EXECUTIVE SUMMARY
Council has received concerns regarding pedestrian safety for northbound vehicles in Eton
Street, on approach to the pedestrian crossing at Flora Street.
Sight distance is reduced, due to median island permissive parking located to the south of the
pedestrian crossing.
To address the issues raised, it is proposed to convert the existing one-hour car parking space
to motorcycle parking.
REPORT RECOMMENDATION
THAT:
1. The first median parking space in Eton Street, south of Flora Street, Sutherland be converted
from ‘1P 8.30AM-6PM MON-FRI 8.30AM-12.30PM SAT’ to ‘2P MOTOR BIKES ONLY’, in
accordance with Plan ‘A’ attached to the report; and
2. Council’s Public Safety & Lifeguards Unit be advised of Council’s decision for enforcement
purposes.

COMMENTS BY INVESTIGATING OFFICER
Council has received representation from a local resident requesting consideration be given to
implementing measures to improve driver compliance for northbound traffic in Eton Street, on
approach to the pedestrian crossing at Flora Street.
Sight distance between northbound approaching drivers and westbound pedestrians, waiting to cross
the staged pedestrian crossing, is currently reduced, due to the presence of vehicles parked in the
median parking bay. The issue is aggravated when the parked vehicle is a truck. Therefore, it is
proposed to convert one space of one-hour parking to two-hour motorcycle parking.
Furthermore, the existing pedestrian crossing signs will be upgraded to fluorescent yellow/green
pedestrian crossing signs.
FINANCIAL / RESOURCE IMPLICATIONS
All costs can be fully funded within existing budget allocations.

PROGRAM PARKING

EXECUTIVE SUMMARY
Council has received concerns that volunteers of the Canine Court Companion Program are
unable to find parking near Sutherland Courthouse.
To address these issues, it is proposed to provide one parking space of dedicated parking
space outside the courthouse, in Flora Street.
REPORT RECOMMENDATION
THAT:
1. Six metres of the existing ‘1P 8.30AM-6PM MON-FRI 8.30AM-12.30PM SAT’ on the northern
side of Flora Street, between Belmont Street and Glencoe Street, Sutherland be converted to
‘NO PARKING 9AM-11AM MON-FRI PERMIT HOLDERS EXCEPTED AREA XX, 1P 11AM-
6PM MON-FRI’, in accordance with PLAN A attached to the report; and
2. The Public Safety & Lifeguards Unit be advised of Council’s decision for enforcement
purposes.

COMMENTS BY INVESTIGATING OFFICER
Cr John Riad, on behalf of Guide Dogs NSW/ACT, has requested consideration be given to parking
being provided for volunteers of the Canine Court Companion Program at Sutherland Courthouse.
Guide Dogs NSW/ACT has entered into an agreement with Sutherland Courthouse to provide therapy
dogs to to reduce stress and anxiety for vulnerable people including victims and witnesses at court.
Four different volunteers and their dogs attend Sutherland Courthouse one day each, between 9am
and 10.30am or 9.30am and 11am, every Monday, Tuesday, Wednesday and Friday.
It is often difficult for volunteers to find parking close to the courthouse. It is therefore proposed to
convert one of the existing one-hour parking spaces in Flora Street to a dedicated parking space for
the volunteers, using a Parking Permit System.

STR003-19 COORIENGAH HEIGHTS ROAD, ENGADINE - SPEED CUSHIONS

EXECUTIVE SUMMARY
Council has received concerns that regarding road safety on Cooriengah Heights Road,
between Dundee Street and Mirang Place.
Council conducted extensive investigations into traffic calming facilities between 2007 and
2009, leading to the installation of traffic calming facilities such as kerb blisters, median islands,
line marking and signage at this location.
Despite a minor reduction in 85th percentile vehicle speeds (59 km/h to 57 km/h) and a reduction
in the quantity and severity of reported vehicles crashes, minor vehicle crashes resulting in
damage to Council infrastructure and parked vehicles were regularly reported between 2012
and 2018.
To address these issues, it is proposed to install rubber speed cushions on both approaches to
the bend.
REPORT RECOMMENDATION
THAT:
1. Two speed cushions and associated warning signs be installed in Cooriengah Heights Road,
Engadine, in accordance with Plan ‘A’ attached to the report.
2. Council include the above works in the 2018/2019 Traffic and Transport Works Program.
3. Nearby residents be advised of the works.

