Next Council meeting The next Council meeting will be held on Tuesday 27 February 2018, from 7pm. The meeting will be held at the Monash Civic Centre (293 Springvale Rd, Glen Waverley).

The meeting’s agenda will be published on Council’s website from 5.30pm on Thursday 22 February. Monash residents and ratepayers can ask questions at the meeting, with questions to be submitted to Council by 2pm on Tuesday 27 February.

Update on former Clayton West school siteCouncil is disappointed at a decision by the Victorian Civil and Administrative Tribunal (VCAT) to approve a Development Plan for 10 Alvina Street (Oakleigh South), the former Clayton West Primary School site.

The proposed development of this site has been a drawn-out process, starting in 2014 with the former State Government’s decision to sell the land with a Development Plan Overlay on the site, removing the rights of residents to object to future developments on the land.

Council has refused two separate Development Plans for this site, believing both to be overdevelopments in this residential area. In September 2015, Council refused the original plan for 108 dwellings. More than 210 local residents objected to the original plan.

In January 2017, Council rejected a second separate proposed plan for the site which proposed 88 dwellings. Council received a total of 369 submissions about the proposal. No appeal was made against this decision by the applicant. The developer then amended the original proposal as part

of an appeal to VCAT, reducing the number of dwellings to 96. Council still considered this an overdevelopment of the site and argued strongly against this at VCAT.

In September 2017, VCAT issued an Interim Order requiring the developer to submit further amended plans to the Tribunal by 20 November 2017.

These changes related to the location of an area of communal open space, and the siting and provision of a new access way to two groups of housing within the overall plan. The developer made those changes and the development plan for 96 dwellings was approved by VCAT in December 2017.

The next step is for the developer to lodge a planning application for this development. The plans would need to be ‘generally in accordance with the approved Development Plan.’ If the plans meet this criteria, the application is exempt from advertising and objections from residents under the State Government’s Development Plan Overlay.

Work to start on Caloola ReserveAn exciting $1.7m project to construct eight new synthetic tennis courts at Caloola Reserve Oakleigh gets underway this month.

Stage One of the project will include the demolition of the existing brick pavilion, installation of LED sports lighting, and construction of the eight courts. The upgrade will also include spectator viewing areas with shelters, seats and drinking fountains.

The works require removal of some existing trees but additional tree planting and landscaping will be undertaken.

Stage Two of the redevelopment works will start in the later part of 2018 with

the construction of a new pavilion and improved on and off street parking.

The project will see the Oakleigh and Oakleigh North Tennis Clubs relocated to Caloola Reserve.

The relocation of the Oakleigh Tennis Club will provide additional space on the Oakleigh Recreation Centre site to ensure the best possible design for the new $20m Oakleigh Recreation Centre Indoor Stadium and Waverley Gymnastics facility which is being delivered as part of Council’s capital works program.

Message from Mayor Paul Klisaris I wanted to take this opportunity to thank the 30,918 residents who responded to our hard waste survey late last year. What an incredible response. I am proud to be Mayor of a community that is so engaged and passionate about the services we provide.

As you will read on page 7 of this issue of the Bulletin, 77% of you told us that, of the two options on the table, your preferred option was to keep the existing hard waste service with an additional at-call service at a cost of up to $150 to be paid by the householder.

Well, you told us and we listened. I think this is a fantastic example of democracy in action.

We know that our libraries are one of the most popular services we offer, regularly scoring highly in our annual Community Satisfaction Surveys.

We are keen to hear from the community about what you think about the Mulgrave Library - what you love about it, and ways we could enhance the service to improve the Mulgrave Library so it best meets the needs of the community.

This is a project I am proud to be championing. You can find the link to the survey on www.monash.vic.gov.au/mulgrave-library-survey or find a hard copy at any of our libraries, neighbourhood houses or at the Civic Centre in Glen Waverley.

Our Festival Season is well underway with the very popular Chinese New Year and Lantern Festival, which Council is proud to support, on 25 February and our outstanding Live at Warrawee in Oakleigh on 17 March. I had great fun meeting the lion dancers prior to the Chinese festival (see pic below). Hope to see you at some of these events!

