San Bernardino County topped 600 deaths from COVID-19 since the pandemic began with 48 newdeaths Tuesday, Aug. 18 — the second-most in one day.

The number of deaths jumped 8.5% in a single day, far exceeding recent days.

The highest number of deaths in a single day was 59 on Aug. 4 — triple the previous high — a jumpcounty officials said they couldn’t explain.

The past two days each had no reported deaths, while seven were reported Saturday, Aug. 15. The

Here’s a look at the updated numbers, according to county and state public health officials.

San Bernardino County

Cases: 42,150, up from 41,564 Monday, Aug. 17

Deaths: 616, up from 568 Monday

Hospitalizations: 441 Monday, up from 437 Sunday, Aug. 16; Suspected patients: 80 Monday, downfrom 90 Sunday

Intensive-care unit patients: 130 Monday, same as Sunday; Suspected patients: 16 Monday, down

While Rancho Cucamonga has set aside $1.9 million to prevent tenant evictions and lend a helpinghand to struggling businesses, the need will undoubtedly exceed the city’s coronavirus pandemicrelief funds.

The city is launching its RC CARES COVID-19 Community Relief Program on Monday, Aug. 24, thefirst day renters and business owners can apply online for a host of grants funded by the city’s reliefbudget.

Funding comes from the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act.

The city’s portion amounted to about $2.2 million, the city reported. The relief fund program wasapproved by the City Council on July 15.

However, city officials predict that after more than six months of a pandemic that has resulted in 40million jobless benefit claims nationwide, the request from qualified applicants will exceed the nearly$2 million in relief funds.

When the application period closes at 5 p.m Sept. 4, the city will conduct a lottery to help choose grantrecipients, the city reported.

“It sounds like a lot of money but it may not be,” said Councilman Sam Spagnolo on Tuesday, Aug.18. “There are a lot of people — both residential and commercial — who are hurting.”

Still, the city’s relief program is one of the most extensive of any city in San Bernardino County.

How to help Rancho Cucamonga seniorsstruggling amid coronavirus outbreak

Applicants must meet qualifications, such as live in the city, as well as income requirements, forexample. The program has four components:

Residential Rental Assistance: Provides up to three months of rental assistance “to preventeviction.” The maximum grant is $1,200 per month for up to three consecutive months. The city willpay the landlord. Renters must be at or below 80% of Area Median Income (AMI), have lost incomedue to COVID-19 and are at risk losing housing or eviction.

Rental Forgiveness (residential and business): This is aimed at those who deferred rents in Aprilor May and may be facing back payments six months after the local emergency ends. The programwill pay one month of the deferred rent for residential and small businesses (of less than 100employees) who continue to suffer impacts of the COVID-19 recession.

COVID-19 Compliant Business Partnership: San Bernardino County offers small businesses$2,500 to offset the cost of gloves, masks, plexiglass shields and increased disinfecting procedures.The city will match the county’s assistance by giving Rancho Cucamonga businesses participating inthe county program an additional $2,500 in relief. Businesses must show proof of participation.

Outdoor Business Operations: Whether a restaurant is setting up a tent and tables in the parkinglot, or a retail store is creating a curbside pickup procedure for customers, both are eligible for areimbursement of up to $2,000 for the cost of operating outdoors. Proof of purchase of equipment andsupplies must be provided.

The city of about 177,000 doesn’t have a downtown, unlikeUpland and Ontario. Upland is offering grants of $100,000to businesses and $29,000 for downtown security. VictoriaGardens acts like a downtown for Rancho Cucamonga, but

Recent changes at the USPS Aguilar attributed to new Postmaster General Louis DeJoy, who wasappointed by President Trump in May, “threaten to silence the voices of millions, withholdprescriptions from individuals, and threaten our elections,” the congressman said.

As Aguilar and other Democrats spoke out against the changes Tuesday, DeJoy issued a statementsaying he was suspending some longstanding operational initiatives that predate his arrival, whichhave raised concerns.

He did not mention if any cuts or changes that were already made would be restored.

“I came to the Postal Service to make changes to secure the success of this organization and its long-term sustainability,” DeJoy wrote. “I believe significant reforms are essential to that objective, andwork toward those reforms will commence after the election.”