ISSUES
Crash history and excessive driver speeds.
PREVIOUS CONSIDERATION BY COMMITTEE
The Committee has previously considered installing safety measures to reduce driver speeds and
address the crash history:

COMMENTS BY INVESTIGATING OFFICER
Council has received multiple reports from the community relating to vehicle crashes and excessive
speed on the bend at the frontage of 131 Cooriengah Heights Road, Engadine. Investigations have
revealed evidence of excessive vehicle speeds and that speed is likely to be a significant factor in the
recent crash history at the bend in the road.
As demonstrated by the list of previous considerations by the Traffic and Traffic Safety Committee
above, Council undertook extensive investigations into appropriate traffic calming measures in
Cooriengah Heights Road, between Dundee Street and Mirang Place, between 2007 and 2009. The
feasibility of installing oval thresholds, roundabouts, kerb blisters, median islands, linemarking and
signage were all investigated. Ultimately, oval thresholds and roundabouts were considered
unsuitable for a variety of reasons, including sight distance, topography and residential property
access. A variety of kerb blisters, median islands, linemarking and signage solutions were considered
the appropriate option and subsequently installed in 2009 after a number of design iterations.
Traffic speed and volume surveys were undertaken on Cooriengah Heights Road in May 2018,
40 metres west of the apex of the bend. The average daily bi-directional vehicle volumes were
approximately 8,000 veh/day, with an even directional split. The 85th percentile speeds of vehicles
was 56 km/h, with northbound vehicles recording 57 km/h. The data was captured in an area that has
a recommended speed of 35 km/h, due to the characteristics of the bend in the road. Data recorded
in 2007 and 2013, approximately 70 metres north of the apex of the bend, revealed bi-directional 85th

percentile speeds of 59km/h and 56 km/h respectively, in a posted speed limit of 50 km/h. Since the
construction of the traffic calming measures, 85th percentile speeds have reduced from 59 km/h to
57 km/h.
Data from the Roads and Maritime Services Vehicle Crash Database shows there have been thirteen
reported vehicle crashes on Cooriengah Heights Road, between Dundee Street and Mirang Place,
since 1999, one of which occurred since July 2012. Of the reported vehicle crashes, three have
occurred since traffic calming improvements at the site, resulting in no reported casualties.
Despite the reduction in the severity and quantity of reported vehicle crashes, reports from residents of
minor vehicle crashes at this location have been frequent since 2012. Council has been required to
replace damaged chevron alignment, Keep Left and No Stopping signs, in addition to parked vehicles
incurring significant damage due to vehicle crashes. Instances reported to Council include:

Proposed treatment
Due to the continued evidence of drivers travelling at excessive speeds and frequent minor vehicle
crashes on Cooriengah Heights Road, between Dundee Street and Mirang Place, it is proposed to
install two rubber speed cushions on Cooriengah Heights Road and associated Speed Hump [W5-10]
warning signs. The speed cushions are proposed to be installed next to kerb blisters and median
islands where possible to reduce the likelihood of vehicles avoiding the devices by travelling in the
parking lane or on the opposite side of the road.
The proposed locations are attached in Plan A and are as follows:
Northbound travel direction, adjacent to existing kerb blister and median island at the frontage
of 135 Cooriengah Heights Road; and
Southbound travel direction, adjacent to existing kerb blister at the frontage of 72 Cooriengah
Heights Road.