A $900,000 reconstruction of the east sportsground at Mulgrave Reserve in Wheelers Hill is underway.

The $900,000 upgrade includes:

Removal of the existing turf surface Addition of a sand profile and re-levelling of the surface New drainage and irrigation systems Reconstruction of the turf cricket wicket Installation of new warm season grass A new coaches' box

and goal posts.

The works will provide a quality playing surface for the next 20 years, increasing the opportunity for sport and casual recreation at the ground, and reducing the use of water to irrigate the ground.

The upgrade is expected to be completed by April this year.

Eaton Mall Pedestrian Safety ProjectA $320,000 project to improve pedestrian safety, enhance streetscapes and livability is being undertaken in Eaton Mall.

The Eaton Mall Pedestrian Safety Project will include better security infrastructure and bollards across the three intersections in the mall to deter vehicles including motorbikes from entering the mall. The State Government is providing $250,000 towards the project through the Department of Justice Public Safety Infrastructure Fund. Council has allocated $70,000 to the project.

The project has been guided by the recent 'Hostile Vehicle Guidelines for Crowded Places' report and the heightened security

concerns about random attacks using vehicles, highlighted by the Bourke Street Mall and Flinders Street incidents.

Council has also been working to deter motorbike riders from riding their bikes through the pedestrian areas of the Oakleigh Activity Centre and the installation of the security measures will assist in preventing bike access. The parking of motorbikes in public areas has also increased resident and trader concerns about safety.

Raising the bar

one cartwheel at a timeIn the 31 years since the Waverley Gymnastics Centre first opened its doors, the centre has become one of the state’s most successful gymnastics clubs with more than 1,800 gymnasts and 500 more on the waiting list.

In 2017, the not-for-profit club won the Active Monash category of the annual Sir John Monash Awards.

Club Director Tanya Johansen said the club was “very excited and proud” to win the award, especially given the “amazing community sporting clubs” in Monash.

The centre’s belief in inclusion for all sees a number of children with

Autism, Asperger’s Syndrome, hearing difficulties and Cystic Fibrosis among its enthusiastic members.

Tanya believes the key to the club’s success over the years has been its people. “Our coaches, managers, administration staff and volunteers are all incredibly dedicated and passionate about making the club the very best it can be,” she said.

Its strong membership base is made up of varying ages, from two to 24, and abilities from junior to senior international gymnasts.

With the club’s numbers growing quickly and more people, especially young girls, interested in joining

gymnastics, the Waverley Gymnastics Centre is looking to move to a new location at Oakleigh Recreation Centre.

How do I...?...know what the regulations are for pool fencing?All home swimming pools and spas with a depth of water more than 30cm must be surrounded by safety fencing that meets Australian Standards. The fencing must be at least 1.2m high and the gap between the pool fence and the ground must be 100mm or less. Boundary fences used as a barrier should be a minimum of 1.8m high.

These measures are in place to prevent children drowning in home pools.

There are around 4,300 home pools in Monash. Council’s Building Surveyors randomly visit 150 properties per year to inspect pool fencing. Where the fencing is not compliant, the surveyors issue a building order requiring immediate action to make the fencing compliant.

Preventing disease with FREE vaccinationsFREE vaccinations are available for children at local immunisations sessions run by Council nurses.

The vaccinations are available at no cost for babies, toddlers, pre-school and school-aged children.

Immunisation is the safest and most effective way to eliminate preventable diseases such as measles, mumps and whooping cough. Eligible adults can also access some FREE vaccines.

Bookings are not required for morning sessions but are essential for evenings.

New PALS booklet outHave you seen the news PALS booklet? It’s out this month, packed with lots of FREE and low-cost events for any older adult who lives in, works or visits Monash.

PALS is a Positive Ageing Program aimed at promoting healthy, active ageing and social inclusion. The program provides older members of our community with information on social activities and health issues.