Other recent changes that Aguilar said are slowing mail delivery that weren’t specifically addressed byDeJoy include eliminating positions and shuffling leadership.

The Trump administration and the new postmaster general “are waging war on the Postal Service,”Aguilar said. “In the two months since he has been in the position, the new postmaster has broughtnew operational changes that have delayed mail and led to interruptions for my constituents here inthe Inland Empire, and that’s unacceptable.”

Rep. Paul Cook, R-Apple Valley, said in an emailed statement that he recognizes the “crucial serviceour post office provides, especially for those in more rural areas of my district.”

He said he will “continue to be a strong advocate for an efficient and effective postal service.”

Omar Gonzalez, a regional coordinator with the American Postal Workers Union, said he opposeschanges that slow down processing and delivery.

“We deliver through storms, earthquakes, fires, civil unrest, and even pandemics, and we do not needany obstacles to keep us from our appointed duties,” Gonzalez said at the news conference Tuesday.

Eddie Cowan, local president with the National Postal Mail Handlers, said union members wereconcerned over the appointment and decisions made by the new postmaster.

“There’s no reason to remove processing equipment at a critical time such as the 2020 elections,”Cowan said.

In addition to the changes, $25 billion in funding requested by the USPS board of governors is held upin Congress.

The House passed a coronavirus relief bill with that moneyin it three months ago, but the Senate and White Househave not moved on it, Aguilar said.

The House is set to reconvene later this week vote onanother bill to fund the request.

President Trump said last week he would oppose additionalfunding to the USPS that would help vote-by-mail efforts,

As he scrolled through news stories online last month, Dave Goldsworthy came across anarticle about Gov. Gavin Newsom’s decision to commute the prison sentences of 21 violentfelons.

The last name on the governor’s list stopped him cold: Thomas Waterbury.

“How can that be?” Goldsworthy asked himself.

“It was horrific. There was blood splatter on all four walls and the ceiling,” recalled TerryWaterbury, Thomas’ brother, who arrived in the aftermath of the attack and peeredthrough a window.

With no evidence to support his far-fetched claim of an intruder, suspicion quickly fell onWaterbury, then 22. Ten months later, a jury convicted him of first-degree murder, findinghe had killed his wife, in part to collect her $100,000 life insurance policy, then intentionallywounded himself with a gunshot to hide his guilt. An appeals court upheld the convictionand the judge’s sentence.

“You don’t often see a crime that is calculated over such a long period of time and socold-bloodedly executed,” San Bernardino Deputy Dist. Atty. Raymond Haight III said atthe trial.

Debbie’s family figured Waterbury’s punishment was etched in stone. No parole, theyassumed, meant just that.

And in the vast majority of cases, it would have. But in California, as in many other states,governors have the power to erase or amend prison sentences in the name of mercy.Each year, inmates flood the governor’s office with requests for clemency. A fortunate fewsee their wishes filled.

But there are rules to how the governor must wield this immense power — rules meant toprotect victims and their families. Before a decision on Waterbury was to be made, statelaw required that the San Bernardino district attorney’s office make an effort to notifyDebbie’s relatives and give them an opportunity to be heard.

That didn’t happen. Though San Bernardino Dist. Atty. Jason Anderson received an emailfrom state officials in October 2019, notifying him the governor was consideringWaterbury’s case, a series of bureaucratic fumbles followed. No one contacted the family.

“I dropped the ball on this,” Anderson said in an interview.

Debbie’s parents have passed away. But a sister, brother, niece and various other relativesstill live with the memory of her murder. If any of them had had the chance to weigh in,they likely would have told the governor how Waterbury’s plea for clemency was anotherploy by an untrustworthy man. “Very deceitful,” Goldsworthy, who is married to Debbie’ssister, said of Waterbury.

They may have mentioned how, for all the time he was married to Debbie, Waterbury wasliving a double life with another woman; how, court records show, he had introduced thismistress to neighbors as his wife and promised her that the house he shared with Debbiewould belong to her by Christmas. They would have mentioned the engagement ring hebought her.