FINANCIAL / RESOURCE IMPLICATIONS
The cost of the proposed measures $5,000. The budgets for the 2018/19 financial year are committed
to other projects and it is recommended that the works be considered for inclusion in the 2019/20
Traffic and Transport Works Program.

Ridgeway Estate is an approved residential subdivision at 310 New Illawarra Road, Barden Ridge,
consisting of 133 residential lots, two lots for detention basins, two lots for neighbourhood parks,
public and private roads, and associated works.
The proposed road layout consists of nine priority-controlled intersections, including:
one roundabout;
two T-intersections with ‘GIVE WAY’ (R1-2) and associated linemarking; and
six T-intersections with TB linemarking only.
‘NO STOPPING’ and ‘NO ENTRY’ signs are proposed in selected locations to maintain access to
driveways for emergency vehicles at all times.
The signage and linemarking plans are provided in Appendices A-C.

All costs associated with the proposed works will be borne by the developer.

EXECUTIVE SUMMARY
Sutherland Shire Council’s Project Services identified an opportunity for a heritage and
environment walk in Como.
The proposal received positive community feedback; however, concerns were raised regarding
potential pedestrian hazards on Central Avenue, Como, which is a key link in the route.
Site visits revealed the construction of suitable pedestrian infrastructure on Central Avenue,
Como was not feasible or possible in some sections.
The development of a ‘10 km/h Shared Zone’ in Central Avenue, between Paruna Reserve and
Wolger Street, in conjunction with a route alteration to divert pedestrians away from the majority
of the length of Central Avenue would result in a reduction to the risk of hazards pedestrians are
exposed to.
REPORT RECOMMENDATION
THAT:
1. A raised threshold be installed in Central Avenue, west of Wolger Street, Como, in accordance
with Appendix B attached to the report.
2. Nearby residents be advised of the proposal.

Pedestrian safety on a road without a footpath.
PREVIOUS CONSIDERATION BY COMMITTEE

COMMENTS BY INVESTIGATING OFFICER
Sutherland Shire Council’s Project Services Unit are developing The Como Heritage and
Environmental Trail (CHET), to provide a walking journey through the history of Como in scenic natural
beauty and urban landscapes. The route travels through Oyster Bay and Como, next to roads such as
Green Point Road, Cremona Road, Como Parade, Bindea Street, Woronora Crescent and Central
Avenue, as shown in Appendix A.
The CHET received overwhelming positive feedback following a period of public display, with the vast
majority of respondents expressing excitement at the proposed walking route. The key query raised
during consultation was the accessibility for pedestrians on the proposed route along Central Avenue,
which is a tight road with steep embankments on both sides and a lack of existing infrastructure
suitable to safely handle large pedestrian volumes.
Paruna Reserve is considered a vital asset of the CHET, with access only possible from Woronora
Crescent to the south and Central Avenue to the east. As such, the CHET is required to traverse at
least a section of Central Avenue to ensure access to Paruna Reserve is maintained as part of the
walking trail.
Site visits revealed upgrading the existing road corridor facilities along the length of Central Avenue is
not feasible or possible in some areas, due to the topography and existing infrastructure surrounding
the roadway.
To ensure the CHET proposal is possible in its intended format, and overcome the constraints
presented by the layout of Central Avenue and the surrounding topography, it is proposed to construct
a raised threshold on Central Avenue, thereby creating a lower-speed environment and reducing the
risk of pedestrians being struck by a vehicle.

If the raised threshold is approved, Council staff intend to apply to RMS to install a ‘10 km/h Shared
Zone’ in Central Avenue, between Wolger Street and Paruna Reserve. The proposed changes are
provided in Appendix B.
To ensure pedestrians are on Central Avenue for the least amount of time, the CHET route will be
deviate from Central Avenue, after the raised threshold. The trail will take pedestrians from Central
Avenue south on Wolger Street to Woronora Crescent, before heading east on Woronora Crescent to
meet the originally proposed route at the juncture of Central Avenue and Como Parade. The route
alteration is contained within Appendix C.
FINANCIAL / RESOURCE IMPLICATIONS
Cost of construction of the raised threshold and signage and line marking associated with the Shared
Zone will be captured within the CHET project budget.

