HISTORY In November 2012 Council installed parking restrictions in Amphitheatre Circuit, Baulkham Hills following representations from Matthew Pearce Public School regarding congestion issues due to the relatively narrow width of the street. REPORT Parking restrictions were installed on the even numbered side of the street from 2 to 28 Amphitheatre Circuit to encouraged motorists to park on the opposite side of the street supporting the ‘No Right Turn’ restriction from Astoria Park Road to Amphitheatre Circuit. This will also allow for children to be picked up on the side that provides access to the wombat crossing on Astoria Park Road without having to cross Amphitheatre Circuit. The location has been monitored and the parents have adapted to the restrictions without major inconvenience. The time limited nature of the restrictions also does not largely impact on the amenity of the residents affected by the restrictions. One resident has raised objections based on the fact that they run a business from home and their staff has to now park on the opposite side of the street to avoid a possible infringement during school days. IMPACTS Financial Funding will be provided from Council’s existing signposting and linemarking budget. The Hills Future - Community Strategic Plan The recommendation of this report demonstrates Council’s aim of achieving a safer road network through the installation, renewal and modification of traffic facilities.

HISTORY At its meeting of 21 October 2013 the Local Traffic Committee considered a report (Attachment 2) relating to the need for parking restrictions on Bella Vista Drive at Bella Vista. At that time the Committee recommended the following: “Full time ‘No Stopping’ restrictions be provided on Bella Vista Drive and Stock Farm Avenue adjacent to house no. 37 Stock Farm Avenue.” Council adopted the Committee’s recommendation at its meeting on 12 November 2013 and the signs were then subsequently installed. REPORT The resident of 33 Bella Vista Drive, Bella Vista has written to Council seeking a review of the ‘No Stopping’ restrictions (Attachment 3). It would appear that since the introduction of the ‘No Stopping’ restrictions on the other side of the road, the vehicles parking in this area have been displaced to the frontage of 33 Bella Vista Drive. The review requested by the resident is centred on his son’s disability and the difficulty of obtaining on street parking fronting their property. In addition the land form of the area with steep gradients falling away from the road prohibits the provision of levelled areas for off street parking. To improve accessibility for their son, a disabled parking space could be installed on the road pavement outside the property at 33 Bella Vista Drive allowing their son to access the disabled elevator from the boundary to their front door. CONCLUSION Council install a disabled parking space on the road pavement fronting 33 Bella Vista Drive, Baulkham Hills.

REPORT At that time the representative of the Roads & Maritime Services requested the matter be deferred until detailed plans of the intended locations of the proposed signs could be provided. A plan showing the locations of the signage is attached to this report. IMPACTS Financial Funding will be provided from Council’s existing signposting and linemarking budget. HISTORY Council has been successful in obtaining 50/50 funding under the 2013 – 2014 State Blackspot Program to enable the construction of a mountable single lane circulating roundabout at the intersection of Merindah Road/Lukes Lane/St Michael’s Place, Baulkham Hills. REPORT Part of the design process for any roundabout includes examination of the turning paths of the largest vehicle likely to negotiate the roundabout. The largest vehicle likely to be encountered on a regular basis on a local road under Council’s care and control is either a route or school service bus. In this instance all bus turning movements for Route 614x, 714 and all school services have been checked and are deemed to be compliant with the relevant standards. Council’s design team have now completed the roundabout design and is submitted to the Local Traffic Committee for consideration and endorsement of the regulatory signposting and linemarking. IMPACTS Financial There are sufficient funds available within Council’s adopted budget Project No 610054 to match the $100,000 funding offer from the Roads and Maritime Services administered State Blackspot Program. The Hills Future - Community Strategic Plan The recommendation of this report demonstrates Council’s aim of achieving a safer road network through the installation, renewal and modification of traffic facilities. RECOMMENDATION The regulatory signposting and linemarking associated with the attached design plan for the construction of a roundabout at the intersection of Merindah Road/Lukes Lane and St Michael’s Place, Baulkham Hills be endorsed.