Someone in the family also might have told the governor about a long-held suspicion

that, months before he succeeded, Waterbury had made another attempt on her life. Oneday in February 1980, as Debbie returned from lunch to a dark, warehouse-like officewhere she worked in downtown Los Angeles, a man wearing a ski mask stabbed her nearthe heart.

The assailant was never caught. Goldsworthy recalled that Debbie never accusedWaterbury of the attack, but still opted to stay at her parents’ house for several monthsafter she was released from the hospital.

And if they had been given the chance to speak up, the family would have had anunexpected ally: Waterbury’s own brother.

“No way in hell should he be let out,” Terry Waterbury said. “He’s a complete liar,manipulator, sociopath.”

Terry Waterbury’s low opinion of his older brother stretches back to their childhood. Aparticular “eye-opener” came when the boys were about 12 and 13. At a backyardbarbecue, Thomas intentionally ignited a can of camp stove fuel and hurled it at Terry,who suffered serious burns.

Terry vividly remembers his brother watching him as he burned. “Get the hot dogs,”Thomas said. “Terry’s going good.”

But the governor heard none of this. Instead, Newsom and parole board officials knewonly what they saw in Waterbury’s clean prison record and in his application. Newsom’soffice declined to provide copies of those documents or to make anyone available for aninterview, but Newsom spelled out his reasoning for commuting Waterbury’s sentence in a

“No way in hell should he be let out. He’s a complete liar, manipulator, sociopath.”

The governor believed he had found a man who had met Jesus Christ and energeticallypracticed his faith behind bars. Although serving a sentence that offered no hope forrelease, Waterbury had “dedicated himself to his rehabilitation,” Newsom wrote.

Newsom pointed to the Bible classes Waterbury taught and other volunteer work heperformed with ministry groups. There was the master’s degree he earned in ministry,and, in 2013, his appointment as provost at the School of Ministry at Mule Creek StatePrison.

“This act of clemency for Mr. Waterbury does not minimize or forgive his conduct or theharm it caused,” Newsom wrote. “It does recognize the work he has done since totransform himself.”

Debbie’s family members see itdifferently. To them, Waterbury is thesame manipulative, self-serving man hewas at 22.

They still have a chance to be heard. Waterbury must appear before the state’s paroleboard, which will make the final decision on whether he should go free.

In response to an interview request, Waterbury tried unsuccessfully to call a Timesreporter. Subsequent attempts to reach Waterbury were unsuccessful. He asked twofriends who know him from his time in prison to speak on his behalf. They said theybelieved Waterbury’s transformation is real.

The state prison system does not keep statistics on how frequently inmates who receiveclemency from the governor are denied parole. “It has happened,” said Kate Chatfield, asenior advisor at the Justice Collaborative, a nonprofit group.

The wedding of Debbie Bailey and Thomas Waterbury was held on the lawn outside theHuntington Library in San Marino in August 1979.

Bridesmaids wore lavender dresses andtwirled parasols, remembered Debbie’ssister, Kathy Goldsworthy. And althoughDebbie looked the part — she wore alace dress and a veil — her sisterdetected something more thanwedding day jitters. It was a sense oftrepidation. “It was like she wasn’t real sure,” she recalled.

Kathy asked her husband, Dave, to check on her sister. As he looked for her, Dave caughta glimpse of Waterbury smoking pot with some of his groomsmen. “I was like, ‘You gottabe kidding me, man. This is your wedding,’” Dave said.

He found Debbie and pulled her aside.

“I told her, ‘You know, my truck is right here. If you want to leave right now, you don’thave to stay here,’” Dave said. Debbie demurred, assuring Dave her marriage wouldsucceed. Still, Dave sensed hesitation.

The groom’s brother tried to dissuade Debbie as well. Before the young couple drove offfor their honeymoon, Terry approached her.

“I told Debbie that she’s the best thing that ever happened to him, and he’s the worstthing that will ever happen to you,” Terry recalled. “Sixteen months later, he proved meright.”

In January 1981, as he awaited his murder trial, Waterbury wrote a letter dotted withspelling errors to his dead wife’s parents. His words curved around a skeletal-looking plantdesign on the left margin of the page.

