The company considered closing its doors until finding this new location. They are designing the project to accommodate additional staff and manufacturing space. The project - including the building, equipment, and construction costs - is valued at

$50 million dollars. The tenant improvement plan submittal is set for the last week in March with construction completion set for May 2018. Planning and Development staff have been walking with contractors and providing the necessary items required to allow for a temporary certificate of occupancy to be issued for the new three-story emergency department at Banner University Medical Center, 1111 E. McDowell Rd. The three-story building is the base of the new 17-story patient tower under construction. Grand Canyon University’s new basketball practice facility offers men's and women's basketball programs a state-of-the-art structure. The main floor has one regulation-sized court with two side practice courts. Both men’s and women’s programs have a team room and player's lounge right off the practice court. The facility is set to open for both programs at the conclusion of the 2016-17 basketball season. Planning and Development is presently doing temporary certificate of occupancy inspections.

Neighborhoods and Livability New playground equipment, play surface (wood chips), and an ADA ramp was installed at Mariposa Park and Sunridge Park to replace outdated and unsafe playground equipment. The playground at La Pradera Park was installed last week and Green Valley Park will be done by March 28. These park enhancements were funded with Community Development Block Grant (CDBG) dollars. Public Transit is coordinating an event with the help of Valley Metro and Local First to celebrate the start of late night weekend bus hours. The “Sips on 7th” Street pub crawl will take place April 28 at 7 p.m., with the goal of bringing riders and the community together and visiting various local venues along Route 7 (7th Street). The event will start at Mother Bunch Brewery, south of Roosevelt Street and ends near venues south of Bethany Home Road. Community members participating in the event will be given “Sips on 7th" discounts at participating venues when they present a bus pass, platinum card, or Local First cards. Further details are forthcoming.

Social Services Delivery On March 22, the Communications Office helped the Housing Department organize a news conference at the Marcos De Niza community to announce the grand opening of the iWORK (Improving Work Opportunities and Resident Knowledge) Office. The iWORK Program will help residents with work readiness programs, employer connections, job placement and educational opportunities. Participants will also have the option to take GED courses, English classes, and tutoring. Communications staff produced a short video to post on social media and is working on a media advisory that will be sent out prior to the event.

Infrastructure Street Transportation staff are in the final stages of refining preferred alternatives associated with the Oak Street Improvements project. Members of the community have requested to extend the project comment period to April 2017 due to community-recommended changes to the preferred project alternatives.

Extension of the comment period will allow the Coronado Neighborhood Association an opportunity to discuss the revised alternatives prior to updating the Transportation and Infrastructure Subcommittee on the project. In the area surrounding 1025 N. 2nd St., 160 feet of damaged sidewalk was repaired in preparation for a community garden. The property surrounding the historic Leighton G. Knipe house will soon become the new home of the “Roosevelt Growhouse” urban farm. The urban farm is designed to educate the community about urban desert vegetable farming, sustainable living, healthy eating, and edible landscaping.

Phoenix Team City Council recently approved a contract with OpenGov, Inc. to provide a hosted web solution for the City’s open data environment. On March 14, the project was kicked-off with a presentation by OpenGov, Inc. on their methodology and approach. The project includes the migration of open data sets from the City’s current open data portal to the new, hosted site. Because OpenGov, Inc. also manages the open data sites for other municipalities and agencies in Arizona, the City’s data can be combined with regional data to provide even greater value to the public and businesses. The project, scheduled to be complete by the end of June 2017, has recently been publicized in media outlets.

They have certified 120 dogs and currently have 50 dogs in training. Power Paws breeds and trains Golden and Labrador Retrievers.
