Welcome Welcome to the latest edition of Liverpool Development Update. Since 1997 this document has tracked the city’s remarkable transformation. As always, this issue shows how the momentum of development activity – even through the recent recession – has been maintained. The fact that there is currently over £1.8 billion worth of projects on site is tremendous news for everyone. This level of activity was last seen in the run up to 2008 when the Liverpool ONE shopping and leisure complex was nearing completion and other investors had flocked to Liverpool in the run-up to our successful year as European Capital of Culture. The many developments underway will affect everyone who lives, works in and visits the city in terms of providing employment opportunities through new jobs created, improved housing, better quality shopping and leisure facilities. Over the last 18 months we have seen a significant amount of warehousing/distribution facilities built, bringing much needed jobs for our residents. I am particularly proud to announce that the long-awaited Project Jennifer has commenced in North Liverpool. Enabling works including demolitions have started on site, whilst work to build the new superstore and other facilities will follow towards the end of this year. Also in North Liverpool, the Anfield Project has received a boost with the recent submission of a planning application for the extension of LFC’s stadium. Significant progress is also being made on refurbishing existing homes in the Anfield/Rockfield area I am also delighted that my target of bringing 1,000 empty homes back into use has already been topped, with even more properties being identified for action. This summer, Liverpool is playing host to the International Festival for Business. I am very excited about this major opportunity for the city which will see hundreds of world-class events from June to July, attracting 250,000 visitors from across the globe and bring investment into the UK economy. Development Overview: City-wide AT £429 MILLION, THE ROYAL LIVERPOOL UNIVERSITY HOSPITAL IS THE CITY’S LARGEST SINGLE DEVELOPMENT ON SITE SURGE IN CITY-WIDE DEVELOPMENT ACTIVITY Liverpool is witnessing the greatest increase in construction activity seen in nearly a decade. There is £1.81 billion worth of development currently on site, with almost £850 million of this taking place outside of the City Centre. Such levels of activity have not been since Liverpool’s year as European Capital of Culture in 2008 when the city’s award-winning £1 billion Liverpool ONE shopping and leisure complex was in full swing, along with a surge in City-Centre apartment building. By far the greatest element of this new activity is in the health sector, with two of the city’s major hospitals currently being rebuilt at a combined cost of £666 million. Additional schemes are on site at Fazakerley Hospital and The Walton Centre, taking the total investment in this sector to £745 million. The second significant area in activity is in the student residential sector, particularly in the City Centre where some £274 million is being invested in the creation of over 4,000 student pods/bedrooms. Almost £200 million is being invested in other housing either building new homes or refurbishing existing homes. Significant progress has been made in bringing many empty homes in the city’s neighbourhoods back into use, with the Mayor’s original target of 1,000 now having been comfortably exceeded. With the long-awaited Project Jennifer just having gone on site in North Liverpool, the value of retail schemes in the neighbourhoods has been boosted to £166 million.

CROWN PLACE, THE LARGEST STUDENT DEVELOPMENT SCHEME ON SITE, WILL RPOVIDE 1,224 BEDROOMS WHEN COMPLETED IN SEPTEMBER 2014 CITY CENTRE DEVELOPMENT ACTIVITY ACCELERATING Regenerating the city, and in particular the city centre – the economic heart of the City Region, is seen as crucial to sustaining and creating new jobs. Both private and public sector monies have worked together to create a vibrant city that is continuing to flourish. New businesses are continuing to move into the city, whether they are professional and financial services, national and international retailers, or hotel chains who still see that Liverpool has a cultural and tourism offer that is second to none. Although 2013 saw a slight dip, it is clear that 2014 and 2015 are witnessing a bounce back to normal activity levels.