EXECUTIVE SUMMARY
Council has received concerns from the community regarding traffic safety at the Coles Loading
Dock driveway off Hobart Place, Illawong.
Council met with the major delivery company for Coles, Linfox, onsite to observe a delivery
vehicle navigate the right turn from Hobart Place into the driveway.
As a result of the meeting and observations, it is recommended to extend the existing No
Parking controls in Hobart Place opposite the driveway.
REPORT RECOMMENDATION
THAT:
1. The existing 20 metre ‘NO PARKING 8AM-8PM’ on the north-eastern side of Hobart Place,
opposite the loading dock entrance for Coles supermarket, Illawong be extended by 10 metres
to the northwest, in accordance with Plan ‘A’ attached to the report.
2. Affected residents of Hobart Place be notifed of the changes.

COMMENTS BY INVESTIGATING OFFICER
A report (STR082-18 Hobart Place, Illawong – Heavy Vehicles Slipping at Access Driveway to Coles
Loading Dock, Illawong Shopping Village) was tabled to the Committee in June 2018, where an
alternative route to the Coles Loading Dock driveway was approved to improve safety conditions for
delivery vehicles and other road users on Hobart Place, Illawong.
Prior to the development of the report, Council consulted with Illawong Shopping Village Centre
Management, Coles Distribution and Linfox regarding the proposal and conducted a dry test of the
alternative route with a semi-trailer. All parties were in agreeance with the proposed alternative route
to Hobart Place via Brisbane Street and subsequent right turn into the Coles Loading Dock driveway,
with Linfox submitting written word that their driver felt safer under the altered travel route. On the
suggestion of the test driver, an approximate 16 metre section of No Parking, between approved
delivery hours 8:00 a.m. to 8:00 p.m., was installed to assist drivers of large delivery vehicles turn into
the driveway safely.
Subsequent to this, a report (STR114-18 Access to Coles Loading Dock – Hobart Place, Illawong)
was tabled to the Committee in August 2018, where the installation of a No Left Turn Vehicles Over
6m for vehicles was endorsed to the south-east of the Coles Loading Dock driveway.
Since this time, Council has received concerns from residents regarding delivery vehicles, including:
vehicles arriving in contravention of the banned left turn into the site;
fears that vehicles may tip when entering the site correctly; and
instances of vehicles unable to navigate the approved right turn into the site and becoming
stuck in the garden at the frontage of 273A Hobart Place, Illawong.

Council met with Linfox representatives on site on Friday 18 January to assess the performance of
loaded delivery vehicle undertaking the right turn into the Coles Loading Dock driveway. As a result of
the meeting, it is recommended that the No Parking, between 8:00 a.m. and 8:00 p.m., be extended to
the north-west by approximately eight metres. Council will also be installing advanced signage on
Hobart Place to alert drivers to the location of the loading dock driveway.
On 21 January 21 2019, Council issued an instruction to Illawong Shopping Village to reconstruct the
layback kerb crossing of the driveway to provide a more level surface and improve traction for delivery
vehicles.
FINANCIAL / RESOURCE IMPLICATIONS
The proposed measures can be fully funded within existing budget allocations.

EXECUTIVE SUMMARY
Council has received concerns regarding traffic and parking issues at various locations
throughout Sutherland Shire.
To address these issues, it is proposed to undertake the measures outlined in the report.
In order to expedite parking changes associated with development sites, such as Works Zones,
Council staff have provided interim approval, subject to Technical Approval by Sutherland
Traffic Committee.
REPORT RECOMMENDATION
THAT:
1. The signage and line marking measures listed in Table 1 in the report be approved, in
accordance with Plans E1-6, C1-5 & W1-3 attached to the report; and
2. The Public Safety & Lifeguards Unit be advised of Council’s decision for enforcement
purposes.