“I honestly don’t know how or why you could believe I could have hurt Debbie in anyway,as you both know how much I loved her,” he wrote.

“Yes, we had our problem’s like most couples, but we loved each other too much to letanything come between us. I almost lost her last February, and that devestated me,” hewrote, referring to the stabbing.

“I have been wanting to call you both but, every time I try to tell what realy happen thatnight I just end up crying & go to pieces.”

Dave Goldsworthy kept the letter after Debbie’s parents died.

“She wasn’t pregnant,” he said, pointing to the autopsy by the coroner as proof. “It was alljust smoke and mirrors.”

In January, it will be up to the parole board to decide whether Waterbury is a changedman.

If he is set free, he plans to move first to LIFEHouse, a reentry group home in Placerville,near Sacramento, run by Jesus Our Boss, said Alicia Sinsley Reuscher, the nonprofitgroup’s executive director.

To Debbie’s family, his return to the outside world would restart a story they thought hadalready been written.

Over the decades, the fury and sorrow they felt about Debbie’s death dimmed into a dullache. Photos of Waterbury were burned long ago. Somewhere along the way, he fadedinto being just a terrible memory and an inmate number: C38792.

They took comfort in knowing he was locked away. His story, which became Debbie’sstory, had been too outrageous. Too painful.

California health officials are beginning to mull what the next phase of reopening maylook like, offering a glimmer of hope for places like Los Angeles County.

For more than a month, the bulk of the state’s 58 counties have been on a watchlist ofmunicipalities with worrisome COVID-19 statistics. Health officials weigh key metrics togauge the virus’ spread in the community and the county’s ability to respond to it.Counties that don’t meet the state’s criteria are restricted from fully opening all parts ofthe economy.

There are several benchmarks that must be met before a county can be removed from thelist, and Los Angeles County has hit most of them: the average daily number of infections;

hospitalizations and deaths are all declining; and it has enough intensive care beds andventilators to conceivably handle a sharp rise in patients.

But L.A. County is far removed from the required 14-day average of fewer than 100infections per 100,000 residents. As of Tuesday, the county’s rate was 239.2 positive casesper 100,000 people. Still, the average is a marked improvement from last week’s 335 percapita.

began. Hospitalizations have dropped by more than a third in the last month.

“I hope we can stay on this trajectory,” said County Supervisor Hilda Solis, whose districthas recorded many of the area’s cases. “We’ve been hitting it very hard, letting peopleknow that they have got to be a part of the solution and the only way we’re going to getthe economy back and get the people back to work is to lower these rates.”

More than 2.1 million people in Los Angeles County have been tested for COVID-19, withabout 10% testing positive, county health officials said in a statement Tuesday.

“As we work together to prevent more illness and death from COVID-19, it is important tonote that while testing can help identify people who are infected, testing alone cannotprevent all transmission,” Public Health Director Barbara Ferrer said in a statement.

“Individuals who test positive are capable of infecting others 48 hours before they haveany symptoms or a positive test result. The best way to prevent transmission is to takeuniversal precautions — keep six feet apart from others, wear a face covering outside yourhome and wash hands often.”

On Monday, Santa Cruz County was removed from the state’s watchlist, and Amador,Mendocino, Inyo and Calaveras counties were added. San Diego County, which has beenreporting less than 100 new coronavirus cases per 100,000 residents for days now, wasremoved from the list Tuesday.

“Many counties across the state are doing things really well,” said state health officer Dr.Mark Ghaly, citing the success of mask requirements, isolating the sick and tracking downnew cases as part of the reason. “Some of those that are nearing coming off themonitoring list have likely been at some of these efforts potentially a little longer.”

On Monday, there were nearly 10,000 new cases reported and nearly 100 more deaths.

And while infections and deaths have dropped in recent days, hospitalizations increasedTuesday for the first time in two weeks, Ghaly said.

“One day is not a trend, but it’s an important number that we’ll continue to watch to makesure it doesn’t become a trend,” he said.