Since the completion of the last £32 million phase of St Paul’s Square in 2011, investors have been concentrating on refurbishing existing stock at the Royal Liver Building, Cunard Building, India Buildings, Churchill House and Exchange Station to feed rising demand. Take-up in 2013 was 316,964 sq ft, up 22% on the previous year, the main driving force being the professional services and creative/ media sectors. In April 2014, global insurance broker and risk management consultant Mercer took 22,395 sq ft in No. 4 St Paul’s Square. Other recent newcomers to Liverpool City Centre include fund manager Enterprise Ventures, law firm Hampson Hughes, and ICL Agencies UK, a subsidiary of US shipping giant Independent Container Line. City Centre: Retail The City Centre is at the heart of Liverpool’s ongoing success as a retail destination. Liverpool’s Main Retail Area has performed well through the financial squeeze. Footfall was recorded at 67.3 million with some significant peaks during the summer and in November when Liverpool ONE enjoyed its busiest ever day since it opened in 2008. In addition, the whole MRA saw several months when sales figures were considerably higher than usual, even outperforming the national average. More new traders moved in to take up space, resulting in the City Centre’s retail vacancy rate falling to 12.1%, just above the national average. During 2013, some 71 new businesses opened across the MRA, the 4th highest increase seen in 500 shopping locations across the UK. Since January 2013:

Liverpool’s visitor offer has been radically transformed in the last decade: with its cultural offer being fundamental to this success. Liverpool’s strengths are in the visual arts, theatre, music, festivals, sport, maritime, and street theatre and a growing cruise liner industry. 2013/14 has seen the completion of major projects such as the £50 million refurbishment of the city’s Central Library and the £28 million rebuild of the Everyman Theatre on Hope Street, both schemes received a number of regional awards including from the north-western branch of the Royal Institute of British Architects. A further boost to Liverpool’s theatre offer is still underway. A £10.6 million phased refurbishment of the Royal Court Theatre is being undertaken and will complete in summer 2017. An £11.5 million refurbishment of the Royal Philharmonic has also recently commenced, and will finish in early 2015. Since January 2013:

City Centre: Hotels The city’s hotel industry saw another record breaking year in 2013 with 1.33 million rooms sold, exceeding 2012’s previous record 1.19 million, despite six new hotels having opened bringing an additional 463 rooms onto the market. Importantly for hoteliers, room yield also saw a welcome increase. Although still lower than competitor cities, it rose almost 4% from £43.72 in 2012 to £45.45 in 2013. Apart from the new Ibis Styles Hotel, most of the other newcomers were apart-hotels including Adagio, The Richmond and Epic. Refurbishment works to two other hotels saw an additional 10 rooms created, with a further 17 being refurbished. Schemes on site include “30 James Street – Home of the Titanic”, “Pullman Hotel”, and “Aloft Liverpool” Since January 2013:

Liverpool’s Knowledge Quarter is the hub for the city’s burgeoning knowledge economy and one of the main economic drivers of the city region. It includes the city’s universities, the Royal Liverpool University Hospital (currently being rebuilt), the Liverpool School of Tropical Medicine, Liverpool Science Park, The National Oceanographic Centre, Mersey Bio Incubator, the Art & Design Academy, the Liverpool Institute for the Performing Arts and Liverpool Community College. Between them, these organisations provide accommodation for learning, research, incubation and commercialisation by new and growing businesses, and some £400 million has been invested since 2000. City Centre: Residential Liverpool City Centre’s population has now grown to over 31,300, some 43% of which are students. The number of City Centre residences currently stands at 14,000. As the number of new residential apartments under construction fell in recent years, Liverpool City Centre has been experiencing a surge in new student accommodation with the number of student pods/bedrooms on site being over 4,000. The end of 2013 and early 2014 has also seen activity in the non-student residential market, with a number of new large schemes coming forward for planning approval. Since January 2013:

Development Overview: Outside the City Centre

RAISING OUR GAME: ENTERPRISE ZONES & MAYORAL DEVELOPMENT ZONES Liverpool is in the process of radically changing the way that the future development of the city is determined, financed and delivered. This new approach is about providing clearer leadership, joined-up thinking and delivery, sharper and quicker decision-making, less bureaucracy and an entrepreneurial can-do approach. It has been designed to deal with Liverpool’s big challenges, but also reflects new economic circumstances and a rapidly changing national policy context. Since coming to office in May 2012, Mayor Joe Anderson has set an overall vision which has four specific targets:- • Build 5,000 new homes

