Inspection certificates exist from at least as early as 1944, and appear to be show-ing conformance to laws and regula-tions for shipping purposes, rather than evidence of tax payment on goods so marked. They are worth about $25.

Note-Burt6 reported that the 12 cent red lilac, 25 cent dark violet, and 50 cent from the same 1883-86 postal issue may have also been used for similar purpose. However, insufficient listing evidence exists.

The adhesive stamp is a band intended to have been affixed to packs of playing cards.

Overall 3551/2 x 35mm.PC1 25c black - Note-Since this stamp was late in being prepared and distributed, it was never put into use.