As of Tuesday, California had recorded 632,667 coronavirus cases and 11,342 deaths. Adata backlog that had kept the results of up to 300,000 tests off the state’s tally has sincebeen resolved and most of the positive cases have been included in the state’s total, Ghalysaid. Los Angeles County officials, on the other hand, said they anticipate more of thebacklogged cases to appear into future totals.

Looking ahead, Ghaly urged the public to prepare for the flu season, which is imminent.Because the illness is also a respiratory disease, many of the precautions people are takingagainst the transmission of COVID-19 should work to slow the spread of the flu.

“But unlike for COVID, we actually have a vaccine,” Ghaly said. “Not only will it protect youand your communities, but it may be exactly what you need to avoid a visit to theemergency room. We know that additional movement in the ER and urgent care centersmight create an exposure risk to COVID-19.”

Vaccination trends against the flu don’t look promising, though, he said.

Initially, the public was being vaccinated in 2020 at a similar rate to last year, Ghaly said.But as the COVID-19 pandemic spread, flu vaccinations dropped dramatically in thespring. Only recently have the numbers ramped up.

“The fact that we are still fairly low relative to the peak in August, gives us concern andallows me to encourage families — and caregivers, parents — to use this time to schedulethat critical appointment and catch up on vaccinations so we don’t lose some of thoseimportant gains California has made,” Ghaly said.

A San Bernardino man was fatally shot by police when, officers said, he pointed a handgun at themfor the second time.

Santos Anthony Villegas, 36, was being sought by police on Monday, Aug. 17, and had twoencounters with officers in which he leveled the pistol at them, San Bernardino Police Sgt. JohnEchevarria said in a statement.

Villegas was stopped just before 3:30 p.m. at 11th and G streets in the city by a patrol officer. He hadjust exited a white Ford Expedition, and was “acting suspicious,” Echevarria said.

Villegas had been involved in an earlier incident and might have been armed, police said, without

When told to stop, police said, Villegas turned and pointed ahandgun at the officer and pulled the trigger, but the gun did notfire.

He escaped on foot, hiding in a nearby yard in the area of 700Orange Street, Echevarria said. Police found him, they said, andagain he aimed the handgun, this time at more than one officer,and he was shot, Echevarria said.

Four officers fired their weapons during the incident, Echevarriasaid. Villegas was pronounced dead at the scene.

Shane Thomas, an All-City soccer player at Palisades High, died Saturday at a park inChino while at a training session with his club team for the upcoming season. He was 17.

In an email, Jimmy Nordberg, executive director of FC Golden State, said, “We are trulysaddened by his loss and our thoughts and prayers are with his family. He was found afterpractice away from the field and we are all devastated here at the club.”

Thomas’ sister, Cheyenne, said Thomas left the field at Ayala Park to take some balls to hiscoach’s car. When he did not return, teammates started a search. She said he was found

Temperatures reached a high of 111 at noon in Chino on Saturday, according to theweather report from timeanddate.com.

Gabriel Morales, supervising investigator with San Bernardino County Sheriff Coronersoffice, said Thomas collapsed about 12:15 p.m.. He was taken by ambulance to ChinoValley Medical Center where he died at 1:13 p.m.

Morales said investigators believe his death was likely heat-related but a finaldetermination won’t be known until an autopsy is concluded.

Thomas had recently joined the elite club team. “He was proud to be on that team,”Cheyenne said.

Palisades coach Marvin Lemus said a former teammate of Thomas sent him a text to callhim on Saturday. That’s how he learned of Thomas’ death.

“I waited a couple hours,” Lemus said. “I started crying. I didn’t want to believe it.”

Thomas scored 19 goals last season as a junior for the Dolphins and was set to be teamcaptain this coming season.

“I know he was training, doing what he loves best,” Lemus said. “He was really excited forthis season.”

Thomas, who lived in South Los Angeles, was passionate about playing soccer. His father,John, never missed his games at Palisades, Lemus said.

“He was a genuine good, kind, gentle soul and just wanted what was best for people,” hismother, Valerie, said. “He wanted nothing more [than to be] a professional soccer player.He was in the best shape of his life. He had been training throughout the pandemic sohe’d be ready.”