• Build 12 new schools

• Create 20,000 new jobs

• Restore a sense of civic pride

Whilst the city centre is the key economic driver for the city region, the wider city also plays an important role in providing employment opportunities for local residents. There is a continuing need to regenerate Liverpool’s neighbourhoods. We are providing new, affordable quality homes, renovating and improving existing housing stock, and improving schools and health facilities to match the aspirations which Liverpool has to become a Distinctive Global City.

Not only have investment levels been sustained through the economic downturn in the city centre, regeneration has continued in the neighbourhoods, with over £1.67 billion invested in major schemes since 2007. This is projected to continue, with £849million worth of major schemes currently on site. Overall, the chart below illustrates a significant rise in the levels of construction activity taking place in the neigh-bourhoods. 2014 is looking particularly stronger than previous years, with an expected £433 million of development to have completed by December. Nearly half of the development value on site in the neighbourhoods is health related, with the rebuild of Alder Hey Hospital accounting for £237 million of this.

Key areas of the city have been identified for future investment, employment and physical development. These include two Enterprise Zones designated by national government, and a further five locally designated Mayoral Development Zones (MDZs):

• Liverpool City Enterprise Zone supporting the continued developments of the city centre’s Commercial Office District, part of the Waterfront, and part of the city’s fringe;

• Liverpool Waters (part of Mersey Waters Enterprise Zone) where Peel are proposing to build a new mixed development of £5.5billion bringing apartments, offices and hotels along with community facilities and a new cruise liner terminal amongst many others;

• Knowledge Quarter MDZ is a unique cluster of economic and cultural assets including the universities and the Royal Liverpool University Hospital site where a new health campus is proposed;

• North Liverpool MDZ will capitalise on its location next to the Knowledge Quarter, Liverpool Waters, and Peel’s expansion of the Port of Liverpool that will attract future port related industries to bring much needed jobs and a greater tourism offer;

• South Liverpool MDZ where we continue to build on the successes achieved with the development of Estuary Commerce Park and Liverpool International Business Park, capitalising on their proximity to Liverpool John Lennon Airport;

• Central Liverpool MDZ on the eastern approach to the city from the M62 along Edge Lane, where the £200 million Edge Lane Retail Park has commenced, and where we are looking to build on the success of Wavertree Technology Park by expanding it as Liverpool Innovation Park up to Edge Lane;

• Stonebridge Cross MDZ where work is already underway to prepare a major new strategic development site which can bring hundreds of much needed jobs to the area, along with a new school, housing, shopping and health facilities.