SOURCE OF ENQUIRY Concerns have been raised by a resident of Russell Street, Baulkham Hills regarding vehicles parking on both sides of the road reducing sight lines and creating difficulties for vehicles to pass safely. The resident has requested that consideration be given to the installation of parking restrictions across the frontages of nos. 14 to 26 Russell Street. REPORT Russell Street between Windsor Road and house no. 14 is approximately 12.0 metres wide however near the two bends the road narrows significantly down to 7.0 metres wide. When vehicles park on both sides, access is restricted to one direction at a time. The installation of full time parking restrictions on one side of the road would increase the trafficable lanes to enable two vehicles to safely pass. IMPACTS Financial

Funding for signposting will be provided from Council’s existing signs and linemarking budget. The Hills Future – Community Strategic Plan The recommendation of this report demonstrates Council’s aim of achieving a safer road network through the installation, renewal and modification of traffic facilities. HISTORY The Castle Hill Show has been held annually at the Castle Hill Showground for over 100 years and attracts approximately 20,000 people to the event over the three days. REPORT The 2014 Castle Hill Show is to be conducted at the Castle Hill Showground over three days commencing Friday 28th March to Sunday 30th March 2014. A Traffic Management Plan (TMP) has been prepared by the Castle Hill & Hills District Agricultural Society Inc in support of their application. In previous years the main vehicular and pedestrian access was obtained via Doran Drive off Carrington Road however since the construction activities associated with the North West Rail project has forced the closure of Doran Drive alternate access options are needed. A new haul road under traffic signal control has been constructed off Showground Road providing a suitable alternate vehicular access to the 1000-1500 off street parking spaces available within the showground precinct. Additional spill over parking will also be available around the tennis and basketball courts within Fred Caterson Reserve. The Show Society are also in discussions with Transport for NSW regarding the possibility of utilising some of the off street carparking around the old council chambers. The main pedestrian access will be available from Showground Road through the Taylor Gates adjacent to the Harvey Lowe Pavilion with a secondary entrance via the gates on Showground Road near the dog arena. Discussions are also underway between the Show Society, Transport for NSW and Hillsbus in determining suitable access options for school children arriving by bus.

ITEM-8 DAN CRESCENT, CASTLE HILL - REQUEST FOR PARKING RESTRICTIONS

SOURCE OF ENQUIRY Council has received a request from Mr Alex Hawke, Federal Member for Mitchell on behalf of a constituent, to consider the need for parking restrictions on Dan Crescent, Castle Hill. The complaint relates to motorists parking on both sides of Dan Crescent, particularly on the bend. REPORT Dan Crescent is a local access street approximately 7 metres wide and when vehicles park on both sides of the road the available width is sufficient to provide for one lane of traffic only. The presence of the two bends on Dan Crescent encourages drivers to cross over the centre of the road to cut the corners and is usually addressed by the use of double unbroken centreline marking. It would appear that the majority of vehicles parking in Dan Crescent are associated with local residents rather than commuters due to its remoteness from major public transport corridors. There is no reported collision history for this location however traffic volumes on Dan Crescent can be relatively heavy during the peak periods as parents use the street to access the primary school on Brisbane Road. Site inspections indicate that parking on Dan Crescent on weekdays is light however during the evenings and weekends the demand for parking increases particularly at the Brisbane Road end where access to a unit development is located. Traffic speeds on Dan Crescent were observed not to be excessive and generally were within the urban speed limit. CONCLUSION The installation of parking restrictions on the inside of each bend in Dan Crescent would improve traffic safety and reduce the potential for a head on collision to occur.

SOURCE OF ENQUIRY Concerns have been raised by a resident of Tiernan Avenue regarding vehicles that appear to be associated with parents and students of Muirfield High School parking up to and around the intersection of Peterson Place restricting sight distance. To improve sight distance and intersection safety the resident requested consideration be given to the introduction of parking restrictions. REPORT To improve sight distance to within acceptable limits 10 metres of full time ‘No Stopping’ restrictions could be installed around both kerb returns at the intersection of Tiernan Avenue and Peterson Place to reinforce the regulatory 10 metre “No Stopping’ rule under Rule 170 of the Australian Road Rules 2008. REPORT Council proposes to undertake drainage construction work on Valencia Street, Dural between Maple Street and Spring Street to occur over a period of 5 weeks commencing on the 3rd March 2014. The closure is directly outside house number 18 Valencia Street with access to that property being adversely affected, however Council have made with the owner to alleviate any problems they may have. There is also a bus service that uses the street during the morning and afternoon for school services and accordingly will need to utilise Spring Street for the duration of the closure. Council will notify the affected residents of the proposed work. IMPACTS Financial This matter has no direct financial impact upon Council's adopted budget or forward estimates. The Hills Future - Community Strategic Plan The recommendation of this report demonstrates Council’s aim of achieving a safer road network through the installation, renewal and modification of traffic facilities. RECOMMENDATION The Committee note the closure of Valencia Street, Dural between Maple Street and Spring Street at house number 18.
