Institutionalization of volunteering in health and social care
institutions (Misericrdias); Nineteenth Century Social and economic
transformations lead to the appearence of new forms of volunteering
with ideological foundation; Twentieth Century Growth of state
social intervention, narrowing the scope of volunteer intervention;
Twenty-first Century Convergence of national volunteer policies
with European policies; Wide recognition of volunteering as a
structural phenomenon socially necessary.

VOLUNTEERING IN PORTUGAL L EGAL F RAMEWORK VOLUNTEERING IN
PORTUGAL L EGAL F RAMEWORK DiplomasDescrio Portaria n.242/2013
(August 2 nd, 2013) Creates the Program Agora Ns, that aims to
promote and encourage volunteering as a means for skills
acquisition. Resoluo do Conselho de Ministros n.29/2013 (May 8 th,
2013) Defines the National Plan for Volunteering 2013-2015 which
establishes measures for valorization and recognition of
volunteering as essential for participation and active citizenship.
Decreto-Lei n.126/2011 (December 29 th, 2011) Creates the National
Council for the Monitorization of Solidarity, Volunteering, Family,
Rehabilitation and Social Security Policy. Lei n. 71/98 (November 3
th, 1998) Establishes the legal framework for volunteering.
Decreto-Lei n. 389/99 (September 30 th, 1999) Regulates the legal
framework of volunteering, creating the conditions for volunteering
support and promotion.

VOLUNTEERING IN PORTUGAL L EGAL F RAMEWORK VOLUNTEERING IN
PORTUGAL L EGAL F RAMEWORK DiplomasDescrio Decreto-Lei n. 389/99
(September 30 th, 1999) Regulates the legal framework of
volunteering, creating the conditions for volunteering support and
promotion. Decreto-Lei n. 40/89 (February 12 th, 1989) Establishes
a voluntary social insurance, an optional social security
contributory scheme comprising volunteers. The voluntary social
insurance was subject of adaptation to volunteering by the
regulation of volunteering legal framework. Resoluo do Conselho de
Ministros n. 50/2000 (March 30 th, 2000) Defines the composition
and competences of the National Council for Volunteering
Promotion.

V OLUNTEER BANKS What are the Volunteer Banks? Strategic
orientation from the National Council for Volunteering Promotion;
Municipal level structures that aim to promote volunteering
locally. Goals Receive the applications from volunteer candidates
and requests on volunteering opportunities from promoting
organizations; Forward volunteers to promoting organizations;
Monitor volunteer participation in promoting organizations; Provide
information on volunteering; Promote and develop initial training
sessions for volunteers.