With its close connection to the Port of Liverpool (currently being expanded with a new £300 million deep water terminal), Liverpool is one of the UK’s long-established locations for retail distribution warehousing. Over the last 15 years, several large strategic sites have been cleared and prepared for such developments. Recently completed schemes include B&M’s “Cube” warehouse (500,000sq ft), whilst Home Bargains are currently expanding their home base in north-west Liverpool by building a second £20 million 265,000 sq ft warehouse that will complete later this summer and bring 150 additional job South Liverpool is a key area for the automotive manufacturing and bio-pharmaceutical industries. Johnson Controls moved into its new £9 million headquarters in February 2014, whilst Medimmune completed a £9 million, 10,000 square feet extension of its existing facility in December 2013. Neighbourhoods: Retail & Leisure Retailing in the city’s neighbourhoods is entering a new era. The first initial phase of Derwent’s Edge Lane Retail Park completed in November 2013. Plans for the remaining £200 million 815,000 square feet will be implemented in the coming years. Meanwhile, Gateacre Neighbourhood Centre is currently being rebuilt with Aldi as its anchor foodstore. North Liverpool’s long awaited £150 million Project Jennifer has just started on site. Enabling works and demolitions have commenced, whilst building work on the new Sainsbury’s megastore will start towards the end of the year. Work is already underway to provide a new home for the Greatie Market. Meanwhile, plans for rebuilding Liverpool Football Club’s main stand at Anfield Stadium have been announced. A planning application for the £100 million scheme was submitted at the start of June, and the scheme is expected to complete in summer 2016. The proposals form part of “The Anfield Project” which is a collection of major regeneration projects around the stadium being undertaken by the Council and other agencies. The mayor’s £170 million Schools Investment Programme is currently in full swing to deliver 12 new, hi-tech secondary, primary and special schools. One school (Notre Dame) is completed. By mid summer 2014, nine (Archbishop Beck, St John Bosco College for Girls, Holly Lodge, St Hilda’s, Millstead Primary, Redbridge High Community School, Archbishop Blanch, New Park Primary and Northway Primary) will be on site, with the remaining two (SFX and St Julie’s) at design/feasibility stage. Outside of the Schools Investment Plan, some further schools are being improved or relocated outside of the mayor’s programme detailed above. Aigburth High School is to be rebuilt at a cost of £5 million; construction will begin later this year, and it will open in September 2015. Elsewhere in the city, with demand for special school places increasing, Palmerston School will be rebuilt in Aigburth to open in September 2016, while an extra six classrooms are being built at Abbot’s Lea Special School in Woolton to support more youngsters with autism. Neighbourhoods: Health

Since the start of 2013, the largest growing sector for development activity in the city’s neighbourhoods is hospitals and health facilities, with some £316 million worth of investment currently underway in the neighbourhoods. The major schemes underway include:-

• Alder Hey in the Park (£237m redevelopment to include a replacement Springfield Park, opening September 2015);

• Fazakerley Hospital (undergoing a £35m upgrade of its Accident & Emergency Departments);

• The Walton Centre (a £21.6m neuro-rehabilitation unit, due to complete in September 2014);

• Mental Health Facility, Walton Hospital (a new £28m mental health unit due to complete in December 2014).

Local construction jobs guarantee

Construction company Laing O’Rourke working on Alder Hey made a commitment to employ local people. With the workforce peaking at 600, over 40% of them come from the Liverpool area, and 25% from the North-west. Running parallel to the build, 20 work experience places were offered to schools, and 10 science ambassadors appointed to teach pupils lessons in construction and engineering. Laing O’Rourke have also been working with the University Technical College (UTC) in the city to ensure its curriculum matches the skills the construction industry requires.

In 2012, Liverpool’s Mayor set a target to build 5,000 new homes across the city, with the aim that many of these will be “affordable” homes. The Council’s Housing Delivery Plan is the main contributor to this target, and comprises new homes being built in conjunction with Registered Providers of Social Housing, and private developers with significant input/assistance from Liverpool City Council, including the use of City Council land or assets. The programme has the potential to provide over 7,000 new homes with further proposals at an early stage of development. The new homes are being constructed in response to demand from an increasing jobs market and desire for better quality and choice from home buyers and tenants. ADDITIONAL TARGET FOR 1,000 EMPTY HOMES TO BE BROUGHT BACK INTO USE EXCEEDED An additional target of the Mayor was to see 1,000 empty homes brought back into use. Exceptional progress has been made, and as a result of direct action taken by the City Council and its partners, that original target has already been exceeded and 1,342 homes are now occupied again. Specific plans are in place to tackle a further 594 empty homes, taking the projected total well beyond the Mayor’s original target. Many of these are in the North Liverpool and Inner Core areas around the City Centre where an oversupply of traditional terraced housing has proved to be a challenge in the past. Now, however, we have a number of exciting and innovative ideas for achieving this, including ‘Purchase and Repair’, ‘Lease and Repair’, equity loans and ‘Homesteading’ initiatives. PRIVATE SECTOR DEVELOPMENTS The private sector continues to deliver a variety of new homes in the neighbourhoods with over 1,200 new homes either completed, currently on site or awaiting start on active developments. As at May 2014, a further 1,200 either have permission granted or have been submitted as applications and are awaiting a decision. STONEBRIDGE CROSS MAYORAL DEVELOPMENT ZONE

Location of recently completed, current and proposed major development schemes

Stonebridge Cross represents another major strategic opportunity for the city to create new business space and jobs in the north east of Liverpool in addition to community facilities and parkland alongside the River Alt.