In the PALS program that runs until April, you can experience lots of fun activities including outings, sustainability activities, theatre and movie excursions and health forums.

Read through the booklet and choose the events and activities you would like to participate in. For each listing, there is a phone number or email address for bookings. Use the details under each listing to book for that event and be aware that many of the events have a cap on the number of participants.

I’m pictured at Monash Gallery of Art beside Cr Stuart James (right) and political commentator George Megalogenis - former winner of the Walkley and Prime Minister’s Literary Awards, and presenter of the insightful 2017 WordFest Sir John Monash Lecture.

Having spent the past 21 years interacting with fellow Monash residents, I know many share the observations made by Mr Megalogenis in his book ‘Balancing Act’, specifically that increased population density diminishes quality of life by putting undue pressure on environmental amenity. Inadequate market evaluation, poor planning and inappropriate investment decisions tend to provoke dysfunctional communities. The result is an anomaly; despite appearing richer, livability is reduced.

It’s apparent residents and workers desire centres that exude a heart and soul - without congestion. Prime commercial and residential precincts demand “green lungs”. Flexible, public open

spaces incorporating adequate free seating would give credence to our ‘garden city’ reputation. Conversely, the dire consequences of unchecked densification, posturing as “development”, include poorer health, urban heat islands, wind tunnels, over-shadowing,

limited passive surveillance, and destruction of vegetation and native habitat.

Car dependency impacts health and well-being, climate change and pollution. I’ve suggested off-site park and shuttle ride solutions to address unwanted gridlock at intersections and to minimise all-day parking in neighbourhood streets which

abut activity centres. With six out of 10 approved high-rise buildings still to be constructed, I’ve requested an audit of public open space within Glen Waverley’s centre. Only if Council owned land is quarantined from sale can we maintain control of its future use. Hundreds of residents surveyed in 2017 by me supported a central public park with underground parking.

Heads up on community survey

Clean up in Monash Monash residents have their choice of local sites to spruce up on Clean Up Australia Day, which falls on Sunday 4 March.

There are more than 12 registered clean up sites in Monash where people can volunteer to pick up rubbish. This year, Council is hosting a clean up activity at Mulgrave Reserve. We’d love people to join us in giving this area a facelift, so please meet us at Mulgrave Reserve at 10am on Sunday 4 March. Please wear sturdy shoes. Gloves, rubbish bags, water and sunscreen will be provided to volunteers. We’ll host a thank you BBQ after the clean up, from midday.

In March, some Monash residents will be asked to participate in a survey about Council’s services and performance.

The survey seeks to gain feedback from a random sample of 800 Monash residents who are aged 18-plus.

It is being conducted on behalf of Council by Metropolis Research who will be doorknocking more than 800 households to seek the community’s views. All researchers will have identification and will provide that information to you prior to any

discussion. We encourage you to take the time to participate in the survey and have your say. The feedback we receive in this annual survey is valuable to Council as it helps us to identify what we are doing well and what we need to improve.

Waste Survey Result

Council asked for your views on the future of our hard waste collections and more than 30,900 of you responded with a clear message on what you wanted.

We’ve listened to and supported your choice. Council voted at the January 2018 meeting to retain the current once a year hard waste collection service on a date set by Council, with an option for residents to add one at-call collection each year.

Council will also consider a pensioner discount of 10% to the user pays at-call hard waste collection as

part of its 2018/19 budget, as you told us this is important to you.

In what was our biggest survey, Council posted information to 105,785 ratepayers and residents in November 2017 asking them to choose between two options - Option 1 was to retain the current service with an additional at-call collection, Option 2 was to offer an enhanced service of up to six booked collections each year of two hard waste, two bundled green waste and two bulk cardboard collections, paid for through the introduction of an Environmental Charge.

Of the 105,785 surveys, 30,918 were returned, with 77% choosing Option 1 and 23% Option 2.

The engagement from the community demonstrated that hard waste is an important issue. Thank you to everyone who participated, your feedback gave Council a very clear direction on which option the Monash community preferred.