Cheyenne, wrote Sunday in an Instagram post: “Today, God took my soul from me, mybest friend. I’m numb inside. You didn’t deserve this, but you passed right after doingwhat you love, playing the beautiful game. I’ve never met someone so genuine, focused,receptive, responsible, loving. You were perfect. I couldn’t have asked for a betterbrother.”

Thomas is survived by his mother, father and sister.

San Bernardino Mayor John Valdivia’s former top aide lost his job, in part, because he refused tofabricate negative work performance reviews for two former employees who had accused the mayorof sexual harassment, according to a new claim against Valdivia and the city.

In the claim, Matt Brown, whose chief of staff position was cut this summer as city leaders addresseda $10.3 million budget deficit, says Valdivia and City Manager Teri Ledoux also retaliated against himfor expressing concern to city officials that the mayor was attempting to influence the outcome ofinternal and independent investigations into the sexual harassment allegations.

Brown succeeded Bill Essayli as Valdivia’s top aide in August after serving nine years as the county’sassistant auditor-controller/treasurer/tax collector.

His claim comes four months after Don Smith, a field representative for Valdivia who filed his ownclaim against his boss and the city in April, accused the mayor of instructing Brown to write the fakeperformance evaluations.

Much of Brown’s claim corroborates the sexual harassment and hostile workplace allegations madeagainst Valdivia in February by former senior customer service representative Mirna Cisneros andKaren Cervantes, the mayor’s former assistant.

The two women, as well as former field representative Jackie Aboud, who came forward earlier thisyear with similar accusations, have sued the mayor and the city for damages.

Valdivia, who recently hired former Riverside County District Attorney Rod Pacheco to handle his legalmatters, has called the allegations “false” and “politically driven” and has declined comment until the

Chris Jones, a spokesman for Valdivia, said Tuesday, Aug. 18, the mayor had no comment on thenew claims.

“Valdivia seemed to take joy in mistreating his employees,” Brown says in his claim. “He would belittlehis staff in meetings and make fun of them by insulting their intelligence, calling them low functioning,and making derogatory comments about staff that were Cal State San Bernardino alumni.”

In his 10-page claim, the precursor to a lawsuit, Brown alleges Valdivia harassed him for telling himthat certain actions he said he wanted to take against Cervantes, Cisneros and other staffers wereillegal and inappropriate.

Brown “was stunned” at his boss’ request to falsify statements refuting the women’s accusations, theclaim reads, because (Brown) “knew the allegations to be true since he witnessed them.”

Brown says in the claim that his relationship with Valdivia started to sour in February, shortly after herefused to fabricate the negative performance reviews.

Brown notes that when he declined, the mayor began to doubt his “loyalty” toward him.

Still, the following week, Valdivia asked Brown to “coach” two people prior to their interviews with thehuman resources investigator “because (Valdivia) wanted their interviews to reflect positively on him,”the claims reads.

Brown refused.

Later, at his boss’s behest, Brown scheduled, but did not participate in, a conference call for Valdiviawith City Attorney Sonia Carvalho, assistant City Manager Rebekah Kramer and Human Resources

The call was another way Valdivia attempted to influencethe probe, Brown alleges.

In March, Brown hired Rancho Cucamonga attorney TristanPelayes, who is representing Cisneros, Cervantes, Aboudand others who have accused Valdivia of abusing hispower. Brown says in his claim he was “completelyostracized by city management” at that point, as his dutiesand assignments “were systematically and completelytaken away.”

As the internal investigation into the mayor’s allegedmisbehavior continued, Brown alleges “Valdivia waspermitted to influence the development of staff reports inclosed-door meetings with Ledoux while being advised bythe city attorney.”

When interviewed by independent investigator CarlaBarboza this spring, Brown says he shared with her all his concerns about Valdivia’s “unlawfulbehavior and retaliatory actions.”

Yet, nothing was done about it, Brown claims, adding he was later stripped of “all” his duties.

Brown, who says Ledoux told him in May his position would be eliminated due to COVID-19 budgetimpacts, believes the move was retaliation for blowing the whistle on Valdivia’s behavior.

The city has 45 days to either deny or settle Brown’s claim.