Plans for Stonebridge Business Park have been reassessed during 2013. With its new riverside park created alongside the East Lancs Road gateway corridor, the first £4.4 million phase of office development has been let. The plan now is to redevelop the adjacent site next to Electric Avenue with a new food superstore, further retail units and a petrol station.

TJ Morris Ltd has almost completed a new 265,000 sq ft distribution warehouse opposite Home Bargains’ headquarters at Portal Way, with an overhead bridge linking the two.

On the other side of the East Lancs Road, there is the largest single site in public ownership which is available for a significant international employer bringing between 500 to 1,000 new jobs. Approval was granted at the end of 2013 for constructing two distribution warehouses, whilst work to redirect the previously culverted River Alt to make way for the development is now almost completed.

Plans for the area also include the rebuilding of St John Bosco Secondary School on its current site and which is expected to be completed in 2014.

CENTRAL LIVERPOOL MAYORAL DEVELOPMENT ZONE Central Liverpool is focused on the Edge Lane corridor, the main eastern gateway into Liverpool city centre from the end of the M62 motorway. The five-year £65 million improvement programme to Edge Lane completed in May 2012, improving traffic flows, the environment and access to important development sites. The area has a strong retail and high-tech base, with many firms in the IT sector based at the well-established Wavertree Technology Park where high profile local employers include Gardner Systems, Barclays and Nutricia (Advanced Medical Nutrition). Key projects to be delivered in the Central Liverpool Mayoral Development Zone include the rebuilding of the Edge Lane Retail Park, a £200 million scheme by Derwent Holdings Ltd. The scheme will see 600,000 sq ft of new retail, leisure and restaurant units, and will provide around 1,500 jobs, with 50% of these promised to local long-term unemployed residents by the developer. The first £10 million phase is currently nearing completion. Redevelopment of the former Littlewoods Building on Edge Lane also remains a priority for the city, with plans for its re-use being discussed and re-evaluated. Meanwhile, a scheme to convert the adjacent Bunker to offices, has already commenced, whilst new proposals for the land at Liverpool Innovation Park are due to be announced next year.

SOUTH LIVERPOOL MAYORAL DEVELOPMENT ZONE South Liverpool’s Mayoral Development Zone not only acts as the city’s southern approach, but is also the city’s arrival point for international visitors and trade via Liverpool John Lennon Airport and the Port of Garston.

Since the mid 1990s, the area has been the focus of regeneration activity triggered by substantial government and European aid which has overseen the creation of the Boulevard Industrial Park (linked to the adjacent Jaguar Landrover factory), Venture Point, Estuary Business Park and Liverpool International Business Park amongst others. This has been one of the most successful parts of the city in attracting new businesses and jobs over the last decade. Among the firms located here are Prinovis, DHL International, Shop Direct, B&M Retail; with Medimmune, Novartis, Astra Zeneca and Actavis being some of the many bio-pharmaceutical companies clustered in the area.

The area is currently seeing the largest growth of industrial/warehousing development in the city, with over £50 million worth of schemes completed since the start of 2013. These have included a second massive distribution warehouse for B&M, new speculative business premises at Speke Business Park, a new headquarters for Johnson Controls, and extensions for both Medimmune and Eli Lilly.

South Liverpool is also home to the successful New Mersey Shopping Park, close to which Dobbies opened a new £8million garden centre off Speke Boulevard in 2011.

South Liverpool remains a popular location for homebuyers, with several of the national volume developers including Redrow, Barratt Homes, Lovells and Bellway currently constructing quality new homes for future residents.
